we begin with hillary clinton facing an e-mail scandal this morning accused of exclusively using a personal account to conduct official government business. >> it involves tens of thousands of e-mails from clinton's four-year tenure as secretary of state and allegations this morning that she may have been in violation of federal rules. abc's susan saulny has the details for us from washington. good morning to you, susan. >> reporter: good morning, t.j. there is word this morning that hillary clinton didn't even have a government e-mail address during her time as secretary of state relying solely on that personal account. "the new york times" reports aides to clinton took no action to have those e-mails preserved on government servers as required by federal law. the state department saying overnight that it has long had access to a wide array of clinton's e-mails. two months ago the potential presidential candidate turned over more than 50,000 pages of e-mails at the request of the state department. experts are calling this a

serious breach. they say personal e-mails are not secure and should not be used by senior officials and clinton's critics are already chiming in with implications of secrecy. jeb bush tweeting overnight, "transparency matters. unclassified hillary clinton e-mails should be released." he also posted a website link showing hundreds of thousands of e-mails from his time as governor of florida. a spokesman for clinton came to her defense telling "the times" she has been complying with the letter and spirit of the rules. t.j., reena. >> so jeb bush not wasting any time there. is he? all right. susan saulny for us live in washington. thank you so much. meanwhile, it's a big day on capitol hill as israeli prime minister benjamin netanyahu will address congress today. >> yeah the controversy invitation which came from house republicans is seen as a snub to the white house. netanyahu plans to urge lawmakers to oppose president obama's negotiations with iran over its nuclear program. this polar rises views on israel itself. >> i regret that some people have misperceived my visit here

this week as doing that. israel has always been a bipartisan issue. israel should always remain a bipartisan issue. >> well, on monday netanyahu tried to bridge the gap saying the u.s. and israel are like a family that sometimes has differences. president obama said netanyahu's capitol hill address would not be, quote, permanently destructive. >> but the prime minister's speech is getting attention here and in israel where elections are just two weeks away. >> and reaction there mixed, as well. abc's molly hunter has the view from jerusalem. >> reporter: good morning, reena and t.j. prime minister netanyahu is on the cover of every single front page here today and despite all his talk about national security it's clear to israelis that this speech is more about his own job security. israelis head to the polls in two weeks and they see today's speech as a giant election speech with disastrous consequences in washington. even so, analysts say if netanyahu gives a strong, measured and thoughtful speech in front of congress, it could tip the polls in his favor back home.

reena, t.j. >> all right, to our molly hunter there, thank you so much. we tuirn to the fight against isis, the brutal militant group has used social media for its use. >> the company is fighting back. here's abc's brian ross reporting. >> reporter: isis is under attack from twitter, which authorities say has until now been key to the terror group's growing power and threat, but in the last week, according to people familiar with the operation, twitter has shut down, suspended at least 2,000 accounts connected to isis, a major escalation, and in response, isis supporters are calling for retaliation against twitter employees at the california-based company. among the isis targets shut down, accounts spreading the videos of the secretive executioner called jihadi john.

despite the mask, investigators say he didn't fool his mother who recognized his son's voice on the very first jihadi john video in which american journalist james foley was beheaded, but according to authorities, she kept quiet about the fact it was her son, mohammed emwazi. other members of the emwazi family are also under scrutiny including his younger brother omar who we found on the streets of london. >> abc news. >> can we ask just a couple of questions? >> about your brother? >> reporter: he took off running when we tried to ask him about his brother, the isis killer. brian ross, abc news, new york. well, a rare sight in parts of southern california hit by a wild winter storm that's now moving across the country. >> hail rained down on huntington beach -- you see that that's the beach, folk south of los angeles -- leaving the sand covered in white. didn't take long for the sun to melt it but 40 states bracing for rain and snow and ice. >> ooh. accuweather meteorologist justin povick joins us on what's on tap this morning. hey, justin. >> t.j. and reena, thanks and good morning. another winter storm on the way throughout the midwest and eventually getting into the northeast, as well.

for this go-around it's more of a mixture of sleet and freezing rain and snow at the onset. here's our time line tuesday morning into the mid-ohio valley. later on tuesday into central portions of the northeast, we will see our heaviest snow amounts over the upper midwest this go-around, but the general 3 to 6 inchees cutting right through the twin cities. t.j. and reena, back to you. >> all right, justin, thank you so much. the lapd on the defensive this morning after the shooting of a man on skid row. new video shows the man entering his tent, officers trying to get him out, pulling their guns, concerned what he was trying to get. moments later here's the video that millions of people have now seen online. four officers tackling him eventually shooting him five times. the man known on the streets as africa died. the police chief insists the shooting was justified. >> it appears that the suspect's hand is reaching for the officer's waistband in the area where his pistol would be located. it appears to me the officers acted compassionately up until the time when force was required.

>> civil rights leaders now calling for an independent investigation. investigators are reviewing images from body cameras worn by two of those officers. sources tell "the l.a. times" the account is consistent with the account given by police. new details in another fatal police shooting. the mayor of cleveland apologizing to the family of 12-year-old tamir rice, the boy shot dead in a park. frank jackson said the words used by city lawyers were insensitive to rice's family. in legal papers they appear to blame that pier for his own death failing to exercise due care to avoid injury. the boy had been playing with a toy gun at a playground when a rookie officer fired within two seconds after getting out of a squad car. a spectacular sight to show you lighting up the skies over southern chile overnight. a volcano erupted at about 3:00 in the morning spewing ash and lava high into the air. ooh. that's a good shot there. you can see the red hot molten rocks reflecting on the water below, as well. an evacuation order has been issued for the surrounding area.

details about the disappearance of nearly $5 million in gold. two men who were hauling the cargo from miami to massachusetts say they broke down on i-95 not far from raleigh when three robbers emerged from the woods and demanded the gold. the security company the men worked for say they were armed. the l.a. fire department was called out to rescue a woman from the los angeles river. she apparently was stranded on an island in the flood control chapel under a bridge. crews attached a harness then lifted her up and taken from the scene by an ambulance. a dog who had fallen through thin ice on a pond was struggling to get out when two kansas city firefighters came to her rescue wearing watertight suits and latched together they swam out to her and managed to lasso the dog and you will athree were pulled to shore. the dog was suffering from hypothermia and wrapped her in a heating blanket and she will be
