this is abc 7 news. good afternoon everyone. i'm larry diehl. i'm ama daetz. a lot of attention focused back on ferguson missouri. a new report from the u.s. justice department blasted the police force for having a deep-rooted racial bias against african-americans. >> that report did not find enough evidence to prosecute the officer who shot him last summer. here's abc's ted rowlands with what happens next. >> protestors allege a -- an exhaustive federal investigation agrees, concluding that ferguson police and the local court system needs a major overhaul. >> people feel under assault and under siege by those charged to serve and to protect them.

>> reporter: the over 80-page justice department report found a disturbing pattern of stops without reasonable suspicion, arrests without probable cause and using force. there were complaints of excessive force between 2010 and 2014. not one officer was disciplined. the federal investigation also uncovered seven dramatically racist e-mails. including some targeting the president and first lady. a city official wrote in 2008, obama would not be in office very long because "what black man holds a steady job for four years." >> it makes you say they've been laughing at this community and the people in this community for a long time. >> there's renewed calls for the police chief to step down. also announced, no federal civil rights charges against officer dare inwilson. michael brown's parents reacting saying we received disappointing news from the department of justice that the killer of our son won't be held accountable

for his actions. >> the statement went on to say they are happy with the department of justice holding the ferguson police department accountable saying if it promotes change, their son's death will not be in vain. at the time row lands abc news, los angeles. ferguson's mayor just wrapped up a news conference addressing the report. he says problems will not be tolerated. >> racist e-mails have been placed on leave and one fired. abc 7 news talked to a local public defender today about that ferguson report. >> he's not surprised by the finding saying it's seen every day in the bay area. >> from misapplication of laws to overapplication of laws. clients who are stopped for having a bike light but not having it affixed to their bike at the time. clients who are stopped for not signaling within 100 feet of their turn. over and over, those are the types of laws applied to our black and brown client. >> the attorney says the first

step to particularsfixing the problem is to admit there is one. >> another critical test at the supreme court today. at issue just a few words of the president's affordable care act. the justices are trying to figure out if it makes people in all 50 states eligible to cut the cost of premiums. they're expected to rule on the issue in june. at 4:30, karen travers has more on how millions may be impacted by the decisions. >> breaking news out of south korea. mark lip ert has been attacked with a razor while he was giving a lecture. you can see the blood there. he was holding his face blood on his hands as he went to the hospital. his injuries are not considered life-threatening. no known motive for the attack. but south korean media says an unidentified man shouted no to war training and attacked lip ert. he graduated from stanford university and worked for

senator dianne feinstein. two schools went on lockdown after reports a suspicious person was in the area possibly carrying a weapon. sky 7 hd was over the school near el camino miles an hour ago a. where police searched for an hour but found no suspect. contra costa sheriff's deputies and police joined in on the search. no students were hurt. a hayward school was locked down at 7:45 before classes began. some kids were there and parents were told to leave. police lifted the lockdown at 8:15. officers were investigating reports of shots fired and a possible road rage incident. san francisco police are hoping surveillance video will help them identify whoever is behind the latest brazen theft at an electronics store in the bay area. >> thieves shattered the window and stormed in at 4:00 this morning, taking speakers and

amplifiers from music lovers at bush andsteiner. the owner says this is the second time this happened at 4:00 a.m. just this month. the store is just one of at least a half dozen electronics stores that thieves have smashed and grabbed, if you will, within the last month. police urge business owners to take steps to protect their merchandise. >> it would behoove people to get audio visual surveillance in their systems and their stores and hopefully that would kind of deter some people. >> authorities are recommending stores get iron bars for protection. business owners are hoping police can catch the thieves when they try to sell the equipment. >> uber got somewhat twisted in san francisco today after a yellow cab and uber car crashed into each other. the cab driver said he was going along 16th street when an uber drive ran a red light and crashed into him. one person was taken to the

hospital. the cab only damaged the front gate of the bar. police haven't determined who was at sfault fault of this crash. the video you're looking at from sky 7 hd is not a garage. it's a 7-eleven in oakland. that honda belongs to an elderly woman who drove right through the front window just before noon. the store's owner says fortunately nobody was inside when it happened. emergency crews say the driver seemed disoriented but otherwise unharmed. she was taken to the hospital. police are investigating what caused the crash. firefighters are looking into what sparked an overnight blaze at a well-known restaurant on knob hill. the fire at the restaurant at sacramento abdomen polk broke out at 1:30 this morning. it may have started in some trash in the garage. nobody was injured. this evening in san francisco people will gather to protest the proposed building they called the monster in the mission. it's actually a ten-story condo highrise that would go right here at mission and 16th streets

right by a b.a.r.t. station. opponents worry this luxury building would push even more people out of the neighborhood. although developers say this will be good for the mission and will provide much more affordable housing. but there is a catch. abc 7 news reporter vic lee is live in san francisco with that. vic? >> reporter: well a meeting will be held at 6:00 right over there at the laborers union hall at 18th and shot well. it most certainly will be well-attended and fiery. they promise 30% of living units. but not all at the main complex. >> the proposed ten-story housing complex will go up here at 16th and mission. this is what it will look like. 331 units, 41 of them priced for the middle class at $280,000 to $350000. all that money going toward more

affordable housing. >> the fund from the sale of the units will be reinvested in the mission district for 49 below market rate affordable apartments. >> the massive project will most likely cast a shadow on the playground of marshall elementary school. but the real estate partners have promised to raise the a playground by 15 feet. the developer is also offering to clean up b.a.r.t. plaza at 16th and mission. this is a rendering of how it will look. none of this appeals to mission district groups fighting against evictions. they call it monster in the mission. >> it's going to be in the middle of a working class, low-income neighborhood. that's just really going to worsen the problem of displacement. >> local activists say there's no compromising. many families and people are getting kicked out and priced out of the city. 100% affordable housing or not.

many link the tech industry to rising rents and cost of living here. >> san francisco not for sale. >> there have been protests against google buses which pick up workers in the mission. at least one restaurant was vandalized numerous times. a target, many believe because it was popular with young upwardly mobile diners. vic lee abc 7 news. dozens of people demonstrated outside the offices of the national park service. they're upset there's a new general management plan for the golden gate national recreation area. the demonstrators worry that the plan will limit visitors to ocean beach, muir woods and dogs at fort fun ston. >> they're saying public access could be restricted and recreation isn't a guiding principle of the plan. we're speaking out with a loud voice to state this isn't okay. >> the national park service

told abc 7 news the management plan only provides a broad vision for the golden gate national recreation area. public hearings are still planned on dog use areas and a final decision won't be made until early next year. sky 7 hd is live over breaking news in oakland right now where police are on the scene of a shooting on eastbound 580 just west of the broadway off ramp. this happened around 3:30. see the two cars there. at least those two cars were involved in the crash then shots were fired. abc 7 news photographer on the scene right now says he can see several bullet holes in the lighter colored car. at least one person was taken to the hospital. two lanes are closed as police investigate. this will be a major traffic headache for the evening commute. we'll continue to follow this breaking news on air and online. follow us on twitter at ashs 7 news bay area. >> keep you posted on that. a look at the weather. it's stunning outside.

2014 was the best year the auto industry has seen in a decade. this year sales of electric vehicles could be a bright spot. tesla and apple are creating a lot of buzz over the future of cars. abc 7's reporter david louie joins us with more. >> reporter: larry, speculation that apple could develop a car to compete against tesla has created so much buzz, it's the talk at a european auto show this week. they know it represents a huge growing segment. >> electric car sales are only a small part of the 16.5 million cars sold last year. ev sales rose a strong 27% last year 118,500. plans to expand the network of charging stations is giving car buyers confidence to take the plunge. >> certainly, the network the

grid availability of charge stations is just met more fosing as you watch. now you can go to the mall and plug in the car. >> events sponsored by pg and e to encourage employees to buy plug-in cars. in three months, almost 400 employees did. then there's the buzz in the auto industry that tesla and apple may hook up or compete. apple has a car plate to manage car vehicle entertainment but it might have sights on operating the dashboard. >> if detroit thinks it's a good match for them, they'll probably embrace it. if they don't they have the manpower an the intelligence to be able to do what needs to be done for their consumers. >> with the technology advancing so quickly some shoppers might be concerned about the cars becoming outdated in a couple of years. will they have to go for a new car much the way they go for a new smartphone every couple of years? with that in mind many dealers

farmers to reduce the use of antibiotics in agriculture. the inventor of the k-cups regrets ever coming up with the idea. john sylvan is not proud of the single serve plastic coffee pouches used in machines like the keurig because it creates too much waste and it's bad for the environment and they're not biodegradable. he doesn't use the product because they're too expensive. he originally thought the cup-like pouchs would be primarily in offices where people like different types of brews but there's not much he can do about it now. he sold his interest in the company for $4 million back in 1997. a high-profile philanthropist is stepping in to help the bay area athlete whose prosthetic leg was stolen. someone broke into his car yesterday and stole his laptop and something more valuable, his $30,000 leg. what's worse for steiner it will take two to three weeks to

such a nice day out. >> it's a lovely day. the weather today is part of a pattern that will last through the weekend. here's live doppler 7 hd showing you from its vantage point how clear an afternoon it is. no clouds to be found anywhere. check out this view over san francisco. looking towards the east northeast. these are the forecast features. it will be clear and cool overnight. mild to warm days continuing into early next week and daylight saving time begins on sunday. we'll have that extra hour of evening daylight to enjoy. a satellite image showing a strong ridge of high pressure keeping us in this dry pattern with mild to warm afternoons through that period of time. let's look long-range. starting next tuesday march 10th. we'll see partly to mostly cloudy skies developing on tuesday and a rain-making system approaching us at that point. it's possible that by next wednesday a week from today, we could see a little bit of rain. but the system we see developing

people get in trouble all the time for bringing things to school. near columbus a 13-year-old boy was suspended for bringing homemade liquor to class. the school superintendent thinks the boy warranted to show it to the science teacher but didn't mean any harm. the teacher dumped it down a drain. however, that teacher was reprimanded for not reporting it to administrators. show and tell, right? new englanders are dealing with one of the worst winters in years. one man found a great way to make the best of it. he built an igloo bar out of a massive snow drift. look at this thing. lavoy dug out several caves and tunnels and furnished the place with lights and decorations. in fact, a couple of breweries even supplied posters. wonder if they supplied supplies, if you know what i mean. the tunnel is 80 feet long. took him 65 hours to complete.

he used to live in santa cruz. he's friends with our producer and his wife who helped him out. he's from piedmont. he checks with her every hour to make sure the snow hasn't caved in. >> two of the three puppies found dumped in the trash in january are now ready to find new homes. the east bay animal rescue and refuge in concord held an open house today for people to meet these little ones. the puppies were found abandoned at a pleasant hill park and discovered by a couple walking their dog. the foster family who nursed the puppies pack to health plan to keep one. they need to fill out an application if you want to adopt one and as you can imagine, there's been a lot of interest. >> was happy to see the pups. looks like they're thriving. it's great. yeah. i think i could easily be a good parent to one of those pups. my wife and i would be great parents for them. >> animal services is still

with the latest debate in the affordable care act. >> president obama's health care law was back in front of the supreme court. the affordable care act signed into law says the government can give subsidies to help millions of americans afford coverage through an exchange established by the state. that simple phrase in the law is at the heart of the argument today. the plaintiffs are conservative activists. >> this was not inart fut full language. they set this up to set up the exchanges. >> 34 states didn't set one up. instead, they rely on the federal marketplace. so the question now is are the federal subsidies illegal in more than 2/3 of the country sf. >> congress obviously wouldn't have doomed to failure this hugely significant piece of legislation. >> the implications could be far-reaching. one study found that 9 million

people could lose their insurance coverage if the court rules against the subsidies. >> this is about real people and putting patients over politics. don't take my care. >> sylvia burrwell acknowledged that the obama administration doesn't have a backup plan if the subsidies are struck down. >> we don't have an action to undo the damage. >> the line of questioning by the liberal justices suggest they think the context is the key in the subsidy language not just the literal text. that short phrase in the very big health care law. a decision is expected sometime before july. karen travers abc news, at the supreme court. marathon bomber appeared in a courtroom today in the trial that captured the nation's attention finally began. it could prove to be the most closely watched trial since 20 years ago.

guilty promising to stay open-minded as they consider whether he'll get the death penalty. >> if convicted he could get life in prison. marci gonzalez, abc news boston. hillary clinton must now turn over personal e-mails from her time as secretary of state. the special house committee investigating the 2012 attacks on the u.s. embassy in benghazi libya this afternoon issued a subpoena for the e-mails in question. she used a private account exclusively while she was secretary of state. that means, clinton's messages were not archived by the government. current secretary of state john kerry visited saudi arabia today in an effort to ease gulf arab concerns about an emerging nuclear deal with iran. mr. kerry wrapped up a third straight day of talks with iranian officials in switzerland. he pushed back against israeli prime minister benjamin netanyahu's assertion that a developing nuclear deal should be scrapped. he made that claim in a speech

before congress. kerry challenged netanyahu and other critics to come up with a better alternative. the u.s. and iran have until the end of the month to work out a deal. the republican controlled senate failed to override president obama's veto of a bill approving the keystone xl oil pipeline. the vote was the latest chapter in a fight between the gop led congress and the energy policy. the $8 billion pipeline would transfer to the link in gulf coast refineries. the bill circumvented the process for approving cross border pipelines which must be determined in the national interest. a possible republican presidential candidate is being criticized for comments that he made on cnn. ben carson told new day host chris cuomo that being gay is "absolutely a choice." >> do you think being gay is a

choice? >> absolutely. >> why do you say that? >> because a lot of people who go into prison go into prison straight and when they come out they're gay. did something happen while they were in there? >> carson went on to say his argument thwarts arguments that sexual orientation is not a choice. he's a retired neurosurgeon but that comment puts him at odds with the majority of the medical community especially psychologists. search warrants out today reveal that north carolina detectives suspect a $5 million gold heist was an inside job. a north carolina sheriff said today, all possibilities are on the table. robber ambushed a truck carrying $5 million of gold from miami to massachusetts. two security guards stopped on the side of the highway because of engine trouble. that's when they say they were robbed by two armed men. >> did violate the law of company protocol with regard to exiting a truck without their

firearms on them. >> robbers then apparently tied the guards' hands behind their backs and led them into the woods before they made off with the gold. >> the security guards who speak little english are not considered suspects. seattle transit officials want to pay a so-called bathroom czar nearly $100,000 a year to help solve its bus drivers' potty problems. so-called comfort station coordinator would be responsible for finding easily accessible restrooms for ruffle 2600 bus drivers. the agency came under fire after a state audit found the drivers were not provided with unrestricted access to bathrooms. >> we take it really seriously. 2600 operators keep this community and economy moving. >> it wasn't too sanitary. now we're able to use. the y and we feel more comfortable. >> if you're looking for a life change the transit agency is accepting applications for the full-time bathroom czar, but only through tomorrow.

an important step this evening in the effort to build a new stadium in oakland for the raiders. the city planning commission is holding a public hearing at 6:00 on the environment impact report on what's called the coliseum area specific plan. the commission is expected to make a recommendation on the plan. raiders fans are gathering at 5:30 for a rally at the plaza and plan to make their presence felt at the meeting. san francisco legalized short term rentals like air bnb in february. why are so few people complying with the new law and what can be done to force them? abc 7 news reporter carolyn tyler joins us with more. >> ama to say it's slow going would be an understatement. of the thousands san franciscans eligible to register rentals

only 1% have done so. >> we're just coming into roadblock after roadblock. >> greg has been trying to register with the city under the new air bnb law to legally rent out a room in his home. the process is arduous. they're requiring information and i.d. that are just difficult to comply. >> applications must be made in person at the planning department. owen donely just wrapped up and said it was straightforward. >> not so much red tape. you have to read the a.m. kagts and fill it out. >> but clearly he's the exception. of the estimated 6,000 hosts in san francisco, only 159 have applied since the law took effect february 1st. only 60 have been approved. at a city hall hearing today, there were lots of complaints. the process is not user-friend

ashley. >> i'm cheryl jennings. we want to show you a map to give you an idea where this is happening. this is on eastbound 580 near highway 24. allen wong is there live with more. what can you tell us? >> reporter: cheryl and larry we're still trying to big out what happened here around 3:30 this afternoon. if you look behind me, there are two cars. one a beige acura with five bullet holes on the driver's side. one of the occupants we're told, was taken to the hospital and another is being detained here at the scene. the female driver of the chevy impala was taken away by police. we believe she was an innocent driver caught up in all of this when the shooting happened. we also believe police are looking for the suspect vehicle that left the scene. right now two lanes of eastbound 580 are shut down with one lane open. it's causing a bottleneck in rush hour traffic.

it's backing up all the way to the maze. it also appears to be clogging up some of the surface streets down below us and around this junction which is not far from children's hospital. it appears the chp and oakland police are just trying to figure out this whole thing themselves. you're looking live now at shots of the area. as you can tell, both lanes of eastbound 580 are closed. one lane is open and cars are creeping by this scene very slowly. as i mentioned the chp and oakland pd are trying to figure this out themselves. we will try to bring that to you as soon as we figure it out too. i am alan wang, reporting live in oakland, abc 7 news. >> alan, thank you. another look at the traffic. what a mess. the maze is usually very heavy and this is impacting it even more this afternoon, creating ripples of traffic all throughout any connecting areas to that 980, 580 area.
