to her about being harassed. pao will return to the witness stand tomorrow. a double homicide near a play ground has a san francisco community kbhunder standably on edge this afternoon. the shooting happened just after 9:30 at the crocker amazon play ground in the city's excelsior neighborhood. someone appears to have shot both victims while they were sitting inside a vehicle. witnesses we talk with say this it is a nice neighborhood and they are surprised. authorities have not announced any suspects or even a potential motive for this shooting. two thieves may face child endanger.charges after taking this 4-year-old boy on a burglary this morning. police say the thieves broke into this house under construction in the noe valley district. when officers arrived one person ran to a neighbor's roof to escape but he was tracked down by a police dog. >> people do prey on these homes that are under renovation because it could be plumbing, faucets, light fixtures, copper plumbing, but they often will burglarize these homes. >> after police nabbed both

suspects they found a small child in a nearby car waiting for them. the burglars may nice child endangerment charges. a palo alto teenager was hit and killed by an early morning train. cal train says the teenager intentionally walked onto the tracks. abc 7's joins us with reaction from the school district and what is being done to prevent future incidents like this. >> reporter: palo alto high school students and their parents given this letter today encouraging families to talk to their kids about a tough but an important topic regarding depression and suicidal thoughts. the student killed this morning was a 15-year-old sophomore from palo alto high school. officials say the poi was hit by a northbound train causing a major backup for at least an hour. >> we are extremely concerned. this is an unusually frequent occur reps for this kind of thing. >> reporter: cal train says there have been eight fatalities

this year, seven which are believed to be sue sides. it is an issue that resonates in this community. back in 2009 there was a cluster of teen suicides at nearby gunn high school. >> i think it's the ex-spec takes we place on ourselves to be perfect. >> reporter: students we talk to say there is a lot of pressure to succeed. >> i think that people's self-worth is put so hard on their academic success, defined very narrowly that just kids put everything on that and they think if they are not perfect they can't do anything and that just crushes you. >> reporter: while edge caters continue to encourage students to seek help, cal train says its crisis prevention is saving lives. >> we are still preventing more suicides than have taken place. in january we stopped three individuals who were intent on taking their lives on the tracks. >> reporter: cal train says it

nissan altima with license plate 5 ucf 010. be on the lookout for that. several people were injured in a crash after a driver tried to escape from u.s. marshals. the crash happened at 23rd avenue at 11:0030 a.m. police say the marshals tried to stop the man as he got into a car minutes before the female driver took off. police say she ran a red light at 23rd and foothill and then slammed into a paratransit van. pictures from the oakland tribune show the impact of that collision. it is a mess there. a 4-year-old girl in the back of the woman's car was injured. so were several people in the van. the suspect and driver were arrested. high school students in richmond held a protest today over the firing of a pea loved teacher. the students are a part of the law academy at dean za high school. abc7 news reporter laura anthony is live with the story. laura? >> reporter: hi dan. well, all quiet here now but

quite a noisy day all day long as these students staged a walkout. this is the time of year the district lets probationary teachers know whether they will be back for next year. in this case, the students are quite upset that one of their favorites won't be back. >> what do we want? >> education. >> when do we want it? >> now. >> reporter: these are students who walked out of class, not to take a break but to send a loud message to their school administration that the firing of a beloved teacher is not okay with them. >> the main issue that we want to keep the good teachers here and make sure that they stay in their johns and keep the bad teachers out. >> reporter: dean za's principal and the west contra costa school board decided no to the renew the contract of probationary teacher tahitia dean the director of the school's law academy. >> we went to the board, we tried different -- many different alternatives. they have not listened to us. we are out here telling them we have a voice and going to make a change. >> reporter: some parents think dean is losing her job because

she encourages students to speak up for themselves. >> in the law academy, the students are taught to address issues that present themselves, to not let pad situations continue. >> reporter: a spokesman for the west contra costa school district told abc7 news "while we value and respect the opinions of our students and parents, the ultimate responsibility for evaluating teachers lies with the principal and the district." visiting the school on another matter a congressman stopped to address the students. >> i don't know the specifics, you you being here tells me a lot. if something happened that's unfair, you should be doing exactly what you're doing. i don't know specifically. i don't know your teacher. i don't think i've ever met her at least as far as i know. >> reporter: dean could not be reached for comment but her students are hoping the district has a change of heart about her termination. in richmond, laura anthony, abc7

news. >> the school district is taking all necessary precautions to prevent the spread of tuberculosis after a positive diagnosis. the school district announced today a student from tennyson high school tested positive for the disease. the superintendent says the student was not on campus when diagnosed and will not return to school until the health department determine it is 100% safe. a sand box at san francisco's delore res park is open again. it was closed for three weeks after vandals littered the play ground with broken glass. obviously, too dangerous for kids to play in like that. a mexican construction company called semex donated 20 tops of replacement sand so the kids are back in business. >> good to know. still ahead, paying for savings. >> it's always the people, the taxpayer that pays. >> massive water rate hikes on the line for much of the bay area. why some say it is long overdue. plus, the ripple effect and the controversy over the ferry to alcatraz. the co-creator of the simpsons has died.

will tackle the price increase tomorrow. abc7 news reporter david louie looks the how much that increase might be and how the money's going to be used. he joins us from san jose and the valley water district. david? >> reporter: hi, cheryl. the plan is to raise rates by as much as 31.5% to the water companies that deliver water directly to homes businesses and apartments. in most cases that rate increase will be passed right along to consumers. the challenge is that valley water district and others are selling less water millions of dollars less. in santa clara county conservation achieved an average of 13% by its 1.8 million customers. the cost of obtaining water is going up. >> our rate increase next year is looking at getting more supplies from outside of our county developing recycled water supplies in our county and anything that we can do to ensure that we have secure water supplies for next fiscal year. >> reporter: the valley water district board will start discussing rate increases up to

31.5% tuesday night that translates into an $8.09 per month increase in the north county and $1.52 in the south county. consumers say they understand how the drought is behind this. >> it's steep. i think that's pretty steep amount to be raising the rate and i think a lot of people are doing what they can to save water, but i understand, too, if we have to buy water outside of our own district they have got to get the money somewheres. >> i think it's the premium we pay for living in california. i mean, it really is a problem, the drought. so, i think we feel it every day. and i'm willing to pay. >> reporter: an executive at great oaks water company thinks valley district should be dip nothing the veer reserve fund which has $557 million. the district says all but 25 million is earmarked for specific needs such as flood protection. other revenue sources will be considered at the board meeting. >> pig corporations have big buildings, ma do we do? maybe start to a lawn that

doesn't use water. artificial lawns do something different. always the people, the tax pay they're pace the extra for everything else. >> reporter: a full 31.5% rate hike would jeep rate $42.5 million n san jose, david louie abc7 news. a federal plan to move the alcatraz ferry from its long-time home has some city residents furious. the national park service is proposing the ferry stop from embarcadero to fort mason if officials can't reach the agree agreement on a new 50-year lease. city supervisor mark farrell believes fort mason can't accommodate the increase in traffic and a move would hurt businesses along fisherman's wharf that depend on the ferry to bring in customers. the current lease expires next year. a co-creator of the simpsons died. he was best known for helping to launch "the simpsons" but he produced many other shows including fat albert, taxi, cheers and the drew carey show. he's well-known philanthropist

who gave away millions to charity before dying. sam simon was recruited by stanford to play football but only stayed with the dream for one day. he drew cartoons for the stanford dale labor day sports cartoonist for the san francisco chronicle and the san francisco examiner. simon battled cancer in recent years and passed away at his los angeles home yesterday. sam simon was 59 years old. >> played for one day what a career he had. moving on to some consumer news, if you have ever had a mistake on your credit report you know how hard that can be to correct. >> now the three big credit bureaus have agreed to make it easier to challenge that >> michael finney is here with all of today's consumer news. >> consumer advocates have been on them about this for years, they are celebrating today. with all the identity theft and computer errors it's easy to get bad marks you don't do serve and hard to get them erased. i have reported on this extensively extensively. now the three major pure rose have reported, have agreed, i should see, make it easier to dispute bad marks.
