abc7 news starts right now with live breaking news. >> and that breaking news is in hayward tonight where a woman and her baby are hit by a car. both have life-threatening injuries. i'm dan ashley. ama is off tonight. alan wang is live at the scene with the latest on this. alan? >> dan the cause of the accident is still under investigation. one thing is clear, that streetlight behind me which shines over the crosswalk is out, and it may have played a contributing factor in this accident. the chp says a woman pushing her 1-year-old baby boy in a stroller was struck in the crosswalk by a white suv around 7:00 tonight. she was trying to cross the northbound 880 on-ramp where vehicles are accelerating to get on to the interstate. the 21-year-old woman and her baby were taken to the hospital with major head injuries and they are in

critical condition tonight. >> speeds a the this time are still under investigation. we are looking for additional witnesses that may have been in the area. we are going to basically put those together with the driver's statement. >> the chp says the 22-year-old female driver of the suv is cooperating and drugs or alcohol have been ruled out. the driver has mott been arrested and the on-ramp on the northbound 880 has now been reopened. alan wang, reporting live in hayward. abc7 news. >> thanks very much. a 5-year-old girl is threatened with life-threatening injuries after she is hit in san francisco. police say the girl and her mother were both in the crosswalk at the same time. the 86-year-old driver is cooperating with police. there is a spying scandal to report tonight, but it does

not involve giant corporations. it is supposedly happening at the san francisco zoo. abc7 news reporter is there live to explain. katie, zoo em sploiys are upset -- zoo employees are upset. >> it has to do with the radios that the unions carry. they bought them as a safety measure after an i-team investigation shows the code red siren system wasn't working. now the same union rep says the managers are using the radios to listen to employees' private conversations. a teamsters' rep said they learned about the radio from a whistleblower. >> i overheard the director of operations and a couple of his buddies listening in on the conversation of another manager and they were making fun of him. >> the union claims two radios had the remote monitor feature

enabled. and no zoo employees knew the feature existed. >> our employees carry their radios with them everywhere they go all the time and on their lunch breaks and in the bathroom. when they step outside they have a private conversation with their spouse, and all the while this feature was enabled. those two people could turn on the microphone on the radio and listen to it like a bug, like they were being bugged. >> in a statement zoo executive director tonya peterson says monitoring was a vendor feature designed to assist with medical and safety emergencies. when i was made aware of the radio's capabilities this feature was disabled. the union scheduled a news conference for thursday. they are asking for a thorough investigation. abc7 news. now to the california drought. it is bad and getting worse by

the day. tomorrow governor brown will announce emergency legislation. he will propose more than $1 billion in water supply and other projects. it will include funding for safe drinking water and money for emergency food for farm workers and others out of work due to the drought that is now entering its fourth year. authorities are looking into tonight's death of a 55-year-old kayaker from sonoma county off the coast of marin. it happened before 6:00 near dillon beach. rescuers raced to the december truss call. sky 7hd is overhead. one made it safely to shore unhurt and crews searched the water for about an hour before spotting the other kayaker's body on the beach no longer wearing a life vest. fatigue is likely a factor. the woman shot and killed by san francisco police last night had a warrant out for her arrest. the san francisco chronicle is reporting 24-year-old alice brown had abandoned her most recent court appointed drug treatment program on monday.

a judge then issued the warrant. abc7 news was thereafter two plain clothed officers shot brown at the chevron station on the corner of van ness and pine. police say she was driving erratically speeding toward them and hitting a building and then went the wrong way down pine street hitting cars as she went. a tough fire safety crackdown program could lead to lawsuits against anyone who owns an apartment building. after three huge fires over the last seven months fire inspectors started checking buildings. the chronicle reports those inspectors are now asking the city to take legal action against three landlords. they are in trouble for violations that include non-working smoke detectors and blocked fire escapes. a 70-year-old bay area woman seemed above suspicion but tonight police say she was a prolific thief. there is her mug shot. ethel gene hayes is accused of stealing from a church and a preschool and more.

janet o is live to explain janet, how police say she did it. >> dan, police say in many cases she was an unassuming visitor who would go into the building and look for keys. she would then come back at a later time when no one was there. trinity lutheran was one of many targets. >> it is like our last sacred place. >> but police say it didn't stop the 70-year-old from stealing from trinity lutheran church mott once, but twice. >> members noticed discrepancies in the counting of the offerings. >> the church set up surveillance cameras that apparently caught hayes in the act. palo alto police say hayes set off the alarm in the latest burglary. an hour later she was arrested in downtown palo alto. during a church hayes was found to have stolen documents from a loss altos preschool. the school had no idea what happened until police called them. >> it is fair to say she has

been pretty busy. >> a search of haze's home revealed more evidence. >> that lead to the discovery of bags, literally plastic bags of keys. >> police believe she had 80 keys, keys that allowed her to get into businesses without her knowing. >> a lot of these agencies are social service agencies. >> two days after hayes posted bail police say she was at it again. she was found trying to pawn two guitars in san francisco. police posted the pictures on its facebook page in hopes of finding the owners. >> definitely an unusual case. >> it is not clear how hades -- how hayes obtained all of those keys. abc7 news. stay vigilant that's the message from one antioch resident who called police and started filming his neighbor's home after seeing two suspicious men go inside with empty bags. watch as the officer waits with gun drawn and then runs after the two men as they come out of the house hands full of

loot. one drops to the ground and is arrested and the other takes off through the fence. the fbi is telling police departments to search for links to robert durst in their cold cases. that's reported by the l.a. times. the cold cases include kristen who disappeared from the bay area in 1997. her father now wants her case reopened. durst lived in san francisco at the time but police say they have no evidence linking durst to the case. eureka police think durst may be connected to the disappearance of a teenager there in 1997. here is a composite sketch. at the time police did consider durst a suspect. eureka's police chief now wants to talk with investigators on the current case against durst. >> we are certainly interested in any information that may or may not come out of interviews with mr. durst. >> durst is on suicide watch. he will be extradited to face charges of murdering bay area resident susan berman15 years

ago. plans to turn a privately owned golf course into a housing project. abc news was there when the city con unanimously agreed to let the voters decide what to do with the old pine meadows golf course in november of 2016. they will get to go to the polls. allow nearly 100 homes to be built on the 27 acres of land or reverse the designation and turn it into open space. the group opposed the housing project and gathered 3,000 signatures for a referendum. >> they never came forward in the whole six years we were doing this. they never came forward. >> they can't hold on and they will likely close the course by month's end. >> a san francisco church is being called a wet blanket of sorts. coming up next the drastic measure it took to keep the
