good afternoon i'm dan ashley in for larry beil. >> and i'm ama daetz. responding to california's historic drought governor jerry brown ordered the first-ever statewide mandatory water reduction. >> brown called for a statewide 25% reduction in water use. the field of brown grass he stood on while announcing the executive order is an area normally covered by several feet of snow this time of year. >> readings today across the entire sierra showed the snowpack is only 5% of the state's average an all-time low. >> it's hard to grasp where we are. how much is a permanent climate change, how much is a temporary variation.

what we do know is and i asked this gentleman over here have you ever stood on this meadow on this day there wasn't snow. he said no. you might ask him about that. so it's a different world. we have to act differently. >> the executive order calls for far-reaching water conservation. >> it requires golf courses and other large landscaped spaces to reduce water consumption. 50 million square feet of lawns statewide will be replaced with drought tolerant landscaping. >> the state will create a rebate program to replace old appliances with energy efficient new ones and local agencies must have new pricing models to discourage excessive water use by making people pay more for using more. >> drastic steps. as the governor enacts these new mandatory water restrictions one bay area town is already doing its part to conserve. >> carolyn tyler is live in benicia to explain. carolyn. >> reporter: yes this is the second year for benicia's mandatory water restrictions. it starts from now until october

15th. city officials believe they will be able to meet the governor's mandate. laura patterson has a lot of greenery on her benicia property. she also has dry, cracked soil and a planter that might sit empty this year. today new limits on outdoor watering took effect in her city. >> do you support the water restrictions? >> i do. we have to. it's a given. we don't have the water here. so yeah, i do support it 100%. >> reporter: residents and commercial businesses with odd-number addresses can water mondays, wednesdays and fridays. even numbers tuesdays thursdays and saturdays and only before 8:00 a.m. or after 7:00 p.m. california's fourth year of drought is taking a toll. >> the city receives much of its water from lake oroville and it's about 65% full right now. the state has told us that we would receive a 25% allocation of our state water. >> reporter: last year because

of the low lake levels benicia had to buy water on the open market to make up for dwindling state supplies. now more and more residents like mary alden are helping conserve by putting in drought-resistant plants. in fact benicia has the highest participation in solano county in a turf replacement rebate program. but alden takes her water savings even further. >> like i don't take a shower every day. when i do take a shower, i put a bucket in the shower until the water gets hot i save that water and then put it on my lawn. >> reporter: large consumers of water could face a drought surcharge. in benicia, carolyn tyler, abc 7 news. this year's statewide snowpack of about 5% again shatters the previous record low of 25% set during the 1977 drought. that drought is credited with sparking a water conservation movement across the state. people even put bricks in their

toilets to reduce water usage. remember that? officials constructed an emergency pipeline across the san rafael bridge to help get water to the drought-stricken north bay. >> one of the easiest ways to reduce water use is simply by turning off the faucet while brushing your teeth. you gave two gallons a minute. if you install aerators on your kitchen faucets you'll reduce by 4%. visit abc7news.com for the simple steps you can take to conserve water. just one sign of how dry things are right now, a grass fire. it was put out quickly by fire crews. as you can see sky 7 hd was overhead as fire crews arrived on the scene just before 2:00 this afternoon. crews were able to keep the fire from spreading. firefighters in southern california are still battling a wildfire that temporarily forced some people from their homes. a controlled burn near

victorville got out of control yesterday. firefighters had set the fire to clear out cat tails in a dry river bed when the wind shifted. the fire expanded and it's at 185 acres. it's still only 30% contained. >> it is just bone dry obviously. but spencer christian says we could finally see some wet weather possibly on easter sunday. >> pretty typical, isn't it? she joins us now with our accuweather update. hi, spencer. >> yeah, it does look like we may have some showers over the weekend leaning towards easter sunday morning now, but showers nonetheless. meanwhile it continues to be windy and dry. here's a look at live doppler 7 hd. we have sunny skies across the bay area. it's windy once again today. gusts are not quite so strong as they were yesterday but still impressive. 35 miles an hour at sfo 25-mile-per-hour gusts at half moon bay. it's still pretty breezy. here's a live view looking out over san francisco under blue skies and breezy conditions. it's currently only 57 degrees

in san francisco 67 across the bay 63 san jose and morgan hill 64. 57 in half moon bay. here's a lovely view of blue sky over the bay from our emeryville camera. it's 68 in santa rosa, 65 napa petaluma 63, upper 60s at fairfield concord and livermore. as we check out this view looking westward from our east bay hills camera breezy and cool tonight. it will be bright and breezy cool in some spots tomorrow morning. by tomorrow afternoon still some breezy conditions but it will be calmer and milder than today under sunshiny skies. we'll see high temperatures reaching into the mid-70s inland and around the bay, so we have a nice little mild stretch coming our way before the weekend showers. i'll give you a closer look at the weekend showers in my seven-day forecast a little later. dan and ama. >> thanks so much. crews are on the scene of a hazmat spill this afternoon in dublin. around 1:00 this afternoon someone noticed a white substance flowing out of a pipe and into alamo creek near sierra court. sky 7 hd was over the scene as

crews filed dirt on the bottom of the drainage pipe to stop the flow of that white substance. we don't know yet what was leaking or from where. we'll continue to follow the story and bring you live updates on abc 7 news at 5:00. sky 7 hd also shows us a bomb squad and fire crews on the scene near lawrence berkeley national laboratory today. police tell abc 7 news they found a small amount of an explosive substance in the area. they're still waiting to learn how that substance was and how it got there. there were no evacuations. >> we have new information about the woman caught in a secure area of mineta san jose international. we broke this story last night at 11:00. authorities arrested 20-year-old deanna predel and this is raising security questions at that airport in the south bay. david louie is live with the story. david, a lot of questions. >> reporter: a lot of questions. let's first talk about deanna. she graduated a couple of years ago from fremont high school in sunnyvale. she's been taking a few classes

at deanza college. the next time she comes to an airport, she may have difficulty getting past the tsa screeners. she has been living with her father uncle and grandmother the past ten years. she has worked for janitorial services, at restaurants and retail stores. but his uncle was surprised to learn of her arrest for trespassing at the airport. >> she lives with me and her dad. her mom is in arizona. maybe she wanted to visit her mom in arizona, i don't know. she hasn't told me anything about this. it's all completely news to me. it's a surprise. >> reporter: the uncle says deanna has not called any of them for help in getting out of jail. neighbors say deanna doesn't talk to them but the family is well liked. >> the whole family has always been super nice. very social people. talk to everyone. >> reporter: this fifth breach of security at mineta san jose in the cross-hairs again. it's looking for funding to raise the height of the six

the investigation continues today into the death of the grandson of late oil magnet john paul getty. 47-year-old andrew getty was found dead inside his southern california home last night. abc news reporter cana whitworth is in l.a. >> reporter: 47-year-old andrew getty's body was found in a bathroom in his home. early reports indicate he could

have suffered some kind of blunt force trauma but officials are still not ruling out accidental causes. getty wasn't feeling well the last couple of months and was scheduled to see his doctor today. >> we're currently investigating it. i can't determine a cause of death. >> reporter: celebrity website tmz reporting getty had filed a restraining order against his ex-girlfriend two weeks ago and that she was the one who made the 911 call tuesday night. tmz also saying the lapd had responded to the home more than 30 times before. police confirm a woman was there at the time of his death. andrew is the grandson of j. paul getty who was once considered the wealthiest man in america. andrew's father gordon sold getty oil to texaco back in the 1980s for $10 billion. the getty family while synonymous with oil wealth and philanthropy like the getty museum in los angeles has also seen more than its share of

tragedy. in 1973 j. paul getty iii andrew's cousin was kidnapped and held for ransom. the family eventually paid but not before the kidnappers cut off his ear. he died at age 54. the coroner's office is waiting on toxicology reports. in the meantime the getty family is asking for privacy. in los angeles, cana whitworth, abc news. there's a forum tonight at duke university after someone left a noose on campus. it was found around 2:00 this morning. police and the school are trying to find out who did it. anyone found responsible will be held accountable. new at 4:00, secretary of state john kerry is extending nuclear negotiations with iran for another day, as there is still no deal to curb its nuclear program. talks went on all day in switzerland, but countries are still struggling with how to structure this agreement.

yesterday was the initial deadline. the goal is to stop iran from developing nuclear weapons. in exchange iran wants an end to economic sanctions. also new at 4:00 new jersey senator robert menendez was indicted this afternoon on federal corruption charges. he's expected to voluntarily step aside from his post as the top democrat on the senate foreign relations committee. he's accused of using his senate office to push the business interests of a friend and donor in exchange for gifts. the senator has previously said he did nothing wrong. multi-tasking can damage our brains and our careers. >> believe it or not, and it could be a worry wart -- could you begin being a worry wart at work? >> jane king has those stories and more in today's wellness report. >> reporter: multi-tasking can be problematic at different levels but a new stanford university study says it can even damage your brain. researchers found those who are regularly bombarded with several streams of information from electronic devices did have trouble paying attention

recalling details or switching from one task to another. exercise and vitamin d supplements may prevent injurious falls in older adults. a study found increased bone density can help prevent injuries. muscle power also helped with balance which prevented the falls in the first place. sometimes it's better to be a worry wart. the consulting firm kill born company found a little worry can motivate people to be more persistent in doing difficult tasks. many respondents say a solution will pop to mind during off hours. they also found those who are naturally optimistic to gravitate toward those who are more pessimistic to give a more realistic assessment of work projects. yoga has healing powers for brain injuries. yoga helped them use their brains in a different way, which helped them focus. one person said it even helped their vision. from the nasdaq, i'm jane king.

the world's oldest person passed away this morning at 117. she described her life as rather short at her 117th birthday celebration just a month ago. representatives of the nursing home where she lived say she died peacefully in her sleep. the guinness book of world records recognized her as the oldest person in the world in 2013. she was born on march 5th 1898. she said her secret to long life was eating sushi and sleeping a lot. singer/songwriter joanie mitchell is in the intensive care unit. she was found unconscious at her home yesterday afternoon. in a statement on her twitter

account, it says she is awake and in good spirits. no word what caused the emergency but she does suffer from a rare skin condition which prevents her from performing. the eight-time grammy winner is to be honored with a tribute next month. a 7-year-old southern california girl now has a new artificial hand thanks to 3-d printing. faith tried on her new prosthetic for the first time. she got to pick her favorite colors. the fourth grader lost her left hand when she was just a baby because of complications due to how she was positioned in the womb. she was so excited to try off her new hand she raced off and jumped on her bike. >> she was just outfront riding it a little while ago. it's made her easier for her to balance and distribute her weight more evenly. >> there she goes off on her bike. faith says her new arm feels light, which is exactly what the

to officer johnson. >> reporter: and we saw those tributes throughout the city today where preparations are under way for a memorial service that will draw thousands of police officers from across the country. some from even as far as canada. but for people in our community it's an opportunity to simply say thank you. outside the police administration building in san jose, flowers and letters of gratitude line the walls a growing memorial for a fallen officer. >> it's really been helpful and healing to see the community just pour in with support. >> reporter: officer michael johnson was killed in an apparent ambush while responding to a welfare check at a residence on center road. a 14-year veteran of the department, he is the first san jose officer to die in the line of duty since 2001. james gonzalez with the police officers association called him a great guy. >> we're all going to miss his smile. we're going to miss the way he policed his calm and caring

screaming and screaming again and saying "oh, my god" in different language. >> the video has not been made public. one french official believes the video is actually a fake. the governor of arkansas refused to sign a religious freedom law today. that's the same type of measure passed in indiana that's sparking outrage across the nation. meanwhile at least one business in indiana is stepping forward saying it supports the controversial law. marci gonzalez has the new developments. >> reporter: legislators now working to fix indiana's controversial religious freedom act that started outrage across the country. opponents claiming that because the state doesn't have an anti-discrimination law protecting sexual orientation under this new law business owners would be allowed to turn gay and lesbian customers away. the owners of memory pizza in indiana say they wouldn't do that but they would refuse to cater a same-sex wedding. >> we're not discriminating

against anyone. it's just that's our belief. everybody has their right to believe anything. we definitely agree with the bill. >> reporter: indiana's governor mike pence clarifies that was never the law's intention. >> the religious freedom restoration act was about religious liberty, not about discrimination. >> reporter: those kind of concerns prompting the governor of arkansas to refuse to sign a similar bill, sending it back to legislators saying it should more closely resemble a 1993 federal religious freedom law. >> to do that, though, changes need to be made. >> reporter: just as businesses have put pressure on indiana lawmakers the same happening in arkansas. the ceo of walmart, the nation's biggest employer based there now speaking out saying the bill as it's currently written threatens to undermine the spirit of inclusion. and in indiana, legislators are already working out new language for the law, which we're told could go to a vote as soon as tomorrow. marci gonzalez, abc news, new

york. state attorney general kamala harris will officially kick off her u.s. senate campaign tonight in san francisco. harris originally announced her bid in january, just days after barbara boxer said she would not run for re-election in 2016. tonight's event will be held at the delancy foundation. also tonight, east bay parents will meet to talk about ways to keep a state-funded preschool from closing its doors for years. we first brought you the story yesterday here on abc 7 news at 4:00. the preschool has leased space from the school district for ten years, paying the less than $5000 a month in rent entirely from state grants. a year ago the district notified kids club it wanted the space back by june 1st so it can consolidate classes for special needs students from throughout the district, but the preschool says finding an appropriate space for its 300 students has been nearly impossible.

a canadian driver had to ditch his luxury car today after driving it into a giant sinkhole. the owner of the car was in a parking lot this morning when he noticed a section of the lot was full of water. he drove over to investigate then he drove right into that sinkhole. since the hole was longer and wider than the car, that jaguar immediately sank into the mud. the driver had to crawl out of a window to escape. he was fine. authorities believe the water main break caused that sinkhole. >> that's painful to watch. >> that's hard to watch. it's good he's okay, though. let's go back and update the

forecast. a little windy but nice. >> yes, spencer christian is outside looking at our forecast. hi spencer. >> yeah it is nice out here. sunny skies all over the bay area just a lovely afternoon a bit breezy. here's live doppler 7 hd and you can see just how clear sky conditions are right now. let's take a look at snowpack or perhaps absence of it. this is just 5% of average. this is a record low statewide snowpack, the lowest ever since records were kept. we're in for a long, dry year it appears. nationwide look for showers over much of the eastern third of the nation, even some thunderstorms there. also a few showers, snow and rain up around denver. hot in the desert southwest, highs up to about 90 at phoenix and above 90 in some other places. palm springs will have a high of 93 tomorrow. across the remainder of the state of california interior locations will see highs in the 70s. on the coast mainly 60s. breezy on the coast. on the central coast again, that

just moments before the tag team of criminals caught on tape scoping out the suv. once inside, it takes them less than 40 seconds to swipe the seats. in 2010, this car dealership in oklahoma hit hard with thieves breaking into more than a dozen cars. it's a problem on the rise but especially in california and texas. plano police told us 12 of these thefts last month. as the nguyen family vacationed in california, the third row seat of their van snatched by thieves in the parking lot. >> i can understand if my purse or wallet or dvds or ipads were stolen but these are the seats to my vehicle. you should be confident without having those stolen. >> reporter: the family forced to buy replacements on craigslist because the manufacturer no longer made the seat. >> we're probably taking somebody else's seats just like what happened to us and somebody else probably has our seat. >> reporter: gma on the lookout with locksmith sabino. look how quickly it can happen. a thief can break this glass,

tonight on abc 7, the gold bergz, modern family blackish and join us for abc 7 news at 11:00. there's a warning about holiday traffic on the golden gate bridge this easter weekend. a live look now from our golden gate bridge camera. this weekend authorities are telling people not to drive here if your plan is to park and enjoy the view. instead, they say you should take the bus, walk or bike to the bridge. holiday weekends usually bring more visitors than normal weekends, and the parking lots in marin and san francisco fill up quickly. then back up the traffic on both sides of the bridge so it won't be flowing like you see there. berkeley residents are no strangers to disturbances but a recent phenomenon has some baffled and concerned. loud booming sounds have been happening at night and in the early morning hours. police have few leads. abc 7 news reporter janet is in

berkeley with details. >> reporter: it's a quiet morning here in southwest berkeley although depending who you ask they didn't get a restful sleep last night. >> last night there was this large boom. it's so loud that the direction is lost. you just feel it. >> it sounds like a firework. we actually saw kind of a flash outside of our window. >> reporter: the loud noise has been startling babies, pets and setting off car alarms. >> yeah it's really scary. my son was asleep and so my first concern was that he was going to wake up. >> reporter: at first the loud noise became a source of chatter on twitter, with people speculating what it could be. but now neighbors are at the point of frustration. it's been about a month and there seems to be no ending to the disturbance. police are getting its fair share of calls as heard here on police dispatch. >> just advising you we had another one of those loud explosions somewhere north of my location.

time of year. >> look at this this image from nasa shows the snow back last week. these two images show how depleted the snowpack has been in 2013 and 2014. >> >> lyanne melendez joins us with more on today's big announcement. >> reporter: well, you know as we all know, the snowpack is basically our summer water. now, the governor imposes a number of restrictions. among them is to stop watering public street medians like this one. now, san francisco has already done that. i want to show you how dry it is because it hasn't been watered. now, as they say here in san francisco, brown is the new green. standing on brown grass in the sierra, the governor delivered a grim report on california's drought. >> we're in an historic drought and that demands unprecedented action. >> reporter: the mandatory water restrictions call on water agencies to start charging more

for excessive water use, requires new homes to have water efficient drip irrigation requires golf courses cemeteries and other large spaces to use less water. all that because the snowpack which accounts for about 30% of the state's water supply has dipped to 19% of normal for the date. the lowest on record. if californians don't cut their water usage by 25%, it means water districts would begin charging extra. >> if it comes to it if the regulations, you know mandate that, that's what we'll do. we'll basically set a water budget for every house and the chips will fall where they may. >> so the 25% is going to be measured against water use back in 2013 before the drought began. >> i could make the washer go into a gray water system. i have not done that. >> reporter: last year san franciscans reduced their water
