good evening. i'm katie marzullo. rain is headed to the bay area. it's still mostly dry out. a calm night sky but that is about to change. here's more with live doppler 7 hd. >> we're enjoying a bit of a break. but some of the rain is going to be moving in. it's offshore right now. it's going to start sliding south. i want to show you the forecast animation model. so here's what you can expect for easter sunday. 5:00 tomorrow it hits the north bay coast. and if you have sunday service plans or brunch, have an umbrella handy. we have moderate to light rainfall expected throughout the

bay area tomorrow at 9:00 in the morning. by the afternoon it turns into spotty scattered showers. katie, this is a preview. we've got heavier rain with a threat of thunderstorms and i'll also talk about tahoe travel troubles coming up in the next report. >> france ess, thank you. we have more information at abc7news.com/apps. a rural east bay community is running out of options for water. wells are drying up and their only other sources now cut off. a few months ago east bay mud revoked water access to about 100 families saying it can only service customers within its jurisdiction. tiffany wilson explains why they're now concerned the drought could turn their community into a desert. tucked between black hawk and dublin you'll find the valley.

>> a beautiful, beautiful area. >> reporter: about 100 properties make up this slice of paradise. each deals with the same water problem. >> when it comes to any water agency, we've been named no-man's land. >> reporter: up until now, she's sustained her family and horses with this 150-foot well. as the drought deepens members of her community are starting to see their wells run dry. >> we just want to survive. >> reporter: sandy johnson says her well pumps less than a third of a gallon per minute. she used to augment her water supply through east bay mud. now they're left with few feasible options. >> even the commercial haulers are losing their right to deliver us water. i'm losing sleep over it. >> if we're not able to go to our normal sources' sites, what do we do now. >> reporter: even though the residents had tapped into the east bay mud hydrant for years that was always an authorized use. >> it's a very difficult

situation. but legally we cannot allow access to customers outside of our service area. >> reporter: tracy morales said east bay mud must prioritize their customers, and there's nothing the district can do to help the 100 families in the valley. >> someone needs to be able to call an emergency and say these folks out here need water just to survive. >> reporter: as the drought continues, no one knows how long they can last on land without water. tiffany wilson, abc 7 news. at this point the valley residents are considering trucking in water from pittsburgh. they say it could cost them up to $2000 a month. evacuation orders have been lifted in sequoia national park as firefighters continue to battle a 20-acre wildfire that broke out around 1:30 this afternoon in the foothills southeast of fresno. crews do now have the fire fully contained. new at 11:00, a charred

camper cover a backyard in hayward. the firefighters say propane exploded when a man tried to light a stove. that man burned his hands and arms. crews put out the fire within ten minutes. the flames did not reach any other building. the yemeni-american community is in mourning tonight as the first reported u.s. citizen was killed in the current rebel fighting. he died tuesday after visiting a mosque in his home country. abc 7 news reporter l yirks ssa joins us. >> reporter: he called the bay area home. he moved here from yemen more than 20 years ago. he died after spending weeks trying to get out of yemen. >> like a second father to me. >> reporter: hearts were heavy tonight as jamal was remembered by his closest family and friends. he died tuesday after being hit

by mortars in a rebel attack. some could barely talk about their loss. >> very hard. >> reporter: praying together helps. everyone was worried when jamal left for yemen in february. he wanted to get his wife and daughter out of the country. the two had been living there for five years without him. with the air strikes and bombings increasing escape proved impossible. even for jamal, who is a u.s. citizen. >> you expect you know a big help when you have an american passport. chinese, they got help. indians, they got help. everyone except americans. >> reporter: the state department is not evacuating citizens from the area. at least six bay area families are trapped in yemen right now. >> we lose lives every minute. >> reporter: the one they're missing most is jamal al abani. >> he doesn't get in people's

business. a person that always has a smile on his face. >> reporter: jamal has two sons living in fresno from a previous marriage. in hayward, abc 7 news. police in nevada believe a couple wanted for questioning after their child was found dead might be in oakland. the case started when north las vegas police checked in on the couple's 17-year-old daughter and her baby. the 4-month-old was found to be malnourished and in critical condition. in another home they found a 3-year-old girl dead. but they could not find her parents. they believe kelly phillips and john may be on the run with five other children. >> we have a 4-month-old who is fighting for its life at the hospital still. again, it is imperative for us to locate these children so we can verify their condition. >> investigators arrested the 17-year-old on child abuse charges. they say she's the older sister

of the 3-year-old who died. their parents have contacts in oakland and los angeles. police are investigating the beating death of a man found unconscious on a west oakland street early this morning. officers found the man suffering from multiple injuries on martin luther king jr. way. police say the victim was arguing with a man before he was beaten. homicide detectives have joined the investigation. novato residents awoke to found dozens of tires slashed. many people wrestling with jacks and lug wrenches as they changed tire after tire near vallejo avenue. novato police believe it happened overnight. our crew counted at least 40 cars. >> i'm glad they didn't nail my corvette.

from mexico's government in san francisco's mission district today. hundreds listened as family members told the stories of 43 college students who vanished in september. activists claim the students disappeared after they planned to protest against the mexican government. >> we can march the streets and know we'll be able to go home that night, whereas in mexico children and families are disappearing entirely. the government is chalking it up that it's the cartels. but there's responsibility in there that the government's not doing enough. >> one of the missing students, a 19-year-old, is from san jose. mexican officials say badly burned human remains were found near his school. it might not be possible to identify them though. prosecutors claim members of a drug cartel confessed to killing the students. almost 50 years before steve jobs demoed the first iphone lich on stage, there was another tech demo in san francisco that may have changed computing

francisco. 51. oakland 51. boy, was it windy today. even though the winds have calmed down, still gusting to 29 miles per hour in oakland. san jose currently 50. we're also dropping into the 40s as well. here we're looking out towards the bay and the bay bridge from the east bay hills camera. santa rosa down to 46. where we did get some trace amounts of rainfall, even earlier this evening napa at 48, and petaluma at 46. we look towards the transamerica tower, this is what you need to know. we have showers easter sunday. i'll show you the timing. then get ready for very heavy rain monday, all the way into tuesday with the threat of thunderstorms. and even small hail for the bay area. and i'll talk about tahoe troubles as well. here's the very cold storm system. this is sliding south. this is going to move through tomorrow morning as the front brings us additionally cold weather. and the forecast animation, i'll put it into play.

7:00 tomorrow sunrise is at 6:49. we've got some widespread moderate to light rainfall all around the bay area. the pink and white you see there, that could be possible snowfall in the higher elevations. by sunday afternoon, it looks like we'll get a little bit of a break and it will turn into spotty scattered showers and then mainly dry for sunday evening. but then get ready for this. check out the heavy rain. you notice the bands of yellow there? and orange? heavier rain monday evening through parts of the north bay in santa rosa. it's probably going to hit us most midnight tuesday. but then look for a messy commute tuesday morning and the rain continues all the way into tuesday afternoon and evening. rainfall total amounts, pretty hefty actually. we're talking about 1/2 up to 1 inch around the north bay and the coast. around the central bay look for 1/2 an inch to 3/4 of an inch. less in the south bay, 1/4

to 1/2 an inch. if you're heading to tahoe or back home, beware there's a winter weather advisory tomorrow morning until midnight. 48 inches of snow expected, with gusts up to 35 miles per hour. now, a lot of folks are probably not carrying chains with them because of the warm weather. so you can expect delays on i-80 and highway 50. if you can leave earlier that would be better than, rather than later. check out the impressive snowfall amounts as well through tuesday afternoon. we're talking 20 inches donner. overnight lows mainly in the 40s, with 40 in napa, up to 49 in san francisco. look for temperatures to be cooler, especially in the inland areas, where we'll only warm up to the low 60s. so 62 out in antioch. 59 in san francisco. easter showers you know when they're coming and how much. but get ready for the heavier

wiretaps and surveillance. foster, a 29-year veteran with the force, pleaded not guilty to the charges. he faces up to 45 years in prison and $2.5 million in fines if convicted. there are new developments on a corruption case at the san francisco police department. the abc 7 news iteam confronted a towing company owner under criminal investigation for allegedly bribing a cop. abc 7 news iteam reporter has the story. >> reporter: nelson lopez has a handle on the towing business in the bayview hunter's point area of san francisco. especially any tows ordered by one particular police officer. records obtained under the sunshine ordinance show nelson towing service performed a third of 2,000 tows in the bayview last year. but when ricky rodriguez handled the call somehow he got the business 84% of the time. i caught up to nelson lopez's office.

i need to talk to you about this. how is it that you got so many tows from ricky. >> reporter: the police department confirms they've launched a criminal investigation into whether nelson lopez gave kickbacks to ricky rodriguez. have you paid him any money? >> out. >> you're on private property. >> i'm going. >> reporter: i just want to make sure i'm giving you a fair chance. have you ever paid him bribes? no answer from lopez. sources familiar with the case also tell me rodriguez and nelson were often spotted dining together at this bar and grill popular with officers and that the tow company owner always picked up the tab. ricky retired in february after 32 years. he most recently served on the captain's staff at bayview station. he left as the criminal investigation against him began. >> as chief how seriously do you take an issue like that?

>> obviously anything that affects character i don't think anybody's missed my comments that there's no place in the san francisco police department and shouldn't be in any department for a dishonest cop. >> reporter: the towing management company holds a contract with san francisco. when an officer needs a tow, auto return dispatches trucks from several different companies. the one that happens to be closest, normally gets the job. but sources inside auto return tell me when rodriguez called for a tow he usually said, nelson towing was already on the scene. >> i need to talk to you. >> i can't. >> reporter: no? rodriguez wouldn't talk to me when i saw him three weeks ago at his house on the peninsula and he did not return my phone calls on this new information. former federal prosecutor and abc 7 legal analyst gil told me rodriguez could face prison time if convicted. >> if the allegations are true this is a police officer taking a form of bribe a kickback in
