don't miss furious 7 in theaters now. . >> good morning, i'm carolyn tyler. thanks for joining us on this easter sunday. let's start with a look at the weather with lisa argen. >> hello. a cold and pretty damp easter for some of you out there. here's other look at live doppler 7hd with the heaviest rain in sea ran and a lot of showers moving through san francisco and the central bay. and here north of bodega bay you see a line of pretty good showers. and the central bay across into vallejo and berkeley looking at wet weather. san bruno, you are getting wet. and davenport looking at showers pushing through santa cruz.

this is the leading edge of the weak system that will be pushing through this easter sunday. snowing in the sierra nevada. 2 to 7 inches there. and a winter advisory. more wet weather throughout the morning hours. by 11:00 most of the activity wants to push outs of the north and east way but it still lingers into the south bay. carolyn. >> lisa, thank you. a rural east bay community is waking up to a new world this morning. a world without water. about 100 families have seen their as well as dry up and their only other source is now cut off. abc7 news reporter tiffany wilson has the story. >> tucked into the area here is an area called tassajara valley. about 100 families are in the area. >> when it comes to any water agency, we've been named no-man's-land.

>> up until now she has sustained her family and horses with this 150-foot well. as the drought deepens, members of her community are starting to see their wells run dry. >> we are just wanting to survive. >> sandy johnson said her well pumps less than a third of a gallon per minute. she used it augment her water supply through east mud. two months ago their access was cut off. now they of left with few feasible options. >> even the haulers, the commercial haulers, are losing their right to deliver us water and i'm losing sleep over it. >> if we aren't able to go to our normal sources, what do we do now? >> east bay mud said even if they had tapped into the east bay mud hydrants for years, that was always unauthorized use. >> it's a very difficult situation burks legally we cannot allow access to customers outside of our service area. >> tracie morales said east bay mud must prioritize their 1.3 million customers and there's nothing they can do to

help the 100 families in tassajara valley. >> someone needs to call an emergency and say these folks need water just to survive. >> as the drought continues, no one knows how long they can last on land without water. tiffany wilson, abc7 news. >> at this point tassajara valley residents are considering trucking in water from pittsburgh. they say it could cost them up to $2,000 a month. >> if you watched california jerry brown this morning on" this week "he talked about farmers and why they are largely being spared from the water restrictions. the agriculture uses 830% of the water but it accounts for less than 2% of the economy. farmers are not receiving any money from the federal government and need it to help feed the world. >> of course we could shut it off. if you are producing food.

you could theoretically do it from another place but it would displace hundreds of thousands of people and i don't think ice needed. there are farmers who have sold their water rights. some have a right to more water than others. that's historic and built into the legal framework of california. yes, if things continue at this level, that's probably going to be examined. >> the governor said state water districts have the power to punish those who don't follow the mandatory water restrictions and he also repeated his conviction that global warning is a fact. >> officials say a 40-acre fire in sequoia national park was human-caused. it is now under investigation. it broke out around 1:30 yesterday afternoon near a campground which is in the foothills southeast of fresno. crews had the fire fully contained by 9:00 last night. evacuation orders for some

campgrounds have been lifted. developing news in san francisco. pg&e crews are investigating an underground electrical explosion that was powerful enough to dislodge a manhole cover. it happened around 2:00 this morning on judith street and 35th avenue. electric has been restored. pg&e said underground equipment failure caused the outage. no one was hurt in the explosion . >> police in novato believe a couple wanted for questioning after their child was found dead might be in oakland. the case started when north las vegas police checked in on the couple's 17-year-old daughter and her baby. the 4-month-old showed signs of being malnourished and is in critical condition. that led police to another home where they found a 3-year-old girl dead, but they were unable to find her parents.

detectives believe kelly philips and jondrew lachaux might be on the run with five other children. >> we have a four-month-old fighting for its life at the hospital still. so it is imperative to locate these children so we can verify their condition. >> investigators arrested the 17-year-old on child abuse charges. they say she is the older sister of the three-year-old who died. their parents have contacts in both oakland and los angeles. mass vandalism in the north bay, novato residents woke up yesterday morning to find dozens of tires slashed. it's a story you will see only on abc7 news. many people wrestled with jacks and lug wrenches as they changed tire after tire along the east side of fourth street near vallejo avenue.

they say vandals targeted 20 cars. our crew counted at least 40. >> i'm sick, i don't know why they nailed my corvette. one tire is 500 bucks. >> we aren't rich people. we are working -- we work every day to have something to eat. >> police are looking not only for tips, but for any surveillance video in the neighborhood that would help them identify the vandals. >> this morning san francisco police and fire officials are not commenting about a body found inside a trash-filled home in the city's inner richmond district. firefighters wearing gas masks had to enter the home on fourth avenue yesterday through a front window to get to the body. last week authorities were alerted to the home where debris was packed so densely inside that the front door was nearly blocked. neighbors tell abc7 news a senior resident in the home has been hospitalized at least once for extreme hoarding.

if you plan on taking bart today you might face delays through oakland. bart will not be running trains between the fruitvale and coliseum oakland airport stations because work with begin on a project bart calls vital. crews will begin replacing tracks and other equipment. that work with take place over 11 weekends between now and august. buses will shuttle bus riders -- or bart riders between fruitvale and coliseum. traffic backups expected this week along san francisco's van ness avenue where crews will install a new pedestrian tunnel for the new california pacific medical center. starting tomorrow van ness from post to ellis will be down to one lane. that's in each direction overnight. then early friday it will be completely shut down through sunday night. it will connect the new hospital to the medical office building.

information campaign for the huge crowd. they must demonstrate california residency. dmv officials say over 90% of the plants have all the necessary documents. under drizzly skies in vatican city this morning, pope francis celebrated easter the most holy day on the christian calendar. >> the pontiff gave the traditional benediction to the city of rome and the world from the balcony of saint peter's basilica. tens of thousands filled the square. francis framed the nuclear agreement with iran while expressing worry about the bloodshed in africa. but overall he delivered a message of cautious hope.

there are several easter celebrations all over the bay area today, including an all day event at san francisco's glide memorial church. glide will provide hot meals and easter services to the needy at its ellis street location. nourishing the body, as well as the soul. a fried chicken dinner will be one of the day's highlights, as well as the music provided by their house band. the glide foundation has been providing meals and healthcare to the needy for more than 50 years. >> and finally something we can all use, a little bit of rain. >> that's right. a cold and rainy start to your easter. rain from davenport. and here's a look at the golden gate bridge camera. north of the the rain will fall north of the golden gate today. everyone has a shot of it. we will talk about heavier rain and some no levels in the bay area. that's coming up. >> an easter tradition and why people will be riding kids' vehicles down a san francisco

bag ga bay. a break now in santa rosa. the line will be sweeping south. 101 across the bay into oakland and emeryville. piedmont picking up rain and also back through orinda and lafayette light showers. and finally down toward catch port and santa cruz looking at a little bit of light rain. it has been snowing. temperatures right at around freezing. we have a wintry weather advisory through midnight and wick picking up around 3 to 7 inches of snow between now and then. very gusty winds up to 55 miles an hour. here's a look at emeryville. we have some drops on the lens. temperatures are cool. 48 san carlos, 52 san jose, 50 half moon bay, and look at mt. tam where we have some breezy winds and the rain coming down. 48 in napa. 50 in fairfield. up to .2-inch possible. santa cruz, not much is happening now. you were in the 70s yesterday but you will have a cool couple days with more rain in the

forecast. some showers for your easter sunday. heavy rain overnight tomorrow night into tuesday with scattered showers and thunderstorms. could see some small hail. snow levels down to 3500 feet as the cold core sweeps through the bay area come tuesday. here it is right now. the first piece of energy pushing south into san francisco throughout your easter sunday. timing it out for you, 10:00 you will notice we are still wet from the north bay, the east bay, into san jose. the santa cruz mountains. 11:00 the rain begins to push further into the east bay valleys. still in san jose, gilroy and monterey. but 1:00 we are looking at sunshine in the north bay. a cool day breezy winds and here's the breakthrough the overnight hours. tomorrow cloudy breezy winds throughout the evening hours. looks like we will get wet weather at 6:00 7:00 for the commute. but look at the burst of heavy rain overnight. it will take us through the we hours of the morning.

the commute we will see some showers. snow, we could see another foot or so in the sierra. here's the tuesday where we have the sunshine, the unstable air and the thunderstorms with small hail possible. before we were looking at some light rain today and then by the time we get through tuesday, a half-inch to three quarters inch, maybe an inch through san francisco, inch and a half in the north bay and in the south bay maybe about a half-inch. in the mountains wind gusts. 55 miles an hour. the first burst will bring about a half foot. the second burst maybe a foot and a half through donner and kirkwood. highs today in the 60s. 59 in san mateo, and the accuweather seven-day forecast, the second stronger storm well that will be interesting won't it? first time we've seen that in a while. and by wednesday lingering showers warming up, drying out the rest of the week. you can see what's showing up on live doppler 7hd anytime with the abc7 news weather app. it's free at the apple app store

at t.j.maxx. . >> it's the 24th annual easter parade. between gulf and fillmore streets. it's filled with activities, live entertainment, an easter bonnet contest and the easter bunny. the celebration begins in about a half-hour at 10:00 with the parade stepping off at 2:00. can they avoid raindrops? >> yeah maybe dry at 2:00 and this morning. you see the raindrops here from the east bay hills camera. a swath of rain pushing through the bay area rights now. it has been concentrated in the north bay. and the heavier rain is right along the coast. but this sinks sockets. there is wet weather from san bruno airport delays
