barnard. >> the weather has changed it's gotten very cold and very windy. tree crews very busy today looking to stay ahead of the storm by eliminating any danger. tree crews just leveled what used to be a 50-foot poppler. the tree was dead and unstable. how long you been worried about it? >> since we moved in. >> reporter: the homeowner said with strong winds in the forecast, the tree had to go now. >> is the ivy holding it up? is it going to just come catapulting down at some point? >> reporter: the treeman is watching the weather and moving fast. >> it definitely can be an issue with the wind. a lot of trees leaped out

earlier than normal this year. a little heavier, can catch the wind. >> this is a liability, too close to an upscale home. the tree was killed from the drought. >> the trees have gotten a lot weaker from the drought. >> reporter: back on february 6th a weather phenomenon known as an atmospheric river moved through, poptoppling dozens of trees. >> for the first time in 15 years the city of san francisco has declared a building uninhabitable, pushing people with a crumbling roof over their heads possibly out on the streets. there are holes in the bathroom ceilings, the floors are covered with flywood. 23 spanish speaking immigrants

live in the building some up to five in a room. tenants were given until 5:00 this evening to leave for their own safety. >> there's been several serious issues including no back stairs in the back. and most recently last week, part of the ceiling collapsed. >> the tenants are facing homelessness. the city is trying to put them in shelters but few fit their work schedules which include overnight hours. they are offering them $1,300 each to move out. >> a spectacular 20-minute chase on the east side of the bay bridge ended with a crash on the west side. police tried to pull the driver out this morning. that launched a chase across the bay bridge and into san francisco ending with this crash with a minivan. the two people tried to run but police did catch them. no one was hurt.

>> a san francisco cable car driver is recovering after a crash today. investigators say a vehicle hit the cable car between washington and jackson street. witnesses saw the operator crawling out from under a car. >> now to the east bay where sheriff's investigators say someone shot three cows to death, mutilating them and then they stole a calf. a rancher in castro valley made the startling discovery early saturday morning. the ear was taken off at least one of the cows to remove the i.d. tag. investigators think the cows, including the calf's mother, were killed to keep the calf from running away. a calf can bring several hundred dollars at a livestock sale. >> police say 33-year-old kwayne was taken into custody last night. he used to be a lineman for the

raiders and the cardinals. when police tried to doo tan him, they say he tried to bite the officer. the officer was not hurt. >> officials are investigating a case of extreme hoarding in san francisco. a mummified body was found inside a house. neighbors are still shocked. carolyn tyler reports. >> reporter: at least one expert told us there are at least 25,000 hoarders in san francisco. we do have a link for help on our web site. most do not have the severe level exhibited at this house. >> i'm hoping they'll clean up the house quickly so that we heard there are black widow spiders and we hope they don't come around the neighborhood. >> reporter: this woman lives just a few doors away from the house where the mummified owner

was fond this weekend. it was found in a house where garbage was piled to the ceiling. >> it's incredible. >> reporter: these pictures show firefighters wearing oxygen masks. authorities say the victim believed to be about 90 years old may have died five years ago. foul play is not suspected. her daughter apparently still lived in the home hoarding the trash and hanging on to her mother. >> this is a very close-knit street. people would have reached out and helped her if they would have understood the living conditions. >> reporter: an expert says hoarding is a mental disorder where people who suffered trauma hang on to things for security. >> they use the things to hang on to things to

protect them from fear and trauma. >> reporter: a private contractor is going to be finishing the cleaning the agency began last week. >> tonight oakland police are offering a $20,000 reward for the killer of a musician sunday morning outside a downtown night club. 26-year-old bass player emilio navares just finished playing with his group when he went to pack up his equipment as musicians do after a show. he was at the club's doorway when someone fired several shots killing him. he may not have been the intended target. investigators are looking at surveillance video to identify the gunman. >> there a lot of people out there. we know there are a lot of people who may have seen this incident and can provide that information to us. >> reporter: police say the gunman had gotten into an argument with another person outside the club. he left to get a gun and returned and fired two shots.

another musician was also injured but has recovered. >> a woman jumped from a fast moving taxi. the coroner says she was in the back seat when she jumped out near port chicago highway. she was hit by at least one car. the highway patrol said they can't explain why she would do this. police are asking anyone who may have struck an object in that area or may have seen anything to give them a call. >> winning the water war. what might be the solution to saving water in the south bay and for schools in the entire bay area. >> and food fight. as the wages go up the battle lines go down. the new effort to freeze wages right where they are. plus -- >> i'm feeling great! >> fire up that barbecue. it is opening day. fans are having fun while they wait t

wait times? according to the dmv and the dmv office waiting for a prescheduled appointment wait about 7 minutes and those without a scheduled pointappointment meeting is about 30 minutes. and i asked if those for a driver's license test have changed? they said they do not have numbersing a ing aaggregated from across the state. a bill has emerged that could cost workers big time. the bill would freeze the state minimum wage at the current level of $9 an hour for restaurant servers and bartends are who earn at least $15 an

hour including tips. the legislation is sponsored by the california restaurant association, cities and counties that wish to maintain a minimum wage higher than $9 for those servers, would need to pass a resolution and then get voter approval. that's even cities like san francisco that have already passed a minimum wage law. that's california laurms-- excuse me i'm on the wrong page. >> the wall street journal is reporting the top bosses last year made 124 times more than the average worker roughly $18.5 million a year. that's down 55% from nearly a decade ago which makes you wonder how can they get by what with inflation over that ten years and all? >> that figure is down 55%? >> yes. >> that's stunning. >> thank you very much. >> sure. >> in a little over a half an hour from now the city counsel

in petaluma will consider halting any new construction to ease usage of the water supply. david louie is live. >> reporter: this is the last of the all-grass fields left here at fremont high one of five high schools in the district that started making a conversion to artificial turf five years ago. a typical high school football field is just over 1.6 acres, which takes a lot of water to maintain. so when the fremont union high school district recently spent $70 million to upgrade the fields of five of its schools, artificial turf replace grass. that saved a lot of water. >> it's a big save for our district and community. it's a nearly 42% decrease in

the amount of water our district uses, that's over 300,000 gallons of water per year. >> reporter: the varsity and j.v. players say it's not difficult to adjust to the turf. they say there are other benefits, such as no more grass stains. >> it doesn't mess up your clothes as much. it doesn't just feel weird. >> reporter: that saves on laundry bills, saving water too. >> it also saves a lot of water. it's not actual grass. >> reporter: the women's soft ball field still has grass but water has been cut back to once a week as a conservation measure. the school is trying to find a way to reach the new mandate to cut water usage by 25%. >> we have several fields primarily softball and baseball. that's an option to be considered. we're also looking at cutting

back the irrigation schedule that we currently have for those grass fields. >> reporter: proposed cutbacks are being studied immediately due to the urgency of the drought. >> what's coming is not going to change anything dramatically but it will certainly help. >> sandhya patel joins us now with the weather. >> as you take a look behind me, clouds are gathering. storms on the way. we look at live doppler 7 hd. we'll talk about this cold system. right now the showers are ahead of this system and they're very light up to the north, right around the cloverdale area. we're expecting heavier stuff later on tonight going into tomorrow. there is a winter storm watch from 3 a.m. into the sierra. we're expecting heavy snowfall with tough driving conditions so

be prepared. in the mountains down south of monterey expect a winter weather advisory to start tomorrow morning. 3 to 6 inches so it's definitely going to be a winter storm, not a spring storm. temperatures right now in the upper 50s to the low 60s. it's cool outside and the clouds are out as you'll notice from our tower camera. rainy and windy overnight thunder and hail possible. snow in the sierra up to 2 feet from the highest peaks. it's still well up to the north it's going to turn wet and windy overnight tonight and we'll see the potential for thunderstorms as the cold, unstable air moves in with the upper level low. here's a look at the wind. it picks up ahead of the storm. 7 p.m. a little breezy, not too bad. gets gusty about 11 p.m. 40 miles an hour at port rays, over that at port arena. the winds drop off tomorrow

morning. here's what's going to come in overnight tonight. rain heaviest at 11 p.m. 3 a.m. could see thunderstorms. 5 a.m. it starts to shift east and you still have to contend with the damp roadways and chance the thunder and small road storms will continue. rainfall totals for the weltest spots will be anywhere from a half an inch to just over an inch. looking at a healthy dose for most areas. 3,400 feet dropping down to 3,500 feet kirkwood could see 15 inches. carry the chains if you're heading up there. i would just avoid the travel during this time period. tomorrow morning you'll need plenty of time and your umbrellas. mid 40s to the low 50s. doesn't forget a jacket or a coat. it's going to be on the cool

a storm camera captured a brazen robbery at a san francisco walgreens. the man jumped over the counter, grabbed an anti-histamine and demanded oxycontin. police are asking anyone who may know this man to please give them a call. surveillance got a pretty good look at him. >> if you think your bart right is getting slower, you're right. it is slowing down trains along at least 40 sections because of old tracks and ties that are old and are concerned the trains could derail. >> when they turn like the little turn down here, it goes around and you can feel it as you ride. so it's like a roller coaster ride.

>> work started this weekend to fix the track. we're told the bay fair station will probably be next. the bart system is 42 years old. >> well, muni riders get ready for the biggest service boost in decades decades. starting april 25th it will increase service on its busiest bus lines. service will now be as frequent as every five minutes during peak hours. the 38 rapid will now even offer sunday service. muni also plans to improve its rapid bus shelters. it will install bike racks to help park-and-ride commuters. >> and a main thoroughfare is about to slow down. crews will work to install a pedestrian tunnel for the new california pacific medical center. starting tonight, vaness will be down to one lane in each direction.
