is morning. the stalled vehicle burst for flames killing the person inside and northbound 101 was closed until after 3:00 this morning. weather does not appear to be a factor. watch out for hydroplaning in the east bay. standing water is making for a hazardous trip. amy hollyfield is in fremont with that part of the story. >> we are personsing a nice spring shower. a steady rain. we are in fremont. it is coming down in the parking lot. we liked the visual of seeing the water on this big solano of -- big slab of pavement but we do not have issues through the streets of fremont with no hydro planing or standing water. no issues yet just a nice steady soaking. it is chilly.

month. two city council members asked to discuss a temporary building moratorium to cut back open water use. the santa rosa press democrat reports other city council members rejected that idea preferring to discuss other conservation measures. homes and businesses use 16 percent less water last year than in 2013 but that is fall short of the mandatory 25 percent goal governor brown demanded last week. santa cruz is taking the first step to the strict of the water restrictions in the state for the second straight area. last night the water commission recommended a stage three water emergency. that includes water rationing for all homes and businesses. no outdoor watering from 10:00 a.m. to 5 p.m. and fines if you violate. >> this morning ten amendments are laying hardball with a landlord in san francisco after the city declared the building

>> covering walnut creek burlingame campbell and all the bay area, this is abc7 news. good morning, a look from 101 in san jose we have major downpours and we know water can pool on 101. especially on that stretch of 101. be represented for delays. people are getting up and heading to work. >> in alameda a cattle rancher wants did know who is shooting killing and mutilating his could could cows. three are dead and one calf is missing if castro valley. our reporter has the story. >> at the ranch in castro valley dozens of cattle room over 100 acres. the owner does a head count every couple of days and rerealized some were missing. he found three of the cows shot

rancher taking precautions to protect his cattle and his livelihood. nfl owners will wait at least six months before deciding which plans it support before bringing no one back to los angeles with a stadium that would be shared by the raiders and the chargeers in carson. the owners of rams called for a stadium on the site of the hollywood park racetrack.
