first time in his life. investigators say he raped and strangled two women the first happened nearly 30 years ago. that is where the 21-year-old was found. there was dna evidence that linked hough to the murder. the second case happened in 1993 in san pablo. the child was found raped and strangled to death. the district attorney's office was able to arrest him. >> it's gotten more accurate. so that is allowed us to do more with cases. some people think it's, if we did testing back then there is nothing more we can do. that is not true. we can do it with smaller samples and that changed. >> officials say dna evidence pointed to hough but extensive

one supervisor is looking toward a long term solution with a new proposal changing the way developments use water in the city. abc7 news explains how it would work. landscaping may not look like much but doing work for headquarters. >> mimicking what happens into a compact building so the plant is treating waste water to the point we can use it. >> these show what the water looks like. the process takes about two and a half days. scott weiner wants to see other developments and similar systems. today, he introduced legislation impacting projects over 250,000 square feet in san francisco's purple pike zone.
