>> abc7 news starts right now with live breaking news. >> a santa clara county inmate who escaped from custody a month ago and has been on the run ever since is under arrest tonight in mississippi. good evening. i'm dan ashley. >> i'm ama daetz. suspected it child molester carter overpowered a deputy on march 6th. >> he took off and lead police on a manhunt through san jose. officers searched for hours and could not find him. we now know carter made his way to the southern part of mississippi. the sheriff's office offered -- will offer details on the arrest tomorrow morning. to the weather. we saw heavy rain and hail today. here is a look at our exploratorium camera. while it is beginning to clear up, some neighborhoods are seeing heavy showers. abc7 news meteorologist sandhya patel is here with a look at live doppler 7hd.

sandhya? >> as i told you earlier tonight keep the umbrellas handy. there are still some showers forming in the east bay. they moved out of oakland and they are headed toward livermore valley where light rain is being reported. as you noticed from hayward to pleasanton there are pockets of moderate rain toward dublin valley. as we look at the rainfall more than an inch fell around san rafael and woodside and ben lowman. santa rosa three quarters and napa over an inch and san francisco and oakland more than .60 of an inch of rain. with the rain came the rainbows. this one was sent to my twitter. i will be back with a look at exactly how long you will need the umbrellas coming up. >> thank you, sandhya. our spring storm was unpredictable and unusual. hail and strong winds swept through some areas and just when it seemed the skies were clear, the rain would suddenly return.

it was a soggy start to the day with our first rain in more than a month soaking the morning chute. some drivers weren't used to conditions on the rain-slicked roads. >> it was the wet weather that was really the factor. >> the chp says it responded to 500 accidents this morning far more than average. >> i it is good to see the rain. >> many in the drought-stricken area welcomed every drop. and then after the heaviest rains passed the hail came. it was fast and furious in petaluma. as quickly as it came it ended lasting only 60 seconds and just when it looked like the storm clouds parted round two of the rain caught people off guard in martinez. gusty winds caused trouble in san francisco. look at the scaffolding that was knocked down. >> there was a big american

flag on the scaffolding that acted like a sail and it blew the scaffolding over. >> no one was injured. and then finally a bright spot appeared at the tail end of the storm. a rainbow spaning san francisco. from one vantage point it appeared to end appropriately enough at treasure island. >> in the central valley some really wild weather. this backyard in sacramento was pounded by hail. you can hear it hitting the pool. thunderstorms moved through the area bringing heavy rain and lightning and fum clouds. and funnel clouds. these storms created several funnel clouds. as you mentioned they were seen throughout the sacramento area. this was in the south part of the city near the executive airport. fortunately none ouch ited down or did -- none touched down or did any damage. >> they did damage in the sierras where they are desperate for it. you can see the snow coming down and making it hard for this skier to even see.

if you are heading to the mountains check out the road conditions. there are chain requirements on 80 and 50 today. >> you can keep an eye on the weather anytime with live doppler 7hd and the weather app. it is free on apple app store or google play. >> it is great to get this rain, but despite the rain, california is still in an extreme drought. this didn't change anything. our conservation efforts are falling short. how short? well in february we saved less than 3% statewide and 8% in the bay area and that is less than in any month since officials began tracking it. and tonight we are learning that the new mandatory cuts put in place by the governor will be coming down hard on some cities in particular. lilian kim is live in larkspur with the story. lilian? >> dan those numbers will likely change when the mandatory water restrictions begin and how much we will have to cut back will depend on where you live.

whether you can water your lawn as much as you like will vary from city to city. if you use a lot of water you will be asked to take the biggest hit. if you live in morgan hill brace yourself for a 35% cut. >> for people who waste water it is no big deal. just be smart. don't water your lawns unless you have to and maybe in some cases don't water them at all. >> if you live in san francisco, daly city, hayward and santa cruz, you will be rewarted with cuts as little as 10%. everyone else is in between. east bay, san jose and marin county residents will likely see a 20% cut. >> last year we watered much less than we usually do. >> marjorie moore has reduced her water usage significantly which means the restrictions won't be much of an adjustment for her. but rest of the marin is far from the 20% target. in an effort to conserve more

water the water board voted to restrict outdoor watering to three days a week. >> for people who maybe when did i water last or whatever, they will be more in tune with a schedule and being consistant. >> not everyone though is happy about the new restriction. there are those who will comply begrudgingly. >> if it is a resource or something that we are being billed for, then i should be able to use it. >> but like it or not the restrictions will keep coming as long as the drought continues. lilian kim, abc7 news. >> the northern california woman escorted off an alaska airlines plane has just landed in san jose. the mother of two has cancer. she tried to return home from hawaii yesterday and airline personnel said she cooperate fly because she didn't have -- she couldn't fly because she didn't have a doctor's note. lisa amin gulezian joins us with more. lisa? >> ama, i can't tell you how happy elizabeth is to be back

in california. she was supposed to have returned home yesterday so she could go to her chemo appointment as well, but everything changed when she got to the airport in hawaii. being back on the mainland never felt so good to elizabeth and her family. this is cell phone varied yow of what happened yesterday -- video of what happened yesterday on an alaska airlines flight. >> my family is being forcibly removed from an airplane because i have cancer. >> i was heart broken. how could i be treated like a criminal? >> the problem started when elizabeth who battled cancer for five years put on a surgical mask while at the gate. she said people around her were sick. an agent asked if she was okay and this is what she said. >> sometimes i get a little weak. she said, well in that case, i'm gonna need to call the doctors that we consult with. >> once the airline's on call doctor determined she could not fly she was taken off the

plane. this is the travel expert's take on it. >> this is fairly typical of airlines' conditions of carriage that they have some kind of clause which at least purports to allow them to make the decision of who to let on the plane. >> hasbrook agrees that the airline over stepped especially after her own on koll jest september -- oncologist sent an e-mail okaying her to fly. alaska airlines apologized saying while the employee had the customer's well being in mind it could have been handled differently. abc7 news. >> they are donating the refunded money when they get it to the multiple myeloma research foundation. we have put a link on our website, abc7news.com. a chunk of brian stoe's money could go to the insurance company. bloomburg says he will receive

this is abc7 news. >> dramatic images from los angeles where firefighters rescued at least one person from this burning building. you can see the massive response. look at all of the lights from official vehicles. about 170 firefighters battle ited the flames. the fire broke out on the fifth floor of the 6th story commercial building. one person is being treated for burns. no word yet on what ignited the fire. it was contained to a corner of the willing thanks in large part to the incredible response. >> a white south carolina police officer has been charged with murder for shooting and killing a black man running away from him. warning. the video may be difficult for some to watch. >> cell phone video of the

incident shows the end of a scuffle. the officer pulled his gun and fired eight times and hitting 50-year-old walter scott who appears to be unarmed. state investigators reviewed the video before deciding to charge the officer with murder. he will face life in prison or even death if convicted. in an upscale community a rise in crime. they are dealing with a rash of petty thefts and most happening at department stores. abc7 news reporter alan wang is at one of the most popular targets of the thieves which is the target store. >> yes, it is dan. police say the walnut creek bart station is a walk away from here which is giving criminals easy access to a town that is not used to this much crime. >> it seems like a low crime area that people would not suspect people are committing petty crimes for drug abuse and whatnot. >> it may be why they are

seeing an increase in shoplifting at downtown department stores. many of the culprits are transients who use bart to commit their crimes. >> we are seeing a lot of folks coming from san francisco, a lot of folks uh -- addicted to heroin. >> many steal to support drug habits. local restaurants say more of the customers are getting their purses snatched. >> absolutely. we are all talking and there has been a lot of purse snatching so to speak. people putting the purses on the back of the chairs. >> now police are keeping close contact with the local merchants. they are maintaining high visibility and conducting undercover operations but the same criminals keep coming back. >> once prop 47 came about in november of 2014, we are seeing a lot more of folks coming in and stealing in our city. >> prop 47 reduces most nonviolent property crimes from a felony to a

misdemeanor. in some cases they are citing and releasing criminals who return to steal again. now police are asking residents to help by reporting any suspicious activity in the downtown area. in walnut creek, alan wang abc7 news. well we got some nice rain and nice weather. we needed it desperately. >> we did. sand yaw -- sandhya patel is here to tell us if we are done with the rain or if it is coming around again. >> we are not done yet. as we look at live doppler 7hd i want to show you what is popping up. a few showers off the coast. some in the east bay. they move from oakland to the san leandro area and toward pleasanton and livermore. light returns there at this hour. in the sierra nevada the snow is winding down. there is still a winter storm warning in the high country until midnight tonight. so far kirkwood is reporting a foot and a half at the highest elevations. there were thunderstorms and

some areas picked up quite a bit of hail. as you can see there this is from our very own david louie have the san jose area. you can see the hail shafts and a rainbow. a pretty cool picture there. thanks for the photos and the temperatures right now. they are dropping. it is a cold storm that has passed through and we are seeing post frontal showers and it is cold in nature. looking at 40s and 50s out the door. the visibility is good and scattered showers into tomorrow. chilly in the morning. sunny and milder the rest of the week. here is the satellite and the radar. you remember the cold front and we got some heavy rain here in the bay area. the front is long gone. a few more showers on the upper level low. it has to shift inland before we get rid of the moisture. we are looking at scattered showers and becoming a little more widespread at 1:00, 2:00 in the morning when most of you are sleeping.

5:00 a.m. you will run into some damp roadways during the morning drive from san francisco down toward the santa cruz mountains and the south bay. these showers will continue right on through lunchtime. and then after lunch things wind down and you will see sunny breaks going into the latter part of the afternoon. additional rainfall totals are anywhere from 0 to .15 of an inch for most areas. it will just amount to a few more hundredths of an inch for most. it will be a chilly one. low to upper 40s. you will need a coat or jacket. 41 in napa and 48 in oakland. mid40s livermore and san jose 43 in santa cruz. don't forget the umbrellas and you will need the shades as well. a little milder tomorrow. 64 santa rosa and oakland and 61 san francisco. 58 in half moon bay. peninsula and south bay low to mid60s.
