live from the kgo tv broadcast center, this is abc 7 news. good afternoon, thank you for joining us. >> i'm dan ashley. larry has the day off. first at 4:00, almost a year after a gas pipeline exploded a record fine for pg&e. >> they had to pay $1.6 billion. it destroyed 38 homes. >> abc 7 reporter is live in san bruno with the story. wayne? >> reporter: let's begin by putting this in perspective. this is the largest fine by a mile. previously, the largest fine was

$145 million against southern california edson for manipulating records. this is ten times the previous record. this is the neighborhood of san bruno that is not what it seems. they call it too new, too clean and the pain too fresh. >> i love my family, my son, my husband, my mother-in-law, my dog and my home. >> reporter: the commission began in that neighborhood four and a half years ago. september 9 2010, the day a pg&e pipeline exploded eight people died and 38 homes burned. today, the public utilities commission fined pg&e $1.6 billion.

300 million will go to the general fund. 400 million will go to pg&e rate payers and 50 million to pipeline safety. a spokesman said the utility will not protest the penalties. >> we don't want it to happen again. >> reporter: in levying the fines, they noticed a pattern of safety problems at pg&e. critics are still not satisfied with practices or management. >> if pg&e were an airline would you fly it? >> absolutely not, i would rather watch. >> reporter: sue says she can never go home. >> you know, no amount of money can bring back my family. >> reporter: from san bruno wayne freedman, abc 7 news. two bay area airplanes are on the national list airports don't want to be on. >> a press investigation found

this 268 security breaches reported at 31 u.s. airports since 2004. 37 of those at san francisco international, the most in the nation. los angeles ranked third national. san jose fifth with 18. >> one of the best known came after a 15-year-old hopped a fence last april and stoued away in a flight to hawaii. more recently a woman was arrested on trespassing charges after officials found her in a secure area inside the fence line. abc 7 news reporter will have reaction from fso and san jose at 5:00. released the name of an officer who shot and killed a robbery suspect. he is a 13 year law enforcement veteran. he responded to an armed robbery at a liquor store. the suspect was armed with a knife. he shot the suspect when he

advanced on him. he is on routine, paid administrative leave while being investigated. we have the video of what happened to a man before he was shot by an officer. you can see him pull walter scott over. a few moments later you see scott jump out of the car and run away. abc new ress reporter has more. >> reporter: this is the dashcam from the police cruiser. released by south carolina's state law enforcement division, it starts after slager pulled over scott's mercedes for a broken taillight. slager asks for license and registration and whether scott owns it vehicle. two and a half minutes into the stop slager is not seen on camera and scott bolts. you can hear the former officer leaving his car, but he's not seen again.

what happens next is known only because of this video recorded by an eyewitness. [ gunfire ] feidin santana said the account over the radio -- >> shots fired. he's down. he had my taser. >> reporter: was not what he saw. >> we are not trying to -- >> reporter: slager has been charged with murder. his emotional mother told abc news she can't bring herself to watch the video. >> i hope god takes care of everybody involved. not only my family, but the scott family. i know they are grieving like i'm grieving. so, i want them to know that. >> reporter: the north charleston police department reported they tried to give first aid and cpr to scott after he was shot. saab tan that never saw that happen. abc news washington.

the clean up at an east bay creek after a cement accident could take up to a year instead of a few days. abc news was there in oakland this morning. a person noticed cement in the creek yesterday and called the water district. crews accidentally left a valve open for some time. officials say every bug and plant in a half mile stretch may die. the area will eventually recover. now, another environmental mishap in the south bay. >> a homeowner claims plumbing contractors dumped raw sewage on her land and she has proof. >> we have that story this afternoon. david? >> reporter: we cannot confirm whether or not the liquid was sewage or not. we are not going to show you close ups because we think there's a possibility there is sewage in there. the video shows two workers

dumping some liquid here as well as property across the street. she knew sewer work was being done next door. she was shocked to check out this video from her home security camera showing them dumping raw sewage on the tree line. watch how a worker goes into the street serving as lookout. then a co-worker dumps a pail of liquid on her property. it dunn stop there. 20 minutes later on the security video, the same worker walks a pail across the street and dumps the contents on another homeowners property. >> i don't think it should go unchecked. i think they should be performing professionally in the way of the environment and there's laws about that kind of thing. >> reporter: we checked. dumping waste water is a violation of a municipal code. >> there should have been another way to dispose of the sewage. not a good idea to dump it in

their neighbor's yard. >> reporter: is it a health hazard? >> oh yes. >> reporter: a dog owner expressed her health concern. >> they like to smell. they like to sniff. they go by their nose. they do like things that smell awful, unfortunately. >> reporter: it could make them sick. >> absolutely. >> very disgusting. yeah. i don't want sewer water, raw sewage water dumped on my property. i don't think anyone else would appreciate it, either. >> reporter: the corporate officers are investigating what is in the pails. abc 7 news. california recorded the highest number of human west nile cases in 2014. the department of health says there were 800 cases last year. santa clara had the most in the bay area. the drought may be a contributing factor in the increased activity. birds and mosquitos are coming into a closer contact around a smaller number of watering

this afternoon, homeowners in a san jose neighborhood are keeping a close watch after a robber broke into a wok's home despite an elaborate security system. the burglar's picture was captured on a series of surveillance cameras. are cameras enough to deter thieves. we have the new details. >> i just started breathing again. i feel like i just started breathing again yesterday. >> reporter: it's been two days since the terrifying home invasion at her home. the whole thing caught on her security cameras. she's already put in new locks and bought a gun to protect herself. she can't shake knowing the person who so brazenly burst into her home in the middle of the night is out there. tuesday, just before 2:00 a.m., her security phone app showed a man outside her bedroom window. she called 911 and locked herself in the closet. >> i was petrified.

when i saw him on the phone i had to use that phone to call 911. i could no longer see. >> reporter: she could hear. he bust open the glass, went room-to-rook. when he tried the locked door she screamed. he ran to a neighbor's yard, which might be been his to grab a skateboard. >> i'm shocked because of the amount of people who live here. they are home all the time and the security we have. >> reporter: donohue's security is three dogs. he lived here 20 years and never heard of such a bold crime. after tuesday -- >> all this time, i thought i was safe. i lock my doors set my alarm have my cameras. the whole time it's like sleeping with your doors open. >> reporter: they do not recognize the suspects. after all that he did not take

anything from the house. surveillance video caught. video shows a man walking up to a house he rings the doorbell and leaves. an hour later, two other guys arrive and break open the front door window. the alarm goes off and they take off running. there he goes. no one was home at the time. the sheriff's department was investigating. wall greens plans to close 200 stores nationwide. the largest drugstore chain has more than 600 locations in california. plans are being finalized. they did not reveal a timetable for closures. it includes a corporate reorganization and streamlining. they are trying to cut costs by $1.5 billion over the next three years. if you are excited for the apple watch you may have to act quickly to get one. you can preorder it anytime after midnight tonight.

update from the climate prediction center. one month ago, this is the picture in the western pacific. a small area of warming a minor el nino pattern. this week, not much has changed really. these are the official things. weak el nino conditions continue. there's a 70% chance of continuing this summer. then no significant impact on california's drought which is bad news. here is a look at the golden gate from our golden gate bridge camera. blue skies over the golden gate. it will be chilly overnight in the early morning hours and clear skies. sunny and mild days through the weekend. a warming trend, even warmer than the weekend late next week. let's look at what's going on in the atmosphere. heading our way, we have a big split in the jet stream. one branch to the north, another

to the south. high pressure. that's going to bring us a sunny and mild weekend. how warm are we going to be? >> we'll use san jose as the indicator. five days temperatures hover around average, give or take a degree. wednesday, we'll see a sharp rise in san jose and the entire bay area as we hit a warming trend for the region. overnight, getting back to chilly conditions inland. low temperatures mainly in the low 40s. in the north we see low temperatures in some spots drop below 40 into the upper 30s. around the bay, mid to upper 40s and mid-40s on the coast. tomorrow sunny and mild in the south bay with highs around 70 degrees. expect a high of 70 in san jose. peninsula, mid to upper 60s. 67 in redwood city. only upper 50s on the coast. downtown san francisco, a high of 62 degrees. up in the north bay tomorrow

mainly sunny and mild. nothing very extreme there. 68 will be the high in santa rosa and sonoma. over on the east bay, highs in the mid to upper 60s. 67 at san jose. castro valley and freemont. the inland bay will be the warmest with highs in the lower 70s 71 at walnut creek. 72 livermore and 73 in antioch. the seven day forecast, temperatures continue to rise into the weekend with highs inland in the mid-70s saturday and sunday. around 70 degrees around the bay shoreline and up to 60 on the coast. temperatures will drop off a couple degrees on monday and tuesday. notice the chance of rain we mentioned yesterday is pretty much faded. dry through the seven day period. the warm up. by next thursday inland highs low to mid-80s. it's going to feel almost like

in news making headlines where you live at 4:30 the public utilities commission today imposed the biggest penalty. pg&e will pay $1.6 billion following the pipeline rupture almost five years ago. pg&e will not appeal the fine. we are looking into body cameras some bay area police departments have. the san francisco department is reviewing protocols before using them. laura anthony is on the scene of why cement was spilled into an oakland creek. it will take weeks to clean it up. we'll have a live report at 5:00. if you smell a weird stench

in the south bay, you are not alone. the odor is coming from the nearby landfill. chris is live and talking to people who can't stand the long standing stench. cliff? >> this has the attention of city officials. they are exploring legal action to stop the landfill from expansion many people say has become unbearable. some people say it's an embarrassment. at the gateway of silicon valley, a stench in the area. >> the wave of smell coming in. it's not pleasant at all. >> reporter: many believe it comes from here, the resource recovery park. in simpler terms a landfill that's been around since the 1930s. >> i'm here. how do you feel? >> reporter: the mayor made it his mission to get to the root of the stinky problem. >> when you have a landfill

surrounded by population very, very critical. think of what they should do. after all, they should value people, their lives and their quality of lives. not only business plants. >> reporter: the manager says the landfill could be an odor source but the blame shouldn't be cast entirely on it. the san jose waste water treatment plant and compost om ration and salt ponds nearby. >> if the community can be patient with us we'll have long term solutions to help them with some of the past odor problem that is have been present. >> reporter: republic services the company that operates the landfill had deodorizing misters. despite the efforts, the complaints were coming in. further complicating matters, they hope to expand the landfill through 2041. the san jose planning commission

good evening i'm dan ashley. >> i'm cheryl jennings thank you for joining us. state wildlife officials are saying substantial wildlife damage has been done. now we learn the situation is affecting the water at the claire month country club. they are accepting responsibility, but at least one bird is dead. laura anthony joins us from oakland with the latest. >> reporter: i'm standing in this creek. earlier today when we got here this was a foot high concrete. i'm sorry, cement and water mixed together and a substance being pumped into the pipe but there was a valve open. east bay mud says their inspector lifted all the valves, but didn't catch this one because it's nonstandard. let's show you what's going on at the golf course.

this is from sky 7 hd. they determined while the cement was sitting where i'm standing, about a half mile down the road they have detected alkaline water, residual contamination from the spill. again, this is considered a major environmental disaster or incident for this particular area. this is just a small section of a half mile of formerly pristine creek, contaminated with cement and lots of it. >> 14 truckloads of this material. >> reporter: they admit it's their mistake. a valve was left open while a sub contractor poured cement into a pipe set to be abandoned. >> the cement was going into the pipeline and flowing out of an open valve. that valve led into a storm drain that leads into the creek. >> it's sad. i just moved here. i didn't know it had a creek
