shot and killed an unarmed man. investigators say even before they saw the video they had doubts about the officers account of what really happened. karen has more. >> this is the dash cam video officer mike slager from the police cruiser. rae leased tonight by south carolina state law enforcement division it starts after slager pulled over walter scott mercedes for broken taillight. slager asked for license and registration. and whether scott owns the vehicle. about 2 and a half minutes into the stop slager not seen on camera. and scott bolts. you can hear the former officer leaving his car but he's not seen again. what happens next is known only because of this video. recorded by an eyewitness. santana told abc news the account from slager over the radio. >> shots fired. subject is

illinois about 80 males west of chicago. and here's a look at why. this large tornado damaged every single one of the 50 homes in fair dale and left a lot of damage around the region. the entire area was affected by strong storms. more than 1000 flights at chicago o'hare were cancelled. 500 more were delayed. frightening. other news tonight hillary clinton is expected to announce her plans to run for president this weekend. she will likely make it official on sunday. republican senator cruz and paul have formally launched campaigns. senator rubio is expected to announce on monday. it turns out san jose smart parking meters aren't so smart after all. there's glitch and it is causing them to reset even after you swipe your car or drop in some change. we are live in downtown san jose tonight with a story. how much does this happen? >>reporter: quite a bit. city says it happens about 30 times a month and one attorney i spoke with has gotten 3 sigh

nation a row and he says every single attorney he knows has gotten at least one ticket each even though all the parking meters have plenty of money. this sound usually means you are safe from getting a parking ticket for a period of time. but not for todd. he got 3 parking tickets all on st. james street. >> i probably would have paid it because of the aggravation but 2 day in a row on each occasion i knew it was paid is ridiculous. >>reporter: dozens of drivers have the same complaint. the city now admits there's a glitch in the smart meter sensor system. in san jose when a driver leaves a smart parking spot a sensor reset the meter even if there's time left meter even if there's time left. the next driver then has to pay separately. that's exactly what happened here. there were 30 minutes left on the meter but look. it dropped down to zero. problem is when a truck or bus rolls by the

sensor mistakenly tells the meter to reset. because it thinks the spot has opened up. of the 1200 smart meters downtown the city has turned the sents ors off in about 20. >> it's frustrating and we don't like citations to be issued inappropriately. that's why we absolutely dismiss them when brought to our attention. >>reporter: but dismissing them means the driver has to flag the problem, contest it then wait for the city to double check the meter readings double check the meter readings. many drivers don't trust the city or the system any more. >> amount of time we spend trying to correct this? the in the good. >> this isn't working out. they should they should quit using the sensors under the cars. >>reporter: city make 10 million dollars a year from parking fines. so it hopes to resolve the problem quickly. in san jose, abc 7 news. >> if singer taylor swift revealed her mother has been
