more on that after this news. breaking news in the north bay: a wild scene in marin county involving a chase and several crashes. it started in west marin. a good samaritan stopped to help someone at the scene of an accident and she was carjacked. then the police chased the vehicle and it ended in another crash. police are looking for a possible second suspect although one was taken into custody. amy hollyfield is at the scene with an update at 5:30. >> today many criminal cases in one east bay city may have to be reexamined after a liver was arrested for buying heroin. to top it all off he is accused of doing so with his two-year-old in the car. the officer is in court this morning. >> kenneth white will appear at

the half justice at 9:00 this morning accused of buying cocaine and heroin if san francisco. this happened last wednesday. the police received a tip and had undercover san francisco police officers check it out. that is when they say they saw officer white buying drugs on the corner of 7th and howard. white thousand is charged with possess of narcotics weapons and child endangerment. he had a loaded gun in the same car his two-year-old daughter was sitting in during the drug transaction. white is a resource officer at the school and they were shocked to learn the news. >> i am adamant to make sure people with work in our system are putting student safety first and that means high level of personal accountability. >> we want them to know this occurred and they have -- we want them to have confidence

that evidence is that a camera can be crucial evidence in an incident involving police. if the san jose city council decided to move failure, san jose would be the largest bay area answers to equip officers with body cameras. the cameras were tested in 2009 and 2012 and never got beyond the pilot stage. more and more people are filming encounters with police and bed cameras are meant to improve accountability. san jose police chef said they are still working with the union to outline a policy that would not infringe on officers' right. purchasing cameras could be expensive and cost $1 million. the city council meeting starts at 11 o'clock a group is planning to march and speak out at noon near the san jose state campus, the young son of 38 year old guzman lopez the pan shot and killed by a

university police sergeant. lopez charged the sergeant's fellow officer with a cutting saw. he died from two wounds to the back. the familiar want to bring awareness and put a stop to police violence. >> we have new details in the latest legal trouble for marilyn hartman, a florida judge threw out charges against her after a mental evaluation found that she is not fit to stand trial. hartman is accused of flying from minneapolis to jacksonville without a ticket in february and accused of staying in a luxury hotel under another's name. she has been caught multiple time trying to sneak on to flights at airports. the woman would found living in a trash filled san francisco home with a mummified body of her mother has been placed in supportive care live enenvironment the san francisco firefighters wearing oxygen masks recovered the body this month. the dock that was found in the home is now with san francisco

today, east bay water official could declare a stage four drought emergency the highest possible level. it would men higher rates for everyone especially for the biggest water users. storage is at 53 percent capacity for the entire district. this is a look at the lake that is only at 27 percent. here is what the declaration means: people would use only 98 gallons or less a day would she a 17 percent increase to their bill. the average customer who uses 240 gallons a day would pay an extra 24 percent. the biggest water wasters using 1,500 gallons a day or more on pay 45 percent more which includes excessive use penalties. >> i am not opposed to the idea that these people should be penalized so i don't is to try to take a two-second shower each morning. >> east bay mud said they will conduct those would routinely overuse. >> san jose city council is expected to discuss a pilot
