deadly dust storms, creating havoc on the roads. and flooding and rain in the south. rob is in for ginger this morning and tracking it all. rob? >> take a look at these pictures. stunning stuff out of las vegas. that storm cloud. that is a dust cloud that engulfs the city. nevada seeing gusts up to 55 miles an hour. the biggest winds and issues around salt lake city. overnight, major dust storms blasting through parts of utah, california, and nevada, causing hazardous air quality and deadly driving conditions. winds gusting up to 82 miles an hour in salt lake city tuesday. the low visibility blinding drivers on interstate 80 tipping semis. and causing a pileup that left at least 25 injured and 1 person dead. powerful wind and blowing dust causing problems near fresno. >> a couple of the collisions occurred while we were on the scene. it ebbs and flows. >> reporter: reports of a seven-vehicle pileup with minor injuries. visibility there?

down to southern california. a big storm will have big consequences. as it moves across the country, george. >> thank you, rob. we turn to the questions about police brutality. protests across the country overnight. two cases in the headlines this morning. we have the latest on the officer who killed a suspect. first, the shocking dash cam video. an officer takes down an armed man by ramming him with his cruiser. it's a tough video to watch. abc's t.j. holmes here with the story. >> this officer didn't pull the trigger. he hit the gas. accused of plowing his car into the suspect who had his back turned. we're seeing this for the first time. with our own eyes. what some people say is obviously excessive, police are saying was absolutely necessary. listen closely. police say that's robbery suspect mario valencia ignoring their calls to surrender, firing a stolen rifle into the air. as patrol cars approach him. >> it's unlocked now. he's definitely loaded.

>> reporter: watch how one officer decides to take him down. >> oh, jesus christ, man down. >> reporter: here's the view from that officer's car. we're freezing it before impact. because of the graphic nature at this angle. the cruiser going so fast, it plows through a concrete wall. the windshield cracking. >> this is not the first time a vehicle has been used in a deadly force situation. >> reporter: it happened in arizona, just outside tucson in february. police releasing the video now because a county investigation just ended. no criminal charges for officer michael rapiejko. who was behind the wheel. according to a police report, he was concerned about the surrounding businesses that were occupied. telling investigators he believed using his duty weapon would be more of a risk to the community than using his vehicle. valencia's attorney says they're investigating the incident. and based on the video it seems like an obvious excessive use of force. it's a miracle he's not dead. police say valencia was on a crime spree.

he's be charged with 11 felonies including starting a church fire, stealing a car, stealing the rifle and ammo from a nearby walmart. the officer is back on duty. the police argue, do you let the suspect continue and see what happens? or do you act? they say they erred on the side of saving innocent lives. the officer has been cleared at this point. now to the volunteer sheriff's deputy charged with fatally shooting an unarmed man. in oklahoma. the insurance executive says he mistook the gun for the taser. and he turned himself in on tuesday. good morning, ryan. >> reporter: good morning to you, amy. the volunteer is out of jail this morning. he bonded out almost immediately. he's due back here in court next week. a grandfather of three and well-respected businessman is swarmed by cameras as he turns

himself in to the very jail where he's used to taking criminals as a volunteer deputy for the last eight years. 73-year-old robert bates is an accused felon this morning, wearing his sunday best for his mug shot. >> his life is in turmoil. >> reporter: he's charged with second-degree manslaughter after he confused his taser for a gun, fatally shooting 44-year-old eric harris. [ gunshot ] >> oh, i shot him, i'm sorry. >> it was an honest, legitimate mistake. he's very upset about the fact that he was involved in someone losing his life. >> reporter: the shooting caught on police body cam. first harris running from deputies after allegedly selling drugs and guns to an undercover officer. >> roll on your stomach. >> reporter: harris was brought down by officers a few blocks away, where deputy bates was sitting in his car. his attorney says he got out to help officers. then that stunning moment. [ gunshot ] >> oh, i shot him. i'm sorry.

>> he shot me! he shot me! >> reporter: harris died from that gunshot wound. his family is relieved that the man who fired it is facing felony charges. this morning it's pointed out he's donated thousands of dollars in equipment to the sheriff's department. they're saying he's an old man paying for the right to play police officer. some say turning that generosity on him now is flat out wrong. george. >> action on the white house trail. hillary clinton talks to iowa voters for the first time. and chris christie hoping to ramp up his campaign. with a major speech on social security. jon karl is here with more. hillary clinton may be the most famous person in the world. it's hard to go small in iowa. >> reporter: that sure is the case, george. she's trying to do that. yesterday, she went to a coffee shop and had a small roundtable with a group of folks from a community college. in iowa.

look at this photograph of her event at the community college. if you pull back, she's entirely surrounded by cameras and by people. it's hardly a small stage. it's very hard to be small and intimate when your name is hillary clinton and you're running for president. >> a new report she was asked about the personal e-mail server about two years ago. >> reporter: this was an official inquiry in the house. they asked her specifically if she ever used personal e-mail to conduct official business. they never got an answer from hillary clinton to that question. and they never got an answer from the state department to that question. >> meanwhile, chris christie, lagging in the polls. hillary clinton says her major policy features will come later, he gave a big one yesterday, calling for major reforms in social security. >> reporter: this is an unusual way to start a campaign. he's not an official candidate yet. he's way down from where he was in the polls.

he's coming out with a major entitlement reform plan. it calls to raise the eligibility age to 69. for social security phasing out benefits for people over a certain income. eeliminating associate security benefits for anybody who makes over $200,000 a year. >> big contrast for democrats calling for increases in social security benefits. now to ryan smith with the other top stories. a security concern for airlines. >> we begin with a new threat in the sky. hundreds of the newest commercial planes can be vulnerable to hackers capable of taking cole of the aircraft. investigators warn the highly automated computer systems could be compromised with a laptop and wi-fi connection. lawmakers are calling on the faa to take action. homeland security is urging government workers to be vigilant after a new threat. someone compiled the addresses of workers at the security

department, fbi and sia and posted them online. the fact someone compiled them prompted the investigation. affected employees are being notified. a nuclear deal with iran resulted in a rare show of bipartisan ship in washington. in a 19-0 vote the relations committee pass add bill giving congress the power to review any potential nuclear deal with iran after the june deadline passes. the white house says president obama will sign the bill. also breaking overnight. a big decision affecting doctors and the fees they get paid. congress improved a bill to change the way medicaid pays doctors. a 20% reduction in payments taken affect today. fast food workers are fighting for a $15 minimum wage. this video just coming in from new york. workers are planning strikes in more than 200 cities and college

campuses. a furious judge sentenced eight city teachers and school officials to prison for cheating on examines to inflate students' scores. the judge said it's the sickest thing that's happened in this town. some teachers face up to seven years in prison. free on bond planning an appeal. nothing like a bond between the father and his daughter. but this one is just out of this world. 13-year-old stephanie has a dad who has been working for weeks onboard the international space station. she really misses him. i mean really misses him. so she worked with engineers from hyundai who used their cars to write a huge message in the and in the nevada desert. a message so big dad could see it from space. the message spells out, steph loves you. the tire tracks covered two square miles, setting a world record. his name is terry virts. he was able to take a picture of the message. he'll return to earth next month. >> a happy guy. >> how cool does he sound to the other astronauts up there. look what my daughter did.

>> best dad in the world. thank you very much. we turn now to actress rita wilson, who is speaking out about battling breast cancer. the wife of oscar-winner tom hanks revealing she had a double mastectomy and getting a second opinion, she says, saved her life. abc's linsey davis is here with her story. >> reporter: rita wilson is opening up to help educate others, calling a second opinion critical to your health, saying you have nothing to lose if both opinions match up for the good, and everything to gain if something that was missed is found. which is exactly what happened to her. this morning, hollywood a-lister rita wilson is going public about her battle with breast cancer. the 58-year-old revealing she's undergone a double mastectomy and reconstructive surgery. like angelina jolie before her, who also underwent a double mastectomy, wilson is sharing her story in the hopes it helps other.

saying i'm getting better every day and look forward to renewed health. she knew she had a precancerous condition that she and her doctors had been monitoring. >> a woman found to have lcis is known to be at risk for invasive breast cancer down the road. >> reporter: wilson was relieved when initial biopsies didn't show cancer. a friend urged her to get a second opinion. just to make sure. the second opinion finally caught it. >> i think that for any diagnosis, a patient should always feel comfortable asking for a second opinion. you will not be insulting or offending the physician. it's always good to get a second pair of eyes on a problem. >> reporter: wilson appears optimistic. telling people magazine, i'm recovering and most importantly, expected to make a full recovery. why? because i caught this early, have excellent doctors, and because i got a second opinion. one study found that breast

cancer patients that went in for a second opinion that the recommendations for surgery changed in more than half of those cases. polls actually show that the majority of people don't get second opinions. rita wilson is hoping people will learn from her experience. and good for her friend who urged her to do it. >> and to trust her own instincts. i'm a huge believer in that. when you feel something in your gut, believe it. >> if it doesn't feel right. >> i was surprised that second opinions changed the diagnosis half the time. >> apparently it depends on the pathologist. who is reading it. as much as people say medicine is a science. but it can be an art. depending on what somebody sees. >> that's scary. >> so many choices, so many options how to proceed. when it comes to breast cancer and so many cancers. >> depending on what kind of breast cancer. and you have great story of generosity. >> i do. i'm so excited to share with you. this guy has to be up for boss of the year. the pay gap between chief executives and the average worker is expanding rapidly. this man is doing something

different. he's taking a pay cut to give his employees big raises. rebecca jarvis has our story. >> reporter: imagine walking into work and finding out you and your colleagues will be doubling your pay? while your boss takes a pay cut. >> we're going have a minimum $70,000 pay rate for everyone that works here. >> reporter: that's what happened to the employees at gravity payments when dan price, the ceo, decided everyone at the company, no matter their position, would earn a minimum of $70,000 a year. he was troubled by the pay gap. in the united states, one of the world's largest with chief executives earning nearly 300 times what the average worker makes. he cut his salary from nearly $1 million to $70,000. >> there's a princeton study. they said what level of income actually generates happiness? they determined it's around $70,000.

>> reporter: the study shows for people who earn less than $70,000, extra money can make a big difference. for alyssa, a single mother, it means more time to spend with family. >> it's going to be exciting. he loves mickey. we're going to disneyland, i think. >> reporter: out of 120 employees, 70 will get raises, with 30 doubling their salaries. >> i think the thing that holds people back is the lack of independence. i think it's up to us to decide what's right for us. and what we want to do. >> reporter: dan price is also using company profits to pay for the raises. that can be risky. he is confident his employees have more than earned it and will continue to. and since this announcement, they're getting thousands of new job applications since this announcement. not surprisingly. >> i wonder why. >> it keeps them motivated, i would imagine. more productive. >> he feels like they'll work harder.

>> reporter: she's the talented actress and the devoted wife of academy award funnyman tom hanks. now rita wilson has her own personal story to share. revealing to the world her invasive breast cancer diagnosis. the 58-year-old exclusively tells "people" magazine she's undergone a double mastectomy and reconstructive surgery. there's a darker side to her story. she was originally misdiagnosed. and those initial findings missed the cancer. she tells people, a friend who had breast cancer suggested i get a second opinion on my pathology. and my gut told me that was the thing to do. >> this is truly a life-changing gut instinct. even though a doctor told her, someone she felt she could trust told her she didn't have anything wrong, there was something bugging her that made her want to get the second opinion. >> reporter: the second and third opinions confirmed it was indeed cancer. showing that taking charge of your own health is vital. dr. kristi funk is angelina jolie's surgeon and is not

treating wilson. >> i tell women you have been with your breasts every day since you were born. if you think something is new, changing, or just wrong, you should persevere. >> reporter: wilson says she shares this to educate others that a second opinion is critical. >> you have to be responsible for getting the proper screening. and when bad diagnoses happen to you, you need to take the responsibility. sometimes that involves a second opinion. >> reporter: wilson says i hope this will encourage others to get a second opinion and trust their instincts if something doesn't feel right. and joining us is abc news senior medical contributor dr. jennifer ashton. and, jen, rita had something called invasive lobular cancer. tell us what that is. >> we talk about breast cancer. it's like saying we're going to talk about the weather. are you talking about a heat wave or a snowstorm? lobular refers to the part of the breast anatomy where the

abnormal cells started. people shouldn't get too bogged down. in the initials or the terminology. this particular type, which starts as lcis, those are the letters, it's a marker lesion. it tells us watch out, this person is at high risk for developing invasive lobular cancer at some time in the future. anywhere in either breast. >> is it difficult to diagnose? >> any type of cancer can be. because again we've talked about it before. we're trying to reconcile what we see on an imaging test to what a pathologist sees on a slide. >> i was so surprised to hear how often diagnoses differ. >> in an ideal world, it shouldn't happen. but doctors are human beings. we make mistakes. we never want to. it's actually more common to have a diagnosis by pathology downgraded. initially saying it was cancer and then downgraded rather than upgraded. though both can happen. you think about what goes on in an operating room.

we take a specimen out of the body, sometimes in the case of a breast tumor, it might be like a marble. the pathologist takes it and slices it like a loaf of bread. they look at the slices and slides. when you put your eyes on a microscope, it's not like a neon sign flashes up cancer. this is a skilled thing that depends on judgment and a lot of factors. >> with that said, should we just always get a second opinion? >> no, because that's not necessary. it's not logistically feasible. and again, you want to trust your instinct. if you feel uncertain. don't hesitate. you're never going to offend anyone. in many hospitals, especially when you're talking about breasts, it's very, very common for two pathologists to look at every specimen. it happens at so many hospitals. >> so many women and men will have questions for you. you're available. dr. jen ashton will take your questions throughout the morning. tweet her @drjashton. and i just want to say we're all thinking of rita and her family
