sidewalk her heart dropped. >> my baby was gone and there was a bike there so i knew someone took my baby. >> fairfield police issued an amber alert and brock's picture quickly spread across social media. >> i was just distraught all morning. >> reporter: shortly after 8:00 a.m. a man on his way to work spotted the 2001 toyota corolla parked on dalia drive. sky 7 hd was over the neighborhood less than two miles from brock's home. police found the 8-year-old curled up asleep in the backseat. >> the child is in the car. he is okay. he just woke up. >> minutes later an emotional reunion, brock still wrapped in his blanket. >> i asked him if he was scared because that's all i was thinking is how frightened he must be when he wakes up and i wasn't there and he just said he wasn't scared. nancy nunez lives down the street from where brock was found. she's drilled the amber alert worked. as a mother, i was glad because if that would have been my child i would have been an absolute

disaster. >> in fairfield, tiffany wilson, abc 7 news. police arrested a man accused of trying to kidnap three girls on their way to high school. he faces charges of attempted kidnapping. the latest incident happened march 27th near hayward high school. the other two kidnap attempts were in february and march near tennyson high school. vic lee talks to hayward police about how they broke the case with a lot of help from the intended victims. >> in the meantime hayward police say a local man arrested after another security breach at the white house had no criminal record and was homeless. 54-year-old jerome hunt of hayward was arrested last night after hopping a fence and getting up to 15 feet on to the white house lawn. he was carrying a package that turned out to be harmless. hunt gave officers the name of a hayward church as his home address and hunt was arraigned in washington, d.c. this afternoon on charges of unlawful entry. san jose international

airport is beefing up security there in light of recent breaches. the airport is raising the height of the perimeter fence from 6 to 10 feet. the most infamous breach came when someone jumped a fence and stowed away in the wheel well of the plane and made it all of the way to the flight to hawaii. three weeks ago officials found a 20-year-old woman inside the fence line. they are midway through the month long project. >> our fence line in all areas of the airfield meets federal standards, but in light of the recent security incident here at our airport we're electing to increase the height of the fence line at all areas of the airport. >> the airport hopes the higher fence and barbed wire will discourage people from trying to jump the fence. the westfield shopping center was off limits this afternoon after a thief attacked a store employee with pepper spray. it happened at the brich store in the lower level of the mall.

the shoplifter got away and paramedics treated the store employee and customers and the area around the store was blocked off for a while so workers could disinfect it. >> a judge has approved a request from ross mix rim toe remove a misdemeanor conviction from his record. mirkarimi said it ended march 19th and he complied with all terms without a problem. mirkarimi was arrested for bruising his wife's arm during an argument and he is in a tough reelection battle. >> for marijuana advocates, the date is 4:20 and they plan to gather by the thousands to smoke it. the highway patrol sent out this warning on twister just because it's 4:20 does not mean you can drive while high. we will be looking for impaired drivers. sky 7 hd over uc santa cruz at exactly 4:20 where several thousand people were lighting up and in san francisco, people

smoked out in golden gate park at hippie hill and that's where sergio quintana is live tonight. the smell must have been something. >> reporter: no comment. i can tell you though that the park rangers have estimated that this crowd is at about 10,000 so far and any time, unfortunately you have a crowd this large you do have some incidents. there have been two people who were injured, head injuries because there were bottles tossed from the top of hippie hill and that was each before this afternoon's big moment. >> at 4:20 on 4/tent this puff of smoke was the hallmark of the entire event. thousands of people from far and wide came here for the celebration of bud. >> it just gets bigger each year and more and more people start smoking. even people from states where it is okay to smoke marijuana there has been a push to legalize recreational use of pot

in california. opponents say today's marijuana is especially dangerous for teens. >> the reason is is the addiction is quicker. the drug is stronger. youth are thinking that hey it's not as bad as tobacco. >> we saw lots of 16 and 17-year-olds who said they skipped classes to be here and some drove in from fresno. while everyone is a fan of sparking up, not everyone is a fan of legalizing it for recreational use. >> i'm a 215 card holder and i like the way it's set up in california right now. since it's still illegal in california, this is an event without an official sponsor. so san francisco has to pick up the bill for security, traffic management and cleanup. a dispensary has organized about 30 volunteers to help pick up trash today and they're offering more help for further clean up. >> as a community non-profit we are donating -- we pledge to

a new appeals court rules this afternoon could have major implications for california's water conservation campaign. san juan capistrano is charging customers who use water is unconstitutional. the court ruled the fee plan violates voter-approved proposition 218 that prohibits government agencies from charging more for the service than it costs to provide. as much as 80% of the state uses some form of tiered water rates. governor jerry brown just issued a statement in response. he says the practical effect of the court's decision is to put a straitjacket on local government at a time when maximum flexibility is needed. my policy and continues to be every method possible to ensure water is conserved across california. >> the bay area can expect to go from drought to deluge and should brace for a mega storm. at least that's a warning in a new environmental report.

a massive weather system is predicted in the bay area once every 150 years and the last one was nearly 150 years ago. they say silicon valley would be hardest hit but the damage would be severe along the bay. thousands of acres of waterfront land. >> looking at ten days of rainfall, about the moisture equivalent of ten mississippi rivers and it's a lot of water and between four and seven days of very intense rainfall and ten inches in certain areas around the bay. the report suggests that the bay area should improve the levees and see walls and improve the landings. a non-profit business sponsored public policy group. >> in san pablo, one hospital is closing and a new urgent care facility opened today to help some of the community. it will close after decades of serving patients. lyanne melendez took a look at the few facility. >> this is such big news out in

that community because, of course, all of the people affected by the closure of that hospital. while this new urgent care facility will serve some patients. san pablo will not have an emergency room close by and that could be a matter of life and death. >> they were still putting up the signs outside the urgent care facility when hector hernandez walked in today as the center's first patient. he would have gone to doctors medical center across the state. >> really really convenient. i think it's a tragedy that doctor america is closed. this is a blessing having a clinic. this is not an emergency room. >> as doctor's medical center closes, this community is left without an emergency room. the closest ones are in richmond and martinez. the urgent care facility is only opened to those with nonlife-threatening injuries

of rescue operations to people at sea who need to be rescued and even military people who are in dangerous situations. all of that takes specialized training and now the national guard has a brand new facility to help hone those skills. >> it took years for this to happen. the defense department funding a brand new training facility for the 129th rescue wing. it happened as congresswoman ana a shoe had a 50-year lease. this was a unit that responds quickly to state and national emergencies including rescues at sea, earthquakes and fires. there have been multiple deploy wants of hot spots. it consolidates operations to help organize equipment and to train all under one roof instead of being scattered in several structures. >> when the governor or the president said i need you to go do this mission, they don't have

to worry about the piece and just have to worry about the personnel piece and say are you trained and ready to go? what else do we need to get you in the right mindset. it's a key tool for the 129th rescue wing. saltwater can shorten the life of parachutes. >> when we are training, we want to be able to use these parachutes over and over again. so what this facility in particular allows us to do is climate controlled while we just watch the parachutes and drive them in a controlled environment so we can continue the mission sets and continue the training. >> the pair are rescue men who belonged to the 131st rescue squadron are deployed to recover people and civilian and military in every conceivable environment from deserts and out to sea. the facility including classroom space is expected to service needs for the century. at moffitt field david louie abc 7 news. >> researchers believe that late

dinners or late-night snacks could increase the woman's risk of developing breast cancer. san diego school of medicine researchers say that women who usually did not eat between evening hours and morning had much lower blood sugar levels. snacking between meals causes a spike in risk and studies have found that blood sugar feeds cancer and keeping it stable can greatly reduce the risk of hormonal cancers like breast cancer. >> the federal government proposed removing most of the world's humpback whale population under the species list. it wants to reclassify humpk bahs into the 14 populations. it has led to an increase in humpbacks in many areas. humpbacks were listed as endangered in 1907. >> all right. we want to look at the forecast. stunning all weekend and a stunning start to the week. >> low clouds lingering and cooler weather here in the bay

area. >> it's very pleasant. >> just hang on to the sweater or the jacket. all right, as we take a look at live doppler 7 hd and it's a summerlike stratus pattern and two to ten degrees cooler and we'll take a look at why in just a moment here. sierra nevada has seen thunderstorms develop and they've been dying down in the last hour or so and as we take a look at the wind direction and notice it's the southwest wind at 39 miles an hour at fairfield and it's an onshore breeze along with a deep marine layer that allowed the cooling today. from our lake tahoe camera looking at a lovely view they've collapsed and we will continue to see the possibility up there of scattered showers and thunderstorms. 57 in san francisco and 61 in oakland i should qualify with tomorrow. 55 in half moon bay and here's why half moon bay is still clear out there.

mid-60s, napa you have to head low inland to find mild weather and 71 in fairfield and 68 in livermore and look what's rushing back onshore from the south beach camera and we'll call it cloudy overnight tonight and patchy drizzle. we'll look at afternoon sun inland with a few sprinkles possible going into your tuesday and your wednesday. you'll see why here and water vapor imagery showing you one area of low pressure southwest of the bay area and another one in the gulf of alaska. the combination of the two will keep us in cooler than normal or at normal levels in terms of our temperatures. it's a deep marine layer that the low is keeping us in and we'll keep it on the cool side for many of you around the coast and the bay. overnight tonight, the low clouds will be pushing well inland and we're looking at spotty drizzle for your morning commute and just allow more time. you'll need those wipers and cool for the afternoon and you could see more sprinkles over the higher terrain and partly

cloudy for the inland communities in the sierra and catered showers and thunderstorms firing up as you'll notice there for your tuesday afternoon. so if you're traveling up there keep that in mind. tomorrow morning, cool upper 40s to the low 50s and it will be a little bit on the damp side in places where drizzle develops so keep that in mind. as you head out the door you might need extra time. for the afternoon upper 50s near the beaches and socked in a lot like today. 64 in oakland and 68 in napa and you have to head around antioch and the livermore area to get into the 70s. accuweather, seven-day forecast and a few sprinkles were possible wednesday and then we'll keep it in the upper 50s to low 70s with a slight bump up in temperatures just in time for your outdoor plans and by then cheryl and dan. >> just ahead are you ready for google's mobile. >> we are

uner will have to defend itself against charges of discriminating itself against blind drivers with guide dogs. the san francisco car service says the charges have no merit and says it is expanding access ability for the disabled. several bay area agency's websites may be harder to find on your smartphone after google's impending mobile. starting tomorrow the mountain view company will move websites that are not easy to move on your phone significantly down on search results. caltrain is among the agencies that will be harder to find. they ran it through the mobile friendly test and you can see how it failed and websites that failed were too small to read on the phone or links that were too close together. government websites? san jose, oakland and san francisco all passed with flying

colors. new reports out today suggest a giant silicon valley company was set to buy tesla. tesla ceo elan musk negotiated an $11 million deal with larry paige. the palo alto company was on the verge of bankrupty is in 2013 as it struggled to sell its vehicles soon after those talks tesla started to make a profit and musk broke off the deal. a californian who was fired for offensive tweets has created an app to catch the kind of messages that go got him into trouble. jeb bush hired him as his tech guru, but he had to resign after it was discovered he had sent tweets to disparaging women. so others do not meet the same fate, it scans the facebook twitter or instagram feats that could prove vital to today's reputation.
