matt will explain. >> residents in san jose are asked to cut their water usage by 20 percent. a history the green lawns will be turning brown this summer. speaking of brown, governor brown issued that water mandate the water reduction mandate for 25 percent across the state for urban water use. the state water resources control board approved new restrictions but not 25 percent across the board each community was placed on a tier depending how well they served in the past. the mandate is define 8 percent and 36 percent and the state believes it is easier for the water guzzling cities to make huge cuts by neglecting big lawns. >> not north versus south but where there is a lot of speaker outdoor water use, where people have large lots and there is a lot of landscaping. >> in the bay area, san francisco did such a good job they only need to cut 8 percent more and 16 percent includes

santa rosa and berkeley and mountain view and 20 percent in scan ralph and concord and san jose and the high end is discovery bay must cut 36 percent. it is up to the local water agencies to enforce the rules. and may not like less water, and communities could face fans if they do not conserve but the water board said that is a last resort. >> thank you. saving water while keeping streets clean is a challenge the communities are wrestling where. one of the viewers got in touch us with after seeing a water in san jose pressure washing the sidewalk. >> we need to brain storm on creative ways to address the problem. >> with the challenge we are mindful of our water usage but there is a balance of what we have done. we are focusing on spot cleaning and cleaning areas that need to be cleaned and not just blanket coverage cleaning. >> the operations manager for san jose downtown association said while recycles or reclaimed

>> covering daly city, dublin los gatos and all the bay area this is abc7 news. boxer manny pacquiao has another fight open his happens days after the loss to floyd mayweather. fans have filed a class action lawsuit seeking more than $5 million from pacquiao and the manager and almost motors for concealing a shoulder injury before the fight against mayweathr. it claims that pacquiao kept the torn rotator cup secret and that could have affected whether people bet on or ordered the fight and nevada law requires fighters to report any injuries prior to a fight.

pacquiao lawyers deny the allegations. the boxer will have surgery soon to repair his shoulder. >> today, san francisco and congresswoman jackie speier is stepping in to help students displaced by the closure of a college, the 30 sites including business schools in the bay area shut down last month with no warping. the government signed the college for misleading students on job prospects. the congresswoman will hold a meeting to shane what resources are available to dismissed students. >> the friend magazine has been prepared a freedom of expression award from the ten american centers receiving a stand ovation at a gala held at the american museum of natural history in new york city coming after debate over if the honor was deserved. they face criticism over offensive cartoons of muslims on the covers. the magazine was given the prize

in the wake of the shootings in january at the magazine offices that left 12 people dead. this morning the transgender community in hawaii celebrating a victory: lawmakers have passed a bill to make it easier for people to change the gender on their birth certificate. people in had what are required to undergo gender reassignment surgery to make the change. the state house of representatives and senate removed that requirement. the bill awaits the signature of the governor. >> cuba and united states relations warm up there will be more ways for americans to get to the largest island. here is america's money report. >> good morning everyone, topping america's money cuba is just a flight or ferry away. the united states has approved a ferry service between florida and cuba for authorized travelers and jet blue has a charter from new york city to havana in july. >> an investigation is underway to find if recalled s.u.v.'s

sell city listened to a luxury high-rise developer. we are in the newsroom with the details. >> protesters stormed city hall and made a human chain forcing city council members to go to recess and end the meeting altogether. >> the group with banners and bullhorns were demonstrating against development plans. the issue is over a lot on 12th street. there are plans for a housing complex that protesters are saying could push out long time residents and add to gentrification. >> we think public land should be for public good and do not agree selling public lend to a private developer especially not to build luxury condos in our city when there are so many people fighting to find affordable rented. >> people are very frustrated and very concerned. as a member of the city council my commitment is to make sure the very important issues they are raising, issues of civilian

>> san francisco police are investigating a stabbing across the street from at&t park that happened less than 30 minutes after the giants game ended. investigators say man was stabbed at 2nd and king street in front of a restaurant after 10:00. the victim is in stable condition. the victim has injuries that are not considered life threatening. police have no suspect. the stabbing was not related to the game. the giants won, 6-30. a bicyclist hit by a car has died yesterday afternoon. the victim is 55-year-old danville map. the driver is cooperating. >> the state water resources board aproveed new water restricts. in june reduction must be cut by 25 percent. regulatorred approved the emergency orders. cities have to limit watering.

homeowners are encouraged to let lawns die. experts say that is the single must important step in saving water. >> local water agencies can implement other specific cuts. the governor wants fines up to $10,000 for the biggest wasters. >> the drought could be increasing the number of rabid bats in alameda county. the 8th turned up in downtown livermore on friday. control officials are investigating if the drought is contributing to the trend. in alameda three rabid bats have been found in fremont, and one in livermore and sunol much last year only two rabid bats were found across the county. >> warriors and grizzlies are headed back to memphis. the grizzly point guard who did not play because of fracture wore a mask that led memphis

golden gate bridge. it is a good commute. we will talk to leyla and mike in a few minutes. >> san francisco group is calling for a ban on facebook's participation in next positive's pride events. the group is headed by the same drag queens would went to war with facebook in the fall over the social media giant's real name policy. facebook canceled several hundred accounts last year because the entertainers used their drag names rather than their real names. facebook has apologized but the group said the policy has not changed. a petition to ban facebook from pride celebrations received 1,500 signatures. >> taxi drivers in san francisco are getting a break from the city. the municipal transportation agency voted to waive taxi renewal knees for the year that saves drivers $1,000. the city said they are responding to cab driver's complaints to level the field for drivers such as unwho do not
