abc7 news starts right now with breaking news. >> good morning, thanks for joining us. i am cheryl jennings. >> we will start with breaking news from san francisco. major bart delays for passengers in and out of the city right now. >> bart officials state delays are due to a structural issue with the tracks between 16th street and the civic center. we are over daly city bart. can you see the trains are stopped on the track. >> we will go to the sick center station right now. wayne is there with the latest. wayne? >> kristen this began at 9 pock and it is not getting any better the trains are stacking up.

the reason is they are only running one track into the city. bart confirmed there is a break in 9 track between this station at civic center plaza and the 16th street. the result is they have to do some work on it. they will be on it between four five maybe six hours. at a consequence service to the heat bay is either cut off or severely disrupted. we are trying to get a sense. a few moments ago they said there was no service. i went to the bart station and it appears there could be some service to the east bay but we don't know how much or what kind. it is early. bart said they are getting aid from muni and transit if you have a bart ticket show the bus driver your ticket and they will take you where you want to go. this is developing. four to six hours delays. they are fixing the track below. one track running through san francisco on bart. it is not going to be an easy day from the civic center plaza.

>> we will take another look at sky 7 over the bart station. you can see what wayne was talking about the single tracking which can mean huge delays. we go to leyla gulen with the impact on the system. are there alternatives? >> absolutely. sky 7 h.d. we are back over the daly city station and right now it looks like trains are stopping at that particular station. we are single tracking as wayne was talking about. the freeway just off to the side of 280 you can so how well the traffic is moving and that could be the best at not because with the four to six-hour delays expected, you and expect your evening commute to be affected. yes, indeed. with the major delays on bart you can use pew any and a.c. transit. they are honoring your bart ticket. if you need to head in and out of the city that is what you need do take ac transit through the east bay or muni in san francisco. also the yellow line, pittsburg

bay point line is the only line getting into the city. green line is stopping at mcad thursday and blue is turning back. this is limits service through the transbay tube. the red line service is not happening. we are providing shuttle service from sfo to millbrae. we will keep you updated on twitter. >> thank you leyla. east bay residents are buzzing of the three small earthquakes that hit the area. this map shows where each earthquake hit very close to each other all in the same neighborhood in concord. that is where abc news reporter joins us in pleasant hill. any signs of damage? >> well, look at this branch behind me this branch splintered off the tree this morning at the same time all of the earthquakes everyone hitting. the people would live here have moved it out of the way which wasn't easy. it was heavy. here is what it looked like inwith the residents first came

out this morning. they took a picture of the branch that landed on their cars and blocked part of the street in their pleasant hill neighborhood. the cars were not damaged. that was the good news. it has been very windy this week so that could have been a factor. however, there also has been a lot of earthquake activity in the past few days with three this morning centered in concord >> the earthquakes have been happening in the last...since sunday? the last three days? the tree is pretty old. it just, you know, gave away. with all the earthquakes that have been happening in the last recent few days. >> i am thankful i didn't have to wake up to a broken wind shield and i could move my car out of way. >> no other reports of damage have come in. no injuries have been reported. some people we have talked to are shaking all of this off saying the tremblers have been small just a little rolling.

others say they feel nervous wondering if the small ones are signals a big one is coming. there were three this morning three on sunday, and scientists to look to see if they are related to the big earthquake that happened last summer in napa. thank you. we checked with several agencies and did not find any major damage or injuries from the earthquakes. bart service was impacted around the same time but bart said that was due to an obstruction on the track. a separate issue. our spokesman said all bart employees are trained to act if an earthquake hits. >> they call the control center and we will stop the train very quickly and do a visual inspection or to log on and see how big the earthquake was. that did not happen. it was too small. >> bart has an early earthquake detection system and has spent a decade upx-raying to get ready for -- upgrading to get ready

for a big earthquake. >> now a deadly accident in sonoma that claimed the life one when two 9:00 this morning. one was taken to the hospital in critical condition. a terrible accident. police have not said if drugs or alcohol played a role in the crash. >> new details on the death of a wail days after it washed ashore in pacifica. marine biologists now believe the humpback whale was possibly killed by a ship. scientists ping an occupy found four broken vertebrae consistent with ship strike in the last week. they are still checking for broken ribs. the 42' adult female was found on the beach on monday. >> get ready to work harder on conserving water. the state pushed through some top -- tough new restrictions including a mandatory target forry agency. we are joined now from morgan hill on what we need to know.

matt? >> in morgan hill every resident is facing some of the biggest water restrictions if all of the bay area 128 -- 28 percent cut. the reality is you will see a lot more brown than green. in a land of lawns some parts of morgan hill are all friend. the lush landscapes will soon be hit with the harsh reality: a state mandated reduction in water use average. >> considering the fact all of california is in the same problem we all have to do our part. >> what your part is depends often where you live. the state water resources control board approved new restrictions yesterday in response to governor brown's executive order mandating a 25 percent reduction in california. each community was placed on a tier depending how well they conserved in the past. san francisco is one of several communities on the bottom the scale. residents did a good job conserving and the restriction is just 8 percent. 16 percent cuts include petaluma berkeley fremont and

sunnyvale. san jose concord, san rafael pittsburg and others are at 20 percent. discovery bay is in the top tier and must cut 36 percent. morgan hill has a tough hill to climb. landing in the 28 percent reduction camp. this couple have lived here for decades and their yard gives $400 water bill every month. now they are looking to convert to a more drought friendly yard. >> $3 a square foot on rebate if you go to a more water efficient landscaping which we are willing to do. we are desperate. it is pretty bad. >> the goal positive the state is to keep indoor water use to no more than 55 gallons a day. it is easier for desert resorts to make the huge cuts by neglecting lawns. brown is the new green. >> we will never come back to california. we have to be realistic about

the landscaping we can do. >> this could make you feel better: beverly hills has to cut water use by 36 percent. in morgan hill, they are going to hold a waterwork shop on may 20. we have breaking news, a report commissioned by the nfl has concluded that it is likely the new england patriots intentionally deflated footballs last season. the 243-page report said that employees likely did it and that star quarterback tom brady was "at least generally aware," of the violations. brady is from san mateo and played ball at a local high school. there is no evidence that head coach belichick knew about it. the colts filed a complaint during the championship game in january. the new england patriots beat the seahawks in the super bowl two weeks later and we most add full report on our website at

police caught up with him and arrested him a short time later. we don't know if he finished the beer. >> on to other news of the day, french aviation officials say there is evidence the germanwings reversed the sent -- rehearsed the scenario that led to a crash. andreas lubitz practiced a descent on a different flight earlier that day from germany to barcelona. he intentionally crashed the return flight from barcelona to germany killing all 12350 people on board. he was undergoing treatment for severe depression. >> a vigil is held at san jose state university for anyone impacted by the devastation in nepal. the student organization of nepal hopes to provide support and condolences for bay area families affected by the massive 7.8 earthquake. the government said that more than 7000 people have died. many are still missing in rural areas of the country. the vigil runs from 7:00 to 9:00 people tonight at san jose
