live from the kgo tv broadcast center this is abc 7 news. good afternoon i'm dan ashley. larry beil has the day off. >> i'm ama daetz. bart service across the bay area is experiencing massive delays right now and has been all day long. this is how the platform looked earlier in daley city just packed with passengers waiting for trains single tracking through san francisco. this all started earlier today during the morning commute when bart discovered a broken piece of track between the city center station and 16th street mission statement. the track has been repaired at this point and is in the process of returning to full service right now. >> abc 7 news reporter wayne freedman begins our live team coverage in san francisco wayne? >> good afternoon, ama. how amazing it is that a

ten-inch section of track can cause so much trouble and behind me the 16th street station which surprisingly at this point, and we were expecting there might be based on prognostications earlier today. bart was saying four to six hours to fix it as you said now they do have it fixed and they expect full service by 4:00, but earlier today, what a mess. >> this is as close as we or any bart riders got to witnessing track repairs today. equipment passing through the 16th street station and worked with ten-inch crack that turned bay area or rapid transit stations into not so rapid ones. >> it's a gap in the rail, a piece broke off and it's laying right next to the rail. >> it happened at around 9:30 this morning on rail line that connects san francisco and the peninsula with the east bay. >> i've been here for 40 minutes. >> before the day ended kate ming would be there longer than that. the delay forced bart to run

only one track all of the way through san francisco turning the act of waiting for a train into an almost exist earn experience for some. as you can see from sky 7 back ups extended all of the way to daley city and elsewhere. >> when you take out an entire section of track and you have the single track through the busiest area in downtown san francisco and we'll feel the impact system wide. >> bart did its best to re-route passengers and keep them going in the right directions. >> everyone stay on that side and what caused the track to break? >> we do not know what caused this and we likely don't know what caused it today. we'll take a look at everything and do a complete diagnostic to see exactly what happened. >> it's one diagnosis with the broken hardware and another diagnosis with how bart dealt with those people and they just completed as a temporary fix and they'll go back in tonight and make it permanent and meantime trains along the section of track will slow to 27 miles an

hour. we'll be keeping an eye on the commute for you live in san francisco, wayne freedman abc 7 news. >> wayne thanks very much. >> giants fans rushed out of trains at san francisco's embarcadero station and not to miss the start of today's game at at&t park. trains from the east bay filled with fans and the single track through downtown san francisco. >> it took us about an hour, hour and a half from concord. >> 35 to 40 minutes between macarthur and here. once it got to the bay then it was slowdown stop and go the last half. >> don't worry about it. i got the day off and i'm retired. >> most fans did not seem too worried about the delays heading home. they say they'll just stay in san francisco for a while and maybe have dinner and wait for the rush to die down. >> until bart clears out all of the backup they are recommending passengers use alternative forms of transportation which includes

ferries and busses. >> cornell bernard is live from the bus terminal in san francisco. >> diane and ama it's been a painful day for commuters especially with the transbay terminal and bus riders have been coming here all afternoon in search of a way home and finding a bit of confusion. ac transit have been honoring bart up until 4:00 p.m. folks are still paying as they boarded busses even though transit officials were on the platform yelling do not pay. many folks who have never ridden a bus are getting a quick lesson. >> no bart service at least for now. what are you going to do? >> well, i have to get to downtown oakland and i'll take daniel to the 18th street broadway station. >> frustrating? >> it could be better, but this isn't as bad as we've seen. we've seen it much worse than this before. >> we talked with one guy who

was riding bart for the first time ever and he admits to us that he picked the wrong day to do that. the giants game is getting out this afternoon and many fans we have seen are opting for the bus instead of bart trains are getting back to normal slowly this afternoon. the good news is busses are on the move and they have been all day. we're live at the transbay terminal in san francisco cornell bernard, aishs 7 news. ticking a live look for sky 7 hd and it has been experiencing slowdowns all day for passengers trying to get into san francisco and you can see some of the bart trains there and bart is restoration in progress, but the delays do remain and they should dramatically decrease hopefully over the next hour. >> fingers crossed. stay with abc 7 news for continuing coverage of the bart slowdown and get updates any time you wish on twitter and follow us on abc 7 news bay area. >> there is a different search

for the water turning up on the foundation of the bay bridge's eastern span. according to the san francisco chronicle, they indicate that saltwater from the bay may be seeping into the structure and not rain water as the agency surmised in the report last september. >> an invasion by saltwater could be significantly worse than fresh water and would be much more difficult to mitigate. >> let's turn now to our weather and could we maybe see some rain tomorrow? >> spencer christian is here with our accuweather update. spencer? >> ama we might see a little bit and let's start with what's happening right now which is rain and here in live doppler 7 hd and we have active weather over the central sierra and an area of thunderstorms near donner and lightning strikes and in the highest elevations and there is snow falling right now and they're falling in the sierra tomorrow with the storm that may bring us isolated showers. >> and we have a winter weather

advisory to 5:00 friday morning and here's a look at the sky in lake tahoe and that's far from snowy and he'll get colder tomorrow. 61 in san francisco, and morgan hill 67 at half moon bay and looking at ocean beach just nice and clear and we have mild weather in our inland areas and santa rose is 79 and 70 in petaluma and fairfield, 76 and livermore 74 and as we look at blue skies over the golden gate and here is the first forecast and mostly clear and becoming partly cloudy overnight and tomorrow a slight chance of some scattered showers and the afternoon hours and i'll give you a closer look at that approaching system in just a few minutes. dan and ama. >> thank you very much, spencer. >> earthquakes rattled the east bay today the second time in the past few days. it shows where each quake hit and the epicertains are very close to each other and all in the same neighborhood in concord and the strongest measured 3.6.

>> on susan lane in nearby pleasant hill a large tree branch fell on the cars and the street. the cars weren't damaged and it also could have been the earthquakes. >> i didn't have to wake up to a broken windshield and i can thankfully just move my car and put it in reverse and put it out of the way. >> officials haven't reported any other damage or injuries and the nervous people wondered if the big one is coming. there were three on sunday in concord as well. the usgs says the activity isn't uncommon and more than 100 quakes shake california every single day. >> get ready at working harder in conserving water and the state has pushed through tough new restrictions which include a mandatory target for each local industry. >> matt kellar has more from morgan hill. >> in a land of lawn some parts of morgan hill are all green and the lush landscapes will soon be hit with a harsh reality and a state mandated reduction in

water usage. considering the fact that all of california is in the same problem, i think we all have to do our part. >> but what your part is depends on where you live. the state water resources control board approved new restrictions yesterday in response that governor brown's executive order mandated a 25% reduction in california. each community was placed in a tier depend being on how well they conserved in the past. san francisco is in the bottom of the scale and residents did a good job conserving and the restriction was 16%. they include petaluma free montz and sunnyvale, pittsburgh and others are at 20%. rio vista and discovery bay and moscot 36%. landing in the 28% reduction camp. the cleavers have been here for decades and their big landscaped yard gives them a $400 water bill every month and they're looking to convert it to a drought-friendly yard.

>> $3 a square foot if you go to a more water efficient landscaping which we're willing to do you know? we're desperate at this point and it's pretty bad, you know. >> the end goal for the state is to keep indoor water use to no more than $54 a day and cities and desert resorts to make huge cuts by neglecting big lawns. communities can make big fines if they don't conserve pf brown is the new green. we don't know if rain will ever come back to california. we have to be realistic about what kind of landscaping we can do. >> this may make you feel better. beverly hills is in the highest tier so that means residents there have to cut their water usage by 36%. here in morgan hill they'll have to hold a water work shop on may 30th. matt keller abc 7 news. ♪ ♪ san jose police pay tribute to their fallen officers.

the flags and this annual ceremony started back in 199 4 but this year a very emotional scene let recent passing of officer michael johnson and the chief of police reminding the crowd that police officers are human and not invincible. ♪ ♪ ♪ with the sunbeaming down on this american flag, police and families of the fallen gathered in san jose to reflect and member. >> attention all units in recognition of national peace officers memorial day we will observe a moment of silence to honor the memory of all peace officers who have died in the line of duty protecting and serving their communities. you're missing the loved one that doesn't want to support and sandy fontana knows the pain all too well. >> it never is easy and it gets easier, but it never goes away and it will be 14 years in october that jeffrey was killed and it seems like yesterday. >> they were academy classmates among 12 san jose police officers who have been killed on the clock in 1924. whether it was in the '50s or recently last month they're all heroes not only to our organization and what they stood for in representing bart community. these families finding comfort in the company of others. >> it's heartbreaking and it's a pure shock to the family and everybody involved and i hope to be there to support them. ♪ whose broad stripes and bright stars ♪ >> they'll be held together forever. chris nguyen, abc 7 news. >> a woman who claims former 49er ray mcdonald sexually

assaulting her is now accusing a current 49er as well. ahmad brooks was part of the sexual assault in mcdonald's home in december. the 22-year-old told police mcdonald assaulted her after she blacked out. surveillance video shows brooks groping her as well. the organization is aware of the media report regarding ahmad brooks. we were disappointed to learn of this matter and we'll continue to monitor the situation. seeking to clear his name, mcdonald has filed a defamation lawsuit against the alleged victim. gloria allred called for the charges to be dropped and california law protects victims and witnesses from lawsuits. we will not allow nfl football players or any other rich and famous person to intimidate a person who allege that they are rain victims. >> the alleged victim has filed a cross-complaint lawsuit

against mcdonald. the district attorney has not yet charged if mcdonald will be prosecuted. the nfl deflategate controversy. an investigation found that the new england patriots likely deliberately deflated footballs and tom brady the quarterback likely knew about it too. text messages between the locker room attendant and the equipment assistant implied that it was brady who asked for the deflated balls. all along brady and the patriots denied wrongdoing. >> i don't know what happened. i was completely and totally unaware of any of it. >> the nfl is considering disciplining brady and the staffers involved. brady has not commented but in an interview with usa today tom brady senior defended his son. this thing is so convoluted he said he said that possibly possibly, he was aware of this. and the reality is if he can't

gusts to 28 miles an hour and 21 in half moon bay and 17 at concord and 18 down in san jose and it's breezy around the bay area and blue skies from the rooftop camera looking sort of southeast ward and these are our forecast features and there is a chance of isolated showers tomorrow in the late afternoon hours and snow showers will likely fall in the sierra. >> this will bring us a change in the weather pattern and the upper level low is sinking southward so let's follow the timeline and during the overnight hours and it drops into central california. and the winter weather advisory is two to six inches of snow is expected above 6,000 feet produced by the storm and we'll start the forecast intermission at 1:00 and notice in the late afternoon hours we may see an outbreak of isolated showers mainly in the south bay and east bay down into the santa cruz mountains and then they'll taper off in the evening hours and

let's skip ahead to friday afternoon at 1:00 and resume the an magsz, and a slimmer chance tomorrow, and much stronger possibility tomorrow. overnight, look for mainly clear skies in the north bay, but partly cloudy skies in the south bay and lows will be generally in the upper 40s to around 50 although cooler in the north bay valleys and they'll drop in the low to mid 40s and partly cloudy and breeze owe the coast and highs will range from near 60 at the coast to upper 60s along the bay and mid-70s inland and the accuweather seven-day forecast and they have a lingering, slight chance of showers and becoming sunnier and milder a little bit over the weekend and sunday, highs up to about 70 and 60 on the coast and partly cloudy skies for the first three days and a steady pattern of temperatures and no dramatic changes one way or the other.

whoa! it has happened again. you are looking at a manhole cover fly into the air after an underground explosion in midtown manhattan. witnesses said they heard two explosions in west 35th street. no one was hurt and the incident is under investigation. a similar incident happened in brooklyn in february.

live from the kgo broadcast center this is abc 7 news. good afternoon once again and we'll start this half hour with the headlines where you live at 4:30. bart commuters are facing major delays as the evening commute gets under way because of trouble on the tracks earlier. crews just finished fixing this ten-inch section of broken track between 16th street and civic center station in san francisco. laura anthony tweeted about a track team worried that they could miss their flights to

their meet in los angeles because of the bart delays and she's going to have more on their problems and the problems for commuters all day today coming up at 5:00 p.m. drag queens in the bay area are calling on facebook to let them use pseudonyms to protect them. 400 residents of the mobile home park in palo alto, a new deal with a non-profit group could help them stay put. david louie is live in palo alto with reaction with those who live in the mobile home park. they must be holding out hope. >> this is the first ray of hope they've had in some time. they're looking for a company that can operate two similar facilities here in northern california, but some hurdles lie ahead before planned evictions. >> it would continue to be a

moderately priced, corporation and an orange county based non-profit that owns similar properties across the state in vacaville. >> their mission is to do what we need which is to rescue a distressed mobile home park for the future. >> the chief operating officer declined the interview and explain how they've been doing this for 30 years and buena vista and the city of palo alto each has pledged $8 million to purchasing the park from a private owner. >> this $16 million we want to get all parties involved to the table. the owner doesn't want to discuss a deal just yet. a praisals are set to range from $15 to $30 million and an attorney representing the residents need to check out caritas and we need to verify what they're say asking it

gray. i new report released today on the deadly germanwings crash suggests the co-pilot who took the plane down in the french alps may have conducted a practice return during an earlier flight. he also co-piloted just hours before the deadly flight. abc news karen travers explains. >> reporter: did the germanwings pilot make a test run? and that's the conclusion being drawn from the new french aviation report and andreas lubitz crashed flight 9525 into the alps killing all 150 onboard and now there are questions about the flight he co-piloted just hours before that fatal flight. lubitz was alone in the cockpit for four minutes and during that time he temporarily set the plane on a controlled descent. he turned the control dial from 37000 feet and left it there for three seconds before spinning it back to 35,000 feet. lubitz again sets the dial at

100 feet and leaves it there for a few seconds before leveling it out at 25000 feet. the captain returns to the cockpit and the flight to barcelona continues. >> this isn't something that a normal pilot would ever do. >> with lubitz tried to crash that flight or was he checking to see if that kind of loss of altitude would set off any alarms and the exact answer may never be known. >> whether he was practicing or whether he was losing his nerve each time, we don't know. on the flight to dusseldorf germany, lubitz locked the captain out of the cockpit and deliberately crashed the plane into the mountains. >> french investigators say the captain flying with lubitz may not have known the young pilot was rehearsing for a crash because the adjustments lubitz made on the first flight did not change the plane's trajectory. karen travers abc news, washington. a train hauling crude oil derailed and caught fire in north dakota forcing the evacuation of three small towns. you can see the black smoke and

flames in these dramatic pictures and it is unclear what caused the derailment and no injuries were reported and the train cars involved are set to be phased out under 2020 under new federal safety rules and announced just last week and world news tonight with david muir will have much more on the danger of moving oil on the tracks. that's coming up at 5:30. sir elton john had a message for congress today. america can help end aids and the aids epidemic is not over and the continued mission is critical he believes aids can end in his life time if appropriate action is taken. >> there is a window of opportunity before us and a window through which we can see the end of aids within my life time. mr. chairman this is the most powerful lathive body in the world and this king indeed has the power to end aids and john's appearance comes one day after the gop passed a budget that would cut billions of funding to

it's wildfire awareness week. yesterday we told you about the simple steps you can take to protect your home from a wildfire. >> today we're going along with cal fire to see what it takes for firefighters to be ready for disaster at a moment's notice. abc reporter brandy hits has more. >> reporter: from the west coast to colorado and oklahoma this year's fire season is already red hot. with no state harder hit than bone dry california. >> when our engine companies are getting on scene they're seeing explosive fire growth. >> after four years of historic drought, cal fire has responded to more than 1100 wildfires so far this year, nearly double that of a typical year and they're treating each fire like an all-out military assault. >> we launched everything and we're talking ground crews helicopters and hand crews and if we have to hit it hard, we

have to hit it immediately. look at the outlook spreading from the west coast into nevada idaho montana and wye oemoming and expected to cost up to $1.65 billion last year and cal fire let us suit up on this training mission. >> a firsthand glimpse at the grueling fight. some firefighters carrying 45 pounds of gear on top of the hot suit. surrounded by smoke and flames so hot you have to turn your face away. >> how are you doing? >> i'm good. >> after just a few minutes on the fire line i was out of breath. >> how long can someone be doing this? >> hours. >> hours? >> hours. as long as it takes. >> the fire fight this year may also be longer with such little water. >> you have to go farther to get farther now. >> absolutely. because in some areas their wells are dried up and our helicopters have to fly further so all of this is just

compounding and compounding. >> and with little rain expected there's concern there may not be enough water later this year should a massive wildfire erupt. brandy hit, abc news, los angeles. >> without rain in the last several years and certainly this spring, it will be a tough fire season. >> we have been talking about possibly rain tomorrow. >> not quite enough i'm afraid to make a difference for us and we'll cheer the rainfall anyhow and we have clear skies right now and it's sunny across the bay area and it's a pleasantly cool. this is how the national weather picture will be a day of active weather and thunder showers around the south atlantic and mid atlantic coast and the mississippi valley and a few showers over the rockies as well and check out what's happening in the state of california. snow over in the sierra and dropping down to around lake level and of course, we have the upper level low dropping down to our north and it will bring the

call even by a minute. comcast officials say the goal is to say its technicians will never be late and the company is making an app available that will show customers where that technician is. this move is for comcast to transform its low-rated customer experience. in health news it turns out millennials are having trouble seeing. >> and the deadliest drugs in the u.s. are all legal. >> jane king has those stories and more in today's wellness report. if you're one of the nearly one in four of millennials and gen-xors spend nine hours on a digital device each day you could be your eyes at risk. 68% of millennials report suffering from the effects of what is known as digital eye strain. the simplest way to try to avoid this is to take breaks from staring at your computer screen and adjust your display setting and you can also consider an antiglare screen for your computer monitor.

with the seniors competing for the medal, despite having a 3.69 grade point average she will graduate with a 3.97 and it was her mother and best friend who pushed her to be a well-rounded person. >> there was dance and ak emdemmic, and in high school i did -- i broadened my perspective. >> during her junior year, the woman who was her rock suddenly died of a rare disease. my method of grieving was to follow the plan my mother and i made and to honor her memory in that respect which was to stay on track. come back to school. >> she focused on her major, economics and worked on projects regarding climate change in india. it was her teachers and friends at cal who supported her during those trying months and that will be the focus of her commencement speech to not be afraid to ask people for help.

>> a couple of hours and at times i was a little bit stressed. >> bart is trying to recover from a day of problems. we have live team coverage. >> we are also live with the first of two visits by hillary clinton to the bay area. that's ahead, plus biologists figured out what killed a whale that washed up on a pacifica beach. >> live from the kgo tv broadcast center, this is abc 7 news. >> it took us about an hour, hour and a half. it was a slowdown, stop and go. >> well, it was one of those days for bart riders and equipment problems from the east bay to san francisco caused epic delays as bart's single-track trains threw out its busiest court and if the earlier problems are still causing delays and sky 7 hd are live over the embarcadero center and they had to wait outside because it was so crowded. here is a look at what caused the biggest problem a broken piece of track about the size of a dollar bill.

>> good evening, i'm dan ashley. >> i'm cheryl jennings. let's show you where that problem was located and that broken track was between 16th street and civic center stations today. >> we have team coverage tonight and abc 7 news reporter laura anthony live at the macarthur bart station in oakland. cornell bernard is in san francisco at the state terminal and we begin with wayne freedman live at the 16th street mission statement. wayne? >> good afternoon, dan. what we have is a tale of different stations. we were looking downtown where there are crowds and this is 16th and embarcadero and when we expected a big issue but we're not seeing it all. let's show you pictures from inside taken just a few moments ago. it looks like a normal commute at least here but as noted, bart is running slower and the agency is calling what we're seeing now a residual delay and this is due to trains that never made it into the city as for more about the scene and the crowds downtown, here is bart spokesperson alicia trost.

there are literally lines to get into the stations and you will get in and once the platform clears. we don't want too many people on the platforms and the dangerous situation. >> why is there no backup here? >> because we're further up in the line and there is not a lot of downtown san francisco office work. >> so we go over it again and the bart news all bart trains are running and the broken track has a temporary fix and that has caused a slowing of service in the area and they'll be running that track at 27 miles an hour and fix it up later tonight and the good news is bart will be playing catch-up for the rest of the service day so as we come back live if you're patient bart says they will get you where you need to go tonight, if you're impatient best to find another means of troirgz. live in san francisco wayne freedman, aishsbc 7 news. traffic at the toll plaza was a real bless and a lot of cars trying to
