live, from the kgo-tv broadcast center this is abc 7 news. good afternoon everybody. i'm larry beil. >> i'm ama daetz. police in campbell have arrested the man they say was caught on camera trying to kidnap a young girl. abc 7 news reporter david louie is live in the neighborhood where neighbors have been anxious for an arrest. david. >> reporter: they certainly have. a young girl has learned an important lesson about how the community and police can work closely to solve a crime she won't soon forget when a man put her in a bear hug and tried to abduct her. todd was taking his son for a walk when we shared the news with him. they made the arrest of the suspect from last saturday. >> oh, they did. wow, that is great news.

>> reporter: it happened as police officers noticed an extra car parked on west sunny oaks avenue. matching the car matching neighborhood surveillance cameras. a silver 1998 honda. the driver had grabbed the girl and tried to kidnap her saturday morning. between the car description and what he looked like it was pretty clear that they were on to something. 25-year-old roberto felipe-velasco was a transient living in his car. he had a close resemblance based on the young victim's description. his storage locker contained clothing that matches the sketch. >> we don't have any previous contacts with him. we know he has family in the area and works in the area. but he lives out of his car from place to place. >> reporter: police say he works as a dishwasher and didn't know about the video showing his car. >> not a smart individual. that's for sure. >> reporter: score another victory for home security cameras. >> it's come into play a few times. we haven't had much crime around here, but, you know, there's

schools around here and kids will jump on cars or something. >> reporter: in this case an entire neighborhood can now rest easier. the young girl's family has asked for privacy but wanted to express its thanks to campbell police for their professionalism and compassion and to neighbors for their support. abc 7 news. additional charges were filed against 27-year-old he had car covarrubias yesterday. the lawsuit is on behalf of children who may have been molested at the walden west camp. >> the parents we represent are angry and devastated. they seek to hold the county responsible and accountable for the harm. >> in another development today the senate judiciary chairman has sent a letter to homeland

security, calling for an investigation into whether covarrubias was granted amnesty. crews are expanding efforts to clean up the oil spill in santa barbara county. >> an estimated 105,000 gallons released 25,000 gallons washed on to the beach. the oil is covering some nine miles of coastline. hundreds of people are working to clean it up. spreading more than 3,000 feet of boom in that area. >> we're continuing to boom and clean oil in all environmentally sensitive areas. more than 7,007 gallons of oilily mixture has been removed as cleanup crews work 24 hours a day. >> governor brown declared a state of emergency last night, and that opens up additional state funding. the "l.a. times" reports the

houston based company that operates the pipeline that ruptured has a history of safety violations. time to turn to our weather. more blue sky today. >> i don't know if it was officially drizzlettes and droplets. >> some places actually had rain. here's live doppler showing right now a couple drizzlettes and droplets over the santa cruz mountains, quickly fizzling out. up to our north, much like the pattern yesterday near clear lake. an outbreak of thunderstorms in the area. right now a few storm cells there, and we'll watch and see if any lightning begins to develop or hail stones or anything of that nature. over the bay now from our rooftop camera, mainly blue sky and rainfall totals over the last 24 hours. almost a quarter inch. .10 of an inch at berkeley

hills. .200 at more agoa and light showers. golden gate, blue sky forecast calls for spotty light showers possible this evening. and continuing to tomorrow morning. some damp spots for the early morning commute. we don't expect a widespread rainfall. and partial clearing in the afternoon. the weekend forecast coming up in a moment. larry and emma. >> thank you, spencer. three people recovering from a crash after someone stole a dump truck. >> police say that driver was caught after running from the crash early this morning. abc 7 news reporter matt keller has the story. >> reporter: this is the end result of the strange and extremely dangerous police chase. it started around 12:15 this morning. police officers thought it was unusual a dump truck was in the neighborhood and ran its plates and found out it was reported stolen out of san francisco. the officer tried to pull over the dump truck. the driver had other ideas and

aimed the several tons of metal at the patrol car. >> the officer felt his life was in danger and the vehicle was headed towards his patrol vehicle and putting his life in jeopardy. >> reporter: police say the officer reversed and got his patrol car out of the way of the massive vehicle. the dump truck took off speeding leading the officer on a chase through three cities and running red lights and stop signs. the 4 a 42-year-old woman and her nephews were just getting home in their minivan when the dump truck slammed into them. the driver tried to run, but was arrested. the three in the minivan were taken to the hospital. >> we got an update their injuries were minor to moderate. >> reporter: police say it appears the driver was on drugs when arrested. they say he faces several charges, including felony assault on an officer and also assault with a deadly weapon. in daly city, matt keller, abc 7 news. a group of topless protesters brought traffic to a

stand still. they stood in the market of davis street during morning rush hour. the protest is to bring attention to black women killed by police. this is sparked by the recent police shooting of boyd in chicago. activists say this extreme demonstration follows the tradition of african women who have bared their bests to call attention to political injustice. a transgender prison inmate awaiting sex reassignment could get out of prison before it happens. she was born as jeffrey and is serving time for second degree murder. the recommendation says she is no longer dangerous. the parole board has up to 120 days to decide. a judge ruled the state has to provide the surgery. the soonest a qualified surgeon is available is june 5. the man tsa agents tased yesterday morning inside l.a.x. is from the bay area. >> 21-year-old christian hines

of danville was booked for trespassing and resisting arrest. authorities strapped him into a wheelchair after tasing him. officials say he tried to run away from them at the airport security checkpoint then refused to cooperate. a traffic alert for this weekend. driving between hayward and foster city is going to be difficult. the san mateo bridge will close for maintenance work tomorrow at 10:00 p.m. crews will be finishing up resurfacing and treating the deck structure. they started this process earlier in the month. the bay bridge ends up getting completely congested when they shut down the san mateo. if you need help navigating around the traffic problems this closure is going to cause, get ways on your smartphone and google play. a big milestone for the capital of silicon valley. the u.s. census bureau has san jose has joined an elite list of

covering oakland sunnyvale, and all the bay area this is abc 7 news. >> we are less than two hours away from the tip-off in game two of the warriors-rockets playoff series. golden state, of course, won the opener tuesday night. very exciting. >> dwight howard injured his knee in that game. his status unclear at game time decision. most experts have picked the warriors for the series. i know you had a chance to talk with one a few minutes ago jail jalen rose with part of the espn crew. >> that's right, larry. we all know the brothers locally. but with us deeper into the playoff, i asked jalen, have they become a national phenomenon? the splash brothers, steph occur ray, klay thompson, popular in the bay area. have they become a nationwide phenomenon? >> absolutely.

curry would be in there. she was in the last clip. she's precious. the warriors though facing another ballotsttle off the court as the fight rages on. supporters rallied at the regents meeting today and want to know exactly who is behind that anonymous group uc san francisco. that's calling itself -- opposes the arena. their official title is the mission bay alliance and claim extra traffic will create problems for the mission bay medical center. >> they have made a strong association with the university and they state that in part, their intentions are to grab the land back for the university or for their personal profit. >> in a statement released today, ucsf says they're working with city officials to mitigate traffic congestion and they're encouraged by the city's efforts. san francisco is about to undergo a major expansion, above and below ground. abc 7 news was at the convention

center for the ceremonial ground breaking of the $500 million project. the expansion will double the amount of exhibit space of the main hall and add meeting rooms, ballrooms and terraces. the center has been losing conventions because of its size. right now it's only the 25th largest in the country. >> moscony center generates 20% of all tourism spending in san francisco. last year tourists spent $11 billion. this is really important. >> the upgrades will also address the drought. water will be reused for landscaping and street cleaning. the expansion will be finished by 2018. the president of the boy scouts of america today called for ending the group's ban on gay troop leaders. robert gates former secretary of defense, said, quote the organization can't ignore the social political and judicial changes taking place in our country. he suggested the boy scouts' national board formally drop the ban. two years ago, the boy scouts repealed its ban on gay scouts but refused to drop the ban on

gay adult leaders. time to check weather with spencer christian. >> i think we have a warmup coming towards the end of the week. >> we do. just good timing also. because it's coming for the three-day memorial day weekend. very nice. live doppler, quite a bit of blue sky over the bay area right now with a few clouds around. over in the sierra more than just clouds around. there has been some substantial snowfall in the highest elevations. the son ora pass both closed because of heavy snow. we're talking about elevations above 8,000 feet. and this rainfall down in the lower elevations. back to the bay area now, looking at temperatures of 62 degrees in san francisco. 65 at hayward, fremont and oakland. 66 in san jose and nephew addo. basically mid 60s around most bay area locations. check out this view. gorgeous from the tower looking over san francisco. these are our forecast features. see maybe a few more scattered light showers tonight. damp spots for the morning commute possible. but it will certainly be a sunnier and milder weekend.

water vapor satellite image shows two low pressure systems, one moved inland already to southern california. the second one, which has been the one generating some of our weather last 24 hours or so will move inland this weekend. so let's start our forecast at 7:00 this evening. it will be mostly cloudy at that point. and we'll see, be again some drizzle or light showers during the overnight hours into the early morning. so the morning commute slowed down a bit by damp spots. but by midday tomorrow, we'll see at least partial clearing and that will set up the pattern coming for the weekend with sunnier skies and warmer days. in fact, a little warmer on saturday in our inland areas with high temperatures climbing to the mid to upper 70s. not much of a warmup saturday around the bay or coast. sunday the warmest day with highs up to 380 in the warmest inland spots, maybe even above 80 to 70 around the bay. then coasta clouds return on monday bringing a little bit of a cooldown although it looks generally pleasant for the

warriors and rockets. laura anthony tweeted out this photo. the strength in numbers shirts go to everybody who sits down and goes to the game. we'll have a report coming up on the news at 5:00. san francisco supervisors will vote on a plan to their a moratorium on some new housing construction in the rapidly gentrifying mission district. the halt should be extended to the bay view. news reporter carolyn tyler is live. >> reporter: some residents even want to try to get this on the november ballot, but first you can expect some passionate debates here at city hall. there is a building boom in san francisco. some residents complain they're priced out. they say market rate housing developments, even with a slice of city mandated affordable units, is causing rents to rise, and evictions. earlier this month demonstrators from the mission crowded into city hall to

support a measure to put a 45-day moratorium on new projects in the pipeline and take the time out to develop a strategy. now bay view residents like pastor dorn say they need a pause button in this neighborhood. san francisco's black population has dropped from about 13% in the 1970s to less than 6% today. >> people are being displaced in the housing that we already have. i can't imagine how building new housing would help that. >> a moratorium will simply increase the prices. >> reporter: mayor ed lee is push to go build or rehab 30 units of housing in the next five years. one-third affordable. >> i think the time to act is now. and while we're doing it people can have discussion and debate. >> reporter: protesters believe a moratorium would send the strongest message. >> using this as leverage to force them to actually pay attention to residents who live here now.

>> reporter: the mission moratorium comes up for a vote june 2. in san francisco carolyn tyler, abc 7 news. the six officers charged in the death of freddie gray have been indicted. four of the six face involuntary manslaughter charges. gray's neck was broken because he was injured while being handcuffed handcuffed. his pleas for medical attention were repeatedly ignored. his death ignited a series of riots in baltimore, including here in the bay area. in washington, d.c., a manhunt is under way for the suspect now accused of murdering a family and their housekeeper inside their mansion. news reporter karen traverse shows you more about the csi detective work. >> reporter: the search for wint stretches from washington, d.c. to new york city. >> it's much easier if he turns himself in. >> reporter: the 34-year-old is the main suspect in last week's

brutal homicide and arson that left dead satisfy oppose allows and his wife amy. he had recently been staying with a girlfriend in brooklyn, new york. that woman told police that wint indicated he was considering surrendering, and maybe heading back to the d.c. area. wint's motive is unknown and police say the crime is not random. wint did work at one time in the past for his company, american iron works. >> we do believe there is a connection between this suspect in this case through the business. >> reporter: a domino's pizza may have broken the mystery. wint was identified by dna from a leftover pizza crust ordered the night before the mansion was set on fire. starting at 7:00 a.m., the morning the of the fire police reports absented by the

""washington post" show he made a flurry of phone calls including to his bank and accountant. a source familiar with the case told abc that same morning an assistant dropped off $40,000 in cash at the home. while the victims were apparently being held hostage inside. right now, wint is the only named suspect, but d.c. police say they haven't ruled out that others may be involved. karen traverse, abc news, washington. >> abc news will have updates as the story continues to unfold. coming up on "world news tonight" what police in new york are saying about the case. former new england patriot aaron hernandez entered a not guilty plea to a charge of witness intimidation in a 2012 double murder case. this was his first public appearance since his conviction in a different case a 2013 murder case. cameras spotted a new tattoo on hernandez's neck which said "lifetime," lively a reference

to the life sentence he received. protesters took their fight for a $15 an hour wage to a shareholder meeting today. protesters handed off a petition they claimed was signed by 1.4 million people around the world demanding that mcdonald's pay workers $15 an hour and allow them to form a union. a lobbyist behind a pro vaccination bill in sacramento claims she is being stalked by opponents of the legislation and fight to pass bill 277. she filed a police report, claiming she has been threatened and stalked by radical opponents of the bill. she has documented opponents taking photos of her in public and online threats. this one says the faster we kill these savages the faster we'll win our freedom back. hicks believes the behavior has been encouraged by this man, california chiropractic association president and vaccine opponent dr. brian stenzler. he says that's not true.

work or have worrisome ingredients. they contain a chemical called oxy benefit zone. vitamin a is thought by some to heighten skin sensitivity. newt row jenna was the brand most at fault. obesity rates among children have increased since 1998 except among those from the wealthiest families. the findings say overall, the prevalence of obesity rose 20% since 1998. there was no difference in obesity rates between boys and girls. where there was a difference was in money. the wealthiest children's rates fell over that time. aerial photos taken of large organic egg and dairy farms showed the animals were not put out to pasteur as claimed. they are in good standing. the farms do say the animals spent time outside on those days. just not when the photos were taken.

and letting kids play with food may help them become less picky eaters. researchers found a group of preschoolers who searched for toys and mashed potatoes were less likely to fear tasting new things. maybe that's what it will take to get them to eat their veggies. from the nasdaq i'm jane king. a major shakeup at lumber liquidators. the company announced today that ceo robert lynch unexpectedly resigned following weeks of struggles stemming from safety concerns related to its products. lumber liquidators has been in a tailspin since the "60 minutes" report showed high levels of formaldehyde. people living in expensive cities like san francisco feel it's worth the price to live there. a survey of apartment dwellers in san francisco new york and washington say they're more satisfied living in those cities than renters living in far more affordable cities like milwaukee, albuquerqu

e and detroit. the survey of 18000 renters was released by a san francisco-based rental agency. >> yeah because if you're in milwaukee, you're in milwaukee. the federal government is cracking down this afternoon on illegal harassment by debt collectors. >> michael finney is here with this story. >> this was a big problem back in the day and seemed to drop off. but i think all of us consumer advocates are hearing a lot about this now. debt collectors are not allowed to harass you. that's the law. today the federal trade commission took action to stop it. the agency charged companies with sending abusive text messages and making illegal robocalls to hundreds of consumers and their families. the suit claims debt collectors were impersonating law enforcement officials and threatening arrest. in many cases consumers did not even owe any money. the ftc is cracking down on illegal collections and urge

consumers to report harassment. if you're throwing a barbecue party this memorial day weekend, have fun but be careful. food safety officials put out the word today from grillers, make sure bacteria from raw meat doesn't come in contact with cooked food. >> there are bacteria on every piece of raw meat and raw poultry we have. and to a certain extent it's just a matter of whether it is a disease causing bacteria or something else. but there is always bacteria there. >> you can avoid problems by using a separate platter for raw meat versus cooked. wash your hands after handling the raw meat and clean juices off all surfaces. finally tonight, lg is unveiling a new television that is so thin, it's called the wallpaper tv. the ultra thin tv set has a 55-inch screen but get this, it's less than 1 millimeter thick. it's so slim you can roll it up like a yoga mat.

. here is tonight's prime time lineup on abc 7 at 8:00. two hours of 500 questions. then at 10:00, a prime time edition of jimmy kimmel live and news at 11:00. the drought is causing big problems for a fire training facility in the sierra. the grassfire department's facility runs completely off run water, but because of the drought, they only have about half the normal supply of water in their 18000 gallon storage tanks. firefighters fear they may have to train without water so they're cutting back saving as much as they can. >> the whole training facility slopes to a certain degree off to my left. and in doing so any water gets directed back in through a couple drain inlet's back into the system. >> the chief says the design can reclaim most water it uses. like all of us he's praying for

rain and hoping for a mild fire season. you've heard the phrase brown is the new green. california's drought is making no exceptions there. the grass is dry, lawns are suffering. now so are the fairways at many bay area golf courses. abc 7 news reporter wayne freedman is live from sharp park. wayne? >> reporter: well when you see brown and expect to see green, it's a bit of a shock, especially on a golf course. that's sharp park behind me where golfers have embraced a new expression. brown is beautiful. they almost believe it. are these the best of times or the worst of them? it's the multimillion gallon question for golfers at very, very brown sharp park golf course. >> well i don't know about brown. >> brown is green. that's what they say. >> reporter: here especially, on this seaside golf course in pacifica, owned by the city of san francisco, the drought has come to roost. the recreation and parks department has reduced water consumption by 24% from two years ago. at sharp park, they saved

walking her dog. tonight, police have a man in custody. here's a look at a sketch and his picture side by side. good evening i'm ama daetz in for cheryl jennings. >> i'm dan ashley. abc 7 news reporter david louie is live in campbell. david, good old fashioned police work was the key here. >> reporter: it really was, dan and ama. for five days campbell police have been stopping every beige or silver honda they spotted and they saw one in a parking lot yesterday and at the wheel, the man they were looking for, who matched the police sketch. he's under arrest now, putting this neighborhood finally at ease. the surveillance video from a neighbor's house let police know what kind of car the suspect was driving. >> there's a good chance he didn't know anything about it. and that worked for our advantage that he wasn't trying to elude us or hide the vehicle. >> reporter: however the video never captured the suspect. fortunately, the young victim helped police create a sketch, and it turned out to be a

remarkable match to the man police saw in this self storage facility parking lot, a short distance from where the crime occurred. 25-year-old roberto felipe-velasco is a transient, living in his 1988 vil silver honda. campbell police credit the community for supplying valuable tips. >> between the information we received from them the support in gathering the surveillance videos, it really helped us in coming to this great conclusion we have today. >> reporter: police found clothing matching what was shown in the sketch in a rented locker. felipe-velasco faces charges of kidnapping, false imprisonment and child endangerment. neighbors were glad to hear about the arrest. >> i was never too worried. i figured when something like that happens, they have extra surveillance and everything around. but i think that's the safest time, because there is so much visibility that, you know i wasn't too worried about it. >> reporter: the girl's family has asked for privacy, but expressed appreciation to neighbors for their support. in
