monterey county for the arraignment of brian zachary jones of livermore shown here going to an earlier court hearing. the judge did not allow cameras in the courtroom today. the district attorney's office says jones was driving at high speeds with a blood alcohol of .14%. >> he went up between 75 miles and 99 miles an hour and i mean, and it's on a 35. that's why my sister and my little niece they didn't have any chance, you know? they didn't have any chance to survive. >> jones' attorney says in alameda county bail is not allowed on homicide charges. >> we always have the right to ask for a bail hearing and ask for bail. in a case like this whenever there is a murder charge and bail is granted it's usually in the millions and frankly, i don't think we're interested in posting a bond that high. >> the defense attorney asked for a three-week delay for jones to enter a plea. >> esperanza morales vowed to return to every court hearing. >> esennia morales is haunted by

i'm freaking out. >> you are with the father of the child? >> yes. he's drunk. >> just a second. >> this is mcdonald's third arrest all on charges of domestic violence or sexual assault. the chicago bears released him yesterday. >> today they're trying to get to the bottom of a suspicious event over the weekend. the chp was looking for witnesses when a girl was struggling with the front passenger of this car while screaming. it happened at 8:40 on westbound 80 near the toll plaza. officials say the car is a tan, 1997 chevrolet blazer. the chp says the car seen in those photos did not have any license plates. >> a mysterious disappearance from the bay area college exchange student has been solved after more than 30 years and authorities want to find a person of interest in the case and it's a swedish exchange student elisabeth martinsson was confirmed found in a canyon.

vic lee joins us now. >> cheryl, marin county sheriff's detectives are looking for one person in particular, someone they looked at decades ago, but the case went cold until now. elisabeth martinsson a 21-year-old swedish exchange student, a nanny for a greenbrae host family while attending college of marin. she was last seen at the landing shopping center 23 years ago and then in 2010 human bones were found in a rural area of fremont. last november the justice department was finally able to match them to martinsson through dental records. the coroner could not come up with a cause of death but since then marin county sheriff's detectives have been looking for this man, henry coleman. he was a person of interest when police found him with her car shortly after her disappearance. sheriff's detective jamie scardina. >> approximately ten days after miss martinsson disappeared her

vehicle was located in oklahoma and mr. coleman was in possession of that vehicle at the time. >> reporter: authorities eventually dropped a murder case against him for lack of evidence, but coleman pleaded guilty to stealing the car and served five years in prison. now with a dental match coleman is once again a person of interest. >> we're not going to stop until we determine that he is deceased or maybe just living in a different part of the country. today this statement from her former host family in marin county. elisabeth worked for our family as an au pair. she was a wonderful soul and very kind. she is still missed today. martinsson's remains have been cremated and arrangements are being made to send her ashes to her family in sweden. vic lee abc 7 news. a santa clara county inmate briefly escaped custody this afternoon. 26-year-old eric nelson was handcuffed to another inmate and the somehow got out of his cuffs. sky 7 hd was from the santa

clara jail when the inmate was about to be transferred when he slipped away. nelson was on the run before authorities caught him near guadalupe park. he was initially arrested on drug charges. >> two men wanted in a string of armed robberies in oakland are now in custody. both arrested outside a home in the fruitvale district after a foot chase. they robbed half a dozen people at gunpoint this morning alone. police are working to determine how many robberies those men might be connected to. nobody was injured in any of the rob roos. >> the warriors are back home resting before game five of their western conference series against the rockets. sky 7 md got off their charter plane from houston. the team and friends got a big scare during yesterday's game four. if you watched this video, heart stopping. he fell hard on his neck back

video shows part of the flooded city today. 11 inches dropped on houston in just a few hours. storm drains there are equipped to only handle two inches an hour and being hit with more than four inches at one point. houston's mayor says more than 4,000 properties have significant damage. 2500 vehicles were abandoned last night. the governor says it is the worst flooding he has ever seen in texas. today the rain finally stopped, but it is expected to pick up later this week. >> just what they do not need. the acting police chief in martinez suddenly resigned after the city council voted to give the city manager hiring power over the position. he is a 25-year veteran of the force and led the department since february of last year. he could not be reached for comment today. >> a state-funded preschool in and yok may be forced to close leaving $300 kids without a free preschool. they're taking their concerns to the city countsil and lie oon

melendez, where there is a real effort under way to save that school. >> it will be a live city council ming, asking members to intervene. tomorrow they'll rally behind the new school. they've rallied together to save the school it has truly been a preschool for all, funded by the state and free for most families. >> if this closed my daughter is going to be staying home. >> christina gonzalez has looked at private preschools. >> $735 a month is too much. i can't pay anything like that and here i didn't pay anything. >> for the past ten years the antioch unified school district has leased the space to the preschool for less than $5,000 a month, but last year the district notified them it wanted the space back for their special needs kids. finding a similar space for that

amount of money has been impossible, but recently the director of the preschool approached the city and the school district about two vacant parcels that they can build on. >> we've put in offers that's owned by the city and land that's owned by the school district and both parcels are sitting vacant right now and we've requested use of them and we have not heard back from the city nor the school district at this time. >> reporter: abc 7 news did this afternoon. the city manager said selling or leasing any land would be a lengthy process. >> you have to the requirements and the surplus and i don't think there's anything the schetty can do in the short run to be helpful. this morning they will ask the city counts are council to interact. >> we can't afford a preschool and this is the only way our kids can have a preschool like

jose municipal golf course. there are reports firefighters are working to protect the nearby mobile home park as well and they don't have it completely under control and they're working hard at getting that under control. >> debris from a homeless encampment fueled a fire near the mobile home park in pittsburgh and the abc 7 news 360 camera shows you the fire engines on the scene. investigators say the fires swept through underbrush and before firefighters were able to stop it within feet of mobile home, but they finally got it put out. a new report breaks out a big spending problem. $520 million is spent every year on trying to help people living on the skreet. abc 7 news reporter chris nguyen is live in san jose with the results of the report and what community leaders hope to do about it. >> one doesn't have to look for to know that homelessness isn't an issue in the community. >> we're live along the guadalupe river where a number of residents have chosen to live

here. and they're more than 100,000 residents that have experienced some sort of homelessness since 2007. >> beneath the 280-87 interchange in san jose, cleanup is under way just steps from where some of the homeless camp out. yet a few miles away downtown community leaders gather to discuss some staggering results. >> it is not just an economic issue and it's a moral issue as well. >> in what's been called the hopelessness in the county new details show its effect on santa clara county. nearly $520 million were spent each year to provide residents of that 53% was spent onny yrehab and psychiatric services. >> what we suspected was proven by the study and now we can use this data to go after the resources and invoke the

strategies that we need. >> the study was xhilzed by destination home and a public/private partnership that aims to reduce homelessness across the country. building permanent supportive housing in the community is the best approach. >> investing in the solution of housing that's accessible to our lowest income, most vulnerable populations will in the long run save tax dollars. but some of the homeless are skeptical saying housing would be of no interest to them. >> i live under a $10 million bridge. probably more than you guys' house. >> so the attempt to solve a decades-old issue continues on. in san jose, chris nguyen abc 7 news. >> the city of san francisco spends $166 million on care and services for homeless people every year and that's according to the latest numbers available from the city, but keep in mind that figure does not include the cost of hospital care and incarceration and there are 1100

more homeless people in santa clara count than san francisco. >> pharmaceutical company will have to pay for the disposal of drugs in alameda county. they declined to hear a challenge by drugmakers. alameda county supervisors passed that ordinance nearly three years ago and it's still in the process of being immremed and it's to fund a program that collects and disposes of less over drugs. >> the supreme court has agreed to take up a case that has major implications for the political power of latinos in california. this has to do with voting and the way political districts are drawn. right now it's done on the total population and that includes non-citizens and immigrants in the country illegally. an advocacy group is suing to have districts based on the number of eligible voters. if that happens there could potentially be latino voting power. as you well know alcatraz is one of san francisco's top tourist attractions but the national park service is considering a big change. the service may move the spots where tourists leave shore but

as you might imagine there is some resistance. carolyn tyler is live near the ferry building with the story tonight. hi carolyn. >> hi dan. what's being negotiate side a lease, and they're getting an update right now at the ferry building. $1.5 million people visit alcatraz every year and they get on the pier near fisherman's whatever and the lease on the property is about to expire and the national park service which managesal alcatraz is examining its options. >> please don't do it. >> sherry and david wright object to one of the proposal, to move the alcatraz ferry operation to pier 3 at fort mason which would bring traffic and other disruptions into a tranquil secluded part of the marina district. the park service is also evaluating a move back to its former home base of pier 41 but that would replace the commuter

ferries or it might just stay put. the negotiations involve financing and investment in the infrastructure. >> the financial picture we understand what that is in fort mason because that's a national park service site and so in order to have a range of alternatives, we wanted to look at all potentially viable alternatives. >> court officials are fighting to keep the ferries from floating off their property, but say the national park service is asking for unusual terms to stay. >> it would put maintenance and repair of their site above others and that's really not part of the plan for the port. >> the commission president says the feds have pulled a bad offer off the table and now both sides are optimistic an agreement can be reached. >> in san francisco, carolyn tyler, abcr >> after just a few days of testing, muni says its trains won't double stop anymore and they won't allow rush hour riders to get along quickly at

what's coming up. >> clouds as you'll notice not just near the coast. cloudy conditions. this morning we had measurable drizzle and the children's park .06 of an inch and .02 in san francisco and watsonville .01 of an inch and right now it is gusty and the winds out of the southwest to 35 at fairfield and a pretty good indication when you have that onshore breeze coming off the cool ocean water that the clouds are going to march well inland from our mount tam cam you can see some of the cloud cover and the temperatures right now in the low to mid-60s from san francisco to oakland and san carlos and 67 san jose and morgan hill 78 degrees and we're seeing plenty of sun. this afternoon's high temperature in the upper 60s. 63 in santa rosa and it is 67 in napa and upper 60s in concord and livermore with the mix of sun and clouds. cloudy overnight tonight and patchy drizzle and warmer inland

the next few days and we're looking at a cooler pattern that begins on sunday. when you take a look at the water vapor imagery and here's what's kept us cooler than normal, the troughs, a couple of troughs are slowly moving out and that will allow them to push in. we're not expectation major heat wave any time soon and temperatures will drop again especially sunday when the low pressure system approaches and moves through northern california and more drizzle is possible and it might be another extensive round of drizzle so just be prepared. tomorrow morning you will see some drizzly spots along the coast and the bay. 52 in san francisco 53 oakland and 49 santa rosa and low 50s and you will likely need to bundle up when you leave home and allow extra time for the morning commute. >> tomorrow afternoon it will warm up around the bay and inland. that's the biggest change that you will notice from today and along the coastline not much as the clouds will linger and
