first year back he's taking the cavaliers. >> said he was going to do it. >> he did it. we begin with the breaking news. a major corruption crackdown. going down right now. arrests made around the world. the scene moments ago in miami. federal agents raid one of the headquarters under fire. this is about the members of the group who will decide where the world cup will be played. they're charged with taking tens of millions of dollars in bribes. this could have cost the united states the world cup. we begin with brian ross. >> reporter: this is the result of a three-year-long fbi investigation of what is being called a rampant and deep-rooted corruption involving more than $150 million in bribes to the people who run the world's most popular and lucrative sport in the world, soccer. including top officials in the u.s. and officials say they believe corruption might have cost the u.s. the right to hold the world cup in 2022. the arrests began this morning at a luxury hotel in switzerland.

where officials were gathering for their yearly meeting. at least 7 people taken into custody and 14 people charged in all. one u.s. official, charles blazer, has already pleaded guilty in the case and reportedly wore an undercover wire to record the conversations of fellow soccer officials. the indictment shocked the organization known as fifa. >> for us, it's a hard time. not nice to be here in front of you to try to explain something that is not nice. >> reporter: the investigation growing out of allegations of payoffs of the officials who decided where to hold the next soccer world cups. sports biggest events. in russia in 2018 and qatar in 2022. >> the winner is qatar. >> reporter: the u.s. had been the runner-up to qatar. and a decision to hold the world cup in temperatures that can reach 140 degrees raised questions. not long after allegations

surfaced about bribes including payments to a vice president from the caribbean jack warner was accused of taking more than $1 million in bribes from a qatar businessman. warner was among those indicted today. this morning, soccer officials said they still plan to hold the world cup in qatar, despite the allegations. had the u.s. won, the games would have been held in 18 u.s. cities including new york, philadelphia, atlanta, miami, boston, dallas, los angeles and a whole lot of others. >> a big loss. now to the string of deadly storms. a tornado touching down in ohio overnight. tearing through this shopping mall. as houston recovers from the devastating flooding. authorities still searching for missing people there. matt gutman in houston for us this morning. good morning, matt. >> reporter: good morning, robin. we are under another flash flood warning. this morning just issued. causing some havoc. see that car right behind me.

it is mostly submerged. it plunged into that overpass this morning. the woman inside was plucked to safety. it shows how dangerous it is out here. with the rain coming down it's not over here or other parts of the country. >> it's on the ground. >> reporter: overnight, twisters tormenting from texas to ohio. this tornado caught on surveillance video tearing through a shopping center, flinging debris in the air and leaving behind a parking lot full of wreckage. across the lone star state, whipping winds and hail forcing the tractor trailers off the road. in dallas, lightning. nearly 13,000 without power. at least 11 people still missing along the blanco river, including three families inside this home celebrating memorial day when the house split, sounding like fireworks. >> the house hit a bridge. it took the top of the house off. the house splintered. >> reporter: jonathan mccomb, the sole survivor so far, pulled

himself out of the water nine miles from the home. his wife and two children still missing. >> i think recognizing what's happening with the weather, we all know and have accepted they're gone. >> reporter: the family's golden retriever found dangling in a tree three days later. the water racing at a rate of more than 220,000 cubic feet per second. the water is more than twice the volume of the waters at niagara falls. the water swallowing anything and everything in its path. including dozens of homes. at least 1400 damaged. in houston, where highways turned into canals, they're assessing the destruction. >> we have 1,000 properties we visually inspected. we believe there may be as many as 4,000 with significant damage. >> reporter: in houston, over 500 calls for water rescues. we saw some of that chaos from the air. now that the water has started to recede, you see the massive amount of mess left behind.

>> i just didn't want to see the lady drown. >> reporter: steven shannon and three others jumping into the water to rescue glenda and her dog. >> you saved me today. i couldn't swim and i couldn't get out of my car. >> reporter: this is what it looks like on the ground. after all this cleanup and water begins to recede and evaporate, this is what's going to be left. that thick. look at the stuff on my boot. this is what officials in this city are going to have to contend with for the next couple days, possibly even weeks robin. >> i want to ask you about the electronic monitoring systems that many of us have on our cell phones. did they work. >> seems to have partially worked. we know residents did get the alerts although there is some speculation that tourists in those places did not. i know that in the last few minutes i did get the alert on my out of town phone. robin?

>> now to ginger. >> storms moving through east texas and lightning and heavy rains. one to two inches reported with this line. additional two to four expected and that's why we see more flash flood warnings. it's happening again. if you're north of there. look out for the roads this morning. more scattered storms in the red river valley from wichita falls to abeline and another two to three inches and severe thunderstorms happening in the northeast in through new england and a pocket back in the west. western oklahoma could see tornados too. it does not end. >> thank you. . now to a major security breach at the irs. criminals steals personal information including social security numbers from more that 100,000 taxpayers by hacking

into the computers. abc is in washington. >> those taxpayers have to be on alert pause the identities have been stolen stealing personal information including names, dates of birth and social security numbers using the information to hack into the irs and targeting the specific taxpayers gaining more information found on tax returns like where they work salaries and personal family information. these are all the things bad guys can use to assume your identity to empty your bank accounts and open credit cars and buy cars. this shows how sophisticated the hackers have become. >> is the system secure now? >> the irs said it plugged the hole so the gate way is closed robin. the gateway is closed. >> they said it was bad, but it could have been worse.

>> reporter: indeed. >> thank you, pierre. now to the major air scare. a brand-new plane with nearly 200 people on board loses power in both engines, dropping 13,000 feet before the pilots got the power back. david kerley is at reagan national airport with the story. good morning, david. >> reporter: good morning, george. this is not supposed to happen. losing power in both engines on a two-engine jetliner at altitude. this was basically a brand-new jetliner. it happened on the weekend on a singapore airbus a-330. at 39,000 feet both engines go out. the pilots hit bad weather. immediately one of the engines comes back but they follow procedures and descend losing 13,000 feet in altitude. they landed safely. they checked the engines, found no anomalies. this morning the airline and the enginemaker, rolls-royce, are trying to find out why the engines shut down at the same time. george. let's go to amy with the other top stories. a big setback in the fight against isis.

>> that's right. the news just coming in. isis fighters have carried out a wave of suicide attacks near fallujah, iraq. using a dust storm as cover. to launch the bombings. killing at least 17 iraqi troops. it could a a blow to retake the city by isis. today's attack targeted a water station and a canal. new fallout from the deadly train derailment in philadelphia. amtrak saying it will begin installing video cameras inside locomotives to record the actions of train engineers. the engineer in the philadelphia crash told investigators he cannot remember the derailment. a violent scene at this jewelry store in florida. a smash-and-grab attack. by a gang of suspects. the owner swinging a metal pole to fight them off. not before the robbers got away with $200,000 of gold and jewels. a dramatic rescue. this man is stranded on the second floor of a burning apartment building. in alabama. he and his dog just barely made it out.

the fire destroyed 21 apartments. an idaho man struck by lightning. ryan cross is fine. you see a red streak running down his chest. his wife says ryan was camping when the lightning entered his head and came back out his back. he's now alert and walking again. and finally, what do you do when all the snow is gone and you can't use your snowboard anymore? duh, you head into the clouds. this daredevil is doing just that, thanks to a helicopter lifting him high into the sky. he's hitting up to 80 miles an hour. the stunt was organized as part of a promotion for, what else? duh. a sock company. >> what kind of socks do you need? >> happy socks. right? >> don't get any ideas. >> i saw the wheels turning. i saw you. >> thank you, amy. >> thank you, amy.

switching gears to a look inside the mind of a mass murderer. chilling evidence in the trial of the colorado movie theater shooter. jurors heard excerpts from his notebooks. where he writes about his obsession to kill. clayton sandell has the story. >> reporter: this morning, new details about the deadly movie theater shooting. prosecutors are using his own words from that notebook to convince the jury he's a calculating killer. >> mass murder/spree. >> reporter: a detective reading entries in which holmes considers attacking an airport. >> it says airport with an x. substantial security. >> reporter: but settles on the movies, making detailed diagrams of the auditoriums. carefully picking the theaters where he could do the most damage. >> maximum casualties, firearms. >> reporter: he writes about mental health troubles and his obsession to kill which he says began in childhood. >> the last escape, comma, mass

murder at the movies, correct? >> correct. >> so anyways. that's my mind. it is broken. i tried to fix it. >> reporter: three years ago, he opened fire on a packed midnight showing of "the dark knight rises." killing 12, injuring 70. jarrell brooks believes the man who shot him was sane. you don't buy his story? >> i don't. he chose to do what he did. >> reporter: he pleaded not guilty by reason of insanity. prosecutors want the death penalty. as for the psychiatrist treating him before the shooting, she's expected to take the stand. later in this trial. medical news. a health alert for the more than 10 million american women using the pill. a report again warning some newer generation birth control pills may carry a higher risk of potentially deadly blood clots. our senior medical contributor dr. jennifer ashton is here. give us the headline here. what are the risks? >> it's all about the synthetic

good morning, america. right now, police raids in miami and around the world in a major corruption scandal. allegations the u.s. was robbed of hosting the world cup. more severe weather hitting the houston area this morning. as the south cleans up from the catastrophic flooding. prosecutors in the kayak murder case now detailing how she let her fiance drown. we have a lot to get to this morning, including a big "gma" investigation of pick-pocketing. as police search for this supermarket thief right there. a professional pickpocket tells us what to do to make sure it doesn't happen to you. some really helpful tips just ahead. we begin with new revelations on the woman accused of killing her fiance while kayaking on the hudson river. prosecutors saying she removed the plug on his kayak so it would fill with water.

>> reporter: vincent viafore's body was missing for more than a month. this weekend, it was found. about an hour north of new york city. his fiance indicted for his murder by a grand jury. this morning, new allegations in the death of vincent viafore. as prosecutors indict his fiance, angelika graswald, on murder. and manslaughter charges. >> on april 19th the deceased in this case was reported missing on april 30th, miss graswald was charged. >> reporter: she's accused of killing him last month. she pulled the paddle away from him as he struggled to stay above water. the d.a. saying she failed to call for help in a timely manner. and a witness saw her intentionally capsize her own kayak. so she, too, would need to be

rescued rescued. after the disappearance, she described the frantic moments in the 40-degree water. in a local tv interview. >> he was trying to figure out how to paddle the waves. they were getting crazy. and -- and then i just saw him flip. >> reporter: prosecutors say the 35-year-old admitted she tampered with viafore's kayak. her alleged motive? some $250,000 of insurance policies. allegedly telling police, it felt good knowing he had died. but the plug had been missing for a while. >> he had no leash or tether to keep him tied to the kayak. no wet or dry suit. he didn't take a single precaution. i think what happened was, they were overcome by a powerful hudson river. >> reporter: graswald remains behind bars with a bond of $9 million and will be arraigned on friday. she'll pled not guilty. >> let's talk to dan abrams.

a lot of choppy waters that day. how do prosecutors prove she killed him? >> based on what we know right now this is not an easy case. the key is her statements. the authorities are saying that she basically confessed to it. her lawyer saying, there was a language barrier. she misspoke. they didn't understand what she was saying. she's not a native american speaker. et cetera. there are comments in her diary which are incriminating. then the possibility of inconsistent statements as to what happened. that will be the key to the case. without being able to demonstrate her own comments are incriminating, i don't think they have a particularly strong case. >> though prosecutors say they have witnesses watching what was happening on the water. >> yeah, but you know what? witnesses watch someone in a kayak from afar and distinguishing between turning yourself into the water and falling into the water because you were frantically scrambling and scared.

is going to be a tough distinction to make. the witnesses will say, it didn't see that choppy. maybe she tried more than once to overturn the kayak. that can be interpreted in many ways. there's another key point here. the prosecutors focus on what she did after. >> a week later, she's singing karaoke in a bar looking happy. >> and putting up instagram pictures. which are potentially problematic. >> don't forget about casey anthony. the mother who was accused of killing her 2-year-old who went out partying and put up pictures of herself partying shortly after her child died. found not guilty. i mean, i have never seen so incriminating a post-death photos as in the casey anthony case. but the jurors said, sorry, that's not enough in and of itself to convict. i think you're again going to need her statements to be believable and credible as incriminating without the sort of ambiguity the lawyer is saying there is.

now to the flight attendant in hot water for a preflight photo shoot, posing for pictures inside a jet engine right before takeoff. passengers thought something didn't seem right and reported her. t.j. holmes, you have had your eye on this. >> imagine this. you board your flight. you get onboard and sit down. look out the window, you see a woman standing in the engine. a few minutes later, she's on board telling you where the security, the emergency exits are, right? well, what do you do at that point? well, we don't know how much trouble this woman is in. but man, she got a heck of a facebook profile picture out of it. this morning, these photos creating all kinds of turbulence for this flight attendant. passengers boarding a flight spotted ericka diehl posing for pictures. in the plane's engine well. one passenger got her name,

contacted wls, an abc affiliate, asking if this photo was part of the new preflight checklist. the passengers found out she pasted it to her facebook page. the airline telling abc news overnight, the activity portrayed in the photo goes against spirit policy. but for more in the flying community, the outrage over diehl's photo shoot is blown out of proportion. >> i'm a former flight attendant. i have a picture in a jet engine. pretty much everyone i know who has been a flight attendant. it's one of those things we like to do. >> reporter: support growing online after flight attendant and best-selling author heather poole took the situation to twitter. writing with her own engine photo, the photo of a flight attendant in the engine isn't a problem. we all take them. the time she decided to take the picture could be an issue. with past and present flight attendants tweeting. >> what it comes down to is someone looking out the window, misinterpreting what is going on.

we don't want to upset our passengers. it's not a security threat. not a big deal. >> reporter: diehl didn't respond to our request for a comment. she told wls she wasn't at liberty to discuss the photos. they were removed from her facebook page and replaced with your wings already exist, all you have to do was fly. >> did she have security clearance. even airlines in this past have done this as a part of promotions in the past. some have had flight attendants in bikinis. it was part of my research. but she's getting a lot of support on line and the picture is tasteful. >> i can see if you're a passenger, that's the last thing you want to see right before your -- >> seat backs, tray tables up. let's get this shot first, though. >> as only you can do, t.j. thank you very much. >> take care. a new round of storms in houston? >> now a flash flood warning as well. another two to four inches of rain. let's look at the live shot.

we're cautiously optimistic that this means they have changed their policy or changed their minds and that we'll be in the clear. >> reporter: the meitivs are what's known as free-range parents. allowing their children to walk outside the parental safety net. a controversial approach. >> if you give a kid too much freedom, he may not learn how to socialize. there's the very real possibility that too little supervision can lead to actual danger. >> reporter: but the meitivs insist, it's their call. >> our rights were violated. the constitution protects parents' rights. to raise their kids the way they see fit. >> reporter: state and county officials won't comment. the meitivs are not completely in the clear. the kids picked up a second time in april and held for five hours. you still have another one hanging over your head. >> we're not 100% sure what will happen if someone calls the police again. seeing our kids walking around. >> reporter: raffi and devora are excited to start wandering

again. what happens when you see a police car? what do you think? >> my first thought is, oh, no, better hide. >> reporter: perhaps an understandable lesson, given their experience. the parents and kids now hoping to be left alone. for "good morning america," david wright, abc news, silver spring. >> let's talk about it with our parenting expert, dr. janet taylor. a lot of people agree with the parents, they say, wait, the government has no right to tell me how to parent my kids. >> we live in a society governed by law. that extends to parenting practice. making decisions about discipline. >> don't have to tell you what a debate this has been. people are on both sides of this. saying, okay, i want my child to be self-reliant. the other ones saying, on the other side of it. what is your take? >> it's a scary world. >> parenting involves a lot of factors. number one is discipline. which is teaching. children need rules. they need to know healthy curiosity in settings that do

not make them afraid. >> to free or not to free? what is your advice to parents? >> number one, know yourself. are you doing this because you want free time or because you value teaching your kids independence? know your children. some kids are afraid. they don't know how to communicate enough if they need something. and know potential pitfalls. it's wonderful to teach your kids. walk with them. take them on a trial run. ask them what if questions. they feel confident. you can identify what they need to be safe on the streets. >> what about back in the day, decades ago, my parents, so many of us were told, come back at supper. >> yeah. >> yep. >> and we were allowed to do whatever we wanted. >> it didn't have a title. that's what life was. >> right, exactly. >> there are fears that are out there. you do have to let your kids explore. your parents also had consequences. you had other families looking out. we spent more family time together. and i think we can't discount that fact, that we need to get that together time. that creates a sense of confidence and independence in your children.
