>> a jarring bit of perspective. check out this map showing where the downpours have been heaviest in recent days. the darker the color, the heavier the rainfall. in some spots, 16 inches of rain in just a week. >> hard to believe. as millions of people in the south central u.s. brace for more rains, floods, high winds, and mandatory evacuations. rob is right there. leading our coverage. good morning, rob. >> well paula, here we go again. less than 24 hours ago, this city was in a flash flood emergency. flash flood warnings out again. the trinity river behind me. storms fired up west of here. they're on top of us in a hurry last night. overnight, rain lightning, hail. heat-sensing drones looking for victims. 24 deaths so far in texas. 80 residences evacuated. this month so far, texas has seen enough rain to cover the

entire state. eight inches deep. it looks like those number will go up. vehicles stuck. as the water rises, so does the tension. dramatic moments caught on camera. rescuers even deploying a hovercraft to save this woman, trapped on the roof of her car. this louisville, texas, bar owner says the flooding will cost him $1 million. >> we'll just pray we don't get another three feet of water. >> reporter: and in mississippi, watch as this dash cam captures a violent bolt of lightning striking down. powerful storms plaguing springfield, missouri. listen as a tornado siren sounds. [ siren blaring ] just over the texas border, a tornado touching down in dora, new mexico. >> wow. so awesome. >> yes! i mean, i know we're far away, but come on, that's awesome. >> that's awesome. >> reporter: the rainfall here in texas no laughing matter. the trinity river behind me hasn't been this high in 25 years.

this is typically a park with just a slifer of water going through it. now it looks like the mississippi. we're well-protected here by a leve rks system. upstream the lakes and reservoirs that are dammed up they're releasing a lot of water, right into this river. in some cases, 55,000 gallons per second. all that water is being drained down here. some parts of the city overwhelmed. they have a pumping system here that is not coping with this rainfall. let's go through the maps. the heaviest rain is east of dallas. heading in the direction of houston. the froont that is controlling it will move off toward the east. flash flood watches remain posted for texas, oklahoma, arkansas all the way up to st. louis, missouri. we're expanding the rain threat here. one two two umplgsinches of rainfall here. a lot of it can come in an hour's time. we had a hard time keeping our equipment dry. houston, i'm worried about you

later today. a lot of rivers are swoling. likely to go higher as the additional rainfall comes through. we'll eventually get into dryer weather as we go through tomorrow and the rest of the week. until then as you mentioned earlier in the broadcast, the next 12 24 even 36 hours here across the state of texas will be some tense times. >> rob, thank you. we want to move on the other big story. the shocking new allegations against man who was once one of the most powerful players in washington. this morning, we're hearing from a friend of the former speaker of the house, dennis hastert. this friend says he's spoken to hastert about allegations that the former speaker paid to conceal sexual abuse involving a male during the time before he got into politics when he was a wrestling coach and high school teacher. let's get more on this now from jon karl, who is in washington. jon, good morning to you. >> reporter: good morning, dan. hastert has said nothing publicly about any of this.

he told the old friend he's baffled by these charges. new details emerging about the allegations against dennis hastert. once the most powerful man in congress. sources briefed on the investigation tell abc news the alleged past misconduct mentioned in the indictment is sexual misconduct. involving a male during the time he was a teacher and wrestling coach at yorkville high school in illinois. hastert allegedly agreed to pay $3.5 million in hush money to this individual. overnight, hastert reacted to the charges on a call with a close friend and political mentor. >> under the circumstances, he's doing okay. i mean, he's a little baffled by it. maybe it will all work out in long run, i don't know. >> reporter: one of his old wrestling stars told abc news he is shocked by the allegations. >> not one time over the last 45 years have i heard anything negative against him. >> reporter: according to the indictment, hastert attracted the suspicions three years ago,

after making 15 separate withdrawals of $50,000 from his bank. after he was questioned about that, he started taking out smaller amounts. more than 100 withdrawals of just under $10,000 each. allegedly to avoid detection. according to the indictment, hastert told the fbi he took the money out because he didn't think the banking system was safe, saying, quote, i kept the cash. in fact prosecutors say he used the money to buy the victim's silence. he's now charged with bank fraud and lying to the fbi about the money. if he's convicted on both counts, he faces up to ten years in prison. and a fine of $500,000. now, dan, hastert has not been arrested yet. the u.s. attorney's office says it's because they don't consider him a flight risk. >> jon, i want to clear something up. you said he's been charged with bank fraud and lying to the fbi. what about the person to whom he allegedly gave the money.

are there any charges of blackmail or extortion here? >> reporter: one of the strange things about this case, there's absolutely no mention of extortion or blackmail. the past victim who hastert paid all the money to is not charged with anything to this point. it's interesting. the person that hastert spoke to last night, the old friend, he said that in his view, this is a clear case of blackmail and extortion. which may be a little bit of a window into how hastert is seeing this. >> you covered capitol hill for many, many years. you covered hastert personally. he was seen, as i remember, as a calming force. how is washington overall greeting this news this morning? >> reporter: well, with shock and disbelief. i mean, as you remember, he came in replacing robert livingston, who was chased out with his own sex scandal. livingston had replaced newt gingrich, who had his own sex scandal, as well. hastert was seen as a relatively

boring guy. the guy who most people thought had absolutely no skeletons in his closet. >> and that may not be true as it turns out. thank you, jon. we preernt it. paula, over to you. now to a major air scare in the skies. a passenger plane was preparing to land at one of the country's busiest airports. a drone came frighteningly close to the plane. well, the faa is now investigating what that drone was doing thousands of feet in the air. linzie janis is at laguardia airport with the very latest for us this morning. hi, linzie. >> reporter: good morning, paula. luckily, the pilot of the delta shuttle coming in to land here at laguardia saw the drone and was able to avert disaster. but with drones becoming more and more popular, aviation experts say the chances of one colliding with a passenger jet is not a matter of if, but when. just as delta's shuttle america flight 2708 was coming in to land at new york's laguardia

airport friday morning, officials say the crew spotted a drone in its path. the pilot pulling the plane up 200 feet to avoid hitting it. according to the faa, the remote controlled aircraft was soaring at an altitude of nearly 3,000 feet in the area over a brooklyn park. >> the reason we don't want a drone anywhere close to commercial airliners is because of the possibility of one being ingested into an engine and doing a tremendous amount of damage. >> reporter: the near miss the third at laguardia this month. on may 5th a passenger on an air canada flight spots a drone outside the window. ten minutes later, the pilot of a united airlines flight reported the same unmanned aircraft in restricted air space. in each case, the drone flying at roughly 1,000 feet. government regulators are struggling to keep up with the pace of drone technology. the faa currently working on new rules. for right now, it advises anyone operating a drone to stay below

400 feet and five miles from any airport. >> a lot of what we have seen so far is just pure ignorance. people that don't realize they're getting into the possible flight path of an airplane. >> reporter: the latest drone scare comes after another, more potentially dangerous threat. on thursday night, five commercial airliners coming in to land at new york's jfk reported coming under attack by lasers. those lasers can blind pilots. this morning, authorities are searching for those responsible. dan? >> lasers an ongoing scourge. linzie, thank you. from the skies to the beaches. where there are fresh concerns about sharks this morning. two young women, both in shallow water, attacked by sharks in two separate spots in florida. these are just the latest incidents with the shark population apparently on the rise. tai hernandez is here with more. tai, good morning. >> reporter: hey, good morning, dan. shark attacks are rare. that's important to point out. swimmers should be aware it can happen not just in the deep but

the shallow end of the water, as you said. some of the latest shark encounters prove that. two more shark bites on florida beaches on a single day. one attack in just waist-deep water. a 19-year-old woman bitten on the foot. >> at first, she was freaked out. kind of hysterical. i think her friends were a little more worried than she was. once we calmed her down and started treating her, she relaxed a lot more. >> reporter: luckily, the injury was just minor. but then, another attack just hours later. a 14-year-old girl bitten on a nearby beach. her injuries not life-threatening. these two attacks the latest raising concerns as beachgoers hit the waters this summer. beachgoers on both coasts on high alert. with sightings from washington state to florida. and concerns that the threat of shark encounters are taking place in shallower waters. marine experts say this is a juvenile great white swimming alongside a sheriff's boat on patrol in california on monday. >> this is the first time in the last 25 years we've had a

confirmed sighting of a white shark. >> reporter: but that shark wasn't alone. a fly-by of the same area spotting at least six more sharks swarming in the water. some up to six feet long. last year saw 53 shark attacks. this year, even before summer starts, there have been eight attacks. one of them fatal in maui. the first shark-related death in the u.s. since 2013. so bottom line, no need to panic. good to be aware. >> worth amplifying the point you made, these are rare. >> yes, they are rare. >> tai, appreciate it. thank you. >> great to have you in studio. always great to have ron claiborne in studio. >> thank you. >> and great to have you following all the stories that we're tracking overnight. good morning to you, paula and dan, and tai. good morning, everybody. we begin with the u.s. army's mishandling of live anthrax now widening. pentagon officials acknowledging that the accidental shipments of live anthrax was more widespread than initially reported. now officials are saying 24 labs in 11 states are under

investigation. internationally, the army also sent the live samples to australia, in addition to south korea. all those who may have been exposed are receiving medical treatment. and in colorado, a manhunt is under way after two seemingly random shootings have been linked to the same suspect. john jacoby was shot and killed last week while riding his bike. in windsor in colorado. and in april, cory romero was driving along an interstate highway when she says someone in a dark suv shot her in the neck. since then, other drivers have reported having their car windows blown out. it's not clear if that all happened because of gunfire or was related to the same suspect who is now at large. despite the massive corruption and fraud scandal rocking the world of soccer, the head of fifa the sport's governing agency has been re-elected. sepp blatter won a fifth consecutive term as president of fifa, after a sole rival

conceded defeat. earlier this week, top fifa officials were charged in a $150 million bribery case here in the u.s. blatter was not among those accused. some republicans are blasting the decision by the obama administration to remove cuba from the terrorist blacklist. the administration formally took cuba off a list of state-sponsored terrorism. house speaker john boehner says the president gave the castro regime, in his words, a significant political victory. a win in return for nothing. the u.s. trade embargo against cuba remains in place. talks to establish diplomatic relations including exchange of embassies, are currently stalled. and an ohio judge -- sorry. a newly released lapel video this morning of a police shooting in albuquerque, new mexico. >> stop. hands up. hands up! >> officers who cornered this suspected stolen suv opened fire after the driver refuses to stop

and the suspect takes off, nearly running down the officer. inside the car, three women and a child. the driver of the car is still at large. the officer is on paid administrative leave. now to this story. an ohio judge defending an unusual punishment he gave a woman convicted of pepper- spraying a worker at a burger king. the woman, diamond gaston captured on security video wielding the spray. when it was time for sentencing. the judge gave her the option of 30 days in jail or getting pepper-sprayed by the victim. gaston chose being pepper-sprayed in court. open court. the spray turned out to be salt water. the judge said he did it for the scare factor. and a deter rent, i guess. not the only out of the ordinary punishment he handed down that day. he sentenced a woman who had not paid her cab fare to walk 30 miles. >> i like that style. >> you like that? >> yeah. >> yeah, okay. we have more news for you. don't mess with a man and his bingo seat. never do that. watch. 82-year-old fred smith was

outraged that a woman was sitting in his favorite bingo seat. he takes his revenge by allegedly slashing her tires. i guess we can say he slashed the tires. >> there's no allegedly. got it on tape, ron. >> the revenge caught on the camera there. police say smith stormed out of the bingo hall and took an ice pick to the 88-year-old woman's car tires. he admitted the crime. we don't have to say allegedly. he was ordered to pay nearly $500 in damages and restitution or be pepper-sprayed. he chose to pay his fine. >> or never play bingo again. >> wow, bingo is tough stuff. don't mess with a man's bingo seat. >> don't take a man's bingo seat. don't fight with a bear. i told you that last week. >> and don't swim in salt water. >> as we say, it's all lessons, life lessons from uncle ron. >> i got more. i got more. >> i know. i know. we're going to try to protect the viewers from that. we turn now to a different kind of competition. this one involves dogs and surfboards.

>> all right, thank you, sara. appreciate it. let's get back to texas. another look at the weather with rob. hey, rob. >> well now that you mention it i haven't seen any cats down here by the trinity river dipping their toes in the water. this is typically a park where there's a lot of dog-walking going on. that hasn't been the case the last couple of weeks with all this rainfall. let's deal with the heat across the northeast. hazy hot, and humid is the call there. cold front coming through. look at the difference in temperatures ahead of the front, still near 70 or better at midnight tonight on the east coast. 46 in chicago and along the front, some rain. that rainfall is going to get to the northeast, i think tomorrow as will some cooler weather. from the 80s in syracuse we go into the 50s on sunday. monday will be chilly as well. a big change happening there. meanwhile, the desert southwest will be

contentious child custody battle. coming up, the latest twist which is surprising a lot of people this morning. we'll tell you what it is. first, we may be getting a sneak peek of the possible defense of the d.c. mansion murder mystery. >> we learn more about what exactly happened inside that house of horrors where four people were brutally killed. the suspect's family hired a lawyer to defend him. the lawyer is speaking out. abc's gloria riviera has the very latest for us from washington this morning. good morning, gloria. >> reporter: good morning, paula. that's right. more than two weeks into this investigation and still just one suspect, daron wint, in custody. and no real information on a possible motive. now a lawyer tells abc he'll meet with wint today. he says he hopes to get wint's version of what went on inside this home that fateful day. overnight, the defense attorney hired by daron wint's family speaking out. telling abc news he believes the police have blinders on when it

comes to the 34-year-old accused of quadruple homicide and arson. >> they believe perhaps honestly, that they have the man. but, as a result of that, they're not looking elsewhere. >> reporter: robin ficker, who has represented the former marine recruit in past, unrelated cases, says so far, he's only been hired to get wint's side of the story. telling us wint's mother is devastated and in disbelief. >> she's distraught. she can't believe he would have done anything like this at all. he's not capable of lifting his hand with a knife and sticking it repeatedly in another person. >> reporter: ficker says he plans to have his first meeting with wint later today at the jail, where he's being held without bail. accused of terrorizing and killing american iron works ceo savvas savopoulos, his wife, amy, their 10-year-old son and the family's housekeeper, vera figueroa. >> there were injuries

discovered. appear to be blunt force or sharp object injuries. >> reporter: there are massive amounts of evidence. including two vehicles removed from the savopoulos home on friday. and of course, the pizza box. police say the pizza box first linked daron wint to the crime scene. >> he doesn't eat pizza. if he was hungry, he wouldn't order pizza. >> reporter: wint due in court on june 22nd, remains the only named suspect. despite police saying they believe the killings required the presence and assistance of more than one person. they're still looking for evidence on who that might be, more than one person. the savopoulos family will be remembered at a wake here in washington tomorrow. the funeral is on monday. dan? paula? >> all right, gloria riviera. thank you so much. we want to go back to ronald claiborne for another look at the headlines we have been tracking. >> so formal. >> ron. ronald. >> good morning to you, paula faris, dan harris, and sara haines. the irrepressible sara haines.

good morning, everybody. we begin with new details about the allegations leveled against former house speaker dennis hastert. the alleged past misconduct stems from sexual misconduct between hastert and a male during his time as a high school teacher. hastert allegedly agreed to pay $3.5 million in hush money to this individual. and dustin diamond, better known as screech from "saved by the bell," will be facing more than detention in wisconsin after being convicted of two misdemeanors stemming from a bar brawl stabbing on christmas day. diamond could end up serving up to a year in prison when he's essential answer the sentenced in coming weeks. take a look at this double- decker save. a crowd of people rushing to save a unicyclist trapped under the bus in london. the bystanders managed to lift the bus. and get the trapped man out. the unicyclist listed in serious but stable condition. the weight of the bus? 12 tons. >> incredible. finally from florida, where the bizarre is routine. fert about leftovers.

this ground can't take any more water. this river is not really going down any time too soon. one of many rivers in flood stage across the state. in some cases, major flood stage. the red is where the rivers are tlooding. the blue the aqua is where the flash flood watches are in effect. once the cluster of storms comes through, it moves to the northeast. tomorrow and tomorrow night, the areas that need rain, the northeast in particular the i-95 corridor will get it. they need a lot of it. if they get 2 or 3 inches of it they'll take that. behind the cold front, it will be chilly. temperatures in the 40s, 30s, near the freezing mark. in bismarck. elsewhere around the country, 81 expected for a high temperature today in portland. 93 in orlando. 83 in new orleans with storms later on today. 71 degrees in anchorage.

kelly rutherford and her ex-husband. >> just days ago, it looked like kelly was finally getting her wish the right to bring back her two children from monaco. that just hit a big snag in the form of a judge's ruling. one of our newest correspondents, kayna whitworth joins us from los angeles bureau with more. good morning, kayna. >> reporter: good morning, dan and paula. like you said, kelly rutherford seemingly had caught a break in this custody battle with her ex-husband. this morning, her two children, ages 5 and 8, are still living with their german-born father in monaco, following an emergency hearing. a setback in kelly rutherford's battle for her children. a california judge halting the court order that would have brought the "gossip girl" and "melrose place" star's kids back to the united states. >> it took you long enough. >> reporter: her ex-husband's lawyer filing documents showing that the court in monaco has jurisdiction over the children. >> right now, it's a question of jurisdiction. who has the right to make some

determination about the custody of her two children? >> reporter: just a week ago, rutherford was celebrating a surprise victory. the california court granting her temporary sole custody. a decision made after the actress accused her ex-husband daniel giersch, of preventing her from seeing them unless she surrendered the children's passports, something he denies. in a statement, his attorney said that quote daniel will continue to not comment on court orders or proceedings in order to protect them. this morning, her battle for her children continues. >> it would not surprise me if further appeals are not made for the state department for the president, or for her elected officials to get involved and to help her return her children to the united states. >> reporter: on june 11th, a judge in los angeles and a judge in monaco will discuss the case in a scheduled conference call deciding which court will have jurisdiction in the legal battle spanning six years and 6,000 miles.

for now, rutherford is only thinking about one thing, as she told "gma" last month. >> i can sit here and tell you how often i cry. i can tell you how it feels to leave my kids in a foreign country. to go see them after not seeing them for weeks on end. not being able to take them to school, pick them up from school, dress them, smell them. >> reporter: so, if it's decided that the monaco court has jurisdiction over the children, rutherford would then have to go there to again file for custody. dan and paula, back to you. >> so hard not to sympathize with her when you hear about that separation. >> i know. and those children caught in the middle. and we do want to say, kayna, welcome very much to the abc news family. sure you're getting acclimated to the extraordinarily early hours on the west coast. getting up for "good morning america." >> reporter: yeah, yeah. it is early. i so appreciate being here with you. i was not given a heads-up that i needed to learn the beyonce dance moves. sara has to help. >> sara always has that covered.
