images. today is d-day with mandatory cut back throughout the state as a result of the governor's drought plan. this means major new restrictions and penalties. our reporter is in campbell with more. matt? >> the restriction goal is designed to keep the recharge phones in campbell keep them filled, and to keep us from using as much ground water as possible. we need the groundwater. but taking too much too quickly, can cause more problems and possible damage to the areas underground infrastructure. the browning of the bay area has begun. today the state starts keeping track of the water retailers where city and water companies cutting water use by 8 percent to 36 percent. >> this is when the clock starts running and they have to reduce their water use by a certain percentage based on what they used in june of 2013. this is when they will start comparing the numbers. >> don't expect the water

companies and city run utilities to payment penalties on their own. the bill is handed down to you and they use different formulas. starting today east bay mud puts $48 penalty on the bill for customer whose use four times as much water as the average customer. the san jose water company serves more than a million people in the south bay. customers have to pay a higher rate the more water they use plus a surcharge. many people have already started conserving hoping it is enough to keep them from paying a penalty. >> my husband is checking how much bart we have been using to make sure we are not in excess so we do not have to have the fine that we don't want to pay. >> we are talking about a finite water supply in santa clara county and we are all if this together, w when the drought will end so we all need to do our part. >> here is positive news, after slow start to the year the latest numbers show the county water use in april was reduced by 25 percent and they hope for an even better may when the numbers come out in the middle of this month.

we are look at san jose and you can see the clouds opening up and it will be cooler-than-average all week and breezy tomorrow and wednesday. a better chance of showers on saturday and now the models are trending to make sunday even wetter. it is something we will watch. you know how i don't like to flip-flop a forecast on just one computer run. notice how the clouds are headed to the north bay where we will get our chance of a stray shower. walnut creek has been dry and full of more sunshine than anywhere else this morning and now that will continue into the afternoon. 69 in milpitas and low-to-mid 70's for the south bay and the clouds are right up against the coast keeping you in the mid-60s. we will be in the mid-to-upper 60s on the peninsula until lows lows and 6 at half moon bay and then we drop into the upper 50's toward daly city and the sunset and downtown south san francisco and mid-to-upper 60's through the north bay and wind keeping you cooler and the extra

clouds and the drizzle is a light rain that will keep you cooler than anyone else. the best chance of the showers is cloverdale and clear lake, and north. we are in the mid-to-upper 60's, partly sunny, and partly cloudy in the east bay, warmer there low-to-mid 70's. at the game tonight, it will be dry cloudy, at 59, pirates take on giants dropping down to 57 and overnight it will be mild like this morning and mid-to-upper 50's mostly cloudy and a chance of a drizzle but not so widespread. on saturday into sunday you can see all around us, scattered showers in one or two holding our way on sunday. until then we could warm up tuesday and wednesday due to the extra sunshine and the breezes will be fast are it will not feel so warm. friday we are back to average. it is cool again with the chances of showers over the weekend. if you are headed out to the forth bay take an umbrella. kristen? >> yes a good tip. >> what do you get when you take
