good morning, america. s. crews racing to save hundreds on a capsized passenger ship. more than 450 people on board after the ship was slammed by a cyclone. rescue teams tapping the bottom of the boat with hammers hearing survivors yelling for help still inside. breaking overnight, security breakdown. the head of the tsa forced out after that alarming report first reported by abc news. 95% of weapons passing through airport checkpoints undetected. the new changes coming to make the skies safer. the sign insider who was by her side all this time. and the high school graduating class that brought the funk and brought the house down. ♪ dancing their way to their diplomas. so, was this the best graduation ceremony ever? we do say good morning, america, on this tuesday morning. and we can't wait to meet those incredible kids in just a moment. but what everyone is talking about, caitlyn jenner and those photographs in "vanity fair." 1 million twitter followers in four hours and as of this morning closing in on 2 million. >> you just can't take your eyes off those pictures. impossible. we're going to talk a lot about that later on. but first, we have to get to this breaking news, dramatic images coming in. a passenger cruise ship capsized with hundreds on board. it was hit by strong winds and heavy rains from a cyclone. they are racing to get survivors

out right now. the captain of the ship has been arrested. and abc's terry moran has all the latest. >> reporter: incredible scenes on the yangtze river. rescuers pulling survivors from the water exhausted after their terrifying ordeal and this look at them tapping on the hull of the overturned ferry. they can still hear people yelling for help from inside. so far, 14 survivors, some pulled from the water, some escaping themselves, including the captain, but hundreds are still missing. it happened just about 9:30 p.m. monday in china, that's almost 18 hours ago. a pleasure cruise, mostly senior citizens, then torrential rains and fierce winds sank the boat quickly in 50 feet of water. now hundreds of divers from the chinese navy are on the site. officials say the boat has drifted two miles in the strong currents and there are still air pockets inside. desperate relatives are furious. "i'm angry," this man says. "we have no idea whether our relatives are dead or alive."

chinese prime minister lee rushed to the scene. a whole nation riveted by this disaster. all this grimly reminiscent of last year's ferry disaster in south korea, more than 300 killed, many young students, when that boat capsized. the captain there has been sentenced to life in prison for murder. now in china many are expecting the worst. the captain of that ferry has been arrested. he's reportedly telling investigators his boat was hit by a sudden cyclone and sank in minutes. robin. >> so tragic. all right, terry, thank you. now to the fallout from that alarming report about security at u.s. airports, revealing how easy it can be to get weapons on a plane. first reported here on "gma." the acting head of the tsa was forced out overnight. big changes to screenings have been ordered. abc's david kerley is at reagan national with the latest. good morning, david. >> reporter: good morning, robin. the significant shuffle of management was quick after abc news learned that testers were able to smuggle prohibited items

through security on 67 of 70 attempts. the catalyst for the dramatic shake-up came right here at security checkpoints. tsa screeners missed 95% of the dummy bombs and weapons which dhs testing teams tried to smuggle through the system. >> i'm jeh johnson. >> reporter: the man who runs homeland security so displeased after the classified report, and at a meeting last week at tsa headquarters, he's demoting the head of the security agency. melvin caraway the acting director moved out, replaced by his deputy, mark hatfield, and that's not all. the homeland secretary has ordered immediate action. he wants more random testing of security checkpoints, intensive training and retraining for tsa agents and more equipment checks of the scanners and detection machines agents use to make sure they are calibrated. the man who ran the tsa until earlier this year is surprised. >> because it is disconcert inging

when we are trained to identify those type of prohibited items and it doesn't work. >> reporter: these changes in management at the top at tsa should actually be temporary. that's because president obama has nominated a permanent administrator, a coast guard admiral, but, george his confirmation still has not been approved by the u.s. senate. george. >> and he will have his work cut out for him. okay, david, thanks very much. now to that severe weather slamming the east, flash flood watches this morning as storms bring record rains and powerful winds. ginger tracking it all. >> more than 100 severe storm reports and then you've got this, the engulfed roads here from west virginia up through new england. parts of vermont, maine, dealing with this. the heaviest rain now failing in central pennsylvania, up through boston and, yes, coastal maine. but this was just the beginning of all of those dangerous roads. check it out. northeast nightmare. blinding rains causing chaos on the commute. >> this is nuts. >> reporter: in the nation's

capital, the capitol nearly struck by lightning. >> we saw a lot of things flying. >> reporter: winds gusting up to 60 miles per hour, taking out trees. one crashing into this d.c. city bus with people inside. >> thank god nobody was hurt. >> reporter: at the nationals/blue jays game, crews scrambling to cover the field, postponing the game for later today. in pennsylvania, visibility so poor. >> i did pull over briefly so i could get myself together. because the rain was just very heavy. >> reporter: people running for cover in delaware and in new jersey, check out this guy's new ride. >> trying to figure out a separate way of transportation to get home. >> fortunately the heaviest has moved off. and now this will come to an end but we still do have flash flood watches from new york city up to providence and boston. we'll keep those for most of the day into the early evening and then drop them out because we could really only see another half inch of rain. the heaviest will fall

along the low pressure system. that same stationary front from south carolina up through central north carolina and southern virginia. severe weather on tap for parts of the northern plains today too. i'll have that coming up, robin. >> all right, ginger, thank you. now to a deadly lion attack, an american tourist killed overseas, attacked by a lion in a wildlife park and abc's hamish macdonald is in south africa with all of the details. good morning, hamish. >> reporter: robin, good morning. this investigation is stepping up right now. the u.s. embassy here is assisting with that. but clearly the big question is why this woman apparently had the window down when there are so many warnings inside the park to keep the car's windows closed. this morning, park rangers investigating how a trip to a safari park turned deadly. a lioness attacking an american tourist who was taking its photograph from inside the car. >> the lion then sort of lunged at the car. it bit the lady through the window. >> reporter: park officials say just before 2:30 p.m. the female tourist was being driven through the lion portion of

south africa's popular lion park safari. windows of her suv rolled down, despite signs advising against it. >> the gentleman that was driving, he sustained some injuries to his arms trying to get the lion out, as well. >> reporter: paramedics rushing to the scene while rangers chase the animal away. medics unable to save the woman. this attack reportedly the third this year at the popular park, which draws hundreds of thousands each year. in march, this australian tourist survived being mauled by a lion. his injuries too gruesome to show. and it's not just this park, cameras capturing other close encounters at south african safaris, roaming residents sometimes getting too close like this one. opening the unlocked door to this family car. for now, rangers here at lion park are temporarily caging the big cats. park officials say they aren't going to put down the lioness responsible for this attack, but will move her to an enclosure

away from the public. well, incredibly the tourists are already back here this morning. you can see them mingling with the animals. but you can rest assured right now they will be taking special notice of all of those signs inside the park telling them to keep the car windows shut. george. >> of course, they will. okay, hamish, thanks very much. now to an american hostage free this morning after secret talks with rebels in yemen. freelance journalist casey coombs was released monday after two weeks in captivity. three other americans still being held by the group and abc's martha raddatz is in washington with the latest. good morning, martha. >> reporter: good morning, george. nothing but relief for the family of the 33-year-old freelance journalist casey coombs told his mother in a brief conversation after his release that he had suffered a back injury but the associated press reports he was not badly treated. coombs had been trying to get out of yemen as part of the ongoing evacuations efforts there. he made it to the airport but was taken by houthi rebels who now control that country.

he was released with the help of the government of oman. several other americans as you said who worked in yemen for private industry are still being held. and the state department is trying to get them free. george. >> let's hope they are free soon. okay, martha, thanks very much. >> okay, george. now to secretary of state john kerry back on u.s. soil this morning after breaking his leg overseas. kerry was flown back overnight on a military plane and will undergo surgery this morning. abc's jon karl is at the white house with the latest. good morning, jon. >> reporter: good morning, robin. this is a serious injury, and it comes just as kerry was in the midst of intense negotiations over iran's nuclear program and also over the battle against isis. state department officials say that he is continuing to work the phones even from his bedside talking to the spanish foreign minister yesterday and other european leaders this morning. kerry himself is promising a rapid recovery, but, robin, an injury like this could keep him from traveling for weeks. >> and people want to know. i know that you said he's making

the call not even taking a day off, but they want to know will it impact important talks especially the talks over iran's nuclear program. >> that is the big question. the deadline for those iran talks is the end of the month. kerry is insisting and the state department is insisting that he will be there for the final round of talks. but that is a very ambitious schedule for recovery. >> it certainly is, jon, thank you. the race for president now and our exclusive interview with the newest official candidate, south carolina senator lindsey graham, the ninth republican to jump in launching his campaign from his boyhood town of central, south carolina, with this argument. >> i've got one simple message. i have more experience with our national security than any other candidate in this race. >> you've said many times that you've been more right than wrong on foreign policy but as president obama said yesterday, the hardest part of being president may be living and learning from your wrong decisions. so when you have been wrong on foreign policy, what did you learn from it? >> well i think when we initially went into iraq, i bought the idea that maybe dismantling the iraqi army was a good idea, didn't ask enough questions about that. but after about the second or third trip i realized that our policies in iraq were not going well under president bush. so, yes, i've made my fair share of mistakes too. >> rand paul is tying the senate up in knots right now. you've had some tough words for him as he takes on the nsa's domestic surveillance program. i know you've been worried about his take on national security. if he prevails over you and the other candidates, who would you support for commander in chief, rand paul or hillary clinton? >> well, when i came out of my coma, i would support rand paul. i mean, i think it would be devastating to our party to

nominate rand paul as our nominee on national security in particular. but if he wins the primary process, i will support him, but that has very little chance of happening in my view. >> i know you don't think it's going to happen. but you called secretary clinton a national treasure in the past, said she was one of the most effective secretaries of state ever. what changed? >> well, she did a good job in africa. what changed is basically the world is falling apart and she's got her fingerprints on it. the reset with russia is not going very well after gadhafi was taken down and i give her and susan rice credit for pushing president obama to help the libyan people. we disengaged. so, at the end of the day, pulling our troops out of iraq too soon, it's just absolute a disaster on multiple fronts, and she was his secretary of state. and she owns this whole policy of leading from behind. >> you have had long experience in national security affairs, as you said. but our new poll with "the washington post" shows you stuck at the back of the pack at about 1%. how are you going to turn that around again and get into the debates? >> just going to have to

show up in new hampshire, iowa and south carolina. and sell the idea that i'm the most experienced. i've been to iraq and afghanistan well over 30 times. 33 years in the air force has taught me well about how our military works. and i think i have knowledge, background and experience unique to this race and just go to new hampshire, go to iowa, go to south carolina and make the case and engage people. the good news about iowa and new hampshire is an anecdote to big money. you could buy the primary if it were the large states but you got to earn your way forward in new hampshire, iowa and south carolina. i think that's where i'll do well. >> finally, we have only a few seconds left. your sister darlene gave a moving tribute to you at your announcement yesterday. said you basically raised her. what's the most important thing you want people to know about the personal side of lindsey graham? >> that we're all one car wreck away from needing somebody's help. you can be riding high one day and your life turn upside down. if it wasn't for family, friends and faith, i wouldn't be sitting

here. i'm not a self-made man and i worry about people without families. one thing i learned, george, is that life is very fragile and there's a role for government. i don't want it to be overbearing but i've learned as a young man there's a role for family, friends, faith and the government when you're down. >> senator graham, thank you. >> thank you. now, let's go to amy with the other top stories starting with new questions about train safety. >> that's right, george. lawmakers on capitol hill will be grilling amtrak and safety regulators today about the derailment in philadelphia that left eight people dead. at issue, why technology that could have slowed the speeding train was not in place before the crash. there have been six other major passenger and freight train crashes this year prompting calls for a law requiring cameras inside locomotives. and a new report in the wake of the unrest in ferguson, missouri, last year has found widespread racial disparity in police traffic stops across that state. it found blacks were 75% more likely to be stopped by police and 73% more likely to be searched.

the highest disparity since the state started collecting the data even though white drivers were more likely to be carrying weapons or drugs. before our next story, we want to tell you the boy you're about to see is okay, and it is remarkable. the 4-year-old was walking with his stuffed animal when an out-of-control car jumps the curb there knocking a small tree onto him and then running him over but the boy fell between t the tires and amazingly suffered just minor injuries. whoo! well an urgent search is under way for a disturbed man convicted of stalking actress mila kunis. he broke out of a mental health facility and he hasn't been seen since. more now from abc's cecilia vega. >> reporter: this morning the man twice convicted of stalking actress mila kunis is on the run. authorities say stuart lynn dunn escaped from a southern california mental health facility saturday night. prying open a small bathroom window, scaling a barbed wire fence and making a break for it. >> we are working around the

clock to try to bring him back into custody. >> it's getting closer and closer, huh? >> reporter: police telling abc news he still appears to be fixated on the "black swan" star. >> we don't know the level of his mental stability. again, we did have concerns that he maintained this fixation. >> reporter: dunn was ordered to stay away from kunis after his 2013 arrest outside her beverly hills gym. the incident so terrifying kunis hid in her suv until police arrived. a year earlier, dunn was arrested for breaking into kunis' vacant hollywood condo living there for two weeks. the new mom has been alerted about dunn's escape. this morning, kunis is not commenting. now, police hoping they catch dunn before he gets close to kunis again. for "good morning america," cecilia vega, abc news, los angeles. >> thank you, cecilia. and finally, two embarrassing moments on the road. first, take a look at this. the person behind the wheel of that toyota was just a teenager

learning to drive in germany. she's okay, but she learned a valuable lesson, never pulled out in front of military truck. and then look at this. a truck driver in russia hit another truck filled with paint used for road markings. sure, the mess was kind of embarrassing but when witnesses went to check on how the driver was doing, they noticed that he himself was completely covered in yellow paint. he may not have been feeling quite as bright as he looked. >> oh, no. but he wasn't injured, just embarrassed. and needed a good shower. >> just his pride. >> yeah just his pride. >> yucky weather here. but nothing compared to what they're doing in south dakota. >> i have to start with this powerful picture. it's a supercell in south dakota. and this is what the kye will likely look like in the northern plains later this afternoon and evening. not just the threat of tornadoes but the large hail and the damaging winds. this would be the area that has to look out, central and western nebraska, up through south dakota and north dakota far western minnesota. tuesday trivia now.

remember 1976 winning the decathlon the hero of america and then literally on march 15th he went in for ten hours of plastic surgery, and that was the end of bruce as we know him and now it's caitlyn. >> how was she handling it right before the surgery? >> she was excited but she was scared. this is the point of no return. this is the point of no return. you can't take back the plastic surgery, so he says and it's in the story in "vanity fair," what if i made a mistake? what if this really isn't what i've wanted all my life? what do i do then? she had a panic attack. i mean she was scared >> after the surgery? >> after the surgery the day after. >> describe it. >> she was scared to death. she was in a lot of pain, trying to get some sleep, then woke up in a terror. >> how did she get out of that? how did she stop having the panic attacks? >> you know she met with a counselor. the counselor said, look, this is normal, it's normal because of the pain medication. everyone is going to have some temporary self-doubt and i think the great thing is now that i just spoke to her and it's in the piece which if you can get you can download it i'm free.

i'm free. after 65 years i'm free. when i saw her for the last sort of couple months completely isolated, completely alone, it was almost painful to be with him. he couldn't go anywhere. there was an awkwardness to him, there was an awkwardness to him all his life basically. think about it. think about it. because he is bruce jenner. i mean he was the bomb. you know, i hated him because he was so attractive. he was the essence of virility the essence, and living this secret, this is not who i am. and live ig it for as long as he did. you know, people said, you shouldn't come out in the 1980s. you try it. you try coming out in the 1980s. he would have been vilified. it was 20, 25 years ago. he would have been vilified. he would have had no work, nothing. so he really did have to wait and wanted to wait until his two youngest daughters were old enough to understand it. >> you have been in this business for a long time. >> too long. >> pulitzer-prize winner. people know you from writing "friday night lights," and you said this is by far the most extraordinary story you have

ever worked on. >> this is important culturally. and it's not a story about, you know he became a woman transgender community. it's about tolerance. let people be who they want to be, whether it's man, whether it's woman, the way they dress, all of it, and i think he's representative of tolerance. and i wish people would understand that. >> and we know as in chris' report and espn announced yesterday, as well, that she will be accepting the arthur ashe award for courage at the espys and her children are expected to be there and it always hasn't been that way as you write especially when it comes to the reality show. >> caitlyn was insistent basically, i want all ten of my children there if they can be there. i want them to share in this moment. one of the things she's trying to do to the best of her ability is to make things right with the four jenner kids. who, frankly, bruce abandoned them when they were entering adolescence. really hard for him. >> what do the kids think about the cover shot? >> i think it's hard for the

surveillance video, there on the left, a 13-year-old boy, in a slow-motion struggle to stay conscious. now slowly sinking to the floor just as help comes in the nick of time. and this experienced 18-year-old swimmer sinking to the bottom in mere seconds before being rescued. what you're seeing is a little known hazard called a shallow water blackout essentially fainting after holding their breath underwater for too long, a lack of oxygen to the brain causing the swimmer to pass out and if not rescued in time even drown. how long is too long to hold your breath under water? >> we usually say 30 seconds is about the limit. certainly we don't want people holding their breath for more than a minute because a child can drown within 90 seconds. >> reporter: shallow water blackout rife related deaths can be hard to track but at least seven have been documented across the country. and often they can happen in the least expected place. >> most of these accidents occur between three and four feet of

secret, there will be challenges, but she seems like she is ready to face them. and i want to ask you, dr. jen, where does the medical community come down on all of this with caitlyn coming forward like this? >> i think in many ways, medicine is still in the dark ages with treating transgendered patients. recent studies have shown there's tremendous bias and discrimination and even harassment. and some of that shockingly comes from within the medical community. there's hardly any training. i trained in new york city 10, 15 years ago, never saw a transgendered patient. most doctors have never treated a transgendered patient. and they do have -- >> it's a start. >> absolutely. >> what would you like to see the medical community begin doing that they haven't done? >> i think it's a call to action, amy. i think we need to be prepared to treat transgendered patients, to offer appropriate cancer screening, mental health screening and treat them with

compassion and high level of medical standards the same way we would treat anyone else. >> sometimes i personally would rather go online to look for medical information than go to a doctor. >> oh, wow. >> because you have to explain. >> yeah, you have to explain. they think suddenly you're not a human being. you know, something, like very different they can't assess. but definitely that's the change -- >> and as we have said so many times, hopefully that narrative is changing. >> thank you both very much. andreja, congratulations. we just found out you're the first transgendered supermodel to get a cosmetic campaign contract. >> yes. >> congratulations.
