5:05. environmental impact report on the warriors new arena is being released today, opponents of the building are ramping up offense. it will be posted online this morning according to the mayor's office. meantime mission bay alliance hired four law firms to review arena plans. they say the site of the arena is too close to the hospital in mission bay and will cause too much congestion. 5:06. a young child had to be taken to the hospital following a drowning or near drowning. cpr had to be performed on a one-year-old child on ridge park lane near cowell road in concorde. no word on the child's current condition. the cdc says kids between 1 and 4 are high risk for drowning. they recommend sensors around pools and pool alarms that go off when something hits the water. for more tips go to our

website. a new bill would make it legal for them to end their lives. the issue gained national attention after a 29-year-old moved from the east bay to oregon to end her life in november. the family spoke after yesterday's vote. >> gave a portion of her life to fight for rights of terminally ill patients. these are people that have no hope. zpl california's bill would be limited to mentally competent patients with less than six months to live and would require they take the deadly medication themselves without help from a physician. happening today, governor brown meets with south bay water leaders to discuss the on-going drought. the governor expected to talk about local conservation efforts. the meeting after he announced

welcome back. 5:12. new details about a new cyber attack on the u.s. government. china is responding to allegations that it is

responsible for hacking into u.s. government computers accessing records of millions of employees. alyssa tells us what officials are saying. >> the foreign ministry denies the allegations, calling them irresponsible and unscientific. the fbi and homeland security are investigating this massive hack which could be the largest breach of federal employee data. they suspect they stole records from up to 4 million government workers. the information could be used for financial fraud or espionage. >> often times what they look to do is gather dossiers to target them through physical attacks. by collecting this information, they have a giant database they may be able to tap in time. >> the department of defense and social security administration,

it is not known if the president was targeted. this breach happened in april. investigators did not realize that such sensitive information was taken until recently. millions that may have been effected include current and former government workers being offered identity theft insurance and are keeping a close eye on their credit. alyssa harrington abc 7 news. >> thanks. we are hearing from a south bay parent whose child spent time with a former camp counselor charged molestation. he was charged with molesting a ten-year-old boy when he worked as a counselor at walden west, a camp operated by county office of education. one parent who we call jane dough says her son attended in january. when he returned home he seemed scared. he shared disturbing details. >> did your son express other details what happened when he was alone with papa bear? >> i don't want to talk about
