all right. we'll have much more on that coming up. we want to begin with the shark attacks along the north carolina coast. people being warned to stay out of the water this morning. shark experts say this is so incredibly rare. a series of attacks like this s has not happened in the u.s. in decades. matt gutman is in oak island, north carolina, with the latest. good morning, matt. >> reporter: hey, good morning, amy. that's right. this is like lightning striking twice in the same place. and there's something terrifying happening here. the fact that these attacks happened in the same location in nearly the exact same time and almost happened in the exact same way, someone's limb was nearly taken off, leading experts to believe this may be the same shark prowling those waters. this morning, terror in the shallows. >> they said the head was about that big. >> reporter: two teens in north carolina losing limbs in shark attacks in water just waist deep. the first attack at 4:40 p.m. in oak island, north carolina.

these images showing a 13-year-old girl helpless after a shark nearly amputated her arm and leg. dragged up to the beach by bystanders, working furiously to save her life. >> the keys to the was the fact that our bystanders that were on the beach did very quick first aid the correct way and without that we would have had a different outcome. >> reporter: the horror on on lookers' faces, struggling to keep her alive. barely an hour later, just two miles away, a 16-year-old boy also attacked. >> it just came up and took his arm. >> reporter: randy milligan rushed in to help. >> i tore off my shirt to put on his arm. he was screaming, is this real? and is this a movie? >> reporter: both teens air-lifted to a nearby hospital. sheriff's boats and helicopters scowlering the water, looking for those sharks. >> both injuries were essentially traumatic amputations.

>> reporter: these attacks marking six incidents on the atlantic coast in two weeks and the third shark attack in just four days in this one north carolina county. now, we talked about how rare this is. this is only the second time that multiple attacks have happened in the same place in the past 40 years. and while experts tell us these sharks have probably moved on, officials here are not taking chances. they're advising people to stay out of that water. even though the beaches are technically open. george? >> can't blame them for that. okay, matt, thank you. we turn now to the major storm brewing in the gulf. it could become the second named storm of the season. en and, ginger that means heavy rain and wind to cities in the south already hit hard by flooding. >> at this point, it's a low pressure system in the gulf of mexico. it's quite organized. as it comes together, the national hurricane center gives it an 80% chance of becoming a tropical storm. it would be bill if it does. and this is the deal. they rotate counterclockwise. even though the system looks like it will travel through

south texas, i think east texas, houston, dallas, missouri, into arkansas will get some of the heaviest rain. because the heaviest rain is going to fall in the east. flash flooding is the major threat. and it goes into wednesday, thursday. speaking overnight. we saw quite a bit of rain overnight in pittsburgh, pennsylvania. flash flooding. look at this video from illinois over the weekend. inches, i mean up to a half foot of rain in southern and central illinois. they had rescues overnight, too. to give you an idea more than a dozen states now with flash flood watches or warnings. look at the swath, five to seven inches possible. i'll have so much more coming up not only on the tropical potential, but also on severe storms. >> thank you, ginger. we know you will. now the latest on the prison break. those escaped killers on the run for ten days. this morning, we're learning more about the prison worker accused of helping them. joyce mitchell is behind bars and due in court this morning. abc's gio benitez is in upstate new york with all of the datest.

good morning, gio. >> reporter: good morning to you, amy. this is where joyce mitchell will face a judge this morning, after spending the weekend in jail. investigators saying those escaped prisoners could now be anywhere. this morning, we are learning more about the woman accused of helping two prisoners escape. sitting behind bars, 15 miles from the prison where she worked. 51-year-old joyce mitchell now charged with smuggling contraband into the prison and stands accused of offering to drive the getaway car. investigators suggesting she may have had a relationship with one of the escaped prisoners david sweat. >> whatever he was doing, he was paying attention to her, being nice to her, talking to her. >> reporter: we're learning the details of a plan said to be five months in the making. prosecutors say mitchell smuggled speed bag boxing gloves and lighted glasses, perhaps like these, into the prison last fall and blades and cutting tools they would use to dig out of their cells. sweat and matt allegedly practicing their escape before june 6th. the alleged plan, for joyce mitchell to meet them at this power plant, just blocks from

the prison. the two men would climb out of a manhole midway between the two locations. the three would start a seven-hour drive from the prison on to a wooded area. mitchell never showed. instead, checking herself into a hospital, complaining of a panic attack. >> she realized what this was going to do to her family. she realized that she loved her husband, lyle, and that she, in actuality, did not want to leave him in the end. >> reporter: meanwhile, this morning, officials revealing that a home was broken into near the prison, leading police to amp up searches of the area. >> we don't know if they're still in the immediate area or if they're in mexico by now. >> reporter: the convicts have been missing for ten days now. police are still following all leads to find them. and new york governor andrew cuomo is calling for a formal investigation. as the search goes on for those two men, he wants investigators to focus on how this happened in the first place. george? >> it is mind-boggling. okay, gio, thanks very much.

it's a big week in the race for the white house. jeb bush makes his run official today. hoping to join his father and brother as commander in chief. and hillary clinton had her big kickoff rally over the weekend with her presidential husband cheering from the sidelines. matt dowd here to break down where things stand. let start with jeb bush. he was a big front-runner in the spring in the republican side, now, right in the middle of the pack. >> i think the problem for jeb is that he went for money instead of momentum. his announcement today, i think he has to figure out how to get momentum back. the only way i think he does it back is not saying he's going to raise more money, it's figuring out a message that's compelling to the republican voters. right now the republican voters do not think jeb is the most compelling candidate in the race. >> meanwhile, hillary clinton, a huge frontrunner on the democratic side. but we see in our pole as well, when she goes head-to-head up against jeb bush, only beating him by 3 points. a big drop from the spring. >> we have 11 candidates on the republican side. three or four on the democratic side.

this will be an incredibly competitive race. this is going to go down all of the way to november of 2016. it's an open seat. with both parties having parody in the midst of this. that's why whoever gets their nomination has the potential to be president of the united states. >> each candidate has to deal with the legacy issue. >> they have to deal with the "jurassic world" problem, right? that most people see them as dinosaurs from the past. they're going to have to deal with it. jeb has to figure out how to separate himself from his brother and father and hillary has to separate from her husband and the past. >> and president obama as well. >> and president obama. >> not a third term of president obama. >> thanks very much. turning to a wild scene overseas. hundreds of dangerous animals on the loose this morning after a deadly flood destroyed the zoo. hamish macdonald has the story. >> reporter: this morning, rescue workers frantically racing to track down dangerous animals on the loose, including lions, tigers, and even bears. a deadly storm hitting the capital of georgia saturday,

turning a small stream into a raging river. killing at least 12 people. demolishing homes. and destroying enclosures at the city's zoo. half of the park's 600 animals are missing. some fleeing their cages. officials urging residents to stay indoors while they search for the missing. authorities tracking down some of the roaming animals. wolves and this bear, seeking dry shelter, clinging to the top of an air conditioner. this hippopotamus tranquilized. captured in a parking lot, and transported to a temporary make-shift zoo. the city reeling, suffering from what some are calling the worst natural disaster in this capital in recent memory. for "good morning america," hamish macdonald, abc news, london. >> thanks to hamish for that. we turn now to a nightmare flight for nearly 200 passengers

who ended up taking the long way from chicago to london. after takeoff, they were diverted to a remote canadian military base, stranded for nearly 24 hours in a barracks with no heat. abc's david kerley has the story. >> reporter: for nearly a day, 22 hours, this was home for 176 united airlines passengers. military barracks. some unheated, they say, at the small northern outpost of goose bay, canada. stranded, they said, with little information. >> here we are walking on a trail. somewhere in canada. >> reporter: just shy of halfway into their fight from chicago to london, a vibration and the crew decides to turn around, landing at the military base. >> that's why we're all okay with that. after that, it was kind of, you're left on your own, didn't tell us what was going to happen. >> reporter: finally, the next day, another jet arrives to take them to newark before going back towards london. one of passengers took a picture

of the 11-member crew, which stayed in a hotel saying, quote, crew arrived looking fresh from their comfy night in the hotel #outrageous. >> we have spent the last day and a half in a really traumatic manner. i don't think i'm ever going to fly united again. >> reporter: he and the rest did finally get to london a 33-hour trip. united says it will refund their tickets. for "good morning america," david kerley, abc news, washington. >> thanks to david. now dan harris with the other stories. starting with a major strike against al queda in africa. good morning, everybody. good morning. the u.s. military has carried out air strikes in libya, targeting this man, mokhtar belmokhtar. known as the uncatchable. the al qaeda leader is believed to be responsible for an attack on an algerian gas refinery in 2013, which 38 including 3 americans, died. u.s. officials are not yet confirming reports he was in fact killed. meanwhile, isis is on the

march in iraq. officials fear another major attack could be imminent. abc news is getting an up-close view of the fight just as president obama agrees to send hundreds of extra u.s. troops to train iraqi forces. abc's terry moran is in baghdad. >> reporter: isis' weapon of choice. this bombing on a battlefield north of baghdad, one of six this weekend, including this one inside the city. killing more than 20. among the bombers this british teenager who ran away from home in april. aparkedly seen here inside his car bomb and a final embrace before he goes to detonate it images released by jihadists online. we got a firsthand look at the battlefield. in anbar province, almost totally controlled by isis now. we found that america's supposed allies, front-line iraqi army and militia troops, are not so friendly to americans. listen to these guys. "volunteer fighters from a religious militia backed by

iran. if obama sends more american soldiers here, will you fight the americans, too? "i will fight isis and the americans," this man shouts. these rough and readies taking over the fight against isis now. they are superconfident. what do you need to win this war? we don't need help from the outside, he says. but spend time with the iraqi army, which has run away from battle after battle here, you hear a different story. these troops claim u.s. bombers have hit iraqi army positions by mistake and they actually fear their u.s. allies. you want to fight isis, but if you hear an american airplane, you'll hide? the pilot will hit me and not isis, he says. many of those iraqi army troops trained and equipped by the u.s. at a cost of billions they have shown repeatedly they don't really want to fight isis. while some of those shia militia they met are willing to fight the u.s. when the troops come back. dan? >> the signs not encouraging. terry, thank you. we have some breaking news this morning on the sex abuse

scandal in the catholic church. the archbishop of st. paul minnesota, has resigned after the archdiocese failed to protect children from a pedophile priest. the resignation has been accepted by the pope. a massive explosion in south texas, a natural gas pipeline erupting in texas. the flames visible for 20 miles. several families forced out of their homes. firefighters managed to reroute the gas and nobody got hurt. and finally, something even stranger than cats and dogs living together. check this out. it's a raccoon. may look like he's perched on a log. if you look closer, he's on the back of an alligator. the guy who took this picture over the weekend in florida says the raccoon is not clinically insane. he hopped off quickly after he realized what he was doing. looks like a classic one-way ticket to me. >> what a capture, though. >> yeah. what a capture. it was just only for a couple of seconds. the conspiracy theorists say this is

watch as firefighters spray this drone away as they battle this house fire. even when their flights are planned, they can fail. but the biggest concern? could they be invading your privacy? >> the plane, the plane, it's always spying on me! it's getting closer! >> reporter: the growing popularity of drones now pitting neighbor against neighbor. look at this california man swatting a drone away. >> hey, don't touch that. >> go. >> reporter: warning its owners not to fly it near him. in vancouver, washington, this 7-year-old boy frightened by a drone he says was flying outside the window of this home. >> it was freaky. >> reporter: his friend's grandfather came to the rescue. >> i went in the house, got my b.b. gun and pointed it at it, and it took off. >> reporter: the man flying that drone contends he never got too close to the home's window. only a handful of states have drone laws on the books to protect people's privacy. to address the growing problem.

in most of the country, laws have yet to catch up to this new flight into unchartered territory. for "good morning america," aditi roy, abc news, san jose, california. >> and here with me now is dan abrams. and we just heard, some states are different than other states. in this case, do you think the swatter has to pay up? >> i think so. there's no question even if he believes it's violating his privacy, the remedy isn't to swat it away and knock it down. >> he's in a public street, too. >> and he's walking towards the drone to do it. think about it. the same way you can't go and punch someone's camera, even if it's on the ground, because you're angry. z about the fact that they're taking picture us and you believe it's a violation of your privacy. you call the police. that's not the way you act. as a legal matter, he may be wrong about the law. he's got a double problem here. >> and we have a drone here in the studio. >> yes. >> that's going to be taking our live picture. we have agreed to it. >> yes, yes, yes. >> wow. got a little breeze there, too. >> yes. >> what are the privacy laws in

place for people who don't want something like this flying over their house or their -- >> right, i should say one thing. if this drone gets too close to me, if it starts coming at me, i have a right of self-defense, right. i'm allowed, i could swat it if someone starts saying, i'm going to send that drone towards you, then i can swat it. that's not what happened on the video. as a practical matter, everyone has a reasonable expectation of privacy in their home. that's the law today. that will be the law tomorrow. the drone laws are way behind in terms of how do you define it? certain states are now coming up and saying, for example, in oregon, if you say there's a drone over my house, tell the person, you report it. you say, sir, i don't want that drone over my house again and they do it again, you can then sue them. in texas, it's a criminal law against it. these laws are very much behind the game. >> and they vary state to state. so will the feds likely step in at some point? >> yeah. the faa is already considering

certain restrictions. meaning anything over 400 feet or 500 feet, the faa will restrict it now because it will interfere with airplanes. anything below, they're talking about keeping it within sight, so it's recreational. i think those will be the requirements for someone. the privacy issues will be huge. i think there will be a lot of states that say that anyone who puts up a drone with the intent of photographing people without their consent, i think that will be made illegal in a lot of places. >> that makes sense. dan, thank you, as always. there could be a noise violation as well. >> yeah, yeah. >> weren't those loud? isn't that loud? >> dan, don't swat it with your bare hand. >> thank you. >> it could be dangerous. >> it could. the t-shirt is a better method. >> thanks, guys. next up on the "heat index" the royal family steps out. prince george making his first appearance on a balcony over the weekend. princess kate back in public
