wrenching and just an attack on all of us. >> reporter: the internal issues which no one is willing to detail went to mediation. >> it apparently was not successful according to the district. and because of that, they decided to move forward with this action. >> reporter: reapplying means going through an interview to see if they match new goals of reimagining andin vagt. those rejected will fill vacancies at other schools. they have reassigned principal to a central office job. >> there were a lot of complex issues surrounding this and us feeling that we really needed to have a different type of commitment in order to get through this. >> reporter: parents say they are shocked by the upheaval. >> basically we've all been blindsided by this. no one had an idea this was happening. parents weren't consulted about this. >> reporter: although they too received a letter about the changes, they will get more details at a public meeting tonight starting at 6:30. david louie, abc 7 news. the evergreen school district in san jose settled a molestation lawsuit today for

$15 million. four victims' families sued the district for failing to stop or report sexual abuse by a teacher. in 2013 a jury convicted craig chandler of molesting five students in his classroom at whaley elementary school. prosecutors say he blindfolded the students before assaulting them. school officials contend they had no idea what was going on in chandler's classroom. santa rosa police have arrested a man who may be behind several sexual assaults. here's a sketch released in april. police today say it matches the description given for a sexual assault in february and another a week ago. the most recent incident happened on coffee lane. police arrested 30-year-old jason hulack. his bail is set at $1 million. tonight the fbi is investigating acts of sabotage against telecom companies here in the bay area and now they're looking for help. vandals have been cutting fiber optic cable lines in four east bay cities and in san jose as well. abc 7 news reporter vic lee is

live in berkeley one of the cities where this happened. vic. >> reporter: dan, this is where the first of the series happened here at this intersection at 7th street and grayson street. now, vandals broke into one of the conduit boxes owned by at&t and that's where they cut the fiber optic cables. >> a couple buildings. these guys here and a couple buildings down here as well. >> reporter: it happened april 6 of last year here at the 900 grayson restaurant. phone service was restored in a day but the credit card machine took a long time to come back online. >> when we lose the credit card machine, it's very impactful. it's a little more complicated for our transactions. >> reporter: chris thought it was strange, an isolated power failure. it was not. someone intentionally cut the fiber optic cables near his restaurant. since that time, over the past year, there have been nine other locations in five cities where cables have been severed. they belong to various telecom

companies, including at&t. five locations in fremont have been targets. the southernmost city san jose. in most cases, the cables were in underground vaults covered by heavy manhole covers. some along highways others in remote areas. the acts of sabotage resemble what happened six years ago when vandals cut underground cables at four sites, knocking out phone and internet service to 50,000 south bay customers. at&t did not return our calls today. it's not known if the same people are responsible for the recent sabotage. the fbi is coordinating the investigation. vic lee abc 7 news. the oakland police department is opening up dozens of cold cases and asking the public for help in solving these murders, some of which happened months or years ago. crime victim families joined police along international boulevard to launch this new campaign. some carried pictures of their loved ones. police say it is time for crime witnesses to break their silence

and come forward with information. >> we have to get over this point or we're sitting there and just saying, you know what, the person was in the wrong place at the wrong time. we cannot accept that anymore. >> the fbi is funding the cold case campaign. oakland police will use the money to put up billboards and set up a website for information on the cold cases. police searched a residential neighborhood in hayward this morning with guns drawn. they arrested three men but no word on the charges. the streets were closed down around wright drive and west winton avenue. they combed the area with search dogs. one of the suspects was bitten by a police dog and taken to the hospital to be treated. the chp is trying to track down the owner of a car that was likely pushed down an embankment and set on fire. sky 7 hd was overhead just outside castro valley. the california highway patrol said the car plunged about 75 feet and caught fire.

alameda county fire department responded and tweeted out that picture, that video. nobody was inside or near the car. authorities say that such incidents are not uncommon in that area. san jose has won a court ruling today that forces builders to include affordable housing units in their construction projects. the california supreme court decision is expected to make it easier for cities with housing shortages to make developers build or may for affordable housing. we'll hear more from lyanne melendez at 6:00 on how this ruling is likely to impact the housing market. turning now to basketball and the golden state warriors. if they win tomorrow night you know there's going to be a lot of celebrating in the bay area. we're not quite there yet, but there are some signs the city of oakland is planning a victory parade. carolyn tyler joins us now outside city hall. carolyn? >> reporter: well, cheryl, there is such a thing as putting the cart before the horse, so they are understandably hush-hush here at oakland city hall. but at the same time, you have

to prepare. if the warriors end a 40-year drought, the city of oakland is ready to make them the toast of the town. >> this city is absolutely prepared to celebrate our warriors oak town style. >> reporter: exactly what that means the mayor is not saying, but there are clues a parade is in the works. these no parking tow away signs for later this week lining broadway. one in front of a magazine shop. >> it's good for the business. people coming in. we've got a lot of warriors stuff and we okay if they close the street. >> reporter: he says the city hasn't told him what's up, but oakland police tell us they're ready to handle celebrations at the arena and around town tomorrow night if the warriors win and have also been prepping for a parade. >> we have put into place plans and strategies logistics that will help us to manage working with other law enforcement

agencies and other city services. this is very positive for the city of oakland. >> reporter: the last official oakland sports celebration was this rally at jack london square to celebrate the a's world series win over the giants after the 1989 earthquake. and now there's another team bringing the city together. >> oakland. do you hear me now? oakland. >> reporter: in oakland, carolyn tyler, abc 7 news. well the warriors are already in cleveland getting ready for tomorrow's game. the team left from the oakland international airport this morning. the players were in a good mood. they had a big win last night. steph curry is making a hackett of munching on popcorn available at the terminal as he boards the plane. a little snack before he flies. if all goes well the team will return on the same plane with an nba championship trophy. >> we hope. abc 7 news was at san francisco international airport when several sports celebrities were heading to cleveland for game six and that included espn nba analyst doug collins, former nba

he salvaged a program that changed the lives of hundreds of thousands of undocumented immigrants who were brought to the u.s. as children. abc 7 news reporter sergio cantana is in the newsroom. sergio, this program is still facing legal challenges. >> reporter: that's right, cheryl. this program is called daca. it stands for deferred action for childhood arrival. it helps people who were brought to the united states as children stay here. they recently stopped the expansion of that program and that decision may be causing some confusion for applicants. this was an event organized by the consul general of mexico, commemorating daca. the consul general of el salvador says her country represent the second largest group of immigrants in the bay area. >> they can apply to different jobs and they're just more confident. >> reporter: a federal judge in texas recently prevented the obama administration from expanding the program, which is aimed at people who were brought to the u.s. as children and grew up here.

today's event is an effort to educate potential daca applicants that even with this court action, foreign nationals can still apply for the original program. >> the daca requirements that were in place in 2012 are still in place, so those who are eligible for the 2012 requirements can still apply. >> reporter: the president's efforts to issue consecutive orders over immigration is controversial. opponents say the president is pandserring to a key political group, latinos and is making an already broken immigration system even worse. >> i don't think there should be a daca act if you will. we're not thinking about our own kids first. we have to think about our own kids who want to get into schools. there's only so many seats available. >> reporter: but those who have benefited from daca, like ifring velasquez says daca has helped make people productive members of society. >> we're just here to work and provide to this country. >> reporter: he says he was able to complete his degree at san francisco state and is now working and paying taxes here

legally. sergio cantana absencesc 7 news. the supreme court says a fremont woman cannot challenge the government's decision to deny her husband a visa. the justices ruled that she had no basis to protest after the visa petition she filed for her husband was rejected in 2009. she's a naturalized u.s. citizen and he's from afghanistan. today's decision reverses a san francisco appeals court ruling that she deserved a fuller explanation for the visa denial based on her marital rights. california is a step closer to having a new budget. the assembly and senate approved a record $117 billion package this afternoon. the plan calls for more spending on health care, welfare and child care. it also sends billions more to public schools. legislative leaders are still negotiating with governor brown on a deal they hope he will support. brown believes the package overestimates state tax income. some believe lawmakers are simply pushing that package

through today because if they don't, the state constitution prohibits them from getting paid. and by the way republican assemblyman scott will from bakersfield accidentally voted for the budgets. he admits he hit the wrong button because he was focused on facebook. gap is trying to turn things around. the retailer plans to close 175 stores in north america. that number anyway most of them by january of next year. the stores have about $300 million in annual sales. that's out of gap's total of $16 billion. the closures are based on factors like location and performance. gap also plans to layoff 250 workers at its san francisco headquarters this year. palo alto-based tesla has big road plans. the electric car company's ceo says today he wants one million tesla cars on the road by 2020. right now tesla has the model s sedan, but the model x crossover is scheduled to debut later this year. a mass market affordable car

that sells for around $35,000 is expected in 2017. and while tesla ramps up sales goals honda announced it is pulling the plug on its accord plug-in hybrid, civic hybrid and it's compressed natural gas civic. honda says it's just a result of slow sales. this is video from consumer reports. the automaker will now focus on a new generation of vehicles including a hydrogen fuel cell car, which is due out sometime next year. you could get some new privacy protection when you use google and facebook if the california-based group gets its way. >> michael finney is here to explain what this consumer watchdog is proposing. >> yeah, this is interesting. there's a possibility you might be able to soon tell internet companies to stop spying on you. the federal communications commission is considering a petition that would force tech giants like google and facebook to honor requests not to track your internet activity. those doing the tracking say following you around digitally allows them to send you ads that are more relevant to your interests.

that means they wouldn't waste your time. currently those companies are not required to honor do not track requests that internet service providers must. consumer watchdog says all the companies collect the same type of private information so they should operate under the same rules. add a teen driver to your insurance policy and be ready to pay nearly double. a new study by insurancerate.com finds families in california see their auto insurance premiums increase 85% when adding a single teen driver. that's the 14th highestin croce in kroescrease in the nation. it's much better than new hampshire where insurance rates go up nearly 115%. rates for adding a young man are higher than those adding a young woman. and if your teen does crash the car, how much will you pay for repairs? as you know estimates vary. now there are free apps to find the lowest prices for car repairs in your area.

automotive expert lauren fitch shows us one called repair pal. >> reporter: every shop could have a different rate so it's really wise to use the internet and shop around. >> another tip, use a plug-in device like a car md to diagnose a problem before you take your car to the shop. that way you're less likely to be sold something you don't need. >> that's good advice. thanks michael. >> michael thanks a lot. well, new water restrictions are taking effect today in san jose. san jose water company is asking all of its customers to reduce consumption by 30% over 2013 use. customers have to fix leaks, broken irrigation systems and plumbing fixtures within 72 hours. they may not water outdoors more than two times a week and they can't water between 10:00 in the morning and 8:00 in the evening. >> while we're talking about our drought, let's focus on our weather forecast. >> hi, spencer. >> hey cheryl and dan. i like to tell you there's water telling from our skies soon but i don't see that in the meds

forecast future. here's live doppler 7 hd. we've got mainly sunny skies at the moment with a few clouds around and some low clouds at the coast which will increase as we get into the evening hours. and it is breezy gusty as a matter of fact. we have gusts right now up to 26 miles per hour at sfo. only 16 at half moon bay, 24 at san carlos, 35 at fairfield so pretty breezy across the bay area in general. here's the view at sfo with a few clouds gathering overhead. it's 58 at san francisco, 66 at mountain view and san jose 77 in morgan hill 55 at half moon bay. here's a nice view looking along the bay bridge from our south beach camera mainly blue skies over the bay right now. 74 in santa rosa, 68 in napa an petaluma. fairfield checking in at 77. 73 at concord and livermore. and as we look at the western sky from emeryville here's a look also at our forecast features. we'll see clouds moving yenland tonight. that's happen right now in patches. warmer in most areas tomorrow and we'll have a big warmup at the end of the week going into

the weekend. here's one reason for the warmup. looking at the satellite image you see a large ridge of high pressure developing and that's going to generate a warmer pattern that will continue this woke and right on into the end of the week. here's how the seven-day high temperature trend looks for downtown livermore this week. livermore will have a high of about 90 by wednesday. temperatures will drop a few degrees on thursday and then bounce back as we hit the weekend, peaking on saturday with about 94 in livermore. this is the pattern most of our inland areas will see in terms of high temperatures over the next seven days. overnight look for fog at the coast and moving locally across the bay. low temperatures will be generally in the mid-50s overnight. then tomorrow in the south bay sunny and warm. we'll see highs of 80 degrees at san jose 85 at los gatos. on the peninsula we'll see highs of 74 at san mateo, 76 at palo alto. low 60s on the coast tomorrow at pacifica and half moon bay with fog, i might add. downtown san francisco will see a high of 65 tomorrow. up in the north bay it will be

sunny at the coast as well as inland. we'll see highs at the coast in the low 60s at stinson beach. mid to upper 80s inland at santa rosa calistoga, napa and mid-90s tomorrow expected at ukiah, cloverdale and clear lake. east bay highs tomorrow, mainly 70s. low to mid-70s. 72 at oakland 75 castro valley and fremont. and the inland east bay will be warm with highs in the upper 80s at concord, walnut creek and livermore, 91 at antioch, 92 at brentwood. here the accuweather seven-day forecast. once again, you see temperatures area wide dipping a few degrees on thursday, bouncing back on friday. saturday will be the warmest day generally across the bay area in the seven-day forecast period with highs in the mid to upper 90s inland on saturday, mid-80s around the bay. father's day is looking great on sunday. low 90s inland and sunday also marks the arrival of summer. summer solstice will occur 9:38 a.m. pacific daylight time. >> and father's day. >> and father's day, yes.

honor of a man who helped shape the city. leroy king died friday at the age of 91. king was a long-time labor leader in san francisco, bringing labor and black churches together when he ran the international long shore and warehouse union. he helped establish the jazz heritage center in san francisco's fillmore district and also the carousel at yerba buena gardens is now named in his honor. well officials in santa clara county held a training session today to prevent domestic violence homicides. abc 7 news was in san jose for this training, which aims to connect victims to services and resources to get them the help that they need at such a terrible time. doctors spoke about one major signal experienced by many domestic violence survivors before things escalate even further. >> most abused women call it choking. that happens to as many as 20% of abused women, more if they're at high risk for homicide. so that's a very important

danger signal. >> a partnership between law enforcement and nonprofit programs helps to encourage victims in high danger to look for services to prevent serious injury or even death. the college board has admitted it will not score about a fifth of the june 6th scholastic aptitude test because of a test timing error. test bok lets said students had 25 minutes to complete the section but the instructor's manual only allowed 20 minutes. they are now calling on the college board to offer a chance to cancel scores, get a refund or take another s.a.t. for free. construction work is under way in napa to replace a bridge damaged by a magnitude 4.1 earthquake last month. the oakville crossroad bridge is closed after part of the foundation sank nearly four inches, pulling apart old cracks. the bridge crosses the napa river and it is nearly 100 years old. it was already scheduled to be replaced this summer. crews in san francisco are quickly working to remove sand
