well very good tuesday morning to you. we actually begin with a tropical storm making a bee beeline for texas blowing ashore with torrential downpours. >> tropical storm bill that's the name formed in the gulf coast overnight poised to unleash nearly a foot a foot of rain drenching houston and dallas and louisiana before moving into oklahoma. many areas already devastated by last month's killer floods. now bracing for more. here now abc's lana zak. >> reporter: stranded bus, flooded streets, this is the scene in texas which is still recovering from may, the wettest month on record. and now this morning, a new weather woe, tropical storm bill. at this command center the storm's every move is being closely monitored. more than 200 people are tracking the storm in realtime ready to mobilize emergency management. >> what we expect to see is

torrential downpours in the early morning hours. >> reporter: it is the latest in a rainy assault on the lone star state. 35 trillion gallons of water, lives lost and $45 million in damage and now the worry that there's more to come. >> everybody needs to pay special attention to those areas that normally flood, particularly the underpasses. we do not want to see a repeat of the tragedy of three weeks ago. >> reporter: tropical storm bill is expected to dump four to eight inches in texas and oklahoma. and the wet and windy weather is also affecting other parts of the country. in downtown chicago this funnel cloud was spotted over lake michigan. lana zak, abc news, washington. bill is expected to move far beyond the gulf coast. this as another storm continues to menace mexico. >> accuweather meteorologist justin povick is tracking it all. justin good morning. >> t.j. and reena, thanks and good morning. well we have a tropical storm now on the board heading toward the texas coastline.

this is bill. the sustained winds right around 50 to 55 miles per hour. heavy rain is the concern and this is the area i'm concerned about later on today. dallas houston, galveston, could see 3 to 4, even 5 inches of rainfall. meanwhile, carlos is churning right along the west coast of mexico expectation with very heavy rain and mudslides. t.j. and reena, back to you. >> justin, thanks so much. on the east coast this morning there are new fears of shark attacks. >> in florida, all st. lucie county beaches were closed after as many as eight sharks were seen near the shore. normally sharks move on and st. lucie's beaches re-open in half an hour but yesterday that was not the case and surprisingly the beaches at oak island remain open after two vicious attacks over the weekend. a 1-year-old girl was the virus victim lost her left arm. may lose her left leg. an hour and a half after that a

16-year-old boy two miles away was attacked sending beachgoers into a panic. >> 911, what's your emergency? >> oh, my gosh. 911. >> hello. >> someone's been attacked by a shark. >> yeah that boy also lost his left arm. experts say to attacks that close together rare. longtime residents can't recall even one attack in the recent past. oak island officials are being especially vigilant now. well new to us overnight al qaeda confirming a u.s. drone strike has killed its number two leader. nasir al wuhayshi was targeted in a strike last week. he led al qaeda in the peninsula and also served once as osama bin laden's personal secretary. well jeb bush has campaign events this week in iowa south carolina and entered the presidential race officially. speaking yesterday in miami, he said america deserves better.

that's a raging wildfire in alaska which has caused the evacuation of not only hundreds of residents but also thousands of sled dogs.

the wildfire scorched an area where many recreationial and competitive mushers live. several lost their homes but rescued all their dogs. about 6500 acres burned and the main highway between fairbanks, anchorage, is closed. a 10-year-old girl has died after a roller coaster ride this weekend on the revolution at magic mountain in southern california and was unconscious when the ride ended. although the park says there's no evidence the girl's death was related to the ride it has been closed temporarily. revolution first opened nearly 40 years ago. employers in colorado can fireworkers for off-duty pot use. that's the unanimous decision of the state supreme court in the case of a fired employee. quadriplegic who had a state medical marijuana card fired after failing a random drug test. he calls it shocking but does not plan to appeal. the stock market back in the red for 2015. it lost more than 107 yesterday

young man bit him. well there's a major medical response at the los angeles airport of a dozen passengers became ill on board a flight. the victims were suffering symptoms of norovirus all stayed at the same resort in fiji. most checked out and allowed to continue on with their travels. one passenger chose to go to the hospital for treatment. terrifying ordeal for a young swimmer in florida. not talking about a shark but a stingray. 11-year-old boy attacked by one. this was at a beach near sarasota. sharp three-inch barbie from the stingray stabbing j.d. deleslin left sticking out from his foot. he was rushed to the hospital where doctors were able to remove it. >> i thought it was like a stick, but it didn't look like it because it had like sharp edges coming out of it. >> he appears to be doing all right now. stingrays can appear almost edge visible. tough to see and in florida's

abc7 news begins with breaking news. >> morning, i am eric thomas at 4:29. >> in berkeley an apartment building balcony collapsed. at lost five people are dead. self more are injured. amy hollyfield is at the scene. amy? i spoke to man who drove people to the hospital. the victims are from ireland and he said they are in their early 20s. he does not know if they are foreign exchange students but they all know each other and they are very distraught. the balcony did not detach but folded over at 12 41. five people were killed. four died at the scene. another die at the hospital.

police are trying to put together what happened. they say the people on the third floor below were the victims were not at home. >> >> we are trying to determine where everyone was and it is hard to say how many may have been on the balcony or if anyone was below that was injured. that is something we have to determine. >> eight people were taken to the hospital and this happened at kittredge and howard. this is a look at the collapse, the apartment is modern construction and not an old and dated building. police will work with the building inspectors to try and figure out why this collapsed. this is all developing and it happened a few hours ago and we will be on the scene through the morning as we bring you
