fire broke out after 5:00 this evening on main street near 100th avenue. that is southeast of the coliseum complex. a new study points out why racial disparities in the criminal justice system concludes african americans are being arrested and convicted at higher rates than whites. vic lee is live with the story. vic? >> reporter: the public defender heads the group and claims the report shows that racial profiling is rampant extending from the street, into jails and court systems. reaction among the public who attended the meeting was fast, and furious. >> if it was you, and your children, and you're not black, this would be a state of an emergency. >> the report shows that while san francisco's black population

declined to only 6% they're now 40% of those arrested. 44% of those booked into county jail and 40% of the defendants convicted in court. public defender co-chairs the council, the group that commissioned the study. >> shows that african americans are seven times likely as whites to be arrested, 11 times as likely to be booked into jail. and ten times as likely to be convicted of a crime. oom said the solution was prevention. getting jobs for young african americans who might turn to crime. >> we don't feed more jails. >> why are the youth not getting jobs? >> members of the council said reforms were needed to remove the disparities. >> what it is is another reminder of how urgent the need is to act on issues identifying

a fake offer you may have received in e mail unfortunately played out in real life for one man. >> now easy it is to get duped. >> yes. this is real old school stuff the victim left wondering how he fell for an obvious scam. all he knows is that he's out ten grand. 74-year-old many recalls walking to his car. a man who claimed to be from sierra leone approached many and asked for a ride to a church. he claimed he wanted to make a donation to the church. many who asked us not to use his name or show his face agreed. . >> i thought i was being a good samaritan. >> kofe showed manny a bag full of money. he explained he needed money

distributing money to charities. outside of the church they encountered a man named james. he would give them $90,000 each, they can distribute $70,000 and keep the remaining $20,000. >> he was saying he cannot bring back the money he have with him because it will be confiscated or will be killed by the military in sierra leone. >> both were asked to get a large sum of money to prove they trusted kofe. james returned with $40,000. >> he said stay out we'll bring the money around if you trust us, you can leave your money with us. >> kofe and manny walked around the bhok with the money before giving to it james. manny brought back this receipt showing $23,000. kofe insisted on cash.
