and protecting property in the area. >> just looking at temperatures online here. 97 degrees in that area really hot conditions out there. and looking at the flames it does appear like they are being wind whipped somehow whether it is the flames creating the wind or there is wind in the area. any word on the conditions and what firefighters are facing? >> it is extremely dry right now in that area and all over the bay area because of the drought. the grass is extremely dry. if it is windy it is just going to go right up. so -- >> thank you so much. i know you have a lot of work to do. we appreciate you taking time with us. again, there is a fire burning in antioch with the east bay regional park district joining us to update us on that. we will continue to follow this on twitter. >> we need to check on weather conditions out there. we will check in with sandhya patel. it looks like conditions are rife for something like this to happen there. >> as you take a look at

conditions in the antioch area it is hot and dry. 94 degrees right now. relative humidity is running low. 23%. the wind is calm, but keep in mind that the wind has been about a mile, two miles an hour and then relaxes. when it is out of the north northwest it will push smoke towards the brentwood area. i think the fire that sky 7 hd has been showing us there is really creating wind and of course as caroline mentioned drought education does not help. any fires that do start will rapidly continue to spread. just keep that in mind. i will be back with a look at hotter conditions expected to hit the bay area tomorrow coming up. we're going to continue to update you on this breaking fire in the east bay. abc 7 news at 5:00 and on twitter and we're not

encouraging you to go to the area. please stay away if you can. if you have pictures and video to share please post it with the hash tag abc 7 now. thanks for joining us. i'm matt keller in for dan ashley. >> we appreciate you joining us. that fast moving wildfire now in los angeles in southern california from north to south spreading a lot of fear tonight. the flames have forced 1,000 people from their homes. >> the fire is pushing towards neighborhoods. there are a lot of air drops. that is one of the freeways. 14 and i-5 are impact by this. they blocked off traffic. you can see how large the flames are like down here in northern california and southern california especially near the grapevine and in the mountains dealing with dry conditions and windy conditions as well. >> and wild life is effected. dozens of horsts were evacuated. we are taking a live look right

now at this big fire down in southern california. this is an intense fight for fire crews because you can see the terrain is rugged and the conditions. two firefighters have suffered injuries. they are going to be okay. planes are dropping thousands of gallons of water. >> the fire started just after 1:00 and shows no signs of slowing although conditions appear to be improving for firefighters as it appears that the containment of the fire is improving. we don't have confirmation of that yet. just by looking at this and the smoke and the flames we have seen over the last hour from our eye here from the helicopters it does appear to be improving a bit at 5:04 this evening. >> we know it has burned about 100 acres north of los angeles. the story continues to unfold. you can depend on us for updates on air and on twitter. we are learning more about a second drive by shooting on highway 4. it happened last night in bay

point. 19-year-old patty ochillo was killed off of highway 4. the first shooting was saturday. those crimes shattered the sense of security in the neighborhood. wayne freedman has more. >> reporter: along highway 4 around bay point there are no sure things these past few days especially in terms of arriving at your destination without worrying about somebody shooting at you. >> it wasn't like this. it is scary. >> reporter: that is the new reality after two fatal shootings since last weekend. 20-year-old thomas men dez died while driving home from work. last night another shooting that killed 19-year-old patricia ochillo. the sheriff's office describes the shootings as gang related. >> what concerns me most is local gang members have no fear

and no worry about going out and doing this type of thing. i want to make sure the citizens of this community are safe when they are driving up and down the roadway. >> reporter: the sheriff's office says it doesn't have suspects nor information about the cars involved. by the time deputies arrived at the scene of last night's shooting only shell casings remained. it appears that a second gunshot victim in the car drove himself and patricia to the medical center where police found not only the victims but their blood spattered vehicle. no wonder local residents remained concerned. >> you have to live your life. >> reporter: the sheriff's department is asking anyone who saw anything to get in touch. >> i'm very thankful that no innocent by stander was struck by a bullet. police are asking for help finding a hit-and-run driver that left a young man fighting for his life.

torres is in critical condition in walnut creek. police say torres was hit crossing the street. investigators are looking for an early 2000 silver or gray nissan altima missing hub cap on the driver's side. >> a young man working a little extra job having a cold beer when he got off of work at 12:30. in the blink of an eye it all changes. family tragedy. >> if you see a car that looks like this call police. a group known as the rainbow girls have struck again in san francisco. an officer was pepper sprayed after trying to arrest three women who allegedly stole merchandise. san francisco police say rainbow girls have been targeting stores for more than three years. in february a group stole seven pairs of pricey italian athletic

shoes and ran out of the store. the city of san jose is having trouble keeping veteran police officers on the force for different reasons. now new applicants find they have to pay just to apply. david louie joins us with the story. >> reporter: if you apply to be an officer in san francisco there is no charge. if you apply here in san jose there is a $100 fee, an issue than at abc 7 news viewer brought to our attention and the mayor of san jose didn't know about it. seasoned officers continue to leave san jose so recruitment continues to try to fill vacancies. a $100 fee may be serving as a deterrent. he shared a letter pointing out other cities don't charge fees, this is definitely working against your hiring needs greatly. i have not proceeded forward for this very reason. the police officers association agrees. >> we are at the bottom of the barrel when it comes to benefits

and pay. to have to shell out this money to have an opportunity -- >> taxpayers were surprised. >> i don't see a reason why they should have to pay. >> mayor told us he wasn't aware of the fee. he recognizes the recruit classes aren't filling up. >> we know part of the reason for that certainly has to do with pay and benefits. and we are at the negotiating table now. we need to get the barriers out of the way. >> responsibility for administration. he points out the $100 fee is collected by an outside contractor that proctors written and physical exams for the recruits, a task no longer has staffing to do in house. did offer a tip to get around the fee. >> if you test for the agency and using the same test that we look for we will accept those scores. if you have taken the test in the last year you can submit

flames have gone up to 100 acres and only burning for an hour. >> it started at black diamond regional park and quickly spread. officials say no homes are threatened and they are telling people to stay out of the areas since the fire is picking up a lot of smoke. there is contradiction about whether homes are threatened but they are conducting evacuations. we will continue to bring you updates. san jose police are asking for help to identify robbery suspects seen in this video. it happened around 1:40 in the morning. police say two women were in a parking garage when one man grabbed purses and got away with his buddy. police are looking for the suspects. they are described as hispanic men in their 20s. one man is 190 pounds. the second is tall with a thin build wearing a black striped shirt. if your car is towed in san

francisco you are paying some of the highest rates in the country to get it back. now for one group of motorists those whose car was stolen it appears relief is on the way. carolyn tyler joins us live near the tow yard. >> reporter: back in the 80s and '90s san francisco residents were reimbursed towing expenses for stolen cars. that changed in 2005 perhaps due to the economy. >> my car was stolen yesterday around maybe before 7:00 or so. >> reporter: adding insult to injury he will spend big bucks to get his chevy malibu from the towing yard. every month nearly 200 stolen vehicles end up here at auto return. >> it's a real hardship especially for lower income people who rely on their car as a life line to get to work to have to pay a lot of money to get their car when they didn't do anything wrong. >> reporter: supervisor has

authored legislation with backing of municipal transportation agency. if approved starting this december through next march there would be changing and when the towing contract comes up for renewal it is expected to include the new provisions. the $266 administrative fee would be waived for san franciscans and towing fees waived for everyone. and rather than current four hours to get your car residents will have a 48 hour grace period, nonresidents a day. keep in mind this is only if your car is stolen. most people wind up here for parking illegally. more than 40,000 last year. joey peters was towed this morning on his birthday. >> it was $533. happy birthday. i guess so. i had no idea how much it was. >> i would like to see that change. that is a much broader

coastal spots quite comfortable. let me show you live doppler 7 hd. comfort zone at the beaches where there is fog lingering. just a few patches along the coast line there. highs so far 59 in half moon bay. 95 in antioch. these are not official highs. these are the highs so far. we are looking at a 36 degree spread between coast and inland. 81 in san jose. 74 oakland. 88 in santa rosa. temperatures did come up just about everywhere today except near the coast. you can see the sun is shining. you will be seeing more of that tomorrow. hot inland tomorrow. cooling begins friday and near average temperatures this upcoming weekend. pacific satellite picture shows you what is going to bring us that hot air. it is high pressure over the desert southwest that will shift in our direction. temperatures will soar. you will feel it bay and inland tomorrow afternoon. take a look at the forecast. sizzling with triple digits showing up.

animal services need your help to find a person who killed a 14-year-old dog in walnut creek. the dog was found in a canal. what was done to geno was so awful it has a lot of people in the community worried about their own animals. lyanne melendez reports. >> he wasn't in his bed. i thought he was outside going potty. >> reporter: she says her dog, a 14-year-old australian shepherd went missing sometime late sunday night from their home in walnut creek. the next morning the flyers went up. >> talked to people. no one had seen him, no one had seen any dog. >> reporter: little did the family know geno was a few feet away from their home found in this canal by a worker from the water district. >> the dog was found floating in the canal right at an area where debris concentrates. and they witnessed a piece of

probably shoe lace wrapped around the dog's hind legs. >> this is malicious, horrible sick behavior. and this animal was sweet and tender and kind. >> reporter: animal services is now asking the public for help in solving this case. they are in charge of the investigation. >> we don't have any forensic information so we need someone who has heard or seen anything to help us out. >> there was no need for my dog to die. >> reporter: the dog was found in the area of northgate and walnut avenue. abc 7 news. the federal government is giving california $150 million for drought relief. the majority of the money, 130 million will be used to protect meadows, streams and forests from erosion due to lack of water. ranchers are getting $13.7 million for water storage.
