good morning, bay area. the sun is up. just a few low clouds out there. we'll plan your day ahead. take a look. by the afternoon, the reason why that heat advisory in effect we're hot in spots once again inland. triple digits, even around the bay mid 80s. the coast, the cool spot coming in in the mid 60s. take it easy. >> let's hope that commuters can say the same this morning. taking it easy? >> yes pack the shades if you're heading east. we have a beautiful sight now from the bay bridge toll plaza. headlights are almost like footlights to the backdrop of a beautiful sky in the east bay. we don't have any fog advisories for i-80 although you can see the low clouds. where we have heavy fog is over the golden gate bridge. i'll show you that in my next report. you can see how much clearly it is in walnut creek. southbound 680 moving fine. we do not have accidents at this moment. we just have a bumper in lanes. i'll tell you where coming up. >> thank you. staying cool will be the name of the game today as parts of the bay area climb toward

triple digits once again as drew mentioned. local agencies are step information to help those who might need a place to go. cnn abc7 reporter matt keller live from the campbell community center with more. >> reporter: the sun isn't up yet, and that's a good thing if you're planning on exercising today. we're here at the campbell community center. we have about 30 to 40 motivated people here. temperatures are going to soar today in many part of the bay area. and if you want to work out without an unreasonable amount of sweat now is the time to get moving. having fun can come at a price. in pleasanton the first aid station saw a steady stream of people showing signs of heat exhaustion. an elderly woman was rushed in on a wheelchair and a fair worker had to sit under misters after feeling disoriented and nauseous. fsa and 4h members tried to keep livestock cool as well. this morning people exercising know an early start means a safer and more comfortable run. >> it's either early morning or nothing with you? >> exactly, exactly.

yeah. it's going to be a hot one today. so get out here at what 6:00, what are we at? 5:45 or something? that's where we want to be. >> reporter: it was 108 degrees when the 9-year-old little league all stars hit the diamond in livermore yesterday. they canceled practices, but the games went on. in brentwood, the contra loma reservoir was a popular place to cool off in the triple digits. when it opened, there was a line waiting to get in. if you're looking to cool off, many bay area cities have cooling centers. in campbell, the community center on west campbell avenue and winchester boulevard. opens up at 1:00 this afternoon. it closes at 8:00 tonight. whatever it is that you need to do just stay cool out there. reporting live in campbell abc7 news. >> thanks. now here are the five ds of staying safe in hot weather. drink plenty of fluids, even if you're not thirsty. avoid coffee and alcohol. dress in loose, light-colored lightweight clothing. wear a hat and sunglasses, too.

golden gate bridge bridge. 295-cent increase -- the 25-cent increase took place this morning. cash payers pay up to $7.25. those driving in the carpool lane will pay $4.25. golden gate ferry fares also went up starting today by 50 cents. bus fares have natured by 5% -- increased by 5%. the cost of riding muni is going up for many. the discount fare for children and seniors goes up $1. monthly passes increase $1 to $3 depending on the version you visit the basic adult fare will not change. cable cars will cost $7 to ride up $1. >> ferry fares going up from five cents to 40 cents as well. the increase will vary from route to route. according to bay area ferry officials, the hike is part of a five-year fare program to offset projected operating increases. for a complete list of fare increases, go to abc7news.com.

your next trip to muir woods may cost more. the national parks service announced the entrance fee to the popular redwood service near marin will increase from $7 to $10 on january 1st 2016. the marin board of supervisors also approved new parking restrictions yesterday. the plan is to eliminate parking on a road near muir woods and establish a car reservation system. 6:06. today a judge will resume a hearing on a restraining order filed against the alameda county district attorney's office. it was filed by the builders of the berkeley apartment complex where a balcony collapsed two weeks ago killing six people. segway construction wants to keep investigators from examining evidence without them being present. also newly released city records show an inspector hired by building management rated the balcony's structural components in good condition last august. more fallout from a second scandal involving a police sergeant in kensington. people live there are tieing to

get three members of the police board removed. "the contra costa times" reports notices have been handed out, the first step in the process. the trio is accused of mishandling the investigation into sergeant whose gun was stolen during an interaction with a prostitute. he was suspended. the city of oakland has a budget, but not everyone is happy with it. this is video of one of the raucous meetings at the city council. members passed a $2.4 million two-year budget after hours of hearings from residents and nonprofits. the budget clears the way to hire 40 more police officers and gives compensation for employees who took pay cuts during the recession. advocates for victims of human trafficking complained they did not receive enough money from the budget. july 1st is also bringing with it a rate increase for trash service in oakland. the rate for single-family homes is going up 24% to nearly $37 a month. apartment buildings will pay 30% more. today we'll see the start of the

city's zero waste program. composting services will now be available for everyone which means the green bins will be popping up everywhere. today we'll learn how much the 49ers will have to pay in taxes for levi stadium now at that nine verse been there for a full year -- niners have been there for a full year. the stadium will be assessed so the team can begin paying taxes. levi's is used for concerts earthquake games and college football. the stadium was built with $1 billion in loans, most of it from the city of santa clara. the supreme court's landmark ruling legalizing same-sex marriage has spurred a vote today in the episcopalian church. members will vote today on whether to allow religious ceremonies. many churches have been performing civil ceremonies for same-sex couples since 2003 when leader elected the first openly gay episcopal bishop. relief this morning for some 1,200 residents in santa barbara county. they were chased from their homes by a wildfire. all evacuees returned home late

yesterday. and fire crews are reporting 85% containment of the fire near lompoc. flames have charred 320 acres so far. a different story for people in the line of fire in washington state. this wildfire has burned at least 24 homes and forced thousands of people to evacuate. it's burned four square miles near wenatchee. about three hours east of seattle. hot temperatures and strong winds are fueling the flames that broke out sunday afternoon. the fire is just 10% contained. recycled water programs are expanding in drought-starved towns across the east bay. officials in east contra costa county have been hard at work opening a series of recycled water fill station that's will be available to residents from bay point through oakley. recycled water is free and can only be used for irrigation, not drinking bathing, or cooking. brentwood's recycled water station opens severaled weeks ago. 6:09. hot but relief in sight. >> boy, am i glad to hear that.

nearly 2,000 emails overnight from hillary clinton's time as secretary of state. some emails deal with a fax machine problem, other discuss making sure her blackberry is turned on. one asked an aide to bring her iced tea. fairly mundane stuff so far. emails showed that clinton corresponded with senior white house officials from her account. clinton has been criticized for using a private e-mail address and private server to conduct government business. in less than two hours, suspected gunman expected to announce an agreement to restoeb formal reconciliations between the u.s. and cuba. includes the opening of embassies in washington, d.c. and hive. sources tell abc news the opening could come as early as the end of this month. last month the u.s. removed cuba from the list of countries supporting terrorism. two argentinian commercial pilot are out of jobs this morning after they let a "playboy" playmate fly their plane.

they let the model fly the plane with passengers board. they took advantage snapping selfies from the pilots. criminal charges will be filed against the trio. much more on this mile-high safety flap coming up on "good morning america." southwest airlines is coming to san francisco international. the carrier has announced it will begin nonstop service from fwrienk sburbank -- from burbank to sfo. there would be flights sunday through friday and two on saturday, it would be southwest's first since 2011. southwest is the largest domestic airline in the country based on how many passengers they have. now united is the only carrier offering nonstop service from burbank to sfo. a new video this morning of a massive sea turtle being released back into the wild. >> with the help of the u.s. coast guard, the gulf of mexico sea turtle care program recently released this 375-pound leather back 12 miles off the coast of florida. the turtle had been rescued after it became disoriented on the shore.

i'll tell you more about that coming up in my next report. we have pretty clear conditions in most areas. we don't have too many accidents either. just one that's hanging around in american canyon. just look now in the north bay, 101 southbound side heading through san rafael up to 580. and as we move over to the golden gate bridge, take a look, from sun to clouds. tons of fog here as we're coming through the waldo tunnels. also, you know you mentioned something about overheating your car. well, in this heat, it's easy to happen. and i will tell you how to do it how to take care of that coming up. >> sounds good. let's talk about the heat wave. the state agency that controls california's power supply is declaring another statewide flex alert for today as the triple-digit heat temperatures continue. the independent system operator is asking residents and businesses to cut back on electric use between 2:00 p.m. and 9:00 p.m. pg&e urging customers to reduce energy use during the time period when air conditioners drive high energy use. yesterday was the first time cal

iso has issued a flex alert in two years. and happening now commuters all around the bay area are paying a little more to get to work. the price is going up whether you travel by car, bus, or ferry. abc7 has more from the golden gate bridge toll plaza with more. janet? >> reporter: well good morning. all the drivers you see going across the golden gate bridge are paying 25 cents more starting today. here's the breakdown. if you're using fast track, that means you went from paying $6 to $6.25. you'll pay $1 more if you don't have a fast track and you use what's called a license plate account. you'll be billed $7.25 each time you use the bridge. carpoolers pay the least at $4.25. and we just want to give you a heads up. if you get a toll invoice and you don't pay, that means you'll be hit with a $25 fine for each toll transaction. we're joined live with

spokesperson for golden gate bridge. let's start off with why the toll increase. >> well, janet, our biggest cost at the bridge district is our employees. we will about 800 employees from ferry deck hands, bus drivers, and bridge painters. and our employees' salaries and benefits go up over time. so that costs us money. we also have increasing operating costs and capital needs. so as the cost of a bucket of paint or new bus goes up we need to be prepared to meet those needs. the toll/fare increases will cover the budget shortfall. how long will the price hike continue to go up? >> we are in the second year of a five-year plan for toll increases here at bridge. so last year, tolls went up $1. today they're going up 25 cents. for the next three years, they'll go up 25 cents. so while this increase covered our past budget shortfall, when we look ahead five years we're still looking at a $33 million deficit. >> reporter: all right. thank you very much for joining us this cold cold morning at the bridge.

now some other fare hikes that we want to mention happening all around the bay area. aside from the golden gate transchit operates the golden gate bridge and the sausalito and luxembourg ferries, the ride will increase $1 for a roundtrip ticket. the san francisco bay ferry which operates from oakland vallejo prices going up there. and cable car rides prices going up. if you're headed out the door remember to grab your -- the extra cash. reporting live here from golden gate bridge abc7 news. >> it looks like you found one of the few cool spots. thank you very much. if you drive, you may find gasoline a few cents cheaper. not because of a drop in oil prices. rather california's gas tax went down six cents at midnight. the excise tax is recalculated every year based on how much gas we've used the year before. but state leaders warn that changes in supply and demand and fluctuating oil prices could eat up the price drop. there are new details this morning a grass fire near gilroy

being fueled by the heat wave we're having. so far it's burned 50 acres and is 50% contained. sky 7 h.d. captured flames tearing through terrain off highway 101 yesterday. sue the flames. no structures threatened. firefighters are watching for flare-ups from a grass fire in benecia. a car caught fire near the benecia bridge. the flames spread to brush. the highway patrol closed two lanes of interstate 680 for a while. firefighters got the fire under control in less than an hour. a series of water rate increases begins today for east bay mud customers. last month the board voted to add a 25% drought fee on each bill to cover the additional cost of water supplies. the utility also approved an 8% permanent increase to replace its aging infrastructure. starting today the average homeowner will pay about $12 more per month. east bay mud's goal it to reduce

-- goal is to reduce water usage 20% districtwide. someone cut fiber optic cables in the bay area again, and the fbi is investigating. the cords were severed at an undisclosed location in alameda county yesterday. the vandal climbed down a manhole into a subterranean vault and cut the lines. knocked out phone service and internet to thousands of people in the sacramento area. since july of last year, fop tim lines in fremont -- fiber optic lines in fremont, walnut creek berkeley, and alamo have been cut. redwood city tenants hope local city leaders can provide hope now that they're being evicted by their landlord. the families held a rally for support for their situation. rent has been raised on their apartments on quinton street. not only can they not afford the rent, they can't afford to move anywhere else in redwood city. they say they try to cooperate. >> want to meet them halfway. we do not -- we plan on negotiating and not having to go to court. >> we're not trying to be jerks.
