let's see how those damp roadways are affecting the drive. >> let's go outside right now and see how things are moving. we'll going to take you into san jose on 280. northbound side, your lights pushing and traffic very light this morning. as you come in from emeryville, very light conditions but you might some patches of wet roadway as you travel right through. we have breaking news in washington, d.c. you can see video here of some emergency vehicles in the area of the navy yard in d.c. there is a report of an active shooter. no casualties reported at this time. police cars obviously seen in the area with sirens on rushing to the area. in september of 2013 there

was another active shooter incident in the washington navy yard. that person actually killed 13 people. the shooter was also killed in that incident but this is another incident that is unrelated at this point. we'll let you know more when we get more information. >> affiliate wusa channel 9 in washington, d.c. says that an employee inside the navy yard reports that alarms are sounding and the buildings are on lockdown. these are live pictures here so you can see that they are still bringing emergency vehicles to the scene, armored vehicles to the scene as well. we're waiting for more details into what what is taking place inside the navy yard there in d.c. we'll update you throughout the morning here on abc 7 news. other news at 5:02. get ready for the possibility of higher electric bills for bay area homeowners. the public utilities commission is set to do a revamp of rates.

we will explain. >> reporter: first it was conserving water and now you may have to conserve power usage as well. under this new proposal, resident shat customers could see their power bills surge by as much as $10. the proposal came out just yesterday by two state judges. low income families served would be charged a minimum of $5. a majority of californians served would pay at least double that amount. under the proposal officials also hope to tack on a surcharge for the highest energy users. the state public utilities commission is expected to vote on the issue tomorrow on the eve of fourth of july. the move is being met with a lot of criticism. critics such as the sierra club says raising power rates hurt low income family and punish low energy users. critics say the vote is coming down on a day most people won't

notice because they will be busy with fourth of july preparations. developing news, police are trying to determine this morning if a man they have in custody is the one who shot a woman san francisco's being near 14. she was visiting the scenic site with her father. police later stopped a man who fit the description provided by witnesses. investigators are not said if he was arrested or if he killed her. they don't know what the motivation is behind the shooting. a woman was shot at a motel 6 on commerce boulevard. officers got to a scene after receiving a call around 2:00 this morning. the woman in her mid 20s was taken to the hospital with two gunshot wounds. her condition is not known at this time. witnesses told police a man was seen leaving the motel on foot.

>> some redwood city tenants will meet with council members today hoping to get some help about their eviction. they were given evacuation notices after they were given a rent increase. eight of the 18 families have decided to stay despite the eviction notice. president obama will travel to wisconsin to talk about a new rule that will make more minimum wage workers able to earn overtime. many employers trying to get around paying overtime by designating their workers as managers. this will stop that practice. residents will pick up the pieces in missouri due to what many believe is a tornado. the helicopter caught transformers blowing up.

the storm also brought hail and flood waters to the area. a flash flood warning is in effect for parts of the show me state. we saved 29% more of water in may compared tie year ago, that's well above the 25% governor brown asked for in april. state water officials say a cooler and wetter may might have helped. hillsborough was the big saver. overall water use in the area was down 32%. people used an average of 66 gallons a day. that's the lowest for any part of the state except the north coast. believe it or not it's july and you may have slick roads out there. >> it's tough to believe especially in july when we typically don't see any moisture in many of our cities across the bay area but this moisture is helping to wipe out the extreme heat we've had the last couple of days. we've show you a little bit of green on the screen. light drizzle at this hour and it's confined to the north bay

even some light showers around petaluma. there will be some damp roadways in spots. it won't be everywhere, but it is helping to keep our heat in check today. take a look at live look outside. you do notice a a little bit of cloud cover on the horizon. it's rather cloudy by the lunchtime hour and by 4:00 more in the way of sunshine but the clouds early on will help to keep us on the cooler side so not as hot today. you see our inland location only topping out to the lower 90s. by evening hours lots of sunshine just a few clouds up there and temperatures ranging from the 80s inland and the bay in the 70s and the coastal will be in the mid 50s. it's going to be a little bit cooler. >> it's going to be nice. >> you are still going to need the sunscreen. >> of course. you can always get burned. >> absolutely. if you are going to go to the fair, that starts today pack the sunscreen.

listen to drew. at the bay bridge toll plaza, the collars have cleared -- the cars have cleared out. we do have areas where you are finding some spots of green as we track weather and traffic together. we do not have particularly wet roadways but what we do have is some construction eastbound of i-80. from the truck scales right up to isabel avenue. that's going to last until 6:00 this morning. westbound direction 35 miles per hour as you continue from tracy over to the passe, that area of green, that is a little bit of wet weather hanging over the hillside. drive time traffic right now 42 minutes despite that slowing over the past. 101 to the airport all at top speeds. thank you, it's 5:08. >> bubble wrap is losing its

washington, d.c. xing this is the washington navy yard. you are looking at live pictures here and there are reports that the park police have responded to an active shooter scene at the washington navy yard. a call came in about 7:40 their time this morning, so that is 4:40 our time this morning. police have closed down the streets around the navy yard. no reports yet of anyone wounded and even the navy at this point is saying no incident can be confirmed as of yet. you may report about two years ago there was another active shooter at the washington navy yard who claimed 12 lives before taking his own. a bad week continues for donald trump this morning. hotel properties owned by trump have become the latest hacked. they suffered a data breach. it may go back as far as february. trump is running for president. he has been dumped by several networks and sponsors have

making inflammatory comments about illegal immigrants from mexico. ferry capsized in philippines. 180 passengers and crew members were on board when it overturned. officials say the boat went down minutes after it left a central port in choppy waters. crews have rescued at least 118 passengers. survivors say the bow of the ferry suddenly rose from the waters before it flipped over on one side and began to sink. whole foods, two top executives admits some of their stores did overcharge some customers. the company has posted a youtube video apologizing. an investigation in new york city revealed pricing errors at whole foods stores there. some of their fresh products were not weighed properly. we were told this type of error is common.

watching is some drizzle, some modern pops of rain. we go norlingt of santa rosa. heavier showers have developed right near mark west springs road. take a look at that. on drizzle watch for at least the next couple of hours. some of the roads may be damp. >> it looks like they are drying out this morning. if you are on those country roads that you saw on drew's map. you might want to use a little bit of caution. golden gate bridge, travels are good. you can see the clouds hanging over the north way. it's not affecting or impeding visibility. walnut creek, it's starting to slow down just a touch as you move closer to main but it looks like the rest of the drive is clear and accident-free.

thank you. breaking news, we had reports of a gunman at the navy yard in washington, d.c. they are setting up a live report here and a lot of police in the area but we did just get word that although the navy yard was put on lockdown, park police advise that the buildings have been swept and there are no threats at this time. why this looks like a false alarm, abc news reporter is saying that the response from police was massive. police and s.w.a.t. teams were everywhere, and it goes to show you that they are really nervous right now because september 2013 there was a lone gun man who went on a shooting spree at the navy yard killing 12 people. the suspect was killed with a fire fight with police. we'll bring you any new developments. reporting continues now on twitter at abc 7 news bay area. police questioned a person of interest for the shooting death of a woman in a popular

tourist area in san francisco. abc 7 news reporter amy hollyfield joins us with more. >> reporter: this is the area where you would expect you would hear about a shooting we're on the embarcadero from mission. this happened at 6:30 last night. we had some amateur video that was taken by a witness right after this shooting happened. shot from a 15th floor apartment. a 43-year-old woman was shot and killed who was visiting the site with her father. several witnesses try to help the victim. >> video surveillance cameras all throughout. so once we gather all the information and we could see the video, we will able to tell the story and find out exactly what happened, why it happened. >> detectives did find and detain a man who fit the description of the perp who may

have shot her. they have not said whether he was arrested or if they believe he killed her, and at this time they have not said what they believe the motive was behind the shooting. reporting live in san francisco, amy hollyfield, abc 7 news. this morning, san francisco police are investigating a motorcycle accident that sent four people to hospitals. police say the motorcycle hit a group of people in a crosswalk as they crossed market street just after 9:00 last night. witnesses say the motorcycle was speeding up third on to market street. one man was just feet away when his friend of hit. >> the motorcyclist kind of jumped on to the curb. he's 30 40 miles an hour. jumps on the curb. hits our friend. she calls face forward. he hits the news stand right here. >> four people went to the hospital, including the motorcyclist. one person has life-threatening injuries. firefighters are looking at

what caused a commercial building in petaluma burst out in flames. it houses several businesses. the fire was knocked down quickly. there were no reports of any injuries. in southern california crews this morning are battling a fast-moving vegetation fire in moreno valley. it started around 8:30 last night. 175 acres have burned so far. the flames are moving toward lake ferris state park where campers have been evacuated. the cause of fire is under investigation. on the investigation into the fatal balcony collapse in berkeley a judge is set to have a hearing regarding construction. segway construction said the

d.a. rejected its demand to have its experts present during the investigation. the u.s. justice department will not file charges against a sonoma county deputy when he shot and killed a 13-year-old boy, andy lopez. lopez of carrying a toy gun that looked like an a.k.-47 as he walked down a sidewalk in santa rosa. residents were outraged by his death calling him the victim of racial profiling. the deputy who fired the fatal shot said he thought it was a real assault rifle. 300 people attended a rally to show their support to the lgbt community and to a mural illustrating gay life. the mural has been up for only three weeks and has been vanl

it looks like a big lightning bolt. when you see unusual weather where you live thork or any time take a photo and share it with us, using the #abc we'll show you we are tracking some small pockets of moisture. this is rare for the month of july. many spots the entire month go without any measurable precipitation. this is welcome news. we'll zoom into the north bay. this is north of the santa rosa you do know where those pops of yellow are that's where we're seeing more mad rat rain. it is moving to the north. the heaviest or the steadiest of the rain 31 minutes right now now. and 61 minutes from now in giersville. you'll see this moderate amount of showers move into your neck of the woods.

a new report finds violent crime has dropped in california to the lowest level in nearly 40 years. according to a report from the department of justice, there were more than 151,000 murders, robberies, rapes and assaults last year. that's the lowest number since 1976. the state's population has nearly doubled since then and good news for the bay area, "the san francisco chronicle" reports that homicide rates have dropped by 28% in the past two years and the bay area's 15 most populous cities. police in the bay area hope surveillance video will help them catch vandals who are responsible for releasing more than 49 million gallons of fresh water into san francisco bay.
