together, we're building a better california. good afternoon. i'm cheryl jennings in for ama daetz. >> i'm larry beil. the woman killed in a tragic shooting has been identified. police say a gunman shot and killed kate stimely last night. abc 7 news reporter vic lee live in san francisco with what we are learning about the man who has been arrested. >> reporter: that is where she was shot and killed the pedestrian pier behind me. police just ended a briefing here at pier 14. they announced the person they detained last night, the person of interest was, in fact, charged today with her murder.

it was a combination of good police work and a lot of help from citizens who provided leads like the description of the suspect and cell phone video and photos. a police boat dragging sonar equipment cruised slowly around the pier looking for the gun used in the shooting. divers put something in a box but police would not say if that was a gun. police believe the suspect tossed the weapon into the waters after shooting kathleen steinly. the medical device sales repwas shot around 6:30 last night as she strolled down the pedestrian pier with her father. you can see by standers trying to help steinly. >> there does not appear to be connection between the victim and the suspect. at this point it appears to be a random shooting incident. >> reporter: at the time about a

dozen people were on the popular pier. police descended on the area after they received numerous 911 calls. investigators quickly e-mailed two other officers cell photos taken by witnesses of the suspect who is today charged for the murder. they found sanchez about an hour after the shooting hiding in front of this restaurant on the corner. bartender saw the take down. >> we just saw like a guy on the floor and a cop pointing a gun at him. my boss saw another guy running across the street with the gun pointing down. >> reporter: steinly lived across the street from where he was arrested. police say sanchez is on probation in texas. our sources tell us he has been deported to mexico several times and his rap sheet includes aggravated assault. kate steinly grew up in pleasanton. >> the brother and his wife were

expected to recover. nobody else was injured. san francisco police are trying to unravel a crash that sent three people to the hospital last night. witnesses say a speeding motorcyclist crashed into two pedestrians and one has life threatening injuries as a result and went to surgery earlier this morning. the motorcyclist was hurt. also a bicyclist recovering after a hit-and-run driver smashed into her along the stretch. witnesses say a white car was driving the wrong way on the one way alley when it plowed into the woman. the impact might have shattered the car's wind shield. this happened just before 8:00 tuesday night. the latest in the deadly balcony collapse. today a judge denied the request to issue a restraining order against county prosecutors. the contractor wanted to have company representatives on hand

while evidence was gathered or tested at the scene. >> that would be out of the ordinary. i think the judge made the correct ruling. we want to conduct an investigation and do it fairly and impartially and we have that responsibility to everybody involved. >> six people died and seven others were hurt when the balcony gave way. most victims were irish students. you are not going to see these fireworks because oakland police seized at least $50,000 worth of rockets and explosives from a house on 82nd avenue. police and firefighters say this is the largest cache of fireworks seen in oakland. they arrested two men facing multiple charges. this morning's raid ends a long investigation. heading into the fourth of july holiday weekend authorities

presence after early morning report of an active shooter. this complex went on lockdown. >> we were about to go through the front gate when all of the police came around and we sent text messages to say there was a possibility of something going on. >> reporter: after a sweep no threat was found and all clear was given. for many workers scary flashbacks to 2013 with 12 civilian workers killed in a shooting rampage. >> it would have turned into september 2013 with aaron alexis you would need a large presence. the combination of location and july 4th. >> reporter: the incident as officials are warning about potential for terrorism. a bulletin was sent for law enforcement agencies to be on high alert for possible isis inspired attacks. preparations are underway in washington for this weekend's

july 4th festivities and fireworks. thousands are expected to pack the national mall. >> we operate here in washington, d.c. elevated threat level at all times. >> reporter: officials say there is no specific credible threat but they are warning americans to stay vigilant and if you see something say something. reporting live from washington abc 7 news. >> thank you so much. turning now to our weather. lightning might have started this brush fire. sky 7 hd was over the regional wilderness this morning. it broke out about 4:40 this morning. the fire burned 45 acres. it's about 50% contained. no injuries are reported. check out this spectacular lightning show in the bay area. this is what it looked like in almeida county as the sky lit up in livermore. drivers saw rain while going through the pass on interstate 580. and lightning strikes hit fresno including a huge bolt

caused by our sister station's downtown camera. power in the area went out for a bit after that bolt hit a transformer. >> so the question is will we see more lightning here in the bay area? rain perhaps? >> how about sprinkles? >> sprinkles are a greater possibility. chance of anymore lightning and thunder here is greatly diminished but doesn't mean it cannot happen. you can see that we still have a rather unsettled pattern. we have clouds around, some light areas of sprinkles and thunderstorms still rumbling. let's take a closer look at the bay area where we have some light sprinkles over on the north bay coast right now. again, these are widely scattered pockets of sprinkles. nothing well organized. you see the directional flow here from southeast to northwest mainly over sierra and you see pockets of showers moving away from monterey bay. here is a look at our 24 hour temperature change.

it has been quite a cool down here. 12 degrees cooler in livermore than this hour yesterday. ten degrees cooler in concord. no change at half moon bay. generally cooling has begun and will continue into the weekend. it is a bit humid. dew point temperatures are a bit elevated. that sticky feeling but we are not in the oppressive range yet. on we go. we still have some scattered areas of sprinkles pushing through the bay area. pattern may continue overnight. we are not likely to see anymore lightning strikes. i will show you what is coming our way for fourth of july weekend in a moment. going down to the river. still ahead the changes fourth of july campers will notice at the river because of the drought. what is behind the series of shark attacks off the north carolina coast. marine experts weigh in on these attacks. >> obviously no contest.

seven people have been attacked in north carolina over a period of three weeks. the latest survivor said he wouldn't be alive today if he didn't get help right away. what is being done to keep people safe. >> reporter: another victim recovering after being bitten repeatedly by a shark along the north carolina coast. >> walked into the shore and that's when the shark bit him and pulled him under. >> former boston herald editor attacked in just waist deep water. air lifted to a nearby hospital where the 67 year old is being treated for bites to rib cage, hip, and hands. it is the tenth attack in just the past three weeks. >> it's just so unusual the

number of attacks that we have had recently. >> reporter: on tuesday 12 year old was bitten in south carolina while wading in knee deep water left with the painful evidence of the scare he survived. >> i felt just a fringe of pain in my leg. and i like looked back and saw the shark swimming away. >> reporter: experts looking into patterns that could be to blame for this record breaking number of shark bites. >> we have a perfect storm underway of a variety of environmental, biological and human factors. >> reporter: as north carolina's governor says he is working with safety officials to figure out what can be done to protect people visiting his state's beaches. >> not too far. stay close. >> reporter: so far officials haven't closed beaches but the governor says they may consider putting restrictions on fisher men who could be luring sharks close to popular swimming areas.

>> so scary. the national jobless rate is now at a seven-year low. the labor department says the unemployment rate was 5.3% down from 5.5% in may. 223,000 jobs were gained last month but officials say the rate dropped because of people out of work looking for a job. stocks closed slightly lower today as investors reacted to a mixed jobs report on news that greece's finances are getting worse. the dow fell closing at 17,730. the nasdaq fell to 5,009. president obama says there is more work to do to increase americans' wages. the president visited wisconsin promoting a labor department plan to make more workers eligible for overtime. >> we are making more workers eligible for the overtime that you earned as one of the single most important steps to take. it will give as many as 5

traveling as far as eight miles in six hours. and the good news is they are doing it even in a drought year against many odds. have you ever seen this river low? >> never. >> reporter: you are looking at a flow of roughly 15 cubic feet per second. water released from the lake that serves drinking needs agriculture, recreation and fish returning to spawn. here is the woman who controls the faucet who runs operations for sonoma county water agency. >> my biggest concern is that we preserve enough water for the fish coming back in the fall and, of course, if there is some -- doesn't rain again this winter we need water to carry over to next year. >> is there enough? >> at this point we think there is enough. >> reporter: the plan to keep water flowing at this level all summer. it's a bit shallow in places maybe more than for rafters.

>> on our section of river there might be two or three spots where they have to pull the boat five or six feet. >> reporter: it beats the alternative. this is what compromise looks like, still wet and flowing, the kind of damper you want on a fourth of july weekend. the lake does feed that river and the lake is extremely low, so low that officials are saying within two or three weeks it may close to boating for the duration of the summer. enjoy it while you can. >> thank you so much. look at the weather now. and it's been so bizarre. we had two sweltering days. yesterday we had drizzle and today it is like mugginess. >> reporter: it is muggy. we have had elevated humidity. that is going to go away tomorrow. drier air mass comes in tomorrow. the cool down will continue into the weekend.

not elderly and likely exposed at a medical facility where five cases were reported. a new study finds texting may be all it takes to get college students to drink less. can a daily shot help you lose weight? >> daily shots of the drug recently approved by the fda helps overweight or obese patients lose weight. the study researchers say the only injectable weight loss drug approved helps people lose more than 12 pounds more than twice as much as people taking a placebo. can a few minutes encourage college students to drink less? a growing body of research suggests it can. multiple studies find giving students personalized feedback can lead them to cut back. they found communication on delivered electronic devices can reach more students at a lower cost. eating at full service

engine running on the focus and escape vehicles. this can apparently happen if the ignition is turned off. the key is removed or the engine stop button is pressed. the auto maker doesn't know of injuries or deaths caused by the glitch. more air travelers may have issues with luggage. an investigation found tsa paid out $3 million in claims over just the last five years. those claims range from the cost of replacing lost luggage or repairing damaged bags to compensation for items stolen. some 50,000 complaints were filed by passengers approved one out of three claims. san francisco international airport had the 16th most claims in the country. dulles had the most. summer fun includes visits to outdoor arcades but some of those games seem pretty impossible to win. so are they rigged?

each year abc 7 recognizes seven seniors for extraordinary achievements and awards each with a scholarship. we are introduced to one of the star scholars from the south bay who dedicated life to education to help himself and others. >> reporter: abc 7 star scholar is stepping off the college preparatory campus in san jose on to some prestigious university grounds on the fall. this morgan hills teen earned a full scholarship to stanford to study sociology and education. giving back to the low income latino community where he grew up the son of mexican immigrants. >> good job. having a person of color like myself go to a privileged

steinly. we don't know why it happened. i'm cheryl jennings. >> i'm dan ashley. it has been a devastating and emotional day for the family of kate steinly. police tell us she was shot at random in san francisco. abc 7 news reporter is live in pleasanton where kate grew up and her family, of course, utterly shattered. chris? >> reporter: dan and cheryl the family is just in absolute disbelief tonight. we spoke to kate's brother earlier today. he said kate had a smile that just lit up the entire room from the moment she walked in. he called her the most caring wonderful, loving person that he has ever known. tonight in old town a community learning about the death of one of their own. 32-year-old kate steinly lived in san francisco but lived in this close knit town. her older brother, brad spoke to us about his family's loss. >> cherish the people in your life and who you love and tell them you love them because i will never get to tell my sister

that i love her again. >> reporter: a 2001 graduate kate made her way to the city working as a medical device sales representative. known for adventurous spirit she would go above and beyond to make her family laugh. >> the last time we went the four of us and my wife and just sat around and roasted marshmallows. just started throwing marshmallows at each other. it was the most fun. >> reporter: kate was with her father on pier 14 last night. he was there to take her to pleasanton to learn if his brother and wife were expecting a boy or girl. she would never get the chance. >> there is a million memories and i won't have another one with her and she won't get to meet my daughter. >> reporter: a family now searching for answers while trying to find the strength to move on. >> we love kate. i love her
