happy fourth of july. let's look at the morning forecast. lisa is tracking live doppler 7 hd. >> good morning. visibility has been reduced to good 1/4 mile along the coast half moon bay. otherwise, the marine layer has grown taller, moved across the bay. we have it in some east bay valleys. cloudy at the coast. 66 in mountain view. mild to muggy here. temperatures cooler along the peninsula. very little change today with the typical summertime pattern. 60s at the coast. 70s across the bay. the combination of 80s and 90s inland. we'll show you where the fog will be tonight for the fourth. >> thank you.

we have breaking news out of san jose. police say a man died at the hospital after getting stabbed on north king road. just after 5:00 a.m. the san jose homicide unit has not released the victim's name. the motive isn't known yet. officers are at the scene investigating. >> new developments in a random shooting that killed a woman at the san francisco water front this week. this man 45-year-old francisco sanchez confessed to killing 32-year-old kate steinly. he has an extensive criminal history and has been deported to mexico multiple times. this tragic killing is calling into question san francisco's immigration policies. here is vic lee with more. >> reporter: flowers mark the spot where catherine steinly was fatally shot wednesday evening. divers from this police boat found a gun off the waters of

the pier. investigators believe it was used by francisco sanchez who was caught later that night not far from the shooting and charged with steinly's murder. sanchez is on probation in texas. he has a long rap sheet with seven felonies. sources say he's been arrested not only in texas but oregon and washington. he's also been deported to mexico five times. in fact i.c.e. had him in custody in march but turned him over to the sheriff's office when they discovered he had an outstanding drug warrant here. the d.a.'s office dropped the case which dated back to 1990s. the sheriff's office subsequently released sanchez. in a written statement, i.c.e. lodged an immigration detainer, requesting notification prior to his release to take him into custody again. the detainer was not honored. >> city supervisors two years ago approved policy which would prohibit local law enforcement from complying with federal

detainers unless the person was convicted of a violent felony or other crimes. he was in custody again on a similar offense. sheriff carved out an even stricter policy which in almost all cases would require i.c.e. to go to court. >> a court order or jude rigs order for review were issued we would honor that order or warrant there were none in this case. >> i.c.e. wanted the courtesy being told sanchez was going to be released. abc 7 news. across the border, we are hearing some of the nicest most amazing things about kate steinly. abc 7 news reporter has more now on the bond she shared with friends and family. >> reporter: this collection of flowers for catherine steinly has been slowing growing. the memorial made a big impression on her parents. >> that's helped liz and i. it's a positive thing.

in a horrific situation. it's helped. >> reporter: jim steinly is prying to process what happened. >> i have a little solace i was with her but i also have the overwhelming grief of a father the moment she was shot. >> reporter: her parents called her case a young woman who had a playful personality and often at the center of a group of friends. she never ventured far from her connection to family. judge, she would leave here to go home she would text and say i'm home okay. for a 32-year-old, that's the joy a family is. >> reporter: they are not ready to forgive the suspect but they don't want to blame anyone after learning he was not handed over to immigration agents by the sheriff's department even after being deported five times. they don't want a similar situation to happen again. >> hopefully it may be a legacy for kate because of this it won't happen to someone else's

daughter. >> a beautiful kind young woman. her parents say that will be her most important legacy. >> you can depend on abc 7 news for continuing coverage of the pier shooting on air and online at abc 7 news.com. our report continues on twitter at abc7news bay area. two people recovering after a tree fell on them last night. it happened just before 11:00 at the live oak camp grounds. an ambulance took one person to a local hospital a rescue helicopter was sent to airlift a second person. right now their conditions aren't known. the campground was not evacuated after the incident. >> a novato track coach went from vacations straight to jail. he is accused of having a sexual relationship with a 17-year-old girl he coached. text messages led to the arrest. police picked him up thursday at oakland international airport

after he got off a plane with his wife. he is out on bail and has been ordered not to contact the teen. firefighters are warning you to steer clear of illegal fireworks for the fourth. yesterday abc 7 news was on monterey street in gilroy where you have to prove you live in the city to buy fireworks. the so-called safe and sane ones that don't leave the ground or explode can only be used in certain areas. a 50-acre fire south of gilroy tuesday is a reminder of the high fire dang they are year. the city prohibits the use of safe and sane fireworks adjacent to wild land areas. >> they asked to take it to the beach. no you are not allowed to take them outside city limits. >> less an enforcement than patrol if we see anything smell anything, hear anything we are on the scene quick. >> the 16 nonprofit selling states and sane fireworks in gilroy generate most operating funds for the sale of fireworks.

most folks will celebrate independence day today but for one city, the 3rd of july was when all the action happens. katie has more from richmond. >> reporter: the 3rd of july is not too early to celebrate independence day in richmond. a feast for the eyes and ears. >> a great opportunity to have music that speaks to all generations. >> reporter: the event is in its seventh year. >> it's all about family and fun. this is good fun. this is an alternative to kids being out in the wrong places. we are all in the right place having a good time. >> reporter: people plan early to get good seats for one of the longest and largest fourth of july parades in the country. >> the yacht club kids will have their boat out. right about here, they have this grit water fight. >> this is my first time being at the fourth of july parade. i'm i definitely looking forward to seeing it. i want to see a lot of

fireworks around the bay on our website abc 7 news.com. visitors to california coach are being advised to stay out of the water this fourth of july. warning signs are posted from rio delmar to new brian beach state park because of a large group of waters patrolling the water. dan ashley has the story. >> reporter: two dorsal fins back and forth. >> reporter: one of nature's great predators drawing fans to the beach. >> loneaning my binoculars to other people. >> 15 juvenile sharks were swimming in the area monday. warning signs will be up through sunday night. shark expert says they arrived two weeks ago and haven't left. >> warm water feeding at night on the small sharks and rays and bait fish. lounging around in that warmer water. >> most of the sharks are about 8 to 10 feet long.

one was estimated to be about 18 feet. and 5,000 pounds. sean compares it to seeing bears at yellowstone national park. if you see one, keep your distance. >> don't go running to the bear cubs or paddling to the sharks. >> up the coast, more than a million people are expected to hit the beach this weekend with no shark sightings there authorities are saying enjoy the water. >> i have no fears going in the water. i let my 5-year-old son go in the water. >> dan ashley abc 7 news. there have been 114 shark attacks in california since 1926. ten were fatal. seven of the attacks were in santa cruz county. 8:10 is our time. it's going to be a very busy weekend in santa cruz. how is the weather shaping up? >> we'll be a couple degrees cooler there. we were in the low 80s yesterday. right now we have plenty of clouds. it will be sunny at the boardwalk with a high in the upper 70s. that sea breeze will be with us.

welcome back. thanks for joining us on this fourth of july. we are taking a live look outside. you can see the bay bridge in the distance there and the flags waving around with some of the breeze. lisa returns in a little bit with a full accu weather forecast. >> a small fire broke out early this morning at a downtown san jose apartment complex. take a look at this video sent by a viewer. he tells abc 7 news he heard three loud bangs just before the fire started, possibly from fireworks. the fire department says flames started on the patio of a second floor unit on east san fernando street and south third street

around 2:00 a.m. this morning. nobody was hurt and firefighters were able to douse the flames in about 30 minutes. tonight people from all over will gather in san francisco waiting for the biggest fireworks show of the year. it was a month in the making and as jonathan bloom found out it puts the tech in pyro technics. >> there is a same wooden racks. the same plastic tubes. >> what are you doing with these tubes? >> cleaning out last year's debris. >> this year something is different. >> i'm dedicating this show to al souza who passed away earlier this year. he was my mentor. he started the san francisco fireworks way back when. >> in those days they use steel mortars buried to keep them upright. they stand there to reload them and light them by hand. >> some of our shows will be fired with the flare. this is one of the higher end shows fired with a computer-based firing system. >> it keeps the fireworks in perfect time with the music.

and keeps the technicians a safe distance away. >> stand behind the pillar or inside the cockpit then you are safe. >> being computerized doesn't mean the show is easy to set up. there are 10,000 fireworks that need to be carefully unpacked, loaded into the right tubes and wired to go off. each firework has a number and name. >> 34-a. >> the round part is where all the sparkles are. >> this is where the lift charge is. this is where the gun powder sits in there. >> each one a little different. >> these are tracers. they are the tails going up or they whistle. >> and safety always comes first. >> later we'll spoil them so if burning debris somehow falls in this tube it doesn't light the tree. >> it's a lot of work for a show that lasts 25 minutes. all that wood and plastic is easy to take apart. >> tinker toys.

>> jonathan bloom, abc 7 news. after a ten-year absence, the fireworks show is back at california's great america this year for the fourth of july. this is video from our media partners at the bay area news group of last night's show. tonight's show starts at 9:45 inside the park. there will be an all you can eat barbecue today and tomorrow. live entertainment to celebrate america's birthday. one of the best fourth of july fireworks show will lose pop this year. it's switching from explosives to lasers. they celebrated the fourth of july with fireworks more than 75 years. this year the show will feature laser lights and will be choreographed to music. forest officials made the decision because of the drought and risk of fire. >> we need to protect the forest and we need to be safe. we need to keep people safe. this is a measure that part of the measures we take to do that.

we still want people to have a great time. >> charcoal barbecues have been banned. anyone who breaks the rules will face fines. we are just hours away from this year's annual nathan's famous hot dog eating contest on coney island. professional eaters weighed in yesterday before the pinnacle of consumption competition. joey chestnut is the reigning champion there hoping to defend his title. last year he inhaled 61 dogs in 10 minutes. the coney island contest is in its 99th year and has become so popular some call it the super bowl of competitive eating. coverage begins at 9:00 a.m. on espn2. time is 8:18. i was reading joey makes a good living. he makes about $150,000 a year competing and doing competitions from twinkies to hot dogs. best of luck to him. the pride of san jose.

sawyer's ground breaking conversation with caitlyn jenner tonight. the grateful dead concert in chicago are one of the priceiest tickets all time. on stub hub it's between $500 and $600. this range is for the last two shows today and tomorrow in the windy city. last night 70,000 dead heads watched the first of the final three concerts at soldier field as the legendary band marked its 50th anniversary. the grateful dead got its start here in the bay area. they kicked off the band's fare thee well tour last weekend in santa clara. both shows sold out with about 65,000 fans attending each night. much more ahead on the abc 7 saturday morning news.

we honor everyone who continually strives to make this country a better stronger more inclusive, more hopeful place. and we the people pledge to make their task our own to secure the promise of our founding words for our own children and our children's children. >> several hundred members of the military and their families will spend today at the white house with president obama and his family. nine people were hurt last night after a fireworks show went wrong in avon, colorado. a scary scene one shell exploded in its tube instead of firing into the sky which then flew into the crowd. officials credit the safety distance between the firing area and the crowd for the low number of injuries. the manager says for the 29 years they haven't had any malfunction about. 20,000 people watched the show every year.

all people hurt were released with minor injuries. california's largest outlet mall business to get bigger. they are expanding adding about 50 upscale stores making a grand total of 180. some of the new arrivals include jimmy chu, tory birch and versace. last year the outlet mall attracted 7 million visitors. the grand opening is scheduled for august 13th. depending where you live, could you see a higher electricity bill in the coming months. the public utilities commission has approved a plan that raises rates on more efficient users while giving a break to big energy users. abc 7 news reporter says what to expect. >> reporter: she wonders if she can afford living in pricey san francisco. any increase necessary her power bill will just make it harder. >> it's challenging. thinking about another increase in cost. that is frustrating.

>> reporter: nut pricing system will benefit customers who live inland where it's hot and they run their air conditioners longer. for years they have complained that the rate system favored people along the coast. >> they have the advantage of being frozen in tier one in cooler coastal climates and smaller families. >> reporter: san francisco and other coastal cities will feel the impact of this new system. the valley and some east bay cities will benefit from it. for years the public utilities commission used a four-tier pricing system. once you use the amount allotted for tier one you move on to the next tier. where the price per kilowatt of power is higher. under the new pricing system, the highest power users will now get a break by paying less than they have. in order to balance things out, those who consume less will see a slightly higher power bill.

the utility perform network calls it unfair. >> and that we think makes no sense, is completely unfair. we think customers should be rewarded for saving energy, not punished. >> reporter: many in san francisco say this is far from a compromise. >> the people that use the most should pay the most as far as i'm concerned like water usage. >> reporter: the three major utility companies in the state can begin increasing their rates in 60 days. aspiring students who apply to the university of california will see a new feature on the undergraduate application. the survey will ask them to share gender identity and sexual orientation. officials say it won't affect their chances of getting in. they hope to make all campuses have inclusive environments which includes gender neutral rest rooms, changing rooms in on campus buildings. still ahead -- a big

in ten days nasa's "horizon" spacecraft will fly within 7800 miles of pluto. "new horizons" is nearly 3 billion miles away from earth and sending back cool images. take a look. nasa put together this sequence of pictures. they reveal the surface color of pluto the first time which appears to be a reddish brown. it shows pluto's largest moon circling the dwarf planet. scientists are excited about seeing so much detail from this far out. july 14th, they'll see even more of this far away world. time is 8:40. lisa, for all the people heading up to tahoe, changing weather patterns up there. >> certainly they had afternoon thunderstorms. today definitely could see more active weather. there is a flood watch from the basin try western nevada.

welcome back. next weekend work will begin on a san francisco memorial many feel is long overdue for those who thought in the korean war. the memorial will be located outside the gates of the national cemetery and overlook the golden gate bridge. wayne freedman has the story. >> reporter: take a stroll through the national cemetery, a place where changes happen slowly and tend to last permanently. on this day, a reason to celebrate the fourth of july. >> i see it as a good day for our country. >> reporter: if retired marine lieutenant colonel john stevens looks familiar it's because we've been following him for years as he tried to establish a korean war memorial in the prosidio national cemetery. >> we need to have people know about wars so that we can hopefully prevent wars in the

funeral. >> reporter: that memorial is on the cusp of reality. stevens and john reed stood by a sign marking the stop where next week they will break ground. the more than 30,000 graves in this cemetery 2,273 of them belong to korean war veterans. >> this is called the forgotten war. i don't think history gives it the kind of attention it should. >> it was united nations action where millions of koreans died and 33000 americans. finding the land raising the money took john stevens and these men years. >> it was a good project. it kept me out of the house. >> so says the one man who helped take a lot of ground in korea. this is much smaller and more symbolic. at the presidio national

cemetery, abc 7 news. cupertino canceled tonight's fireworks after learning the show would come with a big water tab. due to the extreme drought conditions, the city would have had to pay more than $100,000 to spray water on the cupertino high school field to prevent damage. kuper tyner will still have live music, food truck and a children's parade later today. >> san jose is celebrating the fourth of july in more ways than one. the city is fearing up for its fireworks show tonight. san jose revived the tradition after a decade of budget cutting and the recession. the fireworks sparked a spirit of renewal in the city but pay cuts and staffing shortages made [ i rá hard to spend public money on the spectacle. members of the rotary club stepped up to the plate and are funding the show this year. we have a full list of fourth of july fireworks and festivities around the bay on the front page of our website. abc7news.com. time is 8:46. lisa, for everyone heading out
