announcer: live from the kgo broadcast center, this is abc 7 news. good afternoon everyone. i'm katie marzullo. >> i'm dan ashley. a 15-year-old san pablo boy is in critical condition after police shot him driving a stolen car. >> they captured the shooting as the teenager was trying to get away. katy is live with new details. >> reporter: the d.a.s office is working to determine the exact identity of the young man shot by police overnight. however, they do believe he is 15 years old. they are going to review surveillance video we are about to show you. two san pablo police patrol cars blocked the road as seen from

footage. >> when we checked the license plate, it came back as a stolen vehicle. >> reporter: they were waiting for the vehicle. it's followed by a third patrol car. as officers attempted to stop the vehicle. >> the subject accelerated directly at an officer who was standing near the intersection outside his patrol car. >> reporter: the district attorney's office is investigating saying they fired four shots at the juvenile behind the wheel. they blocked traffic while scouring for evidence. >> i heard from him, but i thought it was fireworks. >> reporter: investigators say the officer who fired was injured when the vehicle struck his patrol car trying to get away. he was slammed between his door

and the car. they are not naming the officer but he served for four years. he is on administrative leave during the investigation. >> sky 7 hd was over the scene as officers caught up with the driver on the bay bridge, who they started chasing in oakland. chp blaming things on a language barrier. they tried to pull over the driver for speeding an interstate i-80 finally pulling over on the western span. it blocked two lanes for a short time. officers escorted the van off the bridge. a suspected killer made national headlines after admitting in an interview, he shot an innocent woman last week. kate s strks einle was skilled on pier 14. he said he shot her by accident and is ready to accept his

punishment. >> i'm sorry for it. >> sorry for everybody, including kate's family? >> yeah. >> during yesterday's interview sanchez said he found a gun wrapped in a t-shirt near the pier. it went off three times. sanchez claims he was unaware he shot someone. >> the skilling of steinle has a debate over the immigration policy. sanchez had been deported five times and kept returning to the city. we are live at pier 14 with more. >> reporter: the sanctuary city policies are under scrutiny because they released sanchez and a few days later, some time later, is when this happened. in 2013, mayor lee signed the due process for all ordinance,

which blocks the sheriff from turning over undocumented agents to ice agents unless there is a court order. they offered the bill to protect immigrant communities in the city. they contend there are federal court decision that is ruled certain immigration holds as unconstitutional. the sheriff says that is the rules he was following, so he could not honor the detainer. >> a detainer is not a legal instrument. it is a request. it has no legal foundation at all. >> reporter: what is the public safety function of releasing someone with such a long criminal history? what is the public safety function of that under this ordinance? >> the public safety function of anything we want to protect witnesses to call the police and not fear deportation. >> reporter: the supervisor authored that 2013 ordinance.

this case turned into a national political issue. presidential hopeful donald trump is using it for a rallying cry for stricter border control. tamela harris running for u.s. senate says people should be focusing on the tragedy of this case and seeking justice for her family, not sidetracked by politics. but this is a political hot potato right now. i spent most of the afternoon at city hall trying to get people to explain these policies as they relate to the case. only two people went on camera to talk about it. reporting live abc 7 news. >> thank you. kate steinle's father and brother don't want to focus on the jailhouse interview. they want to focus on her and her legacy. >> kate was too good to dwell on what if or any evil that showed itself that day.

>> anyone that's had anything to do with kate, either a lot or a little was touched by her. >> jim steinle was with his daughter the moment she was shot. he started cpr. another man stepped in to help. they are turning to kate's caring loving spirit to help them cope as they try to live by her example. her family set up an online page to cover funeral costs and collect donations to charities that were important to her. their goal is $50,000. right now, nearly $11,000 have been raised. we have a link on our website, abc7news.com. a fire near mixed canyon road west of vacaville. residents have been ordered to leave their home. the fire is about 90 acres and

authorities in contra costa county are trying to find the owners of two dogs found wondering this morning. an officer picked them up after they were found roaming. he posted a picture with the dogs. they are friendly and seem to have a special bond. animal control is trying to locate their owner. the women's u.s. soccer team is basking in the goal of a victory over japan. it was the most watched soccer game ever in the united states with nearly 20 million viewers at one point. marcy gonzalez has more.

announcer: live from the kgo broadcast center this is abc 7 news. all right, here are the headlines where you live today at 4:30. a teenager is in critical condition after a police shot him during a traffic stop. he was driving a stolen car and floored it toward an officer. the officer was injured. police have not said how serious the injuries are. is suspect in the killing of kate steinle admitted the crime in an interview with abc 7 news over the weekend. vic lee tells us they believe sanchez should be deported. the city policy prevented contact with ice. we'll have a full report at 5:00. a new project at uc berkeley

an argument. she didn't like the conversation she was having with her friend and neighbor. she had a bat so grabbed it and hit the victim with it. the victim had no known family. >> a sweet lady, minded her own business. just went every day took her walks. >> reporter: we put in a request to speak with the woman who turned herself into the police brenda martinez turned down the request. melanie woodruf, nbc 7 news. a plane crash at san francisco international airport. several lawsuits are pending. the latest filed on behalf of 53 passengers. it's the first to be filed in south korea. three teenage girls died when flight 214 crashed into the seawall trying to land. 187 people were hurt including a woman from china.

they sat down with kristin. she's back at work and needs therapy and counseling. she's too scared to fly. they have not received money beyond the initial assistance. they have blamed the crash on pilot error. we are learning comedian bill cosby admitted years ago he obtained sedatives to give to women he wanted to seduce. the deposition from 2005 was made public this afternoon. he said he gave sedatives to at least one young woman with who he wanted to have sex. he settled the lawsuit in 2006. then, more than a dozen women accused him of sexually assaulting them. cosby has never been criminally charged. south carolina senators voted to remove the confederate flag 37-3 topping the

two-thirds majority needed. the state house needs to approve it tomorrow. the call to bring the flag down came after the killing of nine people at a black church in charleston. the gunman was motivated by racial hatred. south carolina's governor, business and civil rights leaders support the effort. president obama said today defeating isis is a challenge that requires a lot more than military strength. >> a larger battle for hearts and minds. it's going to be a generational struggle. countering violence is not a military effort. ideologies are not defeated with guns, they are defeated by better ideas. >> the president delivered his remarks after receiving an update at the pentagon this afternoon about the ongoing u.s. battle to oppose isis' growing influence. he warned attacks from lone wolf terrorists are harder to detect.

where can i find information on current class action lawsuits? >> that is a great question. there are several data bases out there. you can google class action. let me tell you a couple i like. the consumer action.org consumer-action.org, they are a local consumer group and have a great data base on current class actions. another good one is class classaction.org and class actionrebates actionrebates. all of a sudden, i noticed a class action i told everybody about for the computer screens. remember the flat screens for computers? i received a check for $635. >> no kidding? >> most of them under 20 buck i have to tell you. >> martin l. e-mailed can a hotel booking service enforce a noncancellation policy a hotel

would not require? >> yeah, you are buying from a third party. when buying online like that you are buying from the retailer and the hotel is the wholesaler. often the websites aren't passing off the same deal. they are buying in bulk. they are allowed to sell for whatever price they agreed to. it's very important to read all the fine print. often, i find it's a better deal to read the fine print on the secondary website than go back and buy from the original hotel. you have to look at them both. just because you are buying from a hotel and know their policy that doesn't mean that is what you are going to get from third party. >> what is the best month to buy a new car? >> that used to be so easy because all the new cars came out in october and we would tell you, wait until september. they want to get rid of the stock. somewhere between september and november. now, they tend to roll out cars all year round. the big rollouts are august
