investigators had at the time. tonight the department is not issuing an apology. the vallejo police department is standing by statements made in march calling a kidnapping a hoax. were they too a hoax? >> i don't think so based on some of the evidence we had at the time. >> i'd be revealing details of the investigation if i elaborated on that. >> reporter: suspect matthew muller arrested. vindication for denise huskins and her boyfriend. >> we were all surprised that transpired. >> in march, huskins and 89 said they were drugged, tied up. when huskins appeared at her parents home vallejo pd doubted their story. they arrested muller erer months

most of the passengers were high school students on a college tour. many struggled to escape. they want to improve emergency exits and use more flame retardant materials in buses. it also called for safety briefings like used on airlines. they are trying to pass new strict guidelines for the inspection of balconyies. >> it comes after the deadly collapse at an apartment building. some don't think the new guidelines go far enough. >> laura anthony is live in berkeley. >> hi. these proposals are emergency measures which means they'd go into effect immediately but some say with the urgency should come more action. >> in the wake of this senseless tragedy we've learned there are clear deficiencies in our building code. >> reporter: the deaths of six young people in last month's balcony collapse must lead to serious change in the way his

city regulates structures like it. but he doesn't think current proposals go far enough. >> it becomes clear that we do need more regulations to ensure balcony safety. while the proposals work toward that goal, there are more fundamental steps we can take. >> the current ordinances would require mandatory ventilation on all new balconies and inspections every five years. beyond that he wants notice that blgd that don't use steel in their structures n wants inspections done more often. every three years. but the family of one collapse victim wants to go further. attorneys for ashley donohoe's family wrote, if the city of berkeley truly wants to prevent another strategy these required inspections should be done at minimum, every year. whatever the final form if they approve it tonight it would go

covering daley city, dublin, los gatos and all the bay area this is abc 7 news. >> the mexican government is stepping up its effort to wind joaquin el chapo guzman. they are acknowledging for the first time the wanted kingpin must have had help from authorities to complete his elaborate underground escape. brandy hix has this story. >> reporter: this is what the most powerful drug lord on the run looks like today as the manhunt intensifies for joaquin el chapo guzman. he escaped from this maximum security prison. the fugitive must have had help from personnel or officials from the prison said mexico's

interior minister announcing the firing of three top prison officials. el chapo's sophisticated escape plan was at least six months in the making. this mile-long and ventilated tunnel from his prison cell to newly constructed home. >> six or seven months that house was built. >> reporter: he's responsible for tens ever thousands of deaths by drug overdoses and murders with his empire spanning the globe and infiltrating many american cities. >> offer the full support of the american government to the mexican government to try to recapture mr. guzman. >> reporter: the last time he escaped from prison he was able to hide for 13 years. they obtained inteel last year that he may have been planning another escape. opponents of the safe new

law to vaccinate school children can begin gathering signatures to appeal the law. it requires all schoolchildren in california to be vaccinated unless a doctor gives them a medical exemption. it goes into fect next year but opponents hope to get enough signatures to put the issue before voters. also reports of a buyout. the stock rose after someone planted a story saying twitter received a $31 billion buyout offer. it appeared on a website made to look like a bloomberg news page. the story was bogus. twitter closed up at $36.72. a long wait is over for harper lee's follow-up to "to kill a mocking burdbirdmockingbird." abc 7 news dropped by the san jose barnes & noble and found plenty of copies available.

sfo 31 miles an hour. san carlos 21. and breezy in other locations even where it's not gusty. and it's cooler by several degrees than it was at this hour yesterday in most locations. 3 degrees cooler. 7 degrees cooler at palo alto. clouds lingered before giving way to bluer skies. now over the bay. these are our forecast pictures. spotty drizzle overnight. hot inland. cooler and cloudier conditions this weekend. right now satellite radar showing that weak trough that has now pushed out of the bay area. slow to move through which is one reason clouds lingered. now high pressure will rebuild behind that and warmer conditions inland tomorrow and thursday. meanwhile in the tropical specific, we're watching two systems. tropical storm enrique moving

harmlessly now out to sea. we're keeping our eye on hurricane delores which is a category 1 hurricane. by late tomorrow it's expected to intensify into a category 3. delores will continuing moving toward the northwest away from mexico and baja california, and then weaken to a tropical storm. it's not moisture from that. it's from this low pressure system that will drop down on sunday and bring us a slight chance of showers in the bay area sunday night and early monday and then move on out of here. look for clouds thickening. spotty drizzle. low temperatures around 60 degrees. tomorrow highs in mid to upper act 80s. 60s around san francisco. high of 71 in the city. upper 80s in the north bay. upper 70s. and mainly low to mid-90s.

mental disease and jail is difficult for him. vic lee spoke to the san francisco chronicle reporter who received a series of e-mails after the kidnapping was a hoax. vic will have a live report at 5:00. non-profit bay area organizations are benefiting from a huge donation. an anonymous donor gives $34 million to oakland. it was the san francisco foundation. wayne will have details coming upat 5:00. the san jose police department wants to get rid of gang violence. they desing ignated five areas as gang zones. chris wynn joins us. >> reporter: this comes after a recent spike in gang-related violence. downtown san jose is one of

those zones with police wanting to be sure their presence is known summertime in san jose brings a spike in violence. they've launched a gang suppression staffing model. police tell us they'll be implementing selective enforcement efforts throughout the city including downtown and east san jose. some officers normally assigned to s.w.a.t. or metro will be assisting with patrols. >> any time you can saturate their area with law enforcement officers to proactively go after these gang members, it's obviously going to have a positive impact on the community. >> reporter: it's also about being flexible. they'll utilize this throughout the summer and then increase or decrease the number of officers depending on the success of the program. an investigation into a

fatal shooting in san jose. a man was shot around 9:30 off monterey road just south of the pg&e substation. take a look at where that shooting took place. the man suffered at least one gunshot wound. he was rushed to the hospital and pronounced dead. the intern charged with killing chandra levy will remain in jail. he was charged nine years after levy disappeared jogging in the nation's capital. the case attracted national attention after levy, a san francisco state student from modesto was linked to california congressman gary condit. he was ruled out a suspect in her death. they asked for a retrial because a key witness gave false or misleading testimony. the family of a man who died in a chokehold by police

officers is reaching out. the family does not see the settlement as a victory. they want the u.s. justice department to prosecute the officer even though a grand jury opted not to. >> they treated my husband like an animal and i think they give animals more respect than they give humans. >> a justice department investigation is ongoing. the new york police commissioner refused to comment on the settlement or the family's prosecution demand. another home-grown terror suspect appeared in court today. in this case, it hits very close to home for a police commander who responded to the boston marathon bombing. marci gonzalez explains from new york. >> reporter: in court today, a former peace activist investigators say was plotting a

vicious isis-inspired attack. alexander chicolo planned to set uf pressure cooker bombs in the cafeteria of a major college campus and nearby gay bar and execute non-muslim students live via the internet. he was moetstivated in part by the boston marathon bombing where his father was among the first responders racing to the scene. he reported his own son to the fbi saying he had gone off the deep end and become a jihadist. >> other than some radio, that was definitely middle eastern that you could hear every now and then, he was generally very quiet. >> police closed in on him after he bought four high-powered weapons from an undercover operative and was arrested july

caltrans squares over the cause of a brush fire yesterday. the crews were mowing brush on an access road which started a fire and burned 180 acres. it struck something hard and caused sparks along highway 241 and 15 people had to be evacuated. there's nothing here now but you're looking at the former

this is abc 7 news. >> incredible video of a rescue today after a crash left a semi truck dangling over an overpass in detroit. crews had to use a cherry picker to get him out safely. there was also a fuel spill so it took longer to clean up. no word on the driver's condition. a scottsdale fire department says they were with a man working on a vacant building when a swarm of bees attacked them. another worker was treated for

several stings. the 16-year-old girl who survived a plane crash in washington state could be released this evening. she tells authorities she survived two days after the crash. here's the 911 call she made after being picked up by a motorist. >> i was riding from montana to washington and about -- well, i don't know where, but we crashed, and i was the only one that made it out. >> autumn is doing well. her father and friends released these photos after arriving at the hospital. the mountain view tech giant is trying to be more efficient due to slowing growth and profit

margins. only certain groups in the company are allowed to add staff right now. they are still a long way from cutting jobs but it's a change for a company known for its free-spending ways. amazon versus walmart. a fight between the world's biggest seller and the website of the biggest retailer takes place tomorrow. >> reporter: amazon and walmart going head-to-head in an online shopping bonanza some are calling christmas in july. amazon celebrating with prime day july 15th. a super sale beginning at midnight for members of the $99 per year prime service claiming they'll be offering better deals than on black friday. and walmart announcing its deal to rival amazon. more than 2,000 special atomic deals on online purchases also starting wednesday. >> walmart doesn't like to lose.

amazon is killing them in e-commerce. walmart is trying to get people to save their money. not shop on amazon's sale and shop on walmart's sale. >> walmart wrote the idea of asking customers to pay extra in order to save money just doesn't add up fors. amazon's response -- the idea of charging your in-store customers more than your online customers doesn't add up for us. >> online shopping is the new frontier. amazon walmart a lot of other retailers want to get a leg up because they think most people will be doing most of their shopping online. fewer americans hit the nation's shopping malls in june. retail sales fell 0.3% last month after rising in may. sales fell for cars, furniture building materials and clothing. this may be a sign the u.s. economy is hitting a soft spot.

the nuclear deal between iran and world powers is likely to drive gas prices way down. analysts say prices could drop to $2 a gallon in some places if the deal is ratified. iran hasn't been able to sell oil to the u.s. since 1995. iran could add 500,000 barrels of oil a day to world markets by the end of this year. the relief at the pump won't come quick enough in california. they are paying the highest in the nation. prices have spiked an average of 22 cents a gallon since friday. the energy commission is investigating the reasons behind the spuk.ike. the national highway traffic and safety board says air bags have saved 40 thous lives since

tonight in primetime, we have "fresh off the boat" at 8:00 followed by "blackish" at 8:30 and two hours of "extreme weight loss" at 9:00. join us for abc 7 news at 11:00. traffic is flowing smoothly through the southbound tunnel on the new doyle drive. they painted the lines that caused some confusion for drivers. as you can see, drivers aren't having any issues with the newer, straighter lanes. doyle drive closed on friday and reopened sunday night. new details about an area of the bay bridge that caught fire during last night's evening commute. >> they know what burned.

>> the flameses erupting from the roadway is enough to make any driver want to stay home. >> that is scary. i have no idea what i'd do. >> reporter: this is what drivers had to face on in eastbound side of the bridge just after the tunnel. this morning caltrans officials are scratching their head over how this happened. >> we did not have workers working at the thymeime. >> it was about 10:15 when the fire started. todd johnson of the san francisco business times tweeted this picture. a joint seal is what caught fire. they wonder if someone tossed a cigarette out the window. >> that can cause that kind of fire. >> reporter: you can see a black spot where the fire started but the bridge is fine.
