bomb. >> there is no count of how many potentially suspect structures exist in the city. >> how many such structures are out there? how many occupants are out there? this type of tragedy may occur tomorrow, in a month. >> berkeley city councilman also thinks the current proposals fall short. >> it's become clear that we do need more regulations to ensure balcony safety. there are more steps we can take as a community. >> the current ordinances would require mandatory ventilation and inspections every five years. beyond that eric wants notice to residents that don't use steel in their structures but the family of one collapse victim wants to go further.

attorneys wrote, quote if the city wants to prevent another tragedy, these required inspections should be done at minimum, every year. >> whatever the final forum if approved tonight it would go into affect immediately, requiring initial inspections within six months. in berkeley abc7 news. a bill that would have let regulators keep an eye on construction companies doing shoddy work guided the state legislature today. it would have forced the companies to disclose legal settlement. >> inspectors go in and inspect so where are they in this process? >> the construction which built the failed berkeley balcony paid

$26 million for past settlements. >> tonight, police are talking about why they believed a kidnapping case was a hoax. a case the fbi says was very real. matthew muller faces charges of drugging and kidnapping a woman back in march we begin with melanie woodrow in vallejo. >> a captain with the police department says the reason this police department called it a hoax is based on information investigators had at the time. >> documents point to new evidence. investigators recovered tapes and drones from this storage unit. for months police called this a

hoax. vallejo pd is standing by comments. >> it's probably one of the most unusual cases i've seen. >> was the police department too quick to call this a hoax? >> i don't think that based on evidence we had at that time. >> captain john whitney will not elaborate on the evidence and says vallejo pd did not drop the ball. >> i believe they do a good job. and in sheriff departments arrested matthew muller for a home invasion. >> i think we're all surprised that transpired. >> the city manager says the city will review the police

department's actions. captain whitney says a police department review will take place any sooner. >> tonight, they're calling a dublin homeowner who fought off another suspect and called him a hero. vic? >> the sheriff believes the suspect may be responsible for other attacks. >> in 35 years this is about as bizarre that i've been involved with. >> the sheriff commended his deputies on cracking the bizarre case and proving the home invasion and kidnapping was not a hoax. >> this ranks at the top of the

scale. >> he says it's one of the most bizarre stories he's covered the work of a sheriff's investigation into another home invasion that led authorities to matthew muller, the former lawyer who is charged in that kidnapping of denise huskins. and that probably saved them from being victimized. >> he began receiving e mails from someone claiming to be the kidnapper, containing details of the attack. the four e mails said there were several kidnappers involved calling themselves a group of professional thieves more than two, fewer than eight, holding bachelor's degrees. the e mail sender says the group

ran a car theft operation and burglarized several homes. >> like an ocean's 11 type group. >> now, the e mails contained are very specific. in fact the sender outlines in detail how the home invasion went down, and the kidnap. and remorse. the sender says he regrets quote, our slide into crime criminality criminality. >> vic thank you. an aptos man is arrested for a

medical marijuana dispensary inside of his bar. items include candy bars and drinks he was arrest forward allegedly selling marijuana without an approved permit. police say he was selling fake medical marijuana cards. >> a man identified as the knob hill groper has been cleared of charges officials determined he was at work during a number of the attacks. there were several sexual assaults in the area for six months. 17 women reported a man groped them. a fingerprint helped prove he was at work. >> some immigrants say they're experiencing a backlash. they gathered today, calling for a dialogue. kate's steinle's murder has captured so much reaction. >> since that murder that

happened here, some latino immigrants say they're being stereo typed by the actions of one individual so they gathered today to mourn kate steinle, and the backlash. >> immigration rights advocates offered condolences to the family but say the murder is being used to scapegoat their community. the 32-year-old was gunned down july 1st. authorities arrested francisco sanchez he had numerous felonies and had been deported five times. >> the incident has been used by anti-immigrant politicians to attempt to criminalize our community. >> sandy valenciano is undocumented and now, worry about the sanctuary policies.
