thank you for joining us. i'm ama daetz. >> and i'm dan ashley in for larry beil. another fire on the bay bridge. san francisco firefighters spraying water on eastbound lanes after flames erupted from pavement joints. >> this is the second fire in two days in the same area that is raising questions about the safety of the new eastern span. >> reporter: officials do not know what caused the fire. there was speculation on monday. today they said they don't know what caused either and they want drivers to know they are safe

crossing the bridge. fires two days apart within two feet of one another. >> this is a highly unusual set of circumstances. >> reporter: leah robinson leech says the fires overlap the same bridge joist seals. >> it is a rubber-like material that protects the joint from any sort of debris. >> reporter: a bridge engineer discovered the fire and called chp and the san francisco fire department. cal trans says the fire was put out within minutes. initially there were two lanes blocked. you can see traffic backed up on the bridge. by this afternoon the lanes were reopened. >> as you come out of the tunnel there is the joint that is right across here. >> reporter: robinson-leech says six feet of fuel burned monday night. today about half that. >> we are not anticipating the bridge will need to be shut down. >> reporter: more than likely a lane closure. maintenance crews are investigating the cause of both fires. >> we will not speculate as to

the cause until we are clear as to what the cause of both fires is in fact. >> reporter: monday there was some speculation a tall cigarette hit debris in the grates caused fire. today officials say that explanation is unlikely. >> reporter: sheriff's deputies were not taking chances when a bus carrying inmates broke down in oakland this morning. sky 7 hd was over the scene as inmates were taken off the bus and moved to another. a news viewer called to let us know it did cause a big backup. the sheriff's office says the only issue was that some of the inmates ended up being late for court. more video this time from livermore. highway 84 still closed after a deadly accident involving a big rig. you can see the rig on its side there. abc 7 news contacted livermore pd and they tell us the highway won't reopen until 6:00 p.m. at

the earliest. >> the accident happened this morning near vineyard avenue highway 84 is a key connecter. and it's the closure forced drivers to take a detour for hours. abc 7 news reporter amy hollyfield is in livermore. >> reporter: livermore police say the driver of this big rig wasn't slowing down for the traffic light he was approaching but the cars in front of him were preparing to stop so he plowed into them three of them. one of the drivers was killed. >> we haven't determined fault but we do know that the big rig had started the collision. >> reporter: the other drivers were complaining of pain so they were all taken to the hospital. this happened at 4:46 in the morning on highway 84 in livermore, a road vital to the commute. >> we do have a lot of traffic here. this is a main thoroughfare, people cutting through from 580 to 680 and cut through south. so it is a heavily travelled

road. >> reporter: cindy milford was counting on using the highway. >> we were taking this route that we googled and now we have to figure out an alternative and there is no suggestion on here of how to do it. >> reporter: they shut down the highway in both directions so they can safely investigate and clean up. the truck landed on an embankment and spilled its load of bottled water. >> it is unsafe to get personnel to the vehicle to inspect it. we have to wait for heavy equipment, the trucks to come out and lift it up make it safe so we don't have to worry about the pay load or truck tipping farther. >> reporter: police tell us the drivers who were hurt suffered minor injuries nothing life threatening but wanted to get checked out just in case. let's move now to the weather. >> spencer christian is checking on our accuweather forecast.

>> we have a lovely summer day here around the bay area. blue sky here in san francisco. here is live doppler 7 hd. sunny skies just about everywhere except some coastal locations seeing a few low clouds. here is a beautiful view over san francisco towards the east northeast. 71 degrees in san francisco. 81 in san jose. 77 in morgan hill and 63 at half moon bay. it is a terrific view showing a little bit of fog near the golden gate. it's currently 82 in santa rosa. fairfield, concord and livermore all at 91 degrees. here is the view at the golden gate with the little fog overhead. this is our first forecast. we see coastal fog spreading locally across the bay as we are currently seeing. we see areas of fog and low clouds. tomorrow afternoon mainly sunny. warm in most locations and hot

in some inland spots with high temperatures well into the 90s. i'll show you how long the heat is going to last in just a moment. thank you. for the first time since their names were cleared we are hearing from family members of a couple once accused of staging a bizarre kidnapping. >> attorneys held a news conference to announce their innocence. federal agents arrested matthew mullock for the kidnapping. relatives say vindication and they would like police to apologize. >> i think they are very impulsive. i think they took the easiest route. first the easiest route was to assume that he had killed denise. the second was to call it a hoax because if they did anything else it means they would have to do an investigation. >> federal agents say they found drones, white sheets, mattress

pad, duct tape and video camera in the storage locker all allegedly used in the kidnapping. now to a warning for people living in palo alto. police are stepping up patrols after neighbors say they spotted two prowlers in a week. the 14-year-old girl saw a man in her backyard last week just before midnight. very scary. then yesterday around emerson and hawthorne a woman noticed a strange man looking inside her bedroom windows around 1:00 in the morning and banging on another window. neighbors are being extra cautious. >> certainly walking to and from my car at night i will be more careful and no late laundry loads. >> police do not think the two incidents are related. second straight day authorities in the east bay are searching for a missing boater. sky 7 hd was over the lake yesterday after a man either jumped or fell into the water.

they were back out searching this morning and we are told he was by himself. witnesses say the man never returned to the surface. overseas dramatic images from greece where protesters turned violent as lawmakers considered a controversial bailout ban from the european union. the bill just passed in the last few minutes or so but there is opposition even within the prime minister's own party. the austerity measures are needed to give greece a third bailout from europe. president obama has some convincing to do trying to quell criticism about a deal to curb iran's nuclear program. >> today he took his message directly to the american public. mary bruce is live in washington with the story tonight. >> reporter: the president came before cameras today eager to defend this deal and push back against his critics, so eager that at one point he basically gave up on reporters and started answering his own questions to

make sure that he could get all of his points across. after the big deal comes the big sell. president obama today making the case that the new nuclear deal with iran will make the world safer and more secure. >> i can say with confidence and nuclear experts can say with confidence that iran will not be in a position to develop a nuclear bomb. we will have met our number one priority. >> reporter: it's an historic diplomatic achievement, a deal to sharply limit iran's nuclear program in exchange for lifting crippling sanctions imposed nine years ago. there are celebrations in the streets of tehran but in israel the prime minister is blasting the deal. >> what a stunning historic mistake. >> reporter: and lawmakers in the u.s. are skeptical threatening to taint the agreement. >> it looks very much like he made the worst deal than we had

fear. >> reporter: critics say the agreement delays iran's nuclear abilities and frees up billions in funds for terrorist operations. the president urging opponents to evaluate the agreement based on facts and not politics and challenging them to explain what they would have done differently. sdpl what is your preferred alternative? >> reporter: now it is likely that congress could vote to oppose this deal but the president has already vowed to veto any such attempts. congress would then need a two-thirds majority to override a veto but it is highly unlikely that many lawmakers would go against the president's will. mary bruce abc 7 news. thank you so much. still ahead on abc 7 news at 4:00 a celebrity's million dollar mansion targeted by thieves. coming up we will hear from the drummer of a big-named band

. tonight the long-time drummer for chicago will take the stage at the pavilion but shed his rock and roll past and instead is on a crusade against tobacco. >> reporter: we are in the middle of a sound check here at the concord pavilion. being a drummer in a rock band is strennious stuff. tonight chicago takes the stage. we heard from his drummer of the band who says he cherishes energy. as a long-time drummer he is the heart beat of the band chicago. thanks to a bout with lung cancer seven years ago he performs without most of one

lung. >> i have been blessed sort of with an enormous lung capacity considering that i'm now minus two-thirds of my right lung. >> reporter: like so many rock and roll musicians partying and smoking cigarettes was part of the gig. now that he is a lung cancer society his band has gone tobacco free and he has become a volunteer spokesman for the cancer action network. >> i pray that there will be fewer people that have to endure what i went through because it's certainly no walk in the park. >> reporter: the 64-year-old testified before congress and in california he is involved in efforts to pass a series of bills to raise smoking age to 21, regulate e-sig rits and raise tobacco tax. >> we have not raised taxes on cigarettes since 1993. this is the healthy state.

>> reporter: after all after his own first call he knows the band plays on only as long as his heart beats. ♪ ♪ does anybody what time it is. ♪ stay lawmakers are calling for new rules when it comes to a controversial fee for students at california state universities. today the senate education committee passed the bill calling for more transparency for student success fees. lawmakers say at one point determining the fees was basically at the discretion of the school's president. >> taking an effort to create a policy. this legislation takes that policy and basically make it a part of the state policy as to how you can increase student fees. >> a dozen of the system's 23 campuses have student success fees with some students paying as much as $2,000.

police say masked robbers broke into chris brown's home today. brown wasn't there but his aunt was. the men locked her in the closet and ransacked the home. authorities say they took a laptop and a cell phone before leaving. friends started an online fundraiser to start a youth soccer coach after flames destroyed his family home. the head coach and his family lost all of their belongings in the fire on snow drive. also gone $3,000 that was dedicated to pay off fees for the upcoming season. an assistant coach started a go fund me fundraiser. they raised about $1000. if you would like to help we have a link on our website abc7news.com. say good bye to the lawn if you are hoping to build a new home. it was voted to limit grass to

only 25% of a landscaped area. previously grass was allowed to cover up to one-third of a home's yard. home builders say they will adapt to the new changes because of the drought. >> you have to do what you have to do. adapt is all we can do. we are adapting to warmer weather. >> spencer christian is outside with a nice forecast. >> that's true. it is warm especially in our inland area. it is nice. here is a look at live doppler 7 hd. a little breeze developing near the coast as that includes where we are in san francisco. we have spots of low clouds and fog developing at some parts of the coast line. check out 24-hour temperature change talking about how much warmer it is today. currently 14 degrees warmer in livermore than this time yesterday. 12 degrees warmer hayward. san francisco seven degrees warmer. we had a warmup and that will continue through tomorrow. here is the view of low clouds beginning to filter through the golden gate. this is our first forecast we

see coastal fog returning tonight moving locally across the bay and inland. we see inland heat reaching the peek tomorrow. there will be gradual cooling. satellite and radar composite shows a big ridge of high pressure building in. still more warm air into tomorrow. take a quick look at the tropics where tropical storm enrique continues westward track. hurricane deloris has reached category 3. it is kicking up rainfall expected to tomorrow and is also moving away from populated areas and away from land and remain on the westward track and travel harmlessly out to sea and weaken over the weekend. back to the bay area a little fog at and near the coast tonight. low temperatures generally in the low 60s. tomorrow sunny and warm in the south bay with highs ranging from mid 80s to 91 in gilroy.

high of 87 in san jose. mid 60s on the coast in and around san francisco look for highs tomorrow in the mid 60s at the coast. 72 downtown. 73 south san francisco. 86 at santa rosa. 85 at napa. east bay highs of 78 at oakland. 82 union city. and the inland east bay will be quite warm to hot with highs ranging from 91 at walnut creek to 94 at fairfield. antioch 93. here is the accuweather seven day forecast. temperatures drop a couple of degrees on friday in our inland areas. further cooling on saturday as temperatures dropping back into the 80s and then bounce back up to 90 on sunday. there is a slight slight chance of light showers on sunday but that chance seems to be diminishing as we continue to get more model forecast information. early next week temperatures rather seasonal range.

week. today's fire erupted in the same spot as the first fire which happened monday night near the tower. chp san francisco tweeted this photo of smoke coming from the joint seal. officers are investigating. abc 7 reporter will have more at 5:00. the san jose police department will start field testing body cameras next week. vic lee sent this photo of an officer with one of those three cameras that will be tested. 15 officers will test the camera. there is controversy over building a new jail in san francisco since the city already has an empty one in san bruno. officials say transportation from the city to san bruno is costly. carolyn tyler joins us live from san francisco with the details. >> reporter: the police department moved out of the hall of justice earlier this year but sheriff's deputies and the

inhates are among those who are still inside this. this is the hall of justice on the state's list of seismically unsafe buildings including two county jail facilities including this one on the seventh floor. it opened in 1958 and is slated for closure under a proposal to build a new facility next door. >> the rehabilitation and detention facility addresses a need for the county jail system and public safety. >> reporter: today's hearing was over a request from the sheriff's department to apply for $80 million in state money to help pay for a new $240 million facility but the debate is centering on whether san francisco should build a jail what one opponent called a guilded cage. >> i will remind you is still a cage. >> you can't make a jail more humane because locking up people in cages has never been more

humane. >> reporter: supervisor says the county will still need a new jail. >> to think that we are not going to have a continued need for a jail facility in san francisco moving forward some people are suggesting just completely unrealistic. >> reporter: there are several facilities that make up san francisco's jail system including two in san bruno. one sits empty. officials say transportation costs and inadequate security are reasons. supervisor wants all options examined. >> the questions i have is does the city really examine every alternative. have we looked at ways to reduce the cost the best that we can. >> reporter: a new jail could open in 2020. in san francisco carolyn tyler, abc 7 news. we are getting a first look at the moment the world's most notorious drug lord made his escape from a maximum security prison in mexico. surveillance video of elchopo

pacing back and forth in his prison cell taking off tracking bracelet walking to the shower and then vanishing. for the first time abc news is getting a close look inside the sophisticated tunnel used to escape. it moves to a house built not too long ago. >> as you can see you have electricity in here. he had lights that would have led all the way down through that tunnel powered by this generator here. here it is. this is the house where he just walked into and disappeared. >> unbelievable. deep underground authorities found this modified motorcycle that can travel on tracks likely used to race to freedom. today we are hearing for the first time from a police captain's son who is accused of

an enemy? >> yes. >> reporter: the alleged plot disrupted when his father called the fbi telling them the former peace activist had gone off the deep end. >> there was no hope. so he had to do what he had to do. >> reporter: but his attorney argues he doesn't deserve to be behind bars. >> the segments that were played in court that i heard did not actually advocate violence. they were his beliefs. >> reporter: a federal judge disagreed ordering he be held without bail calling him a danger to the community. abc news, new york. president obama is rejecting the idea of revoking bill cosby's presidential medal of freedom. the president addressed the issue at his news conference today saying there is no precedence or mechanism to take back the medal and declined to talk about the specific allegations because there are

provide better navigational information for your smart phone and other devices as well. >> never gets old. it's just amazing. spencer is outside to update the forecast. >> we have fascinating weather. sunny skies prevail across most of the bay area. we have patches of coastal fog which become more widespread. looking at the 48 continuous states tomorrow we see mainly calm conditions sunny and warm day for most of the country although we see thunderstorms in parts of the upper midwest down in the southern rockies and a lot of coastal and northern florida. let's take a look at the state of california. look for highs of 100 in fresno. 99 sacramento. 109 in palm springs. no surprise heat in the desert this time of year. los angeles a high of 78. 72 in monterey. here in the bay area we have another warm to almost hot day. mild to warm at the coast.

wa something you don't want to see in your rear view mirror. a pilot made an emergency landing on state route 72 in new jersey. look at that. that's a different angle there. this happened on sunday. the cessna was 4,000 feet up

when something went wrong. amazingly no cars were hit, just a couple of road signs. pilot did suffer a small cut to his arm. everyone on board was okay. scared but okay. in san diego crews doused a smoky fire. the blaze prompted a big response and forced the evacuation of that historic aircraft carrier. fireworks reported about 5:30 two levels below the flight deck. officials say the fire was likely related to welding. that has not been confirmed. in los angeles county an unexpected ending. watch now. it began near the campus. police tried to stop the driver but he took off. he jumped out of the car and tried to scale a hill but didn't get very far. he appeared to be surrendering to officers but then jumped a wall. the guy wouldn't give up.

offerings which has been growing relatively big. >> abc news, oakland california. janet yellen reiterated that the fed could start raising interest rates later this year and delivered the mid year economic outlook to congress today. she reported a number of encouraging signs that the economy is reviving after a brutal winter and says if the improvements stay on track the fed will likely start raising rates but says there is no timeline to do that. >> we have no judgment about at this point about the appropriate date to raise the federal funds rate or judgment about that will depend on unfolding economic developments and how they effect our forecast. >> many economists believe the first fed rate hike will happen in september. if you felt frustration dealing with the irs over the

phone turns out you aren't the only one. a new report says the service has gone from bad to worst. dropped phone calls jumped from more than 8 million last year up from just 500,000 the year before. callers also spent more time on hold. the irs officials one of them says that the bad service is because of budget cuts. let's turn to health news. you may want to drink up the next time you take a long road trip. >> and one of the largest cereal companies is trying to get healthier. >> reporter: general mills unveiled a bunch of new products that skewed towards natural and wellness with several lines boasting high protein content mostly accomplishing that by expanding offerings. organic farming may be more greenhouse gas intensive than conventional. the study comes from the

afternoon just east as you can see in this video from sky 7 hd authorities sprayed the fire with retardant to put it out. here is another view tweeted out late today. abc 7 news reporter is live with more of this really strange situation. >> absolutely. strange indeed. bridge officials say they don't know what caused either of the fires. you may remember there was speculation on monday that perhaps a tossed cigarette had ignited some debris. tonight officials are saying that explanation is unlikely. bay bridge officials say the only thing more unusual than one fire on the bridge is two within two days of each other. the cause? >> no one knows. we cannot know. >> bridge spokesperson says the fires overlapped the same bridge joint seal. >> it covers the joint and is a rubber-like material that protects the joint from any sort
