ts the joint from any sort of debris. >> reporter: a bridge engineer discovered today's fire and called kr, hcall d called chp and san francisco fire department. here is the view. six feet of that field burned today about half of that. the bridge seal will need to be replaced. >> we will not speculate as to the cause until we are clear as to what the cause of both fires is in fact. >> reporter: despite not knowing the cause bridge officials say drivers are safe crossing the bridge. >> that has a lot to do with why these fires were put out within minutes of being reported. >> reporter: no one was injured in either fire. highway 84 is expected to reopen within the hour following a deadly crash between a big rig and three other vehicles. it slammed into other cars from behind between vin yard avenue.

investigators say the big rig driver approached traffic slowing and wasn't able to stop in time. a man in one of the cars died at the scene. the big rig driver and two other people were taken to the hospital. a deadline is looming between city of san jose and police and firefighters unions. the sides are facing a midnight deadline to reach a deal over court-ordered changes to measure b, the controversial pension reform package. the unions say pension cuts brought on by measure b are driving down staff levels especially in the police department. >> what it should be is what was many, many years ago is 1,400. and it's not even close. and every day that we sit here at this table and not have an agreement another cop walks out the door. >> the sides have been trying to work out differences for more than four months. if they don't reach a deal both can start appealing changes.

police departments everywhere are adding body cameras to their arsenal. this afternoon san jose became latest department to say it is turning on officer video recorders. vic lee is live at the san jose police department where he has gotten a look at the new cameras. >> they are very light and actually smaller than your iphone. you also have live view capabilities. of course, new technology has made all of this possible. there is still old fashioned questions over the protocols for the use of these cameras. after years of pilot programs the body cams were deemed too expensive and too unwieldy. now san jose police say they will roll them out and are ready to begin field testi cameras made by two companies. the more common model worn at chest level and one like this. this is what is called a pov camera mounted on a pair of eye glasses. you are looking at a live view

from an iphone. 15 officers will wear these cameras. the field tests will last for 12 weeks. each officer will complete surveys, the information evaluated before cameras are bought. >> we will be moving forward comparing and contrasting the number of citizen complaints in comparison to prior statistics. >> mayor promised to fund body cams and the city already has protocols for officers to follow which the police union helped draft. >> body cameras are going to shine a lot of light on work that police officers do every day. >> there are questions of transparency in that community groups were not consulted in writing those policies. one concern officers can turn off cameras if they decide there is no further investigative value in continuing. independent auditor. >> and officer's determination that innocent is maybe not over but not worthy of being recorded

is something that should not be left to the officer's discretion. >> reporter: police say protocols are only a first draft and that community groups will be consulted before a final policy is approved. vic lee, abc 7 news. in red wood city detectives believe there could be more victims of an acpuncturest accused of sexual assault. he is out on bail following arrests on monday. last month the woman says the doctor touched her inappropriately during a massage session. the patient said the touching came after a series of sessions. detectives say they have evidence of the crime and are encouraging other possible victims to come forward. >> this individual did have a practice and advertising on the internet. >> reporter: the arraignment is set for august. in palo alto police are stepping up patrols after two reports of late night prowlers in a week. the first one was last week. the other happened yesterday on

emerson street. in the most recent incident around 1:30 in the morning a woman says she notessed a strange man looking inside a window and banging on another window. the other incident was around 11:30 at night. police do not think the cases are related. in the multi-year drought there are tough new rules for lawns in california. a new restriction stating drought tolerant plans must be used for homes and businesses. governor brown ordered water resources department to increase landscaping restrictions as part of his executive order in april. homeowners say they will adapt to new changes. the drought is hitting one community especially hard. the town has banned all outdoor watering. people are being asked to cut water use by 25%. the county gets its water from the canal. governor jerry brown signed

a measure to make sure cheerleaders are compensated for their work. the law states cheerleaders are entitled to earning minimum wage and overtime. cheerleaders said mandatory practices and appearances were unpaid. this law goes into effect next year. san francisco voters will see a measure on the november ballot for a proposal to stop the construction of luxury houses. the measure would suspend the development of market rate housing for 18 months. the plan proposes 50% of all units must be priced below market rate. donald trump invited to change his perception of the mexican people. he made the announcement while promoting the festival, the week long event showcases mexican scientists ballet dancers opera singers and lawmakers

a bus carrying inmates broke down in oakland during the morning commute today. sky 7 hd was over the scene as inmates were quickly moved to another bus. the sheriff's office said the only issue was that some of the inmates ended up being late for court. four san francisco men including two here have been arrested accused of illegally growing hundreds of marijuana plants. investigators found 672 plants and two grams. officials also say the electric line to the warehouse was broken. all four men face charges of illegally growing and selling marijuana. in berkeley the project of inspecting balconies. abc 7 news reporter wayne freedman is live on the scene of the fatal collapse that prompted this action. >> reporter: good afternoon. berkeley describes this as a forward thinking ordinance.

the balcony on that building behind me collapsed the city believes it highlighted a major problem they don't want to see happen again. it may be the most relevant and formally obscure question how many balconies in the city? >> i have no idea. >> a lot. >> reporter: all suspicious following last month's fatal collapse and all due for inspection within six months after last night's unanimous vote by the berkeley city council. how many balconies are there in berkeley? >> who knows? i don't know. nobody knoes. >> reporter: how can you pass a bill when you don't have an answer. >> they all need to be safe. you are trying to say since we don't know the number we shouldn't do them? come on. let's get real. >> reporter: the ordinance requires steel reinforcements, ventilation and access to inspection on all new decks certifying the existing ones could cost thousands of dollars each according to private

building inspector matt canter. >> will we be making holes into things and popping things out? >> reporter: it's a lot of decks and probably a shortage of locally qualified inspectors. imagine a build wg 19 balconies needing inspection. >> you can think of the same thing in terms of like earthquake safety. are they going to tear every building apart to make sure everything is totally safe? >> reporter: see the big picture. >> we have a serious flaw and we realize it occurs not just here. it is all over the state. we are sort of the front runner to a major problem all over the state. >> reporter: berkeley now on the leading edge of baleconies. one of the biggest problem crimes in uc berkeley is down. campus police say bicycle thefts dropped 45% when the police

department started using bait bikes. police say most people caught stealing are repeat offenders. last year nearly 300 bicycles were reported stolen at uc berkeley. a group of state lawmakers want students to have more say in the fees they pay. the senate education committee today advanced a bill to create new requirements for campuses to implement student success fees. new requirements include a student election or consultation to approve the fees. >> i was surprised that we went to new process that didn't require students to vote, require some level of consultation and gave the ultimate authority to presidential race fees and students. >> a dozen have fees with some students paying as much as $2,000. the largest city worker's union in oakland is asking members to authorize a strike. local 1021 represents about

2,500 full and part time workers. contract negotiations are underway and union leaders say a strike isn't likely although authorizing a strike can be used as a bargaining tool. city leaders say the package being offered is generous. a fifth grader gave the key note speech at a citizenship ceremony in oakland. >> opportunity. >> she read from an essay she wrote on why she is glad america is a nation of immigrants. she focused on an orphan who was adopted. every time i heard i was like that's so awesome. i was just really happy for everyone who came.

low 90s concord, livermore. a beautiful view from our cam. i know some of you love the fog and you can't get tired of this picture. inland heat tomorrow and a slight chance of showers on sunday. i'm going to explain why our warming trend continues tomorrow and it's a matter of fact that is when we see the hottest weather in inland communities for the next seven days. we are watching hurricane deloris, a category 3 hurricane. on the scale only goes up to 5. winds of 125 miles per hour. it is kicking up the swells along the southwest coast of mexico. that will continue along with rain. category 3 still tomorrow afternoon and then starts to weaken and it becomes a tropical storm by saturday evening. eventually it weakens more. as we head towards saturday

evening southern california may get a little more moisture. for us one computer model wants to take the moisture over the pacific ocean and keep it there. the other one wants to bring it closer to the bay area which would mean the possibility of showers on sunday. we will keep you posted on that. right now they are in complete disagreement. temperatures first thing tomorrow morning upper 50s to low 60s quite mild. watch out for the fog. it will get warmer in the south bay 91 in gilroy. 87 in san jose. 83 degrees. nice day on the peninsula. 83 red wood city. 68 in pacifica. you will see the fog pull away from the coast tomorrow which will allow warming. 66 daly city. 74 in downtown san francisco. north bay 60s with fog along the coast but 90s around clear lake, 86 santa rosa. nice day on the east bay.

products claim to protect you from mosquitos but many contain chemicals you don't want to spray on yourself or your kids. >> alternative ways to keep the bugs from biting. here is michael. >> like many people they consider their backyard a summer oasis until mosquitos took over. we stuck a bottle of mosquito repellent on the table. >> reporter: not a fan of bug spray, consumer reports looked at alternative repellents like candles, diffuseers and wrist

bands. testers suited up and filed into an enclosed room meant to stimulate a lockup. first line of defense an $8.50 off candle. they repeated the test. neither candle nor diffuser kept mosquitos away. how about wrist bands? the tester you don't want to be counting on this. >> the wrist bands contain various plant oils. the mosquitos started biting immediately. >> reporter: what alternative worked best? an ordinary fan. >> it literally blew the bugs away reduced the number of mosquito landings by about half. >> reporter: which means another tool in the arsenal in the war against mosquitos.
