>> good morning, everyone, i'm carolyn tyler. thanks for joining us on this sunday july 26th. let's start with a quick look at the weather with meet frances dinglasan, in this morning for lisa argen. >> hi carolyn, good morning everyone. we are starting off with milder temperatures. the extensive cloud cover keeping us in the upper 50s to low 60s right now. san francisco at 58 for the marathon runners. oakland 62 san jose 61 degrees. live shot right now from our roof camera looking toward the ferry building. here's what you can expect this afternoon. inland east bay areas will reach the 80s once again with lots of sunshine by the archaism long the coast the clouds stick around most of the day. we could see a little clearing with afternoon sea breeze. temperatures in the 60s.

and around the bay pretty comfortable, as well. upper 60s to upper 70s. i talk about a big warmup with the accuweather seven-day forecast coming up. carolyn. >> frances, thank you. we will start with breaking news from berkeley where part of eastbound interstate 80 is closed because of a railroad bad traffic accident. this is a live look at the freeway at the ashby avenue overcrossing. the highway patrol saying the crash involved at least two cars and a big rig. some of the vehicles ended up on the right-hand shoulder of the freeway near the ashby avenue overcrossing. this is video from earlier. traffic was being held. we are learning caltrans may have to inspect the overpass because fire crews on the scene are concerned about the structural integrity of the crossing after the accident. once again all but two lanes of eastbound interstate 80 at ashby avenue are closed this morning because of this accident. we will follow this story for

you throughout the morning. also this morning the search for a san francisco teacher who has been missing since friday. 46-year-old ed cavanaugh is a popular instructor at downtown high school. that's a continuation school in the city. he's been missing since he parted with a friend while dirt biking. abc7 news reporter melanie has more. >> downtown high school is where students come from graduation is out of reach. >> it's a very special place. >> he was an extraordinary teacher. >> he's gruff on the outside but a marshmallow inside. >> ed cavanaugh's combination of hard and soft has endeared him to nearly everyone inside classroom 12 and beyond. he has led more than 20 ten-day backpacking trips with students. all the more reason why his

disappears is so confusing. >> i know he has all the skills to survive in the wilderness. my only concern is he's a diabetic. >> his sister said he would never ride without insulin on him. the question is whether or not he has enough. >> word of what now feels like a bad dream, spread between teachers. >> we are just counting the hours until we see him. >> he came in day in and day out and was willing to do whatever it took to these kids a lot of them who quit on school to get them back into school. >> which is why no one is giving up on ed. >> ed, we can't wait for you to come back so we can hear your extraordinary story. >> one they expect him to share with students when he returns next month. abc7 news. >> a one-mile strep of highway 1 in pacifica is open this morning after it was closed yesterday following a head-on crash. it happened just after 6:30

yesterday. two people are hurt and police are calling it a major injury crash. two cars were involved. both of badly damaged. all lanes were shut down in both directions until about 4:00 this morning by crest view drive. a small plane went down at the san carlos airport last night. redwood city fire department tweeted this picture. you see the plane in a slight nose dive position in tall grass. the faa said there was only one person on board and that person fortunately was not hurt. happening today a special honor for fallen hayward police officer scott lunger the 48-year-old lunger was shot and killed last wednesday morning during a traffic stop. the man accused of killing him faces charges that make him eligible for the death penalty. baseball was a passion of lunger's. he played in a senior league in the east bay, the tri-valley

a's. they will hold a special tribute to him before their game in gra nada high school in livermore. a 15-year-old veteran of the force, he will be laid to rest with full honors thursday. because so many are expected to attend, his funeral will be at oracle arena. it is at 10:00 a.m. and it is open to the public. you can offer your condolences by sharing this badge on social media. you will find it on our abc7 news facebook page or twitter and insaw gram under abc7newsbayarea. >> there's a memorial on haze avenue. part of haze street is known at dan nieme way. it's on the tenth anniversary of that officer's death. dozens of his colleagues celebrated his life and honored him at a special ceremony. the police shared what the

officer wrote about what it meant to be an officer. >> we can't save the world. in fact, i doubt the world even wants to be saved. if however, just once in a while we can make someone a little safer leave someone just a little better off than we found them doesn't that count for something? >> he left behind a wife and two children. the man who shot him is on death row. a wildfire continues to burn at this hour just north of interstate 80 in novato and placer counties. the fire started around 2:30 yesterday afternoon. the fire has grope to 4,000 acres. there are mandatory evacuations. 600 firefighters are doing everything they can to stop those flames. >> we have a very large response on the fire with conditions ripe. we are hitting it with everything we have. a large heritage as well since it is difficult to get access on the ground. we have a lot of air drops and

doing earning we can to slow down the fire. >> the investigators are trying to find a white jeep rainingler with no white top and no doors seen leaving the area when the fire started. there's good news out of napa county this morning. all mandatory evacuation at the fire near the lake have been lifted. that fire which began wednesday, has burned 5900 acres and it is now 55% contained. residents had questions at a town hall meeting. sergio quintana was there. >> during the week the rag fire raged, consuming hundreds of acres in the first day. but now crews have a better handle on the fire. got news of the week is there have been no injuries to citizens and the structure loss was very minimal. all the residences are still standing. >> the fire chief told us crews are still cutting a containment line along the southern edge of

the the fire but all the res lengths were allowed to return home. they are still on the ground patrolling for hotspots burks now the evacuations are clear and a lot of the residents are going over lessons learned from the fire. they fielded a number of questions, including concerns about drinking water how evacuation can be carried out better and concerns about communication. when evacuation were called early in the week, not everyone got the reverse 911 call because the system doesn't recognize cell phone numbers. one had a solution based on a fire last year. >> another challenge, evacuating livestock and lessons learned helped to get animals moved fast. >> i must have seen 50 trailers in a two or three hour time span. it was amazing how everyone got together. and i know there are people moving cattle. >> they are concerned about the rest of the fire season because lapped scape is parched from the

ongoing drought. that's why they repeated an important message to residence. create and maintain defensible spaces around homes. abc7 news. happening now, runners are lining up at the starting line for the 38th annual san francisco marathon. here is a live look from our abc7 roof camera at the embarcadero, which will soon be packed with runners and spectators. the race begins at the bottom of the hour. and this year's marathon has more important serious runners because it is now sapped as a usa track and field qualifier race for the 2016 olympic team trials. there's also a half-marathon and a 5k run scheduled today. the race begins and ends at the embarcadero and mission street after winding its way through the city. a rousing ceremony last night at los angeles memorial coliseum kicking off the 2015

special olympic world games. 6500 athletes from 165 countries will compete in 25 sports over the next nine days. maria shriver took center stage expressing how important this event was to her late mother eunice kennedy shriver who founded the games. >> we always knew the special olympics was really our mother's sixth child and maybe her favorite one at that. >> entertainers performed and first lady michelle obama made an appearance. the u.s. has 480 athletes participating in the games this year. including sarah from novato. she's been compete as a swimmer since she was about 13. five other agent heats from northern california will also be competing in those games.

s. >> a chaotic screen in a quiet tokyo neighborhood after a plane crash. three people killed and five others just. houses at the site burned to the ground. the neighborhood is about 500 yards from a local airport used by small aircraft. and we are following develop news out of paris where police have opened fire on a car that tried to cross through a barrier at the tour de france cycling race. a police spokesperson said the car tried ramming barricades at the concord where cyclists make the final celebratory lap. it appears that two occupants in the car escaped. no one else was injured. a large manhunt is underway right now. and scary moments at the cosmopolitan hotel in las vegas after a fire broke out on one of the pool decks. abc7 news reporter max examplar was there and tweeted this video

of black smoke billowing into the air. fire crews evacuated the hotel and shut down nearby streets for several hours. abc news reporter alex perez has the latest. >> a towering inferno on the las vegas strip. parts of the cosmopolitan hotel up in flames. one of the trendiest and luxuriousry hotels in the country. >> all the norse above the fool. >> smoke billowing across the desert sky as fhrefighters battle the blaze. >> we have synthetic containers. all the palm trees are on fire. >> the cause of the blaze remains under investigation but the las vegas sun reports hotel employees suspect the fire may have been started by a cigarette. it started on the 14 floor pool deck and quickly consumed

cabana s. >> there's something serious going on. it's igniting. >> there were 100 people just running from the hotel. >> a hotel a magnet for celebrities. and there were no life threatening injuries. the cause is still under investigation. that was alex perez reporting. by the way, officials say guests are staying at the hotel. new this morning, president obama wrapping up a historic visit to kenya a country that considers him a local son. president obama delivered an address to thousands at an indoor arena in nairobi. president touched on the issues of guy rights, treatment of women and urged kenyans to embrace social change. he also thanked the country for its 'by talty. >> i'm proud to be the first american president to come to kenya.

[applause] >> and, of course, i'm the first kenyan american to be president of the united states. the cloud cover once again pulling in from the coast. here's live view at sfo. you see the gray skies and temperatures mainly in the upper 50s to low 60s through san francisco, oakland, mountain view and san jose. 59 in morgan hill and half moon bay. this time we are looking at still gray. so far no fog developed. yesterday it was quite thick around this time of the morning. livermore and concord already in the low 60s. but you see some of the low clouds hovering just before the transamerica tower as we look live from our exploratorium camera. here's what you need to know. morning clouds once again still spotty drizzle possible especially near the coast. mild to warm this afternoon with a breeze picking up. and then get ready. possible record heat midweek. i'll show you when exactly and where we will see some of the warmest temperatures. so the atlanta radar image shows the up he level trough. it will dig through this around.

winds will pick up later today and into tomorrow morning. and then also monday night to tuesday could be windy, as well. highs today similar to yesterday. 79 and plenty of sunshine. 88 gilroy for the garlic festival. and also look for upper 70s through redwood city, menlo park, palo alto. but the coast still breezy and in the 60s. 63 pacifica. the clouds may however around as well. daly city 63 today. downtown san francisco 67. look for low 80s once again. sonoma and napa and even santa rosa and also novato at 81. pretty comfortable for the berkeley quite festival with a high of 69. you will see the winds reach about 20 miles an hour this afternoon. 70s through san leandro, union city 75. and 80s in the inland areas. 82 san ramon. all the way up to 89 in brentwood. so still quite warm there. overnight lows with the clouds

moving in once again will however near the upper 50s and low 60s. now here's what you need to get ready for. midweek heat. we have the area of low pressure. that's going to be replaced by high pressure. this offshore flow is really going to drive to keep inland up so we could see temperatures near 100 degrees and above. near record-breaking temperatures. we will keep an eye on that for you. the likeliest days we will see the warmest weather are tuesday and wednesday. for example, in san jose the average high of 83, and we are slightly below that today. notice monday things really heat up and then we hit the 90s midweek. starting to cool down and taper off by thursday. here's the pattern, as well. with the accuweather seven-day forecast. check out inland numbers reaching 100, 102 tuesday and wednesday. also humidity will rise thursday and friday. and a slow cooling. but we have subtropical moisture

against anyone with a disability. the ada is still make changes. recently barta changed their cars to accommodate those in wheelchairs. and this program opened in palo alto. but even in 2,000, some cities were still refusing to install street ramps. >> sacramento argued to the court that the ada was actually up constitutional, to the extent that it required cities to provide curb ramps. the court rejected that but in the end we got a wonderful resolution where the city agreed to make the entire built environment of sidewalks accessible. >> the disabilities act is now taking on uber arguing the transportation company is refuse to go pick up blind people with seeing-eye dogs. every dog has its day in southern california and it was a day for korgieas.

roof cam. you can't really see much right there. the starting gun goes off down the street a little bit further down there. the embarcadero and surrounding streets are closed so driving today might be a little dicey. serious marathon runners will be glad to know the race is now sanctioned as a usa track and field qualifier for the 2016 olympic trials. that race begins and ends at the embarcadero and mission street after winding its way through the city. well, a few more verbal jabs from republican presidential candidate donald trump. his target this time, hillary clinton. trump was in iowa where a standing-room-only crowd waited over two hours in the heat to hear him many he took a shot at clinton and accusations of her use of private e-mail while secretary of state. intelligence investigators in washington said this past week that secret government

see as an answer to an inefficient tire recall system. 38% of all recalled tires are never taken off the road. some think a scanning system is certainly better than what we have now. >> it would sure be a time saver, and it would be a lot more accurate. >> under the current system recall notices are sent via the mail. but he estimates two-thirds of tire manufacturers he deals with don't send out notices. he is forced to look up the information on a government data base. >> you can see there's about 20 on each screen here. >> there are dozens of manufacturers, each with many models and with different tire identification numbers that are 12 digits long. >> there is some margin of error there. we could make a mistake in transposing one of those numbers. >> last year investigators take a church van overturned in florida after the tread separated from a recalled tire. two people were killed and 8

injured. this week the tire industry association came out in support of a system to make tires scannable to alert everyone of recalls. >> neal is with the san jose based company alien technology. a provider of rfid technology. some companies he says already have scannable tires. >> a lot of companies, they are either embedding an rfid device inside of the tire or on the outside wall of the tire >> but the rubber manufacture's association said it's too early to implement the system because the infrastructure is not in place. it is supporting a bill that would make registration of tires mandatory when sold. they said adding the congress technology to the tires would just a dollar to the cost of the

sfo, gray skies above, but you see a few breaks already in some of the low clouds. and temperatures are mainly in the upper 50s to low 60s. in san francisco it's 58 degrees. oakland 62 degrees. san jose at 61 degrees. a beautiful shot from mt. tam where we have the low clouds that spilled into the bay. in santa rosa currently 58, napa at. and a few spots like concord and livermore in the low 60s. this time from the exploratorium, we are looking toward the ferry bulling in the corner and the financial district. still gray skies over san francisco. we've got the morning clouds to contend with. a typical pattern. even some spotty drizzle. i had to use my wipers a couple times this morning. this around the breeze picking up, and then possible record heat midweek. so here is the forecast animation. 7:00 this morning we still have quite a bit of cloud cover all over the bay.

and even some chance of a drizzle, especially near the coast. the area of green you see. by lunchtime inland areas will be clear, but still clouds right there clinging to the coast. and then by this afternoon temperatures once again will range from the 60s at the coast, all the way to the upper 80s inland. here's what you can expect for a high today. still warm in antioch. 88 degrees for you there. in livermore 84. but below normal. san jose 79 degrees. we will find a few low 90s up through clear lake and cloverdale. also, san rafael hitting just about 80 degrees today. now if you are headed to the giants and a's game this afternoon at 1:05, you will still need the sunscreen. even though we will see the clouds clear throughout the day. temperatures will be fairly comfortable, mid-60s for you. about 67 degrees by 4:00 this afternoon. headed to the garlic festival,

it's going to be a little more comfortable. temperatures peeking out at 88 degrees by 4:00 this afternoon. and then cooling off to 78 by 7:00 in the evening. overnight lows with the extensive cloud cover once again. very similar. upper 50s to low 60s. and also traveling around the state look for some 90s through the central valleys. fresno 96 and palm springs hitting 107. los angeles more comfortable at 81 degrees. here is the accuweather seven-day forecast. so another mild to warm day. but get ready on monday. the heat builds and we will see some hot, sizzling numbers inland. tuesday and wednesday around 100 degrees. the bay 90s wednesday. and the coast maybe even close to low 80s. humidity rises and the temperature slowly falls into next weekend. it is going to be a hot one. be prepared and try to stay cool
