under way to determine how she died and if she had been molested. in santa cruz david louie, abc 7 news. the wragg fire that started wednesday went over the containment line. mandatory evacuations have been ordered for mixed canyon, sky ridge road and blue ridge road. firefighters from vallejo are on the scene. the fire is already burned nearly 7,000 acres and was 80% contained before it ignited again. let's get a quick check on the weather. turning to our meteorologist sandhya patel. >> the slope from the fire is drifting as i look to the north toward the bay. let me show you the current conditions near the fire. it is getting hotter in the last hour, 98 degrees. relative humidity is running low, 10%. wind out of the southwest. it has switched direction

gusting to 15 miles an hour. that intensity of the fire is showing up on the live doppler 7 hd, as you noticed. we have records to talk about. 98 degrees is the tie for the previous record. downtown oakland broke their previous record. antioch 106 103 in livermore, 101 in fairfield and concord. 80 degrees in san francisco. so far, the high in santa rosa 98. 93 in san jose. i'll let you know how long the heat is going to stick around. >> thank you very much. we captured this thick black smoke pouring from an industrial fire in vacaville. it started in their back lot. police asked people to evacuate the building. no word on how it started or where. a drone got in the way of a brush fire in dublin. it burned near the camp parks

army base and the jail. abc 7s reporter melanie is live with the latest. >> reporter: they are working to determine what caused the fire. they tell me it's 90% contained and been burning since 11:30 this morning. from sky 7, you can see flames and smoke with firefighters working to put out the military base fire. the good news, there's no training at this location no buildings or homes affected. more troubling, the weather. conditions leaving firefighters playing catch up all day. they started talking about the fire getting an upper hand on it. thought it was under control. the wind came up and the containment line it blew over the containment line and started again. we have been chasing it all day long. >> reporter: 750 acres burned. in addition to weather conditions, a drone hampered their efforts.

another reminder for drone operators. they are receiving help from cal fire and san ra moan fire district. >> i just want to spread the attitude to all the fire departments, police departments who contributed to getting it extinguished today. thank you. >> reporter: one firefighter sustained a heat related jury and is expected to be okay. in dublin melanie wood row abc 7 news. the heat is taking its toll on the crews. extra precautions are being made to ensure their safety. >> fires start when it's hot. we have to work out there. for us it means hydration giving firefighters a break as often as we can. we pay close attention to all the firefighters in the fire line to ensure they are not suffering from heat exhaustion or the impact of heat.

>> cal fire said these conditions are not like anything they have seen in years. firefighters have responded to 3900 fires already this year. in this drought you hate to see water wasted. that's what happened on the peninsula. millions of gallons of water lost after a transmission line broke in san bruno. crews finally shut it off this morning. we are live in san bruno to explain why it took so long to shut it off. >> reporter: well, dan, it took so long because we are talking a 54-inch regional transmission line. this is not a small water line that feeds into your home. it is more complicated. it's harder to divert that amount of water before sethutting the system off. as we said, terrible timing dan. about 15 million gallons of precious water lost due to this water main break that was discovered after 9:30 last night

at the park in san bruno. >> it appears that age is the cause of the break. the pipe was put in around 1927. >> reporter: crews were able to cap it 13 hours later, after diverting the water that comes from the crystal springs reservoir. you can fill 20,000 bathtubs with 1 million gallons of water. now imagine 15 million. it's 20% of the water that serves san francisco in a day. still, the public utilities commission decided it would be much worse to shut the line down used in san bruno and pacifica. >> it would depressurize the system down the line. all the communities would no longer have had water. it's not only your homes and for the drinking water, all the high hydrants on the corners of every street. >> reporter: it keeps the drinking water safe for residents.

>> if it gets depressurized, then the system has to be flor nated again. >> reporter: because the break occurred inside the park, it was able to flow into an existing creek and eventually into a storm drain leading into the bay. customers should not expect a fee hike. these kind of events are covered by the water agencies emergency fund. in san bruno abc 7 news. a man accused of killing a police officer will have to wait another month to find out whether he will be sentenced to death. he was found guilty of murdering the officer with special circumstances. the penalty trial was going to begin this week but a juror is moving out of the state. a judge declared a mistrial. police are stepping up patrols after a violent weekend.

among the crime victims, this man, christopher kyle, a 19-year-old hockey player. we are joined from the police department with more. chris? >> reporter: police are calling this an active investigation. it is a tragedy that has left many people stunned and wondering why this young man was shot to death. at the ice facility in san jose -- >> chris is everyone's brother. we lost a brother. >> reporter: a group of hockey players gathered to remember his friend. >> he didn't deserve that. he's too good of a kid. >> reporter: late saturday night, the police say a man was shot to death inside this mobile home park. >> it's not fair. not fair to the family. in front of his house his dad has to come home to it every day. it's wrong. >> reporter: authorities have nod released the victim's name. he's identified at 19-year-old christopher kyle a well known athlete in the world of hockey. the victim was outside talking to others when a car pulled up

you have them at your house. it costs consumers $350 million a year. >> last week, california's attorney general joins counter parts in 44 states urging the phone companies to block the robo calls. >> we have a look at the devices to stop the calls which we would all like to do. >> it is about time. the technology is out there. robo calls come at the worst possible time. there are devices you can buy that claim to block robo calls. consumer reports checked out several. ♪ >> reporter: robo calls are a nuisance. the fcc chairman said telephone companies can and in fact, should offer consumers robo call blocking tools. consumer reports knows that many people don't want it. bernie bought several devices you can buy and install now. >> we asked volunteers to try out four devices that climb to

limit the number of robo calls. >> reporter: these were two of 102 people that installed the blockers in their homes. the devices range from $45 to $110. some let you program a white list of safe numbers to accept with others a blacklist, coming preprogrammed with numbers to block. you can add more. some use both and work the best. >> once i saw the number on my caller id on my phone or robo call device i was able to white list them yes this is an acceptable call or blacklist them, a robo caller who is an annoyance. >> reporter: she liked the device she installed. if the call blocker cost $110. she thinks there's a better solution and consumer reports agrees. >> i would like to see the phone companies take responsibility for not allowing the calls to
