officer has been indicted for the murder of an unarmed black man at a traffic stop. it's a scenario we've seen before. a crucial difference this time the officer was wearing a body camera. what it shows you may find disturbing. abc's tom yanis on the scene in cincinnati. >> reporter: an officer of the law turning himself in after a routine traffic stop caught on a body camin cincinnati went terribly wrong. >> this is without question a murder. >> reporter: it was yet another of those routine stops that has become all too familiar. >> get out of the car! i will light you up. get out! >> reporter: on white police officer, an unarmed black driver, another tragedy unfolding in just a few frantic minutes. >> stop, stop! >> reporter: it began july 19th 6:29 p.m. like so many other past incidents, what happened next might have been forever unclear. but this time one crucial difference. university of cincinnati police

officer ray tensing is wearing a body camera. he has just pulled over 43-year-old sam dubose for driving without a front license plate. >> why don't you have a license plate on your car? it's in my glove box. >> do you have your license on you? >> yeah. >> reporter: the officer spots something on the car floor. >> what's that bottle on the floor there? >> reporter: dubose hands the bottle over but doesn't produce a license. tensing keeps asking. appearing to grow impatient. >> do you know where the license is at or what? >> yeah, i've got a driver's and stuff. >> i'm going to ask you again, do you have your license on you? >> i have a license. you can take down my name. >> so you do not have your license on you? >> reporter: officer tensing reaches for the car door and asks dubose to unbuckle his seat belt. >> i didn't even do nothing. >> reporter: dubose appears to put the car in drive and the car appears to move and then a split

second and the situation escalates. >> stop! stop! >> reporter: moments later the car, now out of control, rolls away. the vehicle came to a final stop at the corner of rice and valencia streets. dubose was pronounced dead at the scene. minutes later, on police radio, this is how tensing describes what happened. >> i almost got ran over by the car. he took off on me. i discharged one round. struck a man in the head. >> reporter: a police report showed tensing later claimed he was he was being dragged by the vehicle and had to fire his weapon. after the shooting officer tensing was placed on administrative leave awaiting investigation. today as the body cam video became public an angry prosecutor demanding justice. >> i've been doing this for over 30 years. this is the most asinine act

i've ever seen a police officer do. >> by releasing the video they're basically saying to the public, this wasn't frivolous. this wasn't a rush to judgment. >> reporter: today, tensing was indicted on one count of murder and one count of voluntary manslaughter. if convicted he could face 15 years to life in prison. following the indictment tensing was dismissed from the university of cincinnati police department. >> it is hard to understand why the officer pulled out his gun in the first place. >> reporter: officer tensing's lawyer tonight told "nightline" that he believes a murder charge is unjustified by the facts of the case and his client intends to plead not guilty. the lawyer for the family saying that the officer was out of line and went too far. >> he had the right to stop him, no question about that. and he had the right to interact with him. what he didn't have the right to do was to completely overreact to what he did to sam. and then take out a service revolver and shoot him. >> do you think the officer was ever dragged? >> no, not at all.

he raentwasn't. >> reporter: county prosecutor deetors say he's treating officer tensing as a murderer. >> he should never have been a police officer. >> reporter: fighting bab tears, sam's mother says she's thankful there is justice for her son. >> relieved. because now i realize that my son -- did not do anything. and i know that -- everybody knows now he didn't do anything. >> reporter: dubose's brother aubrey remembering his brother as a caring father. >> i know my proand i know that he wouldn't be running from law enforcement and then once i heard what he was getting pulled over for, i thought it was a false report immediately. >> reporter: lawyer mark owe mira showed sam's previous arrest record shows he'd never resist arrest. >> he's been arrested before. never had a problem with an

officer during any of those arrests. why would all of a sudden he change his entire life philosophy and decide this is the officer i'm going to resist and run away from? rather, i think this is squarely and solely on the shoulders of mr. tensing. he's no longer an officer and doesn't deserve to be one. >> reporter: the family hoping that justice will be served. >> wow, my brother's not here. i can't even process that. i was just with him like two days before this happened. >> reporter: here's what we know about the officer in the video. officer ray tensing is 25 years old. he's been a police officer for more than four years and was hired full-time at the university of cincinnati in april of 2014. in a performance evaluation last april obtained by abc affiliate wcpo officer tensing had no record of prior misconduct. in the officer safety sections tensing was graded 4 of 5, superior for maintaining control of weapons at all times, maintaining control of a situation, and prepared to use necessary force. in the comments section his

evaluator wrote, tensing maintains control of his weapons and of situations he's involved in. the death of dubose is the latest in a series of recent incidents where police officers have been accused of using excessive force. with the presence of video cameras becoming more common, it's no surprise they're capturing more violent encounters at traffic stops. walter scott in north charleston, south carolina. most recently the arrest of sandra bland, pulled over for failure to signal a lane change. >> get out of the car! i will light you up! get out, now! >> reporter: she died three days later, a reported suicide in a texas jail cell. but almost a year after the death of michael brown in ferguson and the subsequent outrage and riots over the alleged lack of police accountability, it would appear that one prosecutor wants to take swift action. >> we acted as rapidly as we could. we returned a murder indictment against a police officer.

i would hope that people would, as they reflect on this entire situation, realize that we sought justice, which is my job, and did the right thing. >> reporter: the family taking some solace in that. >> you took a good man, officer tensing. you know you deserve to go down. you took our family member for no reason. i mean i would tell him, if you ever get a chance to be a cop again. >> if you could send a message to officer tensing what would you say? >> may god have mercy on your soul. >> reporter: due pose was laid to rest yesterday. tonight the city has repeated their plea remain calm. this is the first time an officer has been indicated for murder while on duty. tonight cincinnati hopes it's the last. for "nightline" i'm tom llamas in cincinnati, ohio. >> abc news will stay on this story, and our thanks to. next how an undercover

many of us have heard them before catcalls ugly comments aimed at women in public. are they harmless? if your answer is yes it's more likely you're a man than a woman. a new social experiment is helping some women show the rest of the world what life is really like in their shoes. and the serious consequences. here's abc's paula ferris. >> hey, baby! >> reporter: if you're a woman, chances are that at some point you've been catcalled. cosmopolitan.com followed three women on the streets of new york city with undercover cameras then recorded their boyfriends' reactions. >> i'm not happy with this. >> reporter: the reveal issing social experiment has racked up over 2.5 million views and aims to give men a sense of what it's really like when their loved ones are the target of crass and brazen catcalls. >> that's so messed up. >> that is disgusting, dude just get back to work and do

your job, don't waste taxpayers' money. >> reporter: all three men were shocked at the level of harassment their girlfriends face on a daily basis. >> what the [ bleep ]? you serious? >> reporter: tessa hirsch is an actress from brooklyn and has come to expect those vulgar comments. >> i get catcalled most days that i walk outside. i feel scared and angry at them but also just like angry that this is my experience being a woman in this society. >> reporter: she's been with her boyfriend, jonathan braylock for a year. >> there are plenty of men who know that this is wrong and don't want it to be done. i guess there's that -- you don't know what to do. do i say something? >> reporter: for tessa, the danger is real. >> there have been times when i have felt absolutely disrespected and unsafe. i've had people who have come up, asked for my number. i've said no. and then they have thrown things at me while i walk away and started cursing at me.

>> i think that men are really surprised that we face this. because they don't face the same issue when they go walk to the drugstore or go out to run an errand. >> why do these people think it's okay to follow this person make vulgar comments? it's something that no human being should have to go through. >> reporter: the cosmo experiment is just the latest video to spark a national conversation about catcalling. last year rob bliss creative released this video of shoshada roberts. for ten hours, she walked the streets with a hidden camera and says she was catcalled over 100 times. >> that was a typical day. it really was. it's an average. some days a little less, some days a little more. >> hey, lookit there! >> reporter: one of our staffers said she heard her first catcall when she was 11 years old and it hasn't stopped since. >> it makes you feel like you're

street meat. it makes you feel like you're being watched. >> reporter: with our hidden cameras rolling my colleague, linsey davis followed her on the streets of new york city to witness what she endured firsthand. and while some men just looked this man couldn't help but fall out. >> damn ma'am. >> excuse me, guys. >> reporter: lindsay decided to confront him and ask why. >> did you say, damn mama she's got cake? >> yes, i did. >> what made you actually say it? that's often what makes you say -- did you mean for her to be insulted? >> no. >> reporter: our "nightline" staffer says it doesn't feel like a compliment. >> i feel like i'm part of a circus circus. on display for their entertainment.

it's a frustrating experiencery i should be able to walk in peace. >> reporter: relationship experts say in order to curtail catcalls we need to begin with treating this bad behavior much more seriously than we actually do. >> it is street harassment. most important thing that we can do is be overly vocal about this. so you want to one, call it for what it is. you want to call it out. secondly, you want to make sure that you are reporting what's happening. >> reporter: some women are fighting back exposing catcallers for what they are. >> i know you mean it as a compliment but i don't take it as one. >> women are accustomed to just say, i don't like it. it makes me feel unsafe but i'm not going to say anything because that's just how it is. >> reporter: 28-year-old lindsay was harass sod much she started secretly filming with her iphone reporting herself confronting harassers. we've blurred the faces and

changed the voices of the men who lindsay claims of guilty of street harassment. she own created a website. cardsagainstharassment. offering a women a way to calmly confront their harassers. >> i'm going to give you a card. >> reporter: the cards have sayings like. >> someone walking, jogging, biking in your line of sight isn't an invitation to comment on the way they look. next time just say hello. i don't know that i'm changing hearts and minds but if they're being annoying to me i think i'm entitled to be annoying back to them. >> reporter: the hope is by showcasing their daily reality it may help stop the cycle of harassment. >> we don't know who is the safe person and who is the person who's going to follow us home. and they're perpetuating an idea that i don't get to be safe walking on the streets of my city. >> reporter: i'm paula faris for
