vote on aç implementation of a drone pilot program. >> it needs to go up. it can save lives. it is not about surveillance of the public. it's about giving us another tool to use on the streets. >> reporter: san jose police acquired the drone as part of a federal grant last year. for months, city of the neighborhood commission have been drafting a set of rules and regulations for the drone's use. >> it will not be used for surveillance. it does not have telephoto lenses or infrared lenses or any weapons or anything disruptive. >> reporter: commission leaders say the drone will not be able to record video and will be prohibited from flying at night and only used in specific circumstances. but community groups have raised concerns. >> rules can be bendable.

it can be a slippery slope. >> reporter: they say privacy and civil liberties are at stake. >> the use of new technology is experimental. it's why drones have been challenged in cities and counties and jurisdictions across the country. >> reporter: the pilot program would still need approval from the faa. the earliest it could go up would likely be 2017. chris nguyen, abc7 news. one thing the city council did decide on, a six-month moratorium on mobile park conversion in an effort to protect residents in the 59 mobile home communities. this after the win chester ranch park announced plans to sell to developers. the moratorium will not prevent closures long term, but will slow the process at least six

months. >> san francisco sheriff ross mirkarimi announcing today the dmv reinstated his driving privileges. he failed to report a car accident and found out his license had been suspended in february. the sheriff says he provided proof he provided information immediately but his insurance company apparently did not file with the dmv. mirkarimi describes it as a fender bender. one person died and two deputies are recovering after an explosion in a home where they were serving an eviction notice. take a look. the building went up in flames this morning when they were at the lock of the rear apartment. investigators traced the blast to natural gas. >> the question is whether it was disconnected to commit suicide prior to our deputies being there or disconnected are left on and then ignited knowing the deputies were there.

>> it was just like a loud explosion. like a boom, then, all of a sudden you saw police officers running. >> the deputies are expected to be okay. the coroner will determine whether the person was the target of the eviction. firefighters are battling rugged terrain and winds as they try to get a hand on the jerusalem fire. the fire consumed 12,000 acres with no sign of containment. it's returning near the rocky fire that broke out two weeks ago. we're live with cornell bernard. cornell, i know you have spoken to who have been evacuated. >> reporter: yes, the fire has continued to be very fierce, sending out thick plumes of smoke all day. one firefighter said the fire is gaining ground to the north-northeast to an area that was already burned by the rocky

forecast over the next 24 hours. it will remain strong over the next few hours, dropping off sharply during the overnight hours. ama? >> spencer, thank you so much. a million dollar fire that levelled a supermarket is being investigated as a possible case of arson. david louie has the latest. >> reporter: this is a pile of rubble created today by demolition crews at what was once marina supermarket. the work of fire investigators is just starting. they're focusing on the possibility of arson. the neighbors and first responders smelled gasoline just before 3:00 a.m. monday. the bureau of alcohol, tobacco and firearms will land it's analystical skills to the fire and police. there is also video that may have caught suspects or

accomplices if involved in the fire. >> there is a lot of work done behind the scenes to review video, and review eyewitness statements and pictures and accounts of everyone that responded to the fire yesterday to figure out what happened. >> reporter: damage to the market and neighboring medical supply store exceeds $one comblinl according to the fire department. it gives the insurance companies reason to cast a suspicious eye. other stores have been yellow tagged, meaning access is limited so they're not able to operate. >> hopefully they can find out if someone set it or not. >> reporter: firefighters will stay on the scene to control dust and handle flare ups. lab results from investigators will determine how the case proceeds. it's a process that can take weeks. in san leandro, david louie, abc7 news. it's taken six months to

determine what seems obvious. a man whose dismembered body was found in a suitcase in january was murdered. the 58-year-old was killed before he was dismembered. you might remember his torso was found in the suitcase. a leg left in a nearby bin. his head and hands have never been found. a man was arrested for the crime but died in drug-related complications a few weeks later. after two cable car drivers in san francisco ended up in the hospital, they decided to crack down on the hi, carolyn. >> reporter: you know police chief greg suhr says motorists would never think about stopping a packed school bus so why do

they do it with cable cars, risking a fine? >> we have a lot of problems. >> reporter: they're ambassadors of the city. the cable car operators like derek johnson. he says the job is rewarding but there can be hazards. in april, an operator was hit by a car driven by a tourist. he suffered a fractured leg and broken ribs. another is fighting for his life after being struck by a motorcycle in june. >> these two incidents on the cable cars up here have just really redoubled our resolve to make sure that not just the system but cable cars in particular can be safe. >> reporter: that includes adding notices to the back of the cable cars to make sure motorists know it's against the law to try to get around the historic treasures. they were created in the 19th

with just days before the beginning of the school year, districts are scrambling to hire more teachers after years of handing out pink slips they're left with a teacher shortage. abc7 news reporter leanne

melendez joins with us how they're dealing with it. >> reporter: san jose unified needs a dozen teachers, hayward, 25, oakland says it has a significant shortage. now, san francisco unified is still processing after politicses, but that district acted quickly when it knew there would be a problem. anna margarita sanchez was hired while still getting her california teaching credential. . >> i was taken aback how quickly things were moving considering in, within two months i had a job in a school. >> reporter: in a risky move, the district began hiring in january. something it had never done. >> they offered 100 early questions before we knew the subject areas they needed the teachers in, where there were openings. we knew we'd need teachers. >> reporter: san francisco unified as 21 teaching positions yet to fill.

school starts monday. >> necessary, we'll make sure there is a qualified substitute. >> reporter: this shortage in most districts is a result of years of layoffs during the recession years. that discouraged many from getting into the field of education. the number of those entering teacher preparation programs in california dropped by more than 55% from 2008 through 2012. >> people(m

tempers are flaring in san jose over the battle surrounding pensions. union leaders say the measure b agreement is falling apart. the city attorney trying to back out of a deal today. but the city tells abc7 news that is not quite true and no one wants the deal to fall apart. a special closed city council megs segs is expected to take place on friday. >> santa clara county supervisor as plied for millions in state funding to replace the main jail in san jose. it was built in the 1950s and has leaking pipes and mold. supervisors said it was built for short-term incarceration and isn't suitable for long-term sentences. they want to build a new jail for $243 million. aretha franklin delivered a dynamite show cancelled her
