the chopper went down on a ship near okinawa. it's badly damaged. no word what caused the hard landing or the extent of their injuries. officials say the crew was conducting a local training mission. bay area kids are starting a new school year while their districts are scrambling to hire teachers. abc 7 news reporter matt kellar is live in san jose where thousands of kids return this morning. this is a bay area-wide problem. >> reporter: not only the bay area, but all across california. students here will be going back to class today, but the school district is still looking for a few more teachers. a spokesperson for san jose unified says that they need to fill about 12 more teacher positions this week. oakland, san francisco, and heyward also report significant teacher shortages. this happened in most california districts as a result of years of layoffs during the recession years, and now retirements from the baby boomer generation. to make things worse, the number of those entering teacher

preparation programs in california dropped by more than 55% from 2008 through 2012. the school districts are being a lot more aggressive now recruiting teachers. >> we're a lot more aggressive with the first year teachers. recruiting the first year teachers. going to the candidate as opposed to the candidate coming to us. we did a lot of regional job fairs going to the university campuses and recreating those first year teachers and we were very aggressive about finding those top quality candidates. >> reporter: the average teacher makes about $75,000 a year in salary and another $25,000 in benefits. but with the increased cost of living in the bay area, especially housing, it can be tough recruiting teachers to stay in the area. a shortage officials say will take years to meet the demand, especially for math and science. a seven-hour standoff that went late into the night in morgan hill is finally over.

it's not clear how the suspect was taken into custody, but an arrest was made just a few hours ago at a home near manor court and delmonte avenue. nearby homes were evacuated. police are not saying if the suspect was armed, but they're still looking for a second person in connection with the standoff. developing news. new mandatory evacuations in lake county as two large fires have nearly converged. sky 7 hd was above the jerusalem fire as it tore through the dry brush in lake county yesterday. it's grown to 14,000 acres and is just 5% contained. more than 1,600 firefighters are on the scene now and at least 50 structures are threatened. many residents have left. others are ready to go at a moment's notice. >> we've been bulldozing dark patches. we love living here, but it can be very frightening and stressful. >> the fire appears to be moving east.

firefighters said many more homes will be in danger if it shifts west. this morning, thousands of san jose residents who face losing their homes have a temporary reprieve. the san jose city council passed a six-month moratorium last night that stalls the sale and development of mobile home parks. the city has 59 mobile home parks, including winchester ranch. that's a retirement community. residents there have been notified of the owners' intent to sell. >> there are economic forces at work that obviously look at this land as valuable land. >> at some point, you retire and you die. they want to close the park. i guess wii supposed to die someplace else. >> city staff will present the moratorium in six weeks. it still needs to pass a second vote by the council. san jose police are one step closer to being able to fly a drone. the city council has agreed to a

one-year pilot program. the drone will be used for only two situations, when the bomb squad is called out or when there's an active shooter situation. it cannot be used for surveillance or data gathering on the general public. >> this morning, the san jose mayor will announce a program he hopes will bring more jobs to his city. from bloom energy and pg&e to announce an initiative that provides incentives and partnerships to manufacturers. manufacturing accounts for 17% of san jose's job base. the plan will be announced at a 10:00 a.m. news conference. a warning has been issued in pacifica at a coyote charged at a man and his dog. it happened yesterday morning at the lands' end apartments. lilian kim has details. >> it basically charged at us from the bush and came straight at us. >> reporter: jerry hirsch had a

morning walk he'll never forget. he was with his black lab boomer when a coyote emerged from these bushes. >> i yelled really hard and at the last minute it pivoted and turned and ran back that way. >> reporter: california fish & wildlife says such aggressive behavior from a coyote is a concern, but there's nothing they can do unless the animal injures someone. the department says relocation is not an option, as it just moves the problem elsewhere. >> what we try to do is ask people to remove the so clean your trash, don't leave small pets around. >> reporter: but because coyotes are not protected in any way, property owners are allowed to hire a company to trap and euthanize the animals. residents hope it doesn't come to that, so for now they're just spreading the word to be on the lookout. >> i think in a situation like this, this particular coyote is really not afraid of people, so just watch out. >> reporter: in pacifica, lilian kim, abc 7 news.

new this morning, uber's plans for worldwide expansion have hit a legal bump. five drivers were arrested in hong kong yesterday for operating without the proper permit or insurance. undercover officers used the app to call the drivers, then took them into custody when they arrived. two offices were also raided and three staff members detained. in recent months, uber has met resistance worldwide. we're just hours away from one of the best shows in the solar system. tonight's moonless, dark sky will offer the perfect backdrop for the dazzling meteor shower. the spectacle caused by dirt burning up in the earth's atmosphere. each piece that burns up gives off a beautiful flash of light. primetime viewing is set to get under way around 1:00 a.m. so those of us who work the morning show can wake up and then watch it. >> that's what mike's going to do, right? >> i do see one off in the

accident and subsequent person down over the bay bridge. right now we're tracking traffic. so far, it's pretty light as we look from our emeryville camera. as we look toward the eastern span, it is in the eastbound direction. we do see emergency crews and flashing lights there, but we do not see any impact on traffic. let's take another closer look. you can see all this green. so if you're heading downstairs in the eastbound direction, it doesn't look like traffic is affected. if you're heading in the westbound direction, it is also moving along at top speeds at this hour. 101 southbound, that's a 52-minute kmoount commucommute. it's 4:39. next, the race against time for a bay area toddler. how you can help a boy suffering from a rare disease. also, the giants win a big one at home and help major league baseball set a record in

covering concord, wine country, and all the bay area, this is abc 7 news. take a look at the damage a monsoon storm caused at an airport just southeast of phoenix, arizona. high winds flipped several small planes and tore through buildings at chandler airport. gusts were clocked as high as 52 miles an hour. meantime, widespread damage has been reported. the search is on for a bone marrow donor who could save the life of a 14-month-old boy from sonoma. he's one of only 30 people in the world with a rare autoimmune disease. alan wong spoke with his mother in sonoma. >> are you doing work?

the biggest messes i've ever seen. he unloads my kitchen cabinets every morning. >> reporter: jack is like most 15-month-old boys, except he rarely leaves his home. he has a rare autoimmune disorder, which means a simple cold virus could be deadly. everything in his house must be sterilized. >> it's very nerve racking. we are constantly worried. and we're always very careful. i never go anywhere without my hand sanitizer. i actually don't go out much. >> reporter: the key to jack's cure is a bone marrow donor. they went to tuesday's farmer's market in sonoma to encourage more people to sign up. there are only 12 million potential donors on the registry, a comparatively small number. the biggest obstacle has been fear. potential donors found out it's as easy as swabbing their cheek. >> if it will save a life, i don't really care what it is, i'll do it.

this is where we have some police activity due to a person who possibly has jumped over the side and into the water. so we are checking to see if there are any lane blockages. it sounds like there is one lane that's currently blocked, but it's not affecting traffic right now. it's still quite light and quiet this morning. let's move over to the altamont pass. as we take a look, 32 miles per hour along 205. that's really the smallest part. it comes together. the altamont pass -- the red just popped up. that means we have a few more minutes tacked on to our commute. 32 minutes from tracy to dublin. 15 minutes, and then the south bay, northbound side of highway 85 from 101 to kup google may have run into a complication with the name for its new holding company. the name alphabet is already trademarked. it's a subsidiary of bmw.

incline section of the bay bridge. we'll have more on that coming up. students applying to the university of california campus can choose between not two, but six gender identities. university officials say the extra choices will help them get a better sense of the student population, and resources and services each needed on each campus. starting this fall, students applying to schools can choose between male, female, transmale, transfemale, gender queer gender, nonconfirming, and different identity. the san francisco police department's crackdown on cyclists who don't make complete stops at stop signs is over, according to the san francisco examiner, captain john sanford conceded to bicyclists' demands last night and promised to work with them to come up with a better solution for increased traffic safety. cyclists criticized sanford for diverting resources, a citizens petition against the crackdown received more than 16,000 signatures. santa clara county supervisors are moving ahead

with an effort to secure state funding to replace the main jail in san jose. the jail was built in the 1950s and has leaky pipes and mold. the supervisors want to tear down and build a new one at a cost of $243 million. the county will apply for state finds that will pay for about 1/3 of that cost. in a few hours, the u.s. coast guard is scheduled to return home after nearly four months at see. crews captured two self-propelled semisubmersible vehicles. the crew also seized 32 tons of cocaine worth more than a billion dollars. it is set to arrive at 9:00 a.m., where the crew will be reunited with their families. those submersibles are not exactly submarines. they're very low profile boats basically that are hard to see because they're just inches above the water. >> all right. this should be a nice day to return to the bay area.
