season and we get some water we don't see this slowing down. we see this as a beginning. >> they say they are el nino proof. today the national oceanic administration forecasted big rings. those conditions can power el nino and a jet stream filled with water from late fall into spring. do not mistake that as meaning an end to the drought. far from it according to abc 7 news meteorologist. california is in a record breaking dry spell. >> we would have to get 2 1/2 times our average rain to wipe out the drought. our largest amount of rain above average ever was about 1.8. so we are trying to exceed levels never seen before and then trying to exceed over three years. >> locally it could help. east bay says the magic number

for next year 50 inches. even then -- >> today we are in drought and we know over the long term we will have more drought. if we can make long term changes that is the best move. >> in a state where one square foot of grass long term solutions maybe artificial ones. for the east bay wayne freedman, abc 7 news. . >> while the el nino offers a ray of hope it will take an awful lot of rain. how much? let's turn to sandhya patel with more information. >> it is going to take years to erase this drought. we are in the fourth year of the drought. let me show you what is going on here. we are talking about two different things. we have been noticing and watching the warm blob and keeping an eye on el nino. this is the latest from the climate prediction center today. a strong event is expected between late fall and early winter. and there is an 85% chance of it

lasting into spring. when you take a look at the statistics it is very disturbing. missing rainfall for the state of california. bay area about a year to a year and a half. southern california two plus years. for bay area rainfall for just an annual rainfall total we are talking over 20 inches is what we would need. in san francisco oakland more than 35 inches in santa rosa and almost 15 inches of rain in san jose for one year. keep in mind we are one to 1 1/2 years behind so we need several years of rain, heavy rainfall to make up for the deficit. >> thanks very much. a tragic accident this afternoon killed a woman after an suv ran off highway 101 in san jose. you can see the damage caused to the black nissan pathfinder after it slammed into park cars just north of the exit. the california highway patrol says the vehicle was heading

northbound when it ran off the road and broke through a chain linked fence. >> the vehicle turned over multiple times sending a female passenger out of the vehicle. >> the driver and front passenger were wearing seat belts and only suffered minor injuries. san jose police are hoping surveillance video will help lead them to a suspect. just before 1:00 this morning he died later at the hospital. police are trying to figure out if the man was shot in the building or maybe shot someplace else and dumped there. news of the shooting unsettling for those who work there. >> come this morning and the guy told me somebody had been killed in the building. that scared me. >> it's a shock. i don't know what's going on. it's a surprise. >> investigators have yet to identify the victim. this was san jose's 19th

homicide of the year. it had 24 at this time last year. new details in the 17-year-old boy accused in a series of burglaries and a sexual assault of a young girl. the district attorney's office told abc 7 news the boy will be prosecuted as a juvenile. police say he turned himself in tuesday night after police released a surveillance picture. the assault happened on sunday. investigators have connected him to two of six burglaries in almeida's west end. because he is charged as a juvenile his name and picture will not be released. san jose firefighters are checking for hot spots where a grass fire broke out just after 1:00. the fire threatened homes lining the interstate this afternoon for a ten block stretch towards fuller avenue. the wooden sound wall caught fire but did at least protect homes. crews and residents shelter in place and evacuated to nearby

homeless encampmen the owners of a san francisco building gutted last january are being sued by former tenants. one man died, six people were injured when the blaze ripped through the building at 22nd and mission streets. close to 60 residents and about a dozen businesses were displaced. the suit claimed the landlords are guilty of negligence and breaking of lease agreements among other claims. two signs of an economy are expansion of bay area outlet mall and crowds turning out to check out 30 new stores. this is happening in the east bay where customers discovered they could shop in livermore and san francisco at the same time. >> reporter: if you drive from san francisco to livermore it is 44 miles. keep in mind this used to be called paragon outlet mall and now san francisco premium outlets, an effort to try to get more people to shop here from

overseas. livermore poimight be an unknow name to them. police put out an advisory. the shoppers were pleasantly surprised not to find parking a problem at all. got here early just to avoid what she experienced three years ago when the mall opened, a day she can't forget. >> when it was opening and the traffic was all the way at dublin. it took me three hours to get here. >> reporter: this is what shoppers faced in november 2012. 950 additional spaces were added for this new expansion. today the long wait was outside the new tory birch outlet. customers say the wait was worth it. >> you can actually -- i have seen them online and then in store as much as $100 off. so it just varies. i think it is worth it.

california fish and wild life officials are warning residents to look after kids and pets. that's after a bear attacked a 67-year-old man at his home in mid pines near highway 140. abc 7 news reporter gene haagenson has the story. >> reporter: got up this morning and walked into a fight for his life. hot on his front porch he confronted a 200 pound black

bear. >> i yelled and then i picked up a plastic tub and started swinging. i hit the bear with it the first time but he wouldn't back off. and then the tub broke and dirt was all over. that is when he attacked me. he came at me. he jumped on me and then he started biting me. at first he bit here and then he ripped me here, opened my face and then i punched him and then i went to try to hit him again and he latched on to my arm. he wouldn't let go and so i was still yelling and put my feet underneath his belly and kicked him. and the bear like flipped backwards like this. then he jumped back up and then he started coming at me again. >> reporter: larry says his little dog distracted the bear long enough for him to get away. larry says he discovered he was covered in blood and drove himself to the hospital. fish and wild life agents are

looking for the bear. neighbors say bears like this one seen in nearby yosemite national park have been causing problems in their neighborhoods for weeks but they usually run away when confronted. larry says he has given himself a new indian name. >> he who fights bears and wins. >> i won that one. >> he who fights bears and wins thank goodness. that is gene haagenson reporting. there are more bears roaming around near people apparently because of the drought. >> speaking of the drought those conditions forced to evacuate millions of fish from the flat lands to save their lives. put into a huge device that sucks into trucks. it looks like a rough journey

a job fair from 1:00 to 5:00 at their headquarters. will begin teaching at lafayette elementary in oakland. she is one of the new hires. picked oakland because her mother taught here. she is still working on her teaching credentials. >> when i found out it was a no brainer for me that i could work and go to school. >> reporter: oakland unified wants more like her. the school district is still short on teachers. school starts on august 24th. >> i'm very concerned. there is a severe shortage with just over a week ago to have 73 vacancies. >> every school is working on a contingency plan. they are reaching out to substitute teachers. >> we may have to pull people out of our office but we are going to make sure every classroom is staffed. >> those searched will continue. >> reporter: this shortage is happening in other districts in california. baby boomers retiring discover those who are thinking of
