live from the kgo tv broadcast center, this is "abc 7 news." >> all right. the computer is rebooted. here we go. good afternoon. i'm larry beil. >> i'm ama daetz. a tourist was shot during a robbery in san francisco. and the two suspects then drove all the way to oakland. here you see sky 7 hd showing the scene. one of the men wasn't done yet. during his getaway, he tried to take a young chhild from his mother. >> this started with that robbery and shooting at lombard streets in russian hill. it ended at 60th and idaho streets. wayne friedman live in oakland with a wild chain of evoents. this this wasn't just a car

chase but an odyssey. it was a tourist from thailand who suffered a gunshot wound after his camera was taken from him. it was on lombard street, where it's the most crooked street in the world, the big tourist attraction. the victim was walking from columbus up lombard. two men approached. they came in a car and grabbed his camera. the man chased the robber trying to get his equipment. that's when the suspect shot him in the shoulder. the area where it happened is a well tourist traveled path. it left several tourists surprised and in shock. >> the camera stolen. all we've been doing is taking photos. so scared about the shootings after talking to someone earlier and it actually happened. leaving tomorrow, thank god. >> reporter: this chase unprecedented. so many police agencies involved.

according to the san francisco police department their officers picked up the suspect car as it got on the -- they chased it up interstate 80, off powell street into emeryville where the car with the two suspects crashed in oakland. police arrested one suspect immediately. jana moultrie watched the begwybegi beginning of it all unfold from her front yard. >> he drove it into the pole. and then jumped out. there were two guys and then this guy jumps the fence. >> thankfully that child is confirmed, hopefully that child is okay and thankfully they didn't take that child. who knows what they were capable of doing and why they would want to grab a child is beyond me. >> reporter: that bill boy named kwan is all right according to his mother. seemed to be more shaken as the

afternoon wore on. the manhunt continued for almost three hours. police blocked off three square blocks in every direction. it went door to door before police just a few moments ago nabbed a second suspect. they found him in a backyard on 60th street taken down n bitten by a police dog. nonthreatening injuries. back live near san pablo in oakland at 60th. it's finally over. so fresh that the police tape is still here. residents finally feel safe about stepping outside again. they had their doors locked and windows locked. it was intense for 2 1/2 hours. it's over for now. still getting details. more in an hour. wayne freedman, abc 7 news. >> certainly scary for those people. the man accused of fatally shooting a san francisco woman along the waterfront appeared in court. prosecutors say francisco

sanchez kills kathryn soon teinn pier 14. witnesses saw a man believed to be sanchez running away from the pier immediately after steinle was killed. the oakland man accused of killing police sergeant scott lunger was back in court. mark estrauda is charged with murder. the court was hacked with hayward police officers and sergeant lunger's family. estrada's family was also in court. these high-profile cases can be a challenge. >> probably over a half dozen murder cases in this building. obviously because of the nature of the case, the victim had a lot more scrutiny by the public and the media by the courts and law enforcement. >> mark estrada will be back in court on october 9th.

a man was hit by a car this morning just after 7:15 at 6th and stevenson streets. the black porsche initially tried to leave the scene but bystanders prevented the driver from get away. a motorcycle police officer responding to that pedestrian accident was hit by a car and ended up in the hospital as well. it happened near leavenworth street and golden gate avenue. a silver volvo hit the officer as the driver attempted to change lanes. the officer appears to be okay. investigators are examining an oakland apartment after a walkway collapsed yesterday. five families were forced out of their homes at 31st near market street. the family has red tagged that building. nobody can live there. last week's 4.0 earthquake may be partly to blame. turning to wall street. a 400-point stock rally loses

steam. the dow closed down again this afternoon. the dow was down nearly 205 points to 15,666. the nasdaq down 19 points to 4506. and the s&p down 25 points to 1867. abc news reporter marci gonzalez is live outside the new york stock exchange with what happened today. >> reporter: all of that but still most experts say this is not time to panic. even as investors brace for the likelihood of more volatility over the next few days. a roller coaster on wall street. just minutes before the closing bell, a free-fall. the dow down more than 200 points after rebounding most ofly day from yesterday's unprecedented 1,000-point drop. mondayee losses alone cutting $3,000 from the average american 401(k). >> you should not make any changes in your retirement

portfolio based on anything that's happened in the last week. >> reporter: the volatility sparked by fears of a domino effect from china's weakening economy. >> if china's economy slows don their people will start demanding less and less of the products we make here. that's bad for u.s. jobs. overnight chinese regulators stepped in with emergency measures including lowered interest rates. while it didn't stop the free-fall in chinese markets, it helped send stocks in europe soaring. >> there's still plenty of uncertainty. panicked selling beyond what's necessary. strap in for a bit of a bumpy ride. >> most experts say the volatility could be a good thing for anyone thinking about buying a home, car or credit card because it could delay the federal reserve from raising interest rates which would keep borrowing cheaper. live at the new york stock exchange. marci gonzalez, abc 7 news. back to you.

he'll attend san francisco state. just a few weeks ago the university told him because he'd not been given a high school diploma they'd have to drop him. the only way to earn that was by taking the july exit exam. >> they told me i won't be able to take the exam it was like it killed my dreams. >> reporter: it was a snafu by the california department of education. it ended the contract with the company that gave out the exit exams. therefore, those who needed to take the july test couldn't. no test, no diploma. julie kessler is a principal. parent s and a few graduates wee left in limbo. a few weeks ago san francisco unified protested and began handing out diplomas. the legislature took notice and decided that no student would be turned away. there's also a senate bill that would cancel the exit exam for

the next three years because the old exam is not in line with the new common core curriculum. meanwhile, parents who came from guatemala alone said his family is proud of what he achieved. >> especially my siblings that if they want something and fight for it, they can have it. >> reporter: perez is the first in his family to go to college. lyanne melendez, abc 7 news. eight san francisco residents are in temporary housing this afternoon after an overnight fire in the mission. flames broke out in a senior care facility around 11:00 last night. the fire quickly spread to a building next door. >> it's a very difficult city to find housing in. and particularly for people like this, they are special needs which are very limited resources. there aren't a lot of options. >> investigators are trying to determine what sparked the blaze. the fire caused more than $1 million in damage. no word when the burned

buildings will reopen. a new poll shows democrats in iowa are still firmly behind hillary clinton. clinton has a 34-point lead over bernie sanders. joe biden stands at only 11%. despite the support, 52% say the flack over her use of a private e-mail server while serving as secretary of state will hurt her in the general election. donald trump not legislate up on the immigration issue. his latest target is jeb bush who is standing by some controversial comments of his own. abc news reporter elizabeth hur has more. >> reporter: with gop front-runner donald trump heading to iowa, jeb bush is stumping in colorado today. just a day after his stop at the border down much mcallen texas last night. >> the proposal made by another candidate of building a fence doesn't work. >> reporter: bush blasting trump

runaway favorite. >> reporter: for now, president obama isn't saying who he will endorse. biden has yet to make it official and isn't expected to make a final decision for a few more weeks. jeb bush's statement has gotten a lot of reaction on social media. congressman mike honda says bush needs to step forward, man up and apologize. south bay assembly member evan low said jeb bush should stop insurlting hard-working americans. ed lee condemns bush and trump for ignorant, offensive comments. he says they will never become president by attacking asian and other immigrant communities. 15-year-old jason fung from l.a. started a #tag, my asian american story to help people express their thoughts. i was born in l.a. to a dad from new york and a mom who emigrated from korea. that hashtag is really taking

off. lynch used it to post this photo and says that's me with my parents who came to the u.s. as graduate students. the has of a book club is refusing to accept an apology from the napa valley wine train. they apologized after the women in the book club were kicked off over the weekend. it sparked a hashtag that is laughing while black. most of the women are african-american. it says the napa valley wine train was 100% wrong in its handling of this issue. we accept full responsibility for our failures and for the chain of events that led to this regrettable treatment of our guests. lisa johnson is rejecting the apology as well as the company's invitation to come back. johnson's group of 11 was taken off the train on saturday. the train claims a few other members complained the group was too loud. wine train officials are promising diversity training for their employees in the future. b.a.r.t. and other transit

agencies are gearinging up for the transbay shut down. there will be no service from september 5th to 7th. they'll be installing new steel rails and general mant nance. a similar closure happened earlier in the month and it ran smoothly. there are many alternatives to help riders get around. >> people need to remember that we will be offering a free shuttle bus service between 19th street b.a.r.t. station and in san francisco the temporary transbay bus terminal. and also that west oakland station is part of this outage. >> we have a list of other transit alternatives on aubs7news.com. even though that's like a coup elg ever weeks away, if you need to get into the city from oakland to san francisco, leave now. it's going to be jammed up. let's get a look at the weather. >> spencer christian is outside. >> it's a great looking day. a view of the weather

conditions. sunny skies across the bay area with a few low clouds near the coastline. a push across the bay. 24-hour temperature change shows not a lot of change. some locations like novato, c concord and antioch and fairfield warmer at this hour than yesterday. hayward, a little cooler than at this hour yesterday. santa cruz, lovely sky right now. forecast futures. see this warm pattern in which we find ourselves currently. inland warmth will ease on friday. partly cloudy and cooler over the weekend. satellite radar shows two contrasting air masses and higher to our southeast, has the circulation bring something tropical moisture. much of the southwestern u.s. but it is a hot air mass. cooler mass to our northwest, and we're in the comfort zone in

between those two extremes. that will make a run in our direction. we'll see some showers moving in. we're likely not going to get any of those showers in the bay area. we'll get some cooler air and that will sweep into the pacific northwest and take the showers with it by midday saturday. we'll be left with a cooler patsern but not a wet one. the six-day outlook will see cool pattern dominating the northwestern corner of the cann country and a warm pattern. the mid-atlantic and upper midwest and southeast as well. everything remains normal in the nation's midsection. low temperatures in the bay area tonight in the upper 50s to around 60 at the coast. tomorrow, sunny and warm. high temperatures from up to low 70s on the coast to mid-80s around the bay and low to mid-90

after allegedly shooting a tourist in san francisco and then leading police on a chase across the bay. officials say the suspects also tried to kidnap a 6-year-old boy while trying to get away from police. wayne freedman is following this story and tweeted san francisco police say the chase and manhunt began when suspects shot and robbed tourists of his camera on lombard street. today is the start of the preliminary hearing in the shooting death of kate steinle. vic lee says the prosecutor is releasing evidence against francisco sanchez. and vic will have a full report at 5:00. also developers met in oakland to present the coliseum city plan. the raiders have not contributed to this mock-up which gives you some idea of how the stadium and retail might be integrated. laura anthony live in oakland with more. >> the has of that development group, floyd kephart says the odds are 50/50 that we'll get

this $4 billion coliseum built over the next couple of beckades. one big issue is how to pay half of the $900 million needed to build a new stadium for the raiders. >> we have done what we've been asked to do. >> with his deadline met, developer floyd kephart presented his vision of coliseum cities to save oakland sports. the group devoted to keeping oakland's sports teams right where they are. >> this is a 10 to 15-year development under the absolute best of circumstances. and it will last for generations. >> reporter: it includes 380,000 square feet of retail and 3500 housing units nrd separate facilities for the raiders, a's and warriors. each owned by their respective teams. but the ball is now in the city and county's court. two entities that must negotiate with each other and the team individually and figure out how to pay for a $900 million

project that still has a $400 million funding gap. >> we have proposed that much of that come from a conduit bond that is supported by revenues from the stadium and revenues from the commercial development that would take place in coliseum city. >> larry reeves says he won't see kephart's plan until the next meeting september 8th. >> i'd like to see a plan that saves our sports franchises and does not involve the use of a lot of public money. >> reporter: perhaps a larger stumbling block. alameda county's decision to opt out of the deal by selling its portion of the coliseum property to the city. laura anthony, abc 7 news. the former archbishop of san francisco will be heading back to hawaii next month after being arrested there for drnk driving. hawaii police pulled over cardinal william laveda for driving under the influence on

the big island. he was there on vacation. he currently lives in menlo park. he issued a statement through the catholic arch di cise saying i regret my error in judgment and i continue to fully cooperate with the authorities. he was the archbishop of san francisco for ten years until 2005 and was once the highest ranking american cleric in the vatican. a new york area air traffic controller could be reprimanded after a major mistake was made. the 59-year-old pilot reported his plane was having a bit of a problem. the controller gave him several landing options including a nearby republicunway at an airpt was closed back in 1990. the plane crashed and the pilot was killed. >> it's going to be just possibly a reprimand, a letter down to all controllers to revisit all of the local areas

and here's the look at the storm as it's churning. the warmer waters around the caribbean sea. only 40 miles per hour. it's not a very powerful system yet. gusts 60 miles an hour and its suspected path is generally toward the west which would take you north of guadalupe early thursday and then over puerto rico thursday evening. and continues on its expected path it will move over the bahamas by early sunday morning and toward the southern tip of florida. we'll continue to closely watch the development of tropical storm erica. look for generally sunny, warm and dry day. showers are expected over the great lakes. thunderstorms perhaps off the south atlantic coast and northern peninsula. and the central rockies may have some scattered thunderstorm activity as well. across the state of california

for a low-interest credit card post chapter 13 completion. any credit amount okay to rebuild credit? >> first, a lot of times when you go through bankruptcy you aren't allowed to do it immediately. everyone is willing to loan you money because they figure they can squeeze it out of you. you might check under normal credit cards. the other thing you can do and what we tell a lot of people, they can rebuild their credit fairly easily by getting a secured credit card. you will only be able to charge up to $500. you give them $500. you get interest, not very much. and then you charge up to that $500. after you do that for really only 6 or 8 mthss they'll start coming out of the woodwork trying to give you credit cards. that's how you start rebuilding your credit. linda t. e-mails, my daughter hired a mover. the move or has our money but has not delivered the furniture.

wayne freedman joins us with more. >> reporter: we saw this thing. we were in emeryville. we heard sirens, a parade of sirens going down powell street and we gave chase to the chase. finally it's over. police arrested a second suspect just a little more than one hour ago after a manhunt that consumed most of the afternoon. it began in san francisco. a street robbery, shooting of a tourist and at one point might have put a 6-year-old boy in jeopardy. the 30-year-old man was here on business. he decided to take a day off to see the sites. he'd just turned on lombard from columbus and north beach, just a block from lombard, the crooked part, and that's when two men grabbed his camera. that tourist gave chase. the suspects shot him in the shoulder. the tourist and the city are on edge but they are not an
