>> breaking news, a ups truck driver and 8 other cars trapped by a downed powerlines on top of their vehicles on us highway 101 in burlingame. houses of other drivers were stuck for hours after the freeway was shut down. officials say a crane hit a transmission to tower that collapsed last night, knocking high voltage lanes down along both northbound and southbound lanes. we will have much more on this in just a moment. good morning, earn. i'm carolyn tyler. i'm in for chris nguyen this morning. thanks for joining us on this saturday, august 29th wly start with a quick look at the whether with our meet frances

dinglasan, who is in for lisa argen. >> good morning. a chance of showers this morning. we are also picking up possible light rain north of ukiah. we will be watching this for you. current temperatures mainly in the mid-and upper 60s. it's feeling pretty humid out there. here's what you can expect for today. with this view, you see no winds blog out there. this is from the rooftop. temperatures will take a tumble. especially in the inland areas, 15 to 20 degrees early. only to the mid-80s today and breezy along the coast, as well. temperatures coming down about 5 to 10 k trees. much cooler overall and i'll have the complete forecast come up. carolyn. >> thank you, frances. again, the breaking news begins in burlingame. highway 101 is closed in both directions from a construction accident involving life electrical wires that stranded thousands of driver. a crane smashed into a pg&e electrical tower joan night as a

construction site by millbrae avenue, leaving live wires on the roadway and causing a massive traffic backup. those wires, carrying 115,000 volts each, were actually laying on top of some of the cars. the driver of a ups truck on the south bound side was trapped and in the northbound lanes people inside at least 8 cars could not move because of danger of being electrocuted. it all began around 9:30 last night. >> we had a collapse of high energy lines that came down over both sides of u s1 01 north and southbound. at that point we had to shut down traffic and divert traffic off the freeway and then call the appropriate resources in place so we could mitigate this. >> they are still down and they are still hot, apparently, because people tried to cross the overpass as they were shutting down the freeway and the cops up yelling at them because if they touch any of the fencing overthere, they could get killed if it's hot. >> all the people who were

trapped got out safely and no one was injured during the entire ordeal. traffic, as we said, was backed up for miles. and here is more video of those people trapped inside their cars in the southbound lanes during the incident. abc news reporter sergio quintana called one man on his cell phone. >> the powerlines were knocked down across the highway and they are now across the lanes both directions, all lanes. >> how long have you been there? >> since 9:30 so over four hours now. you told me you are hungry? >> yeah. [laughter] >> well, the chp partially opened a lane to allow the cars with wires over them to drive away once those wires had been deenergized. redwood city chp public information officer, mart, joins

us on the phone with the latest. good morning. >> good morning, carolyn. >> what can you tell us right now what's happening? >> well, at this time we are just waiting for pg&e to allow us to open the lanes, basically. pg&e still has concerns with the wires and the structure so at this time we don't have a definite time of reopening the freeway. this is basically is very imperative we keep the freeway closed for public safety. we do not want anybody to get injured if we have not completely made sure that everything is safe for the public to drive back on the freeway. >> so do you have anytime frame, though? it is still closed now and you are saying not exactly, but it's been a long time. >> yeah, originally we were hoping to hope by 4:30 and then

it didn't happen and i don't want to give you another time we are going to open it. we want to open it as soon as we can but until it's save we cannot open it and have somebody get injured on the freeway. so once pg&e determines that everything is safe, then we can go ahead and reopen the freeway. in the meantime we are asking people to please take alternate routes, 280, take 880, or even side streets, which a lot of the people are doing right now. most them are on airport boulevard and wellness road has been pretty busy with being people being diverted off 101 and southbound 101 at millbrae. >> how many officers do you have on the scene and can you see pg&e crews out there, as well? >> yes, with he can see the pg&e crews over here and we have officers pretty much all over the place who are blocking the

freeways. i'm blocking the broadway overcrossing, as well. and then we have our people on the other side. we have all over resources, and the day shift units just came on so they are coming back over here. we've been having the sheriff's office, burlington pd, and the fire departments. so we are definitely out here. we want to make sure everybody is safe and we are going to open it as soon as possible. >> all right. and again, it's so fantastic that no one was injured in this because it's a very dangerous situation out there. art, thank you so much for joining us on the phone. we will be checking back with you this morning. good luck out there. >> so we want to know right now exactly how it's looking out there and we will check in with

frances. >> southbound 1301 is closed at millbrae avenue and at one point traffic was backed up to 380. right now it looks heavy. southbound through millbrae avenue. as you heard, some of the side streets are alternates but not good one because with waze you san see traffic is jammed up and moving at 8 miles an hour. this will be a major headache for drivers on the peninsula heading anywhere today because i also called the chp and they did give me an estimate of possibly noontime opening. so that spells disaster for drivers, basically 280 would be your best alternate. avoid 101 all together. you know el camino is going to get jammed throughout the day, and as well as all the side streets. if you are headed to the giants came, try to take caltrain or consider bart. if you have a flight to catch at

sfo, give yourself lots of extra time. of course, avoid 101. take 280 throughout the morning hours. we will keep you updated on it, as well. being, when they give us an estimate by noon, it just shows you that this is going to be a major problem throughout the morning and they really don't know when they can open this up. so mass transit is the best way to go, 280 your alternate and give yourself lots and lots of extra time. carolyn. >> you will got that right. thank you, frances. >> a little bit of an electrical surge there. and there's another one. >> it's rebooting the scoreboard. there's things flashing and it's a distraction if you are in that batter's box. >> a little confusion out there last night. the power outage briefly stopped the action at at&t park. the broadcast did not show the center field scoreboard going

haywire. giants fans may or may not have had an inkling of what was in store for them after the game, especially those going home on 101. and here's a live picture from our sfo camera. the power line accident does affect delta airlines. delta force today delay all of its red eye flights because the power surge knocked out its computers. a manual backup was switched on and a spokesperson said everything was back up and running after about 5 minutes but that can have a ripple effect. frustrated drivers vented on social media. this man tweeted sitting in traffic for one point five hours. so close to the exit. viewers posted this cell phone video, as well as pictures of the incident. you can see the crane responsible for pulling down that tower. the tower itself is crumpled over at the top as though someone on the ground las sewed and then pulled it. some still pictures show the

tower, the crane, and some of that massive backup. we want to see your photos and video. you can share them with us on twitter, facebook and instagram with the #abc7now. >> and overnight a shooting closed down all northbound lanes of 880 in oakland. it happened by 5th avenue. the driver's side window of this white audie is peppered with bullet holes. officers have not yet revealed exactly what happened or if anyone was injured. the northbound lanes reopened around 2:00 this morning. developing news. the harris county sheriff's office tells abc news that a person of interest has now been taken in for questioning after the ambush of a harris county sheriffs deputy who was filling his patrol car at a gas station. the gunman shot harris county

deputy darren from behind and stood over his body and fired several more rounds, kill him. the ten year veteran died at the scene. he was in uniform. sheriffs officials say the 47-year-old was killed for no apparent reason. >> it's tough enough being a deputy and being law enforcement in this country right now, but for people the way that they are right now, i have no words for what this type of person did. >> witnesses say a woman was seen sobbing over the deputy's body. he leaves behind a wife and two children. >> police are looking for this man, accused of inappropriately touching several girls while they were swimming at a u.c. berkeley swimming pool wednesday afternoon. investigators say the man swam up to each of his victims at the pool, grabbing their legs or buttocks. the girls are between the ages of 9 and 13. police believe there may be other victims. well, prison life is not

known for comfort, but it's even less so at san quentin thissing morning. they are dealing with an outbreak of legionnaires' disease which means bottled water and port pot tis for the inmation. we have the story. >> from sky 7 humidity d you see the line of inmates wait to go use port pot tis that were brought in for the emergency. most water has been shut down in the prison. >> when with he see cases of legionnaires' disease it's generally con find to one specific facility. often within those facilities it's one specific water source, like a heating tank. >> one was taken to the hospital where he was diagnosed and two others are being tested and treated by health officials. the county's water has been tested and it's safe. >> legionnaires' is not tested from person to person. it's usually ininquired by inhaling a water drop let that's been in the air, so a mist. >> e-mails have been sent out to

neighbors describing the situation. >> i would worry about the people who work in there and live in there, that there's plenty of people that have the residential housing. >> a kitchen employee said they have been under strict temporary rules to prevent them from possibly being prevented. the only source of water or water use is when you flush the toilet and not wash your hands. that's kind of gross, but we have hand sanitizer. >> visitors will be told they will not be allowed in this weekend so the prison can track down the source of the contamination. abc7 news. you certainly need lots of water. it's been warm out here these last few days. >> it's been very hot, above normal, but things are changing today. here's a live view outside. we have low clouds, humid-like conditions. but it will be cooler and breezier and i will tell you where temperatures will drop by about 20 degrees coming up. >> thank you, frances. also ahead, a violent sex

when those lanes will be reopened. they thought at 4:00 this morning, but they are still out there trying to deenergize those powerlines. we will have more later on this morning. a sexual predator forced out of one community is about to be relocated to another. neighbors along amherst way in concord of furious because of the man who is supposed to move in next door. alan wang has the story. >> i think it's absolutely horrendous. >> 89-year-old helen barns just found out she could end up living next to this man, who is a high-risk violent sex offender. >> i doubt if i would stay. i had have to move after being here 55 years. >> according to this notice, 51 year he old fraser smith is about to be released from a state hospital into the 1500 block of amherst way. neighbors suspect it's this house, the only one available for rent. >> we have lots of single women

around here and elderly people living next door. it's not something we really need. >> smith was convicted of sexually assaulting fourteen age girls. in march solano county tried to place him in this fairfield home but neighborhood opposition and a judge's ruling denied the attempt. even though the crimes are committed in solano county, they are trying to move him to contra costa county, but the district attorney is fighting the move. >> he used to live in colawn no county and he was committed there. what the county is saying they have extraordinary circumstance that justify placing him outside of the county and it's our position they don't. >> they said they looked at 1700 places within their boundaries and none is suitable. a hearing on november -- september 25th will decide if he moves in here. >> there's outrage in a berkeley neighborhood over what resident did to protest dogs that may

have killed a deer. he admitted hanging the cog's carcass on a fence at the park wednesday, attacking signs said killed by off leash dog. this photo was provided by berkeley animal care and control. the resident said he was tired of dogsping roaming that neighborhood park off leash. he wanted to take action. the carcass has since been taken away by animal control. uber has hired two hackers who gained attention after taking control of an s.u.v. using a hand-held device. charlie miller and chris were able to shut down the engine of a jeep with acquired reporter at the wheel. as a result, fiat chrysler issued a recall of $1.4 million to fix the vulnerability. the two men will work out of uber's robotic research and self-driving car facility. they have not said what the men

will do. it's the facility where uber develops security software. well, france is in this morning for lisa argen. what do you have? >> we have cooler weather. things are going to change today. if you are like the san francisco people, you will like these temperatures. we show extensive cloud cover right now there. is a chance of sprinkles throughout the morning hours. mainly in the north bay, but you see areas of light green. we could be seeing trace amounts of rainfall just above ukiah. heads up if you are heading to the sierra, or the western part of nevada. a red flag warning in effect until about 6:00 tonight. and if you are driving, be careful because ridge top gusts could reach up to 70 miles an hour, making it especially difficult if you are in in a minivan to or a tall vehicle. i also wanted to give you an

update on tropical storm erica as it moves through the dominican rub. it will start to weaken heading toward cuba. winds are 40 miles an hour and it's projected to weaken, but then game strength over the gulf of mexico. it could bring heavy rainfall, hurricane-like forces to the western side of florida monday into wednesday. we will keep you posted on that, as well. a live look right now from the exploratorium camera. showing you the gray skies above the transamerica tower. temperatures mainly in the mid-to upper 60s. san francisco currently at 65. oakland 68. mountain view and san jose at 67 and cooler in morgan hill at 61 degrees. from the east bay, emeryville look toward the bay bridge, looking west and more gray skies out there. chance of morning showers. sharply cooler this weekend. you notice the temperatures tumble today. then we will say below normal highs through next week. probably the coolest wednesday. the radar satellite shows this area of high pressure that

brought us all this warmth. that is moving east and in its place another weather system. that's going to bring us the cooler temperatures this weekend. in fact works he will show you how it plays out. so we've got extensive cloud cover with this animation model. notice the areas. green. this is where we could see some sprinkles. again, best chances are in the north bay, especially in the coast. light drizzle or light showers, we will keep it in the forecast and may drift as far down as the peninsula coast. we will be hopeful for that. and by this afternoon the breeze kicks in. cooler temperatures come in, and so that's a relief especially for inland areas which means highs have come town, especially in livermore where we hit 102. today about 84. san francisco more comfortable at 70. san jose 80 degrees today. and also, overnight lows will be a touch cooler w will see some mid-50s in napa, 56, as well as low 60s through the rest of the bay area. here's the accuweather seven-day forecast. so i hope you enjoy the cooler

filtered sunshine, and about 10 to 125 degrees cooler. i'll let you know what your neighborhood numbers will be, as well as the accuweather seven-day forecast is coming up. care lip. >> thank you, frances. now going back to our breaking news this morning. the chp does not have an estimated time for reopening 101 in burlingame. drivers on both sides of the freeway were stranded for hours overnight after live electrical wires fell. it came from a pg&e tower that was pulled down by a construction crane around 9:30 last night. people in at least nine cars were trapped by the pires. a pg&e spokesman told why it was going to take a long time to get things moving. >> we have transmission line and tower employees who are the experts for this type of equipment that are coming from concord. due to some of the traffic constraints with 01 being closed, san mateo and bay bridge, we are still waiting on our transmission and tower and line crews. we have a police escort in front

of them at the san mateo bridge. >> thousands of drivers were forced to just sit on the freeway until the all clear was given. many were giants fans coming from the game where the four surge made the center field scoreboard flicker in the bottom of the seventh. >> and here's what some of that backup looked like. one driver tweeted he was just 20 minutes from home when the freeway was closed. a couple said they had been inside their car for four hours and needed food and water. all around, as you can imagine, a miserable night for drivers on highway 101. and this is our drive time traffic map right here showing you the area where the mess is still going on. those lanes remain closed. first the chp thought they would reopen at 12:30 this morning, then they said 4:00. now maybe noon. but they really are not sure. closed in both directions

and this morning there is good reason here to celebrate. hundreds more restaurants, a burgeoning tech industry, a billion dollars medical and higher graduation raids. >> it's a spirit much stronger than any storm. >> former president george w. bush praised the school reform on his visit to the city friday. president obama's visit thursday also highlighted the city's remarkable recovery. >> these scenes just ten years ago after the levies failed. it left thousands stranded and desperate. >> the early recovery was not good. i think there was too much fighting going on. you know, the way the federal government was organized. >> in the storm's wake, half of the city's residents left. today morning 80% of the population is back and their city now fortified by a new

$14 billion levy system. >> we are confident this system is thrill capable of reducing the risk of a 100 year storm event. >> there are still too many abandoned homes in predominantly african-american neighborhoods and poverty remains sigh. but ten years after the storm, new orleans promises to continue their progress into the next decade. >> why would you want to live anywhere else? >> we just love it. >> bill clinton will be here to help commemorate the tenth anniversary. there will be wreath laying ceremonies in memory of those lost and then a parade and party tonight. new orleans. >> the midland parks fire chief was in new orleans and he's reflecting on the disaster. he went along with a rescue team to new orleans when the city was flooded. the chief recalls how some people there were cautious about accepting help because many accept the response as a whole

was a file lure. he remembers how devastated the area was but also the work his crew did to help residents who lost everything. >> our folks performed at a level to this day is still amazes me to watch what they did every day and did day in and day out. >> well, take a look at these photos. there are some never-before-seen photos of the crew in new orleans. they worked with several other agencies and overall they searched 2700 structures and rescued more than 1,000 victims. >> women of the all woman's book club that was kicked off a napa wine train last week say they have hired a lawyer. they are planning to take legal action against the company. they say they were victims of racial bias when they were asked to get off the train by staff members. they have now hired san francisco's civil rights attorney way keen mccoy to represent them. he tells the san francisco chronicle an appropriate

settlement could be as high as $5 million. the wine train ceo has apologized to the group, but no comment yet about the book club's new lawyer. it's a landmark and historic building in downtown richmond, but the main post office is closed because of a health hazard. abc7 news reporter laura anthony found it's something lurking below. >> while workers donned their protective suits at the rear of the building, a steady flow of protective customers found themselves locked out of the main post office in downtown richmond. >> is it necessary? >> the post office closed, and i'm trying to check my p. o. box and go to work >> the problem, mold. mold found in the basement of 1930s art deco building. something the postal service determined needed to be cleaned up immediately. left unchecked, mold can cause health problems, even death in extreme cases.

as we look out toward the golden gate bridge, the roads are a little bit damp in some areas in san francisco. with so we will keep the chance of morning showers in the forecast. very light, though, at best. sharply cooler this weekend. you will notice the change this afternoon. then temperatures will stay below normal next week. so here's our forecast animation. we have extensive cloud cover. just the unusual during the morning hours, with some possible patches of drizzle. the areas of green you see there. mainly the best chances are in the north bay and along the coast. but it may drift down as far south as the peninsula coast later on this morning. and then by this afternoon the breeze will kick in, and that helps temperatures to come down, especially in the inland areas. now if you are headed to the giants game today, probably the most important thing i can tell you is avoid 101, take mass transit if you can or 280 but once you get there it should be pretty comfortable and nice. temperatures should hit around 70 degrees throughout most of the day. the winds from the west at about
