breaking news on the peninsula. a ups truck driver and eight other cars trapped by a downed power line on top of their vehicles on u.s. highway 101 in burlingame. thousands of others drivers were stuck for hours after the freeway was shut down. the chp says highway 101 will be closed until approximately 5:00 this evening. officials say a crane hit a transmission tower that collapsed last night, knocking high voltage lines down across both northbound and southbound

lanes. much more on this in just a minute. good morning, everyone, i'm carolyn tyler in for chris nguyen. thanks for joining us on this saturday, august 29th. let's start with a quick look at the weather with meteorologist frances. >> we are waking up to low clouds and also some humid conditions out there. temperatures right now 66 in san francisco. san jose 68 and 70 in livermore. with the gray skies, we'll see increased sea breeze. that means that we will expect numbers to actually be closer to normal. look for highs to come down in the east bay inland areas to mid 80s. i will have your complete accuweather seven-day forecast coming up. >> thank you. >> our breaking news this morning begins in burlingame.

it's been 10 1/2 hours and now the chp tells us highway 101 is still closed in both directions and will remain that way until 5:00 this evening. a crane smashed into a pg&e electrical tower overnight at a construction site. leaving live wires on the roadways and causing a massive traffic backup. those wires carrying 115,000 volts each were actually on top of some of the cars. the driver of a ups truck on the southbound side was trapped in the northbound lane people inside at least eight cars could not move because of the danger of being electrocuted. it all began around 9:30 last night. >> we had a collapse of high energy lines that came down over both sides of u.s. 101 north and southbound. at that point we had to shut down traffic and divert traffic off the freeway and call the appropriate resources in place

to mitigate this. >> they are still down and hot apparently. people try to cross the overpass as they were shutting down the freeway. the cops were yelling at them because if they touch any of the fencing over there, they could get killed if it's hot. >> fortunately all 22 people trapped got out safely. no one was injured during the entire ordeal. traffic as we said, backed up for miles. here is more video of those people trapped inside their cars in the southbound lanes during the incident. abc 7 news reporter sergio called one man on his cell phone. >> yes. the tower over here, the power lines were knocked down from construction and they are now across the highway all lanes both directions. >> how long have you been there? >> since 9:30. over four hours now. >> you told me you're hungry.

>> yeah. >> the chp partially opened a lane to allow cars with wires over them to drive away once they had been deenergized. >> redwood city public information officer joins us on the phone with the latest. thank you for talking with us this morning. quite a busy few hours here for you folks. >> yes. it's been busy. it's been hectic. luckily, everybody was able to get out of here safely. there were no injuries that we know of at this time. it took a while to get all the vehicles out of the freeway. we did have to turn some of the vehicles around to exit at anza and turn all the vehicles traveling southbound to turn back around. it took a while, but people were very patient. they turned off their vehicles, got out of their cars and waited

for us to do our thing. we appreciate that. >> so what's the hold-up now? first it was 12:30 you hoped to reopen. then it was 4:00 this morning, then noon. now 5:00 p.m. >> so pg&e requested certain equipment they needed. at this point, it's still on its way. they are working on some things here. they are doing some work but waiting for that equipment. till that equipment gets here and they can move all the cables and make sure that the structure is safe, we cannot reopen the freeway until we can make sure that it's safe. >> so for more about the structure now that the transmission line rather than any live wires? >> correct. it appears all the wires have been deenergized at this point just need to make sure that everything is going to be

working safe. we still have wires hanging off the overcrossing on to the freeway. obviously, we cannot open the freeway that way. once they get all the equipment they need to get this fixed, then i will be able to reopen the freeway. >> all right. busy scene there now. i'm sure lots of chp as well as pg&e crews on scene, correct? >> correct. we have chp. we have local law enforcement including the county sheriffs, it's a great effort from all the local communities and we are trying to get this thing done so everybody can enjoy their weekend. >> we thank you for joining us this morning. still quite busy out there. thank you for taking the time. how is it looking right now? let's check in with frances. >> you can see it's a crawl in both directions approaching the

closure and side streets. all your alternates are jammed. airport boulevard crawling. el camino real is going to get jammed. you can see areas in both directions. if you're headed to sfo or the giants game, try to consider mass transit, caltrans or b.a.r.t. will be your best bet. all this traffic will start heading towards 280 and we'll see jams on 280 and 380. that will get backed up, as well. if you do have to drive, give yourself tons of extra time. it's going to be a nightmare with this closure in place throughout the day. >> thank you, frances. >> a little electrical surge there. >> they are rebooting the center field scoreboard. things are flashing if you're in

that batter's box. >> everybody wondering what happened? it was that power outage briefly stopping the action at at&t park last night. the broadcast did not show the center field scoreboard going haywire. giants' fans may or may not have had an inkling what was in store for them after the game, especially those going home on 101. you see frustrated drivers venting on social media. lisa posting this picture tweeting, been sitting in traffic for 1.5 hours. so close to the exit. viewers posted this cell phone video, as well as pictures of the incident. you can see the crane responsible for pulling down that tower. the tourer is crumpled over at the top. we want to see your photos and videos. share them with us on twitter,

facebook and instagram with hashtag abc 7 now. developing news. authorities in texas say they are speaking with a person who has information about the fatal shooting of a harris county sheriff's deputy. the sheriff's office says the person is not under arrest. he is not a suspect or a person of interest. last night a deputy was ambushed while filling a patrol car at a gas station. darren goforth was shot from behind and the man stood over his body firing over ten rounds. he died at the scene. he was in uniform. the 47-year-old was killed for no apparent reason. >> it's tough enough being a deputy and law enforcement in this country right now. for people the way they are right now, i have no words for what this type of person did. >> that deputy leaves behind a

wife and two children. police are looking for this man who inappropriately touch twod girls while swimming at a berkeley pool. he swam up to each victim at the strawberry canyon pool grabbing their legs. the girls are between the ages of 9 and 13. police believe there may be other victims. >> search and rescue teams from the bay area are looking for a missing woman from the sacramento area. 62-year-old woman disappeared last week while hiking with the sierra club group. she was last seen august 20th near horse head lake about 100 miles northeast of fresno. teams from marin, contra costa county took part of the effort to find her. the search is difficult because of the 60,000 acre rough fire which is burning nearby.

of one community is about to be relocated to another. neighbors along amherst way in concord are furious because the man who is supposed to move in next door. abc 7 news reporter alan wong has the story. >> i think it's absolutely horrendous. >> reporter: 89-year-old helen barnes found out she could end up living next to this man who is a high-risk violent sex offender. >> i doubt if i would stay. i would have to move after being here 55 years. >> reporter: 51-year-old frasier smith is about to be released to the 1,500 block of amherst way. neighbors suspect it's this house, the only one available for rent. >> we have lots of single women around here, elderly people living next door. it's not something we need. >> reporter: smith was convicted of sexually assault iing 14 gir. neighborhood opposition and a

judge's ruling denied the attempt. his crimes were committed in solano county, it's trying to move him to contra costa county but the district attorney is fighting the proposed move. >> he used to live in solano county and convicted in solano county. the county is saying they have extraordinary circumstances that justify placing him outside county. it's our position they don't. >> solano county says it looked at 1,700 places within its boundaries and none is suitable. a hearing on september 25th will decide if smith moves in here. alan wong, abc 7 news. >> there is outrage in a berkeley neighborhood over what one resident did to protest dogs that may have fatally attacked a deer. that resident admitted to hanging the deer's carcass on a fence at glendale park wednesday and attaching signs that read, "killed by offleash dogs." this was provided by berkeley

animal care and control. the resident told us he was tired of dogs roaming his neighborhood park off leash and wanted to take action. the carcass has been taken away by animal control. >> prison life is not known for comfort but less so at san quentin this morning. they are dealing with an outbreak of legionnaires' disease which means bottled water and port-a-potty for inmates. >> reporter: from sky 7 hd you can see the line of inmates waiting to use port-a-potties. most water has been shut down. >> when we see cases of legionnaires' disease it's confined to one specific facility. often within those facilities, it's one specificle water source like a tank. >> one inmate was diagnosed. two others are being tested and treated. the county water fly has been tested and is safe.

the rest of marin county is not considered to be at risk. >> it is not spread from person to person. it's usually acquired through inhaling a water droplet that's been in the air so a mist. >> e-mails have been sent to neighbors describing the situation. >> i would worry about the people that work in there and live in there. there are plenty of people that have residential housing. >> a kitchen employee says they've been under strict temporary rules to prevent them from possibly being infected. >> the only course water to use when you flush your toilet and not wash your hands. that's gross. we do have hand sanitizer. >> boxes of bottled water are distributed. visitors will not be allowed in this weekend so the prison can track down the source of the contamination. >> cool weather is heading our way. >> cool and closer to normal. kind of the way i like it.

we are starting off with live doppler 7 hd showing us the cloud cover that even brought us some light rain in santa rosa. you see the areas of light green? that's where we could be getting sprinkles and drizzle. the chance continues in the bay area through the morning hours. i want to take you through tropical storm erika or the remnants as it moved over land. it has weakened. it's an area of low pressure. 35 mile-an-hour winds. here is the forecast animation. it does pick up and regain hurricane strength as it travels along the west coast heading towards the panhandle of florida. we could see hurricane-like winds and rain between monday and wednesday, and we'll keep an eye on that for you. here is a look out towards those low grade skies over the bay bridge. current temperatures right now fairly mild in san francisco 66.

oakland 68. mountain view 70. san jose 68. in morgan hill it's currently 63. you see more of those soupy skies from emeryville as we look out toward the bay. visibility has been limited in some areas where fog is also quite thick along the coast. in parts of the north bay like santa rosa, 65 right now. napa, 67 and fairfield at 67. here we are looking at the golden gate bridge. some of the roads were damp in san francisco. we have a chance of a.m. showers in the forecast. will be sharply cooler this weekend. look for below normal highs next week. cooling trend in store for us. here is why. we have that area of high pressure. that brought us that heat wave and triple-digit heat. that is moving out. in its place we have this next weather system. that is going to bring us the cooler numbers with the increase onshore flow. animation shows extensive cloud cover with the areas of light green where we could see chances

of light rain and drizzle. mainly in the north bay. mainly near the coast. that peters out by this afternoon. then the winds pick up and that's how the cool breeze helps to bring our temperatures down. what you can expect in terms of highs for today, 60s at the coast to 80s inland. half moon bay 69. san francisco 70. san jose comfortable at 80. the warmer spots will be in the inland areas. antioch at 85. a cooler evening with numbers dropping into the 50s tonight. we could see some possible drizzle, as well in the overnight hours. here's the accuweather seven-day forecast. we are cooling down quite a bit. no more triple digit heat. mid 80s inland. the cooling trend continues. then by wednesday next week we will be below average, but it is looking dry all next week. >> you and i like that weather.

1966 fender that was stolen august 16th during a burglary. it used to belong to red hot chili pepper musician. investigators say the guitar changed hands several times after the burglary, but they kept tracking it and eventually recovered it. the guitar is going on display at the rock and roll hall of fame. up next, we've got the very latest on the highway 101 closure in burlingame after power lines fell on both sides of the freeway. customers are being turned away because of a health problem at the richmond post office.

welcome back. we are starting this half hour with a quick look at the weather with our meteorologist. >> good morning, everyone. temperatures pl a little humid out there it's currently 07 in livermore. oakland 68 for the triathlon. 66 in san francisco. here is a live shot. we are seeing the winds pick up a little bit as we look toward the bay bridge. gray skies means cooler weather. inland east bay numbers will be coming down by as much as 20 degrees today. only into the mid 80s this afternoon. breezy at the coast with a westerly wind of about 20 miles per hour. temperatures there in the mid 60s to near 70s. around the bay, very comfortable

with filtered sunshine between 70 to 80. i'll have your complete accuweather seven-day forecast coming up. >> thank you. back to our breaking news this morning. the chp says highway 101 in burlingame will remain closed until approximately 5:00 p.m. that's because of this, a construction crane slammed into a pg&e tower last night around 9:30. live electrical wires with 115,000 votes dangled above the freeway. 22 people and nine cars were trapped by those wires. a pg&e spokesman told us why it was going to take a long time to get things moving. >> we have transmission line and tower employees that are the experts for this type of equipment. due to some of the traffic constraints with 101 being closed, backing up san mateo and bay bridge, we are waiting on transmission tower and line crews. we have a police escort waiting

at the san mateo bridge. >> many of the drivers were giants fans coming from the game where the power surge made the center field scoreboard flickr in the bottom of the seventh. chp and caltrans are urging people to avoid this area entirely. >> here is what some of the backup looked like. one driver tweeted he was just 20 minutes from home when the freeway was closed. the couple said they had been inside their car for four hours. they needed food and water. all around it was a miserable night for drivers on 101. take a look at our ways app, you can see it is still heavy out there ten hours after that incident traffic is still a mess. massive traffic tie-up from that pg&e tower accident. oh, they're hoping they are going to get the roadway opened by 5:00.

hundreds more restaurants, a burgeoning tech industry, a billion dollar medical center and higher graduation rates. >> a spirit much stronger than any storm. >> former president george w. bush praised new orleans' school reform on his visit to the city friday. president obama's visit thursday highlighted the remarkable recovery. >> these apocalyptic scenes ten years ago. parts of the city under 20 feet of water after the levees failed hurricane katrina left thousands stranded and desperate. >> early recovery was not good. i think there was too much fighting going on. the way the federal government was organized. >> in the storm's wake, half of the city's residents left. today, more than 80% of this population is back. their city now fortified by a new $14 billion levee system. >> we are confident this system is fully capable of reducing the risk of a 100 year storm event.

crew did to help residents who had lost everything. >> our folks performed at a level that to this day amazes me to watch what they did every day and did day in, day out. >> these are some never-before-seen photos of his crew in new orleans. the menlo park team worked with several other agencies. overall, they searched 2,700 structures and rescued more than 1,000 victims. members of a black woman's book club kicked off the napa valley wine train last saturday hired a lawyer and are planning to take legal action against the company. club members say they were victims of racial bias when the group was asked to get off the train by staff members. they've now hired civil rights attorney joaquin mccoy to represent them. he says an appropriate settlement could be as high as $5 million. the wine train ceo apologized to

the group. no comment yet about the book club's new lawyer. it's a local landmark and historic building in downtown richmond, but the main post office is closed. because of a health hazard. laura anthony found something lurking below. >> while workers donned their protective suits at the rear of the building, a steady flow of potential customers found themselves locked out of the main post office in downtown richmond. >> due to necessary maintenance. >> trying to check my p.o. box and go to work. >> the problem, mold found in the basement of the 1930s art deco building. something the postal service determined needed to be cleaned up immediately. left uncheck, mold can cause health problems, even deaths in extreme cases. >> they are cleaning up mold. >> yes. i hope they do a very good job. >> that's good.

story. 101 closed near burlingame in both directions after a construction accident with pg&e power line. it means a stretch there will be closed until at least 5:00 p.m. we'll have more on it before we end our newscast this morning. in san francisco, muni riders should expect to see more buses, newer buses starting next month. the mayor announced the second phase of improvement begins september 26th. some vehicles will be added to the heavily-used route. muni already added 116 new buses during phase one of its upgrade. we are seeing a lot of low clouds over the bay area and golden gate bridge with this live shot. we got light rain in santa rosa.

demonstrates on this cpr dummy how he brought a suspected drug user back from near death last june. >> when i arrived i found this man down on the ground. he was in the middle of the street. >> the man overdosed in the mission but malone had been trained to use an antidote to heroin and other opiates. the result was amazing. >> i started to see signs that he was coming to. by that time the ambulance crew arrived. >> the man recovered. about 750 san francisco police officers have been trained to use the drug as part of a pilot program to save lives. in the mission, the drug is legendary. this mirror pays tribute with a superhero. >> we think this is the reason that even though heroin use has increased in the city over the last few years, heroin deaths have not. >> dr. judy martin says there were 75 drug overdose reversals in july thanks to the drug. this free clinic here has been

prescribing it to patients. a warning posted about a dangerous form of street heroin laced with a drug. doctors say this can combat overdose blocking opiates, reviving the victim. >> we give instruction to the patients how to use it in case they have a friend or someone that they find in this situation. >> every police officer that enters this job wants to save a life. with something as simple as this, we are able to do that. >> 1,500 more officers will get training this year. cornell bernard, abc 7 news. as a former traffic reporter, keeping an eye on 101. as a meteorologist, i've got your weather duties, as well. busy morning. >> it is busy. 101 is going to be massive delays, avoid it if you can. mass transit your best bet. you'll probably see delays on 280 later today.

and we are tracking rain. picking up drizzle out there. the areas of light green, we had 0.03 inch reported already in mt. diablo this morning. even sprinkles through livermore. if you are traveling to the sierra, south lake tahoe or western part of nevada there is a red flag warning in effect until tonight. driving will be difficult along the gusts where winds can reach up to 70 miles per hour. that is a challenge if you're in an suv, minivan or bus. live shot looking out towards the gray skies and low clouds. in san francisco, currently 66. oakland 68. mountain view 70. san jose 68. morgan hill 63. half moon bay 64. we are waking up to relatively humid conditions. it is gray out there and a bit damp as you can see from

emeryville. santa rosa had light rain. 65 currently there. there was also some fog reported. napa 68 as well as novato. livermore 70 with that drizzle. as we look toward the golden gate bridge, you see those low clouds just right at the top of the towers. here is what you need to know. the chance of showers stay with us through the morning. should be gone by noon. sharply cool they are weekend. then below normal highs all of next week. here is a look at the forecast animation. we wake up to the extensive cloud cover 9:00 this morning. animation shows light green area where our best chances of rain enter, mainly in the north bay closer to the coast. that sticks around through about lunchtime. by noon, we'll see clearing but filtered sunshine. a cooler sea breeze develop and that drives our temperatures down quite a bit. a lot of folks will be headed to the giants game. once you get there, it will be comfortable.

near 70 throughout the game with cloudy conditions and a westerly breeze of about 10 miles per hour. if you're heading there, traffic will be an awful mess. avoid 101 with a closure and take 280. if you do have to drive, plan on delays because everyone will be heading that way. caltrans or b.a.r.t. your best bet. san jose more comfortable at 80 down from 95 yesterday. 80 in redwood city. mountain view, as well. also 72 in south san francisco with cooler numbers. in sonoma, more comfortable in the east bay. lots of 70s. berkeley 75 to 80. livermore, 102 yesterday. today 84. that is good news. here is a look at the seven-day forecast. morning showers continue. very light, at best. temperatures start to cool down. right now we are going to be closer to average today. you'll notice a big change
