it shows an incident from almost one year ago as charter and a subcontractor were adding a new section of steam pipe. listen carefully as a co-worker grew alarmed. >> maybe step out for a minute. >> reporter: he tries to climb out of the underground vault. the hot steam was building up pressure. and then the worker was saved from being scalded. turner construction was the designer and builder of the steam pipe project. >> turner let us know they've been designing the system over again since this accident. >> reporter: the video is being used to discredit turner for a two-year delay in the hospital expansion. >> you can't finish the bed building until this section of the pipe is done. >> reporter: in a warning letter to turner, the county complained it's never received safety reports on the incident. turner said when this happened

in 2014 we conducted a complete investigation. cal osha has no record of the incident. the worker did file a workers comp claim. they denied the contractor was more interested in building l i levi's stadium. an emotional scene on san francisco's pier 14 exactly two months after an innocent woman was shot there. kate steinle's family returned to the scene of her murder this afternoon. you can see the flowers marking that spot. they filed formal wrongful death charges against two federal agencies. the sheriff released sanchez from custody without notifying federal immigration officials even though sanchez was an illegal immigrant.

until sanctuary city rules are changed, the same thing could happen to anyone. >> she stops, takes a selfie, turns around and was shot. and she fell. she said, help me, dad. >> you can come to san francisco next week. be walking with your daughter or son. and in a moment, they can be taken from you. >> the steinle family claims i.c.e. knew about mirkarimiae policies and did nothing to retrieve sanchez. the third target, the federal bureau of land management. the gun used to kill steinle was stolen from a blm's car. a police spokesman said an officer's firearm has been taken

away and placed on a job that does not involve contact with the public. police are not releasing any other details. oakland police need your help to solve a mystery after a man was seen grabbing a woman and putting her in the trunk of a car. one witness saw it happen along sterling drive just after 10:00. police are hoping someone will file a missing person's report. >> we want to ensure that whatever happened, that person is safe. if they need any medical or police assistance, we want to be able to identify and locate this person as soon as possible. >> they believe it's a black two door car and its windows appear to be covered with blue paper plates. a special task force arrested a retired high school teacher after officers found child pornography on his computer. marshall pfeiffer recently retired from teaching in lafayette. members of the contra costa

county internet crimes against children task force served a search warrant at his home today. they don't believe any of his former students are linked to the case. firefighters have control of a grass fire that burned this afternoon. residents worked to keep that fire from spreading to their backyard. it was reported in the green space between rochelle and kimberland height drive. the smoke could be scene around the east bay and even from san francisco. this picture came from viewer chris richardson who lives in the neighborhood. abc 7 news was at pier 90 as a fire boat was deployed to put out a fire. the fire boat totally drenched the pier. the fire kept smoldering. it began near some grain silos. no word on what sparked it and no injuries reported. leaders in san jose are talking about the skyrocketing housing prices in silicon valley

and what to do about rent control. after t over the past five years the rent in san jose has shot up 54%. chris ngyuen is live in san jose. salaries can't keep up with that pace. >> reporter: yeah, the average rent per month in san jose is $2300 roughly. no surprise that people are having a tough time paying their bills. some say that stricter rent control will hurt responsible tenants. but they say they're just trying to make a living like everyone else. renters rallied for some relief. >> i'm not sag reying rent shout be raised but people can be priced ot of the place they're living. >> reporter: under the rent control ordinance, landlords that own three or more units built before 1979 can raise their rent up to 8% per year.

many believe that's too much considering the cost of living has gone up roughly 3% each year since the mid-80s. >> we have a housing crisis. >> reporter: more needs to be done to protect all residents. >> one of the most unaffordable places to live. this isn't just for your most vulnerable or low income. >> reporter: and advocates agree calling on the counsel to cap rent increases while making it tougher for landlords to evict. >> that would help a lot of people spending at least half their income on their rent. and the possibility of being displaced or homeless to be able to secure themselves a little bit and have a little breathing recommend. >> reporter: the california apartme menment association did return our request for comment. some say it would be harder to pay for property expenses look mantd nance and operations costs which could lead to run down

properties. they'll continue to take public feedback for the next two months. a vote could happen as soon as december. a woman hit with a 400% rent increase is now suing her landlord. it increased to $8900 a month. she now house sits to have a plaus to live. another bad day for stocks. the dow lost 450 points. concern about a slowdown in china's economy continue to deepen. bay area businesses are deeply affected. lyanne melendez joins us from the embarcadero with more on that. >> reporter: today is september 1st. here we go again. for years, the dow jones for some reason has never performed well during this month, september and october has not performed well either.

add to that the situation in china and other factors and we're in for a bumpy ride. >> the port of oakland's major trading partners at 76%. china is at the top of that list. what happens there will have an impact at the port. >> we got to slow down, too. >> reporter: the same applies to commodities sold to china such as california's agricultural products. weak reports in china are just one piece driving down stocks. >> we'll have a difficult earnings season. obviously news from the fed. there's a lot of things that continue to have the volatility be very high. some tech companies have seen their stock tumble which affects employees and their purchases. >> if you have the shares rapidly correct, it gives you a moment of pause before you'll rush out and buy a multimillion-dollar house in san francisco. >> already some people we've spoke to are in caution mode. >> that definitely discourages me from purchasing a car or

fremont, palo alto, north bay and all the bay area, this is abc 7 news. >> the hercules police department is looking for a man who robbed a gas station last metho month. you can see him leaning over the counter. he got some money and ran aaway. in a break with tradition, pope francis is offering an amnesty period of sorts to catholic women who have had abortions. while some call this historic it says it doesn't signal any newfound respect for women or their choices. laura anthony has reaction. >> reporter: hi, dan. scholars here at st. mary's are watching pope francis very closely. until now, catholic women could seek forgiveness but only from a

bishop in most countries. come december, that will change but only for a year. while offering a chance at forgiveness to catholic women, pope francis is still stopping well short of condoning it. brother charles is a history professor at st. mary's college. the pope is alouing priests to offer forgiveness, not just bishops. >> it's a pastoral move to make forgiveness and absolution available to women in these circumstances. >> i see god's mercy in everything. >> reporter: a pro-life catholic from danville. >> i can't see it at all as a loosening of the doctrine of abortion. he's just saying everybody makes mistakes and god understands everybody's hearts. >> reporter: others say it's unnecessary for something they do not view as a sin. >> women don't need forgiveness

pelican bay in 2009. california agrees to end unlimited isolation of imprisoned gang members. it kept some inmates in isolation for decades. they celebrated during a rally today in san francisco. >> to be left alone in the cell from 22 to 24 hours a day with nothing about your tv is definitely a form of cruelty. we are all creatures of habit. we need interaction. >> under the settlement, the state will limit how long inmates can spend in isolation. congresswoman nancy pelosi visited a first grade classroom to see how kids are saving for their college education. the house minority leader heard more about the city's kinder to college program. it started about four years ago.

the city has started college funds for every kindergartner. the accounts are created automatically. >> we tell that family, here's your savings account, your account card and i.d. number. go online already because the city has already put an initial deposit of $50 into your account. >> the city contributes more money as the students reach certain goals. it's estimated the program has saved san francisco parents $1.3 million. uber drivers in california can move forward with a class action lawsuit over whether they are employees and not independent contractors. the judge said the plaintiffs in the lawsuit could include drivers who worked for uber x, uber black and, ber suv since august 2009. they argue the workers have the ability to set theiron schedules meaning they do not need to be considered as employees. tesla is on schedule to begin delivering its pricey suv.

it's $132,000. the first customers have been told by the palo alto-based company they can choose their paint color and whether they want to add the ludicrous speed upgrade. it allows drivers to go from 0 to 60 in 3.2 seconds. >> wow. so fancy. on the subject of suvs, the new smaller ones are popular but how do they stack up? >> michael finney is here with his exclusive partnership with consumer reports. >> if you want a small car with a small price tag, several automakers rolled out an affordable breed they are marketing to millennials. compact suvs starting around $20,000. consumer reports checked out four of them. the jeep renegade, chevrolet track, honda hrv and mazda cxv.

the jeep renegade sits itself apart with boxy stiling and is the only subcompact suv that consumer reports found is competent off road. unfortunately, the ride proved chop choppy and its acceleration slow. the chevrolet trax has decent fuel economy but it's also slow and noisy with a bouncy ride. >> the compact suvs are built on the same frame as compacts. >> then you start adding all-wheel drive and rear backup camera, prices jump to around $26,000. >> that kind of money, probably better off getting a top rated subaru forester or toyota rav 4. they cost around $27,000 similarly equipped. >> how about the honda hrv. you can get a low equipped

and we're watching the fog at the coast along with clouds on our radar. you know most of the month of august it has been feeling warm. especially in san francisco. if you have had trouble sleeping, you weren't imagining things. half of august we've had record high minimums for san francisco. six were new records and nine were tied. part of the reason for this? let's take a look at the bigger picture. sea surface temperatures have been running higher than average. warm blob off our coastline stretching up toward alaska and down towards mexico. contributing to the warm nights we've seen in august for san francisco. near the equator, unrelated. el nino continues to develop. we'll keep an eye on that. that could be a big factor in the upcoming winter weather. beautiful view of some high clouds coming through. 67 degrees in san francisco.

page shows the transformation. this is supposes to make google easier to read on all platforms and devices. we're following very closely the white house announced its first director of product today. josh miller. he's only 24 years old. quite the young hot shot. he started a start-up called branch to allow groups of people to have twitter-like conversations on any topic. miller sold branch to facebook last year. miller hopes his new role at the white house will make talking to the government on social networks just as easy as it is talking to friends. a rare supermoon lunar eclipse is set to appear this month for the first time since 1982. the night of september 27th is when it will happen at the same time. the supermoon makes the full moon appear large er and bright
